Recent Weather Developments and Forecast

Introduction:
This is an update on the potential cyclonic storm named Mocha that has been identified over the Bay of Bengal, which may pose a threat to nearby coastal areas, especially Bangladesh and Myanmar. The ECMWF and CMC forecast models suggest the possibility of a severe to very severe cyclonic storm, and higher wind speeds and sea temperatures of around 31°C in the area may contribute to its development. However, the exact path and intensity of the storm are still uncertain and may change as new data becomes available. This meteorological report provides an overview of the current storm conditions, projected path, and potential impacts on the affected regions, including the Rakhine Coastal area and Ayeyarwady Delta areas of Myanmar.
Current Conditions:
As of the latest update, the potential cyclonic storm has been named Mocha by the Indian Meteorological Department (IMD). The ECMWF and CMC forecast models both suggest the possibility of a severe to very severe cyclonic storm forming over the Bay of Bengal. Sea temperatures in the area are around 31°C, which can provide energy to fuel the intensification of the storm. Wind speeds have also been observed to be higher in the region.
Forecast:
Based on the available data and forecast models, there is a potential for the cyclonic storm Mocha to intensify and potentially hit the Bangladesh or Myanmar coast around May 12 or 13. Some weather forecast models suggest that the cyclone may hit the coast with wind speeds of 150-180 km/h, which could classify it as a very severe cyclonic storm. However, the accuracy of cyclone forecasting can vary and change as new data becomes available, so it’s important to stay informed through official sources and follow any safety guidelines or evacuation orders issued by authorities in the affected areas, including the Rakhine Coastal area and Ayeyarwady Delta areas of Myanmar.
Potential Impacts:
If the cyclonic storm Mocha were to develop and hit land, it may bring heavy rainfall, strong winds, and potential storm surge that could lead to flooding, landslides, and damage to infrastructure. The severity of the impact depends on various atmospheric and oceanic conditions, which can change rapidly and can be difficult to predict with certainty. Some of the regions, cities, or towns that may be impacted by the storm are:
Rakhine Coastal area: This area includes Sittwe, Kyaukpyu, Thandwe, Maungdaw, Buthidaung, Rathedaung, etc. This area is vulnerable to storm surge, coastal flooding, erosion, and saltwater intrusion. The population in this area is estimated at around 3 million people, many of whom are displaced due to ethnic conflicts and violence.
According to some weather forecast models, the cyclone may hit this area with wind speeds of up to 180 km/h, which could cause significant damage to houses, trees, and boats. The storm surge may also reach up to 3 meters high in some places, which could inundate low-lying areas and contaminate freshwater sources.
Ayeyarwady Delta area: This area includes Pathein, Hinthada, Myaungmya, Pyapon, Bogale, Labutta, etc. This area is prone to riverine flooding, landslides, and damage to agriculture and fisheries. The population in this area is estimated at around 6 million people, many of whom are poor and dependent on subsistence farming and fishing. According to some weather forecast models, the cyclone may bring heavy rainfall of up to 300 mm in this area, which could cause widespread flooding and landslides. The strong winds may also damage crops and fish farms.
Latest Update

According to the latest ECMWF 0600Z model runtime, the potential cyclonic storm Mocha is expected to hit the Ayeyarwady Delta area of Myanmar with wind speeds of around 80 mph (130 km/h) on May 13 or 14. The Rakhine Coastal area, which includes Sittwe, Kyaukpyu, Thandwe, Maungdaw, Buthidaung, Rathedaung, is also expected to be affected by the cyclone. Some weather forecast models suggest that the cyclone may hit this area with wind speeds of up to 80-90 mph (130-145 km/h), which could cause significant damage to houses, trees, and boats. The storm surge may also reach up to 3 meters high in some places, which could inundate low-lying areas and contaminate freshwater sources. The population in this area is estimated at around 3 million people, many of whom are displaced due to ethnic conflicts and violence. Therefore, it is important for residents in both the Ayeyarwady Delta and Rakhine Coastal areas to stay alert and prepared for any possible scenario.
23: PM May 06
Based on the latest update from the GFS and ECMWF models, both suggest that the potential cyclonic storm Mocha is likely to make landfall in the Kyaukphyu region of Myanmar. The GFS model predicts landfall on May 13, while the ECMWF model predicts landfall on May 14. However, the exact path and intensity of the storm may still change as new data becomes available.
In terms of rainfall, the GFS model predicts that the affected areas of Myanmar, including the Irrawaddy Delta and Rakhine Coastal area, may experience heavy rainfall of up to 300 mm in some places. The ECMWF model predicts that the Ayeyarwady Delta may experience rainfall of up to 250 mm, while the Rakhine Coastal area may experience rainfall of up to 150 mm. These heavy rainfall amounts may cause widespread flooding and landslides in the affected areas.

Preparation and Recommendations:
Residents in the affected areas should take necessary precautions and prepare for the possible impacts of the cyclonic storm Mocha. Some recommendations or suggestions for action are
1. Monitor official sources such as the Myanmar Department of Meteorology and Hydrology or local authorities for updates on the cyclone’s movement and intensity.
a. After the devastating Cyclone Nargis hit Myanmar in 2008, the government set up the National Natural Disaster Management Committee (NNDMC) to coordinate disaster preparedness, response, and recovery efforts. The NNDMC is responsible for issuing alerts, providing information, mobilizing resources, and coordinating with other agencies and organizations involved in disaster management. They have a website at http://www.nndmc.gov.mm/ which provides updates on the latest weather conditions and alerts, as well as information on disaster management policies and activities.
b. In addition to the NNDMC, there are also other sources of information and assistance that people in Myanmar can use to prepare for and respond to cyclones. Some of these sources include:
c. The Myanmar Department of Meteorology and Hydrology (DMH): This is the government agency responsible for monitoring and forecasting weather conditions in Myanmar. They issue regular weather bulletins and warnings, as well as provide training and support to local authorities and communities on disaster preparedness and response. Their website is http://www.moezala.gov.mm/dmh/ .
d. The Myanmar Red Cross Society: This is a humanitarian organization that provides emergency assistance and relief to people affected by disasters in Myanmar. They have a network of volunteers and staff who work on disaster preparedness, response, and recovery, and they also provide first aid, shelter, and other essential services during emergencies. Their website is http://www.redcross.org.mm/ .
e. Local authorities and community leaders: During emergencies, local authorities such as village heads, ward administrators, and township officials play a crucial role in providing information, assistance, and coordination. They may issue evacuation orders, set up temporary shelters, distribute relief supplies, and help identify vulnerable populations. It is important to stay informed and follow their instructions during emergencies
f. UK Met Office: The UK Met Office is the national meteorological service for the UK and provides forecasts and warnings for severe weather events across the world. Their services are available to the public, government agencies, and commercial users.
g. Canadian Hurricane Centre: This is a division of Environment Canada that provides tropical cyclone forecasts and warnings for Canada and adjacent waters. It also conducts research and analysis on tropical cyclones.
h. Myanmar Department of Meteorology and Hydrology: This is the national meteorological service of Myanmar that provides weather forecasts and warnings for public safety and disaster management. It also operates a network of weather stations and radars across the country.
i. Windy: This is a website that provides interactive weather maps and animations based on various forecast models. It also shows real-time observations from satellites and ground stations.
j. Weather.gov: This is the website of the National Oceanic and Atmospheric Administration (NOAA) of the United States that provides weather forecasts, warnings, and observations for the US and its territories. It also conducts research and analysis on weather and climate-related issues.

2. Follow any safety guidelines or evacuation orders issued by authorities in case of emergency.

3. Stock up on essential supplies such as food, water, medicine, flashlight, etc.
a. Food: At least three days' worth of non-perishable food items, such as canned goods, dried fruits, nuts, crackers, and granola bars. Avoid foods that require cooking or refrigeration, as these may not be available during or after the cyclone.
b. Water: At least three days' worth of clean drinking water, at least one gallon per person per day, as well as extra water for sanitation and hygiene purposes. Store the water in clean and sealed containers, and keep them in a cool and dark place. Also, consider having water purification tablets or filters in case you need to treat unsafe water sources.
c. Medicine: At least three days' worth of prescription and over-the-counter medicines that you or your family members may need, including painkillers, antihistamines, anti-diarrheals, and antibiotics. Also, have a first aid kit that contains bandages, gauze, antiseptic, scissors, tweezers, etc. Check the expiration dates of your medicines and replace them if necessary. Also, keep a list of your medical conditions and allergies in case you need medical attention.
d. Flashlight: A flashlight or a lantern that can provide light in case of power outages, along with extra batteries or a solar charger. Avoid using candles or matches as they may cause fire hazards. Also, have a whistle or a radio that can help you communicate or signal for help.

4. Secure your property and belongings from possible damage by wind or water.

5. Avoid travelling or venturing into flooded or landslide-prone areas.

6. Seek shelter in a safe and sturdy building away from windows or doors.

7. Help others who may need assistance or support during or after the cyclone.

Conclusion:
The potential cyclonic storm Mocha is a significant weather event that has the potential to cause widespread damage and disruption in the affected regions. The exact path and intensity of the storm are still uncertain and may change as new data becomes available. Therefore, it is important for residents in the potentially affected areas to monitor the latest updates from official meteorological sources and heed any instructions or evacuation orders issued by local authorities. It is also important to prepare for the possible impacts of the cyclonic storm, including securing homes, stocking up on essential supplies, and having an evacuation plan in place if needed.

Parami Gas is part of the PARAMI Energy Group of Companies and so is our new customer-focused entity, 8484 Co., Ltd.

Families in Myanmar just need to dial 8484 (darling darling in Myanmar language) to fill up gas not only from Parami Gas, but also from other reliable suppliers.

While Solar will represent an increasing share in our group portfolio — from rural mini-grid to utility-scale electrification — we are doubling down on natural gas as a clean, safe and affordable transition fuel to a completely renewable energy future. We have completed the upgrade of the Thanlyin Liquefied Petroleum Gas (LPG) import terminal, which we manage and operate as part of our integrated value chain that now includes competitively sourced supply, a fleet of cylinders with enhanced safety features, and a growing distribution network across Myanmar to better serve our customers.

We are committed to reducing the use of charcoal and wood in rural cooking by expanding access to cleaner, safer and more efficient LPG for household use. Myanmar’s rural communities continue to rely on solid fuel sources in preparing meals for their families. This method is detrimental to health and the environment due to indoor pollution and tree-cutting.

In city centers, with the increase in electricity rates effective 1 July 2019, it is now on average ~30% cheaper for a family of four cooking twice a day to use LPG versus an electric stove plugged into grid-supplied electricity.

We are driven to improve the living conditions of rural communities while reducing the cost of living for those residing in city centers.

Our two-pronged approach to contributing to Myanmar’s sustainable energy future is grounded both on the supply of clean and the development of renewable energy sources for Burmese people.

Although upstream gas exploration as well as LPG supply and distribution comprise a large part of PARAMI's portfolio, the two sectors are not often appreciated for their tremendous contribution to making communities and industries across the globe more prosperous.

But our Solar Mini-Grid Electrification segment is different — in that it allows us to see the immediate transformative impact on the lives of rural communities we are connecting to electricity for the first time in their lives.

This weekend, together with the Department of Rural Development Myanmar and GIZ Myanmar, the PARAMI team is on site for Installation Verification inspection of our recently-commissioned Solar power station on Yesagyo Island's Nga Ta Yaw village.

Besides powering standard residential loads such as lighting, cell phone charging and entertainment electronics, our Solar-powered electricity supply is already spurring local economic growth through energizing larger productive use loads such as irrigation, refrigeration and saws as well as agricultural processing like rice mills and corn shelling.

The 8 villages we have connected to electricity are now be able to significantly increase their agricultural output and trade with large cities of Magway Region, including the fastest growing one in Pakokku located just across the Chindwin River.

With ~110 million in population, Philippines has exactly double that of ours in Myanmar, which stands at approximately 55 million.

In the Philippines, 31% of the total dependable electricity generation capacity of 21,241MW is powered by renewable sources, including Solar, making it one of the leading countries across the region in sustainable energy use. Myanmar is working toward achieving the same, prioritizing the implementation of renewable energy solutions in electrifying off-grid rural communities.

It was great catching up with the Philippine Ambassador to Myanmar, H.E. Eduardo KAPUNAN, Jr., to introduce PARAMI Energy and share about our Solar-powered electrification activities in Myanmar.

At PARAMI Energy, we believe that local communities are the most important stakeholders of our projects. The recent commissioning of our first Solar Power Station on Yesagyo Island is already making a meaningful impact on agricultural processes of the 8 villages we have connected to electricity.

Today, we held public hearings in the next set of villages we aim to electrify on the remote off-grid island. Listening to the communities is fundamental to PARAMI’s project development philosophy. Everything we do must first be understood and accepted by the people. Without this, we cannot move forward.

Today marked the official Opening Ceremony of our Solar mini-grid solution for the electrification of Yesagyo Island in Magway Region!

Our Solar power station located in Ngatayaw village was inaugurated by Dr. Aung Thu, Union Minister of Agriculture, Livestock and Irrigation as well as Dr. Aung Moe Nyo, Governor & Chief Minister of Magway Region.

We — PARAMI Energy — are the private sector development partner in the Myanmar government’s effort to achieve universal electrification across the nation by 2030. By deploying our Solar energy solution on the remote Yesagyo Island, we have electrified 1,442 households across 8 villages for the first time in their lives. We aim to connect the remaining ~3,000 households on the island this year using the same technology.

Besides powering standard residential loads such as lighting, cell phone charging and entertainment electronics, our renewable energy solution will spur local economic growth through energizing larger productive use loads such as refrigeration, water pumping and saws as well as agricultural processing like rice mills and corn shelling. Yesagyo Island will now be able to significantly increase its agricultural output and trade with Magway’s fastest growing city in Pakokku located just across the Chindwin River.

Together with the Department of Rural Development Myanmar leadership and our EPC partner, Mega Global Green Automation, we made final preparations for the Opening Ceremony of our Solar mini-grid power station on Yesagyo Island.

Every household on the island is a stakeholder of our transformative project that has started to supply reliable renewable power to 8 villages for the first time in their lives on the remote agricultural location of Magway Region.

Today, our Opening Ceremony in Ngatayaw village will receive distinguished guests as well as the leaders of the regional and union governments.

We are proud of our team accomplishment.

Last week marked a significant milestone for the Myanmar energy industry with nationwide electrification coverage reaching 50% of the 55 million population. To commemorate this transformative development achievement President U Win Myint visited with industry stakeholders, including PARAMI Energy, to recognize their contribution.

PARAMI Energy is at the forefront of rural solar-powered electrification having recently brought into operation its first mini-grid solution on Yesagyo Island of rural Magway. In partnership with Mega Global Green Automation and with support from the Department of Rural Development Myanmar and the World Bank, we have started to supply renewable electric power to ~1,500 off-grid households out of the remote Ngatayaw village. Photo #2.

The Myanmar government aims to achieve 55% coverage in 2021-2022, 75% in 2025-2026, and complete nationwide electrification by 2030.

In addition, PARAMI Energy’s burgeoning Liquefied Petroleum Gas import and distribution business (Parami Gas) was commended for supplying a clean household cooking solution as more affordable substitute for grid-supplied electricity — the rates for which increased by nearly 150% in August 2019.
