ASEANAPOL Secretariat and USAID End Wildlife Crime Forge Strategic Partnership to Combat Transnational Wildlife Trafficking
On October 29, 2024, ASEANAPOL Secretariat Executive Director David Martinez Vinluan, along with other Secretariat officers, hosted a working visit from Mr. Peter Collier, Chief of Party of USAID End Wildlife Crime, and Mr. Sulma Warne, Law Enforcement Lead for the program. This visit provided an opportunity to discuss pressing issues related to wildlife crime and explore avenues for collaboration between ASEANAPOL and USAID in the fight against transnational wildlife trafficking, which poses significant environmental and security risks in the ASEAN region.
USAID, through its End Wildlife Crime initiative, has positioned itself as a regional leader in addressing illegal wildlife trade, which contributes to biodiversity loss, spreads zoonotic diseases, destabilizes economies, and fuels organized crime. USAID’s goal is to strengthen regional efforts in counter-wildlife trafficking (CWT) by fostering partnerships with law enforcement bodies like ASEANAPOL. During the meeting, USAID representatives presented an overview of their planned activities and discussed how these initiatives could complement ASEANAPOL’s existing priorities.
Key topics of discussion included conducting a regional assessment to understand the roles of ASEAN criminal justice stakeholders in CWT, developing a regional strategy and toolkit on best practices, forming thematic working groups on financial and online wildlife crime, and establishing a CWT Partnership Platform. These initiatives aim to expand upon the groundwork laid by a 2021 USAID report for ASEANAPOL, and to enhance coordination, capacity-building, and collaboration among stakeholders, including private and civil sectors.
The meeting concluded with a commitment from both ASEANAPOL and USAID End Wildlife Crime to work closely together to tackle wildlife trafficking across ASEAN. Executive Director Vinluan expressed appreciation for USAID’s support and reaffirmed ASEANAPOL’s dedication to collaborative efforts in line with its mission to address transnational crime. Both parties recognized the critical need for a united front in countering wildlife trafficking and look forward to advancing regional security, public health, and environmental protection through this partnership.

Malaysia Honors Philippine and Indonesian Police Chiefs with First Class Bravery Award for Advancing Regional Security
On October 30, 2024, at the prestigious National Palace in Kuala Lumpur, Malaysia, Executive Director of the ASEANAPOL Secretariat David Martinez Vinluan, attended a formal ceremony where His Majesty, Kebawah Duli Yang Mulia Seri Paduka Baginda Yang di-Pertuan Agong XVII Sultan Ibrahim Ibni Sultan Iskandar, King of Malaysia, presented the distinguished First-Class Police Force Bravery Award (Panglima Gagah Pasukan Police) of the Royal Malaysia Police.
This high honour was conferred upon Police General Rommel Francisco D. Marbil, Chief of the Philippine National Police (PNP), and Police General Drs. Listyo Sigit Prabowo, M.Si, Chief of the Indonesian National Police (INP), in recognition of their exceptional contributions to the safety and security of Malaysia, the Philippines, and Indonesia. The award highlights the impactful role these leaders play in bolstering regional security and emphasizes the continued collaboration among ASEAN police forces.
The ceremony underscored the longstanding bond and shared commitment among the member nations of ASEANAPOL, with the Chiefs of the Philippine and Indonesian National Police being honoured not only for their individual achievements but also for their unwavering support to the Royal Malaysia Police (RMP). This award reflects their dedication to strengthening cross-border collaboration in law enforcement, advancing joint operations, and addressing transnational challenges such as drug trafficking, human trafficking, and terrorism within the ASEAN region.
The nomination for this prestigious award was put forward by Tan Sri Razarudin bin Husain, Inspector General of Police of the Royal Malaysia Police, recognizing the Chiefs of PNP and INP as instrumental allies in promoting stability across Southeast Asia. Their distinguished service has made significant strides in reinforcing the region’s collective security framework. This gesture of appreciation by Malaysia's highest leadership not only honours the Chiefs of PNP and INP but also symbolizes the broader spirit of solidarity among ASEANAPOL member nations, who remain united in the pursuit of peace, safety, and mutual cooperation.
Each Chief's dedication to service and commitment to fostering regional security demonstrates the essence of ASEANAPOL’s vision and mission, as all ASEAN National Police leaders remain committed to a safer, more secure Southeast Asia.

42nd ASEANAPOL Conference, in Nay Pyi Taw, Myanmar
The 42nd ASEAN National Police (ASEANAPOL) Conference was inaugurated on 21 October 2024 at the Myanmar International Convention Center 1 (MICC 1) in Nay Pyi Taw, Myanmar. Running from 21 to 25 October, this significant event adopted the theme “Strengthening Regional and Global Partnerships to Combat Transnational Crimes.” This theme highlighted the urgent need for collaborative efforts among ASEANAPOL Member Countries (AMCs) to address the complex challenges posed by transnational crime, reinforcing the conference's critical role in both regional and global security frameworks.
The conference aimed to honor and strengthen long-term partnerships among AMCs, Dialogue Partners (DPs), Observers (OBs), and other like-minded entities in the ongoing fight against crime. Key objectives included maintaining peace and order, promoting sustainable security and economic growth in the region, and aligning commitments toward a safer ASEAN. Delegates from Royal Brunei Police Force, Cambodia National Police, Indonesia National Police, Laos Police Force, Royal Malaysia Police, Myanmar National Police, Philippine National Police, Singapore National Police, Royal Thai Police and Office of the Investigation Police Agancy, Vietnam.
Keynotes during the conference included remarks from the Chief of the MPF, who emphasized the evolving threats of transnational crime driven by technological advancements and global conflicts. He urged for strengthened interregional cooperation among member countries based on mutual respect for independence and national identity. The inaugural ASEANAPOL Founding Day Ceremony featured a video titled “The ASEANAPOL Journey (1981 to the Present),” celebrating the organization's 43-year evolution and milestones.
Major General Ahmed Naser Al-Raisi, President of INTERPOL, underscored the need for enhanced collaboration between ASEANAPOL and INTERPOL to combat rising transnational crime threats. He emphasized the importance of utilizing advanced technologies and fostering global partnerships.
The conference concluded with the endorsement for the Royal Thai Police (RTP) to host the 43rd ASEANAPOL Conference in 2025, along with unanimous agreement on the 42nd ASEANAPOL Joint Communiqué, marking a new chapter in regional cooperation against transnational crime.

A momentous highlight of the opening ceremony was the launch of ASEANAPOL Foundation Day, commemorating 43 years since the organization's establishment on 23 October 1981 in Manila, Philippines. Born out of a historic meeting of police chiefs from five ASEAN nations—Indonesia, Malaysia, the Philippines, Singapore, and Thailand—ASEANAPOL was created to address pressing law enforcement and crime control issues affecting the region. Over the years, its membership has expanded to include Brunei, Vietnam, Laos, Myanmar, and Cambodia, solidifying its role as a cornerstone of regional cooperation.
This celebration is particularly noteworthy, as it is the first time ASEANAPOL Foundation Day has been formally observed, marking a new chapter in the organization’s history. In his powerful welcome address, Police Lieutenant General Win Zaw Moe, Chief of the Myanmar Police Force and host of the conference, underscored the dynamic and evolving nature of threats posed by transnational crime, exacerbated by rapid technological advancements and global conflicts. ASEANAPOL Secretariat Briefs Inspector-General of Police at Bukit Aman on 42nd ASEANAPOL Conference Preparations
On October 14, 2024, an official briefing was held at Bukit Aman, the headquarters of the Royal Malaysia Police (RMP), for Inspector-General of Police Tan Sri Razarudin bin Husain. The ASEANAPOL Secretariat led the briefing, with four senior representatives in attendance. The delegation was headed by Police Colonel David Martinez Vinluan, Executive Director of the ASEANAPOL Secretariat, and included ACP Dr. Bakri bin Zainal Abidin, Director of Police Services; Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Director of Plans and Programmes; and Superintendent Azrul Hisham bin Mohd Shaffei, Head of Administrative and Technical Staff.
During the session, the Secretariat provided a detailed update on preparations for the upcoming ASEANAPOL conference. The presentation emphasized that all logistical arrangements and operational plans were fully in place, focusing on ensuring seamless coordination for the event, which will bring together law enforcement leaders from ASEAN member countries.
Several senior officers from the Royal Malaysia Police, who will play key roles in the conference, were also present. These included Commissioner of Police Dato’ Sri Ramli bin Mohamed Yoosuf, Director of the Commercial Crime Investigation Department (CCID), who will serve as the Head of Delegation (HOD) for the Royal Malaysia Police; Commissioner of Police Dato’ Mohd Roze bin Shaari, Deputy Director of the Management Department (Human Resources and Policy); and Deputy Commissioner of Police Mohd Zani bin Che Din, who will be the Deputy Head of Delegation (DHOD). SAC Dato' Pahlawan Suparamaniam Ramasamy, Chief of International Relations for the Inspector-General of Police’s Secretariat, also attended, along with other key officers who will be involved in the commission's duties during the event.
The briefing was thorough and well-received by all attendees, with constructive discussions taking place. It was evident that both the ASEANAPOL Secretariat and the Royal Malaysia Police are working closely to ensure the success of the conference. On October 9, 2024, in Bridgetown, Barbados, Police Colonel David Martinez Vinluan, Executive Director of the ASEANAPOL Secretariat, held a bilateral meeting with H.E. Major General Ahmed Nase Al-Rashi, President of INTERPOL.
The meeting took place during the Eighth Edition of the INTERPOL Dialogue on an Effective Multilateral Policing Architecture Against Global Threats. This event, held under the theme “Integrated Security Architecture: Multilateral Action for a Safer World,” was co-hosted by INTERPOL and the Caribbean Community Implementation Agency for Crime and Security (CARICOM IMPACS). The Dialogue brought together key regional police organizations, including: African Union Mechanism for Police Cooperation (AFRIPOL); The Arab Interior Ministers' Council (AIMC); Police Community of the Americas (AMERIPOL); Caribbean Community Implementation Agency for Crime and Security (CARICOM IMPACS); European Union Agency for Law Enforcement Cooperation (EUROPOL); European Border and Coast Guard Agency (FRONTEX); and Gulf Cooperation Council Police (GCCPOL).
As the Dialogue concluded, participants worked collaboratively to finalize the draft of the “Bridgetown Joint Declaration,” a significant document shaped by contributions from all participating regional police organizations. This declaration is set to be ratified at the 92nd INTERPOL General Assembly, scheduled for November 4-7, 2024, in Glasgow, UK. The ratification will represent a major step toward enhancing global policing cooperation in response to emerging global threats.

The event was held under the theme “Integrated Security Architecture: Multilateral Action for a Safer World.”
Co-hosted by INTERPOL and the Caribbean Community Implementation Agency for Crime and Security (CARICOM IMPACS), this prestigious event brought together key regional police organizations, including: African Union Mechanism for Police Cooperation (AFRIPOL), The Arab Interior Ministers' Council (AIMC), Police Community of the Americas (AMERIPOL), Caribbean Community Implementation Agency for Crime and Security (CARICOM IMPACS), European Union Agency for Law Enforcement Cooperation (EUROPOL), European Border and Coast Guard Agency (FRONTEX), and Gulf Cooperation Council-POL (GCCPOL).

Launched in 2016, the INTERPOL Dialogue serves as a strategic platform to unite regional police organizations from across the globe, facilitating discussions on the evolving global security landscape. By promoting collaboration at both senior management and working levels, the Dialogue aims to enhance mutual cooperation, the sharing of intelligence and best practices, and the avoidance of duplication among international law enforcement bodies.
Executive Director Vinluan highlighted ASEANAPOL’s core mission and vision, focusing on the organization’s efforts to combat 10 key transnational crimes: illicit drug trafficking, terrorism, arms smuggling, human trafficking/trafficking in persons, maritime fraud, wildlife crime, commercial crime (including bank offenses and credit card fraud), fraudulent documents, and transnational fraud. He emphasized the increasingly borderless nature of transnational crime, driven by rapid advancements in information technology and artificial intelligence, and stressed the need for a unified multilateral strategy to effectively counter these global threats.

The Impact of Digital Technology on Transnational Security in Asia: Lecture by ASEANAPOL Executive Director
On October 7, 2024, ASEANAPOL Secretariat Executive Director David Martinez Vinluan delivered a lecture in Kuala Lumpur, Malaysia, titled "Development of Digital Technology: Impact on the Rise of Transnational Security in the Asia Region." The lecture was part of the "International Cybercrime Enforcement Course," a capacity-building program hosted by the Royal Malaysia Police (RMP) from October 7 to 11, 2024, at the RMP College in Cheras, Selangor. This course is aligned with the ASEANAPOL Joint Communique and aimed at enhancing the skills of law enforcement officers in combating cybercrime.
The course brought together approximately 30 international participants, including senior officers from both academic and police institutions. ASEANAPOL Member Countries were represented by officers from Brunei, the Philippines, Indonesia, Cambodia, Thailand, Vietnam, Singapore, and Malaysia. Additionally, officers from South Africa, Australia, India, Kuwait, the Maldives, Pakistan, and Timor-Leste also took part.
Executive Director Vinluan began his presentation by outlining ASEANAPOL's mission, vision, and motto, and highlighting its focus on 10 core transnational crimes: illicit drug trafficking, terrorism, arms smuggling, human trafficking/trafficking in persons, maritime fraud, wildlife crime, commercial crime (including bank offenses and credit card fraud), fraudulent documents, and transnational fraud.
In the second part of his lecture, Vinluan addressed the development of digital technology and its impact on the escalation of transnational security threats across the Asia region. He stressed the critical need for a “whole-of-society” approach, calling for collaboration between domestic and international actors to effectively combat these crimes. This approach aligns with the 17 United Nations Sustainable Development Goals and INTERPOL’s 7 Global Police Goals, both of which aim to promote sustainable peace and security worldwide.

Strengthening Ties: ASEANAPOL Secretariat Welcomes Turkish Embassy Delegation to Kuala Lumpur
On October 2, 2024, in Kuala Lumpur, the ASEANAPOL Secretariat, led by Executive Director Police Colonel David Martinez Vinluan, welcomed a delegation from the Embassy of Turkey. Headed by His Excellency Emir Salim Yüksel, Ambassador of Turkey, the delegation included Ms. Zeynep Yazan, Third Secretary of the Embassy, and Superintendent of Police Ahmet Günay. The purpose of the visit was to strengthen the cooperation framework between ASEANAPOL and the Turkish Embassy, reinforcing an already solid partnership.
ASEANAPOL’s team consisted of senior officials, including Assistant Commissioner of Police Dr. Bakri Zainal Abidin, Director for Police Services, and Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programmes. Other key members present were Superintendent Azrul Hisham Mohd Shaffei, Head of Administrative and Technical Staff, and DSPs Suresh Subramaniam and Abdul Hamid Abdul Hashim, who represented Plans and Programmes and Police Services respectively. The discussions focused on ongoing and future collaboration efforts, with an emphasis on enhancing cooperation between ASEANAPOL and the Turkish National Police.
During the meeting, Executive Director Vinluan expressed his appreciation for the enduring partnership with the Turkish National Police, which has been a key dialogue partner since 2015. He highlighted the importance of this collaboration in addressing common transnational challenges, such as human trafficking and cybercrime. Vinluan also provided an overview of ASEANAPOL’s current operations, stressing the value of capacity-building programs that have significantly bolstered the operational readiness of police forces across ASEAN.
Ambassador Yüksel responded by commending ASEANAPOL’s efforts in strengthening regional security and reaffirmed Turkey’s commitment to supporting these initiatives. He emphasized the critical need for international collaboration in tackling the complexities of modern transnational crimes, such as drug trafficking and cybercrime. Ambassador Yüksel also expressed Turkey’s willingness to continue working with ASEANAPOL on common objectives and future initiatives aimed at maintaining regional peace and security.
Both parties explored potential areas for future collaboration, identifying joint training programs, intelligence sharing, and technology-driven solutions as key priorities. Discussions focused on how advancements in areas like artificial intelligence and data analytics could be leveraged to improve crime prevention and law enforcement capabilities across the region. These initiatives would enhance both regional cooperation and the ability of law enforcement agencies to tackle emerging threats.
At the conclusion of the visit, Executive Director Vinluan and Ambassador Yüksel expressed satisfaction with the outcomes of their discussions. They reaffirmed their shared commitment to the motto, “Together We Keep This Region Safe,” and agreed to maintain open communication for monitoring progress on the agreed initiatives. The visit not only reinforced the existing partnership between ASEANAPOL and the Turkish Embassy but also laid the groundwork for stronger collaboration to address future security challenges in the region.

ASEANAPOL Secretariat Strengthens Regional Cooperation through active Participation in ADAS 2024
From September 25 to 27, 2024, the ASEANAPOL Secretariat, led by Executive Director Police Colonel David Martinez Vinluan, took part in the prestigious Asian Defense and Security (ADAS) 2024 Exhibition at the World Trade Centre in Metro Manila. The ASEANAPOL delegation included key officials such as Assistant Commissioner of Police Dr. Bakri Zainal Abidin, Director for Police Services; Police Senior Lieutenant Colonel Nguyen Huu Ngoc, Director for Plans and Programmes; and Deputy Superintendent of Police Suresh Subramaniam. ADAS 2024 brought together high-level government officials, military leaders, law enforcement agencies, defense manufacturers, and security experts from across the Asia-Pacific region. The event provided a unique opportunity to explore the latest advancements in defense technologies, security innovations, and disaster management solutions.
For ASEANAPOL, participation in ADAS 2024 came with several strategic benefits. Government agencies and defense organizations were able to engage with leading industry players, exploring advanced defense systems and technological solutions that could enhance operational capabilities and strengthen international, regional and national security. Additionally, the exhibition served as a platform for ASEANAPOL officials to foster new partnerships with defense and public safety security manufacturers and innovators, facilitating collaboration on future projects. ADAS 2024 also promoted regional cooperation, enabling participants to address shared security challenges, such as cybersecurity threats, terrorism, and military/police modernization, while fostering peace and stability across the Asia-Pacific region and beyond.
As part of its engagement, ASEANAPOL was given a dedicated booth at ADAS 2024, further amplifying its presence. This booth played a key role in ASEANAPOL’s awareness campaign, highlighting the organization's mission to combat transnational crime and enhance regional security. The exhibit underscored ASEANAPOL’s core activities, focusing on critical issues such as human trafficking, drug trafficking, cybercrime, and terrorism. By showcasing its initiatives, ASEANAPOL aimed to strengthen ties between ASEAN police forces, promoting collaboration and coordination to effectively combat cross-border crime and protect the security of Southeast Asian citizens.
ASEANAPOL’s involvement in ADAS 2024 reinforced its role in the global defense and security community and reaffirmed its commitment to regional cooperation. Through strategic discussions with other police organizations, military units, and security experts, ASEANAPOL leaders exchanged best practices and explored potential collaborations to address emerging threats. By participating in ADAS 2024, ASEANAPOL reaffirmed its mission to foster cooperation among member states, enhance operational effectiveness, and work towards building a safer, more secure environment in Southeast Asia.
