The Real Causes of Property Overhang
The property overhang in Malaysia is attributed to several factors:
1. Mismatched Development:
• There is a development of properties that do not align with the mass market demand in terms of location and pricing. This mismatch creates a surplus of properties that are not attractive to buyers.
2. Government Policies and Regulations:
• Government and state agency policies have inadvertently contributed to the overhang. For instance, the requirement for developers to allocate a portion of their projects to affordable housing has led to an imbalance, with the remaining units becoming harder to sell.
3. Bumiputera Release Mechanism:
• Complications arising from the bumiputera release mechanism further exacerbate the issue, making it difficult to release unsold units to the general market.
4. Land Supply and Unsuitable Locations:
• A significant portion of the land allocated for development is not always suitable for affordable housing, leading to projects in less desirable locations.
Market Dynamics and Financial Aspects
• The glut in the property market is expected to remain a challenge, with easing likely to take several years. This is due to the continuing mismatch between supply and demand, along with the financial burden on developers and buyers alike.
• Strategies proposed to address the overhang include better financial packages for the B40 group to ensure affordability and measures to make unsold properties more accessible to potential buyers.
Statistical Insights
• Over the years, the residential and serviced apartment sectors have seen fluctuating levels of overhang, with a notable increase in recent years. The data from 2016 to 2023 show a rise in unsold units, particularly in the serviced apartment category.
