LASG EMBARKS ON STATE-WIDE MAPPING OF INFORMAL URBAN SPACES

Lagos State Government, through the Lagos State Planning and Environmental Monitoring Authority (LASPEMA), has embarked on drone mapping of Informal Urban Spaces( IUS) in the State with the aim of sanitising the critical landed areas.

The exercise is expected to tackle misuse of Informal Urban Spaces, which are lands emerging from the ex*****on and delivery of public infrastructure in the State such as the Abule-Egba Jubilee Bridge, the Blue and Red rail lines projects among others.

This initiative underscores the Babajide Sanwo-Olu Administration’s T.H.E.M.E.S+ Agenda and commitment to proactive and inclusive Urban Management, and Sustainable Development practices that are in tandem with Making Lagos a 21st Century Economy, in line with the SDG Goal 11, which is about making cities and human settlements inclusive, safe, resilient and sustainable.

Obviously, LASPEMA, an agency under the supervision of the Ministry of Physical Planning and Urban Development - Office of Physical Planning, has the mandate to coordinate the sustainable use of all informal urban spaces, most of which emerged as a result of the ex*****on and delivery of infrastructure projects by the government.However, the uncoordinated take-over of such spaces
and the basterdisation of existing land use by different actors must not be left to fester.

Speaking to the media on the mapping exercise, the General Manager, Lagos State Planning and Environmental Monitoring Authority (LASPEMA), Tpl. Daisi Oso says: "The State has, over the years, witnessed the unguided use of these spaces and contended with their unauthorised governance by non-state actors whose activities hinder the growth of Informal Business and impinge on the effectiveness of physical development plans."

Tpl Oso says this problem if not addressed and tackled headlong, will result in a serious crisis that will adversely affect the State's critical infrastructure and by extension, the economy of the Center of Excellence as the Informal Economy is quite huge, dynamic and must be subjected to proper regulation, coordination and monitoring to breed orderliness,

One of the Local Government Areas and Local Council Development Areas, where the LASPEMA team carried out the mapping exercise was Agbado-Oke Odo LCDA, where the Chairman, Hon. David Famuyiwa, who was eager to receive the team, expressed confidence in LASPEMA effort as a sign of the deep commitment of Lagos State Government to addressing challenges facing the Abule Egba Jubilee Bridge area.

The Council boss further suggested that engaging with local leaders and stakeholders was a crucial step in understanding issues at hand and developing effective solutions.

“Their input and support will be valuable as they work towards mitigating misuse and abuse of emerging lands in the area” he said.

The Drone Mapping exercise, spearheaded by LASPEMA GM was with the collaboration of both the Office of Physical Planning, under the leadership of the Honourable Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, and the Office of Urban Development, under the headship of the Special Adviser to the Governor on e-GIS and Urban Development, Dr. Olajide Babatunde.

LASPEMA has been able to seize the opportunity to leverage and harness the power of Unmanned Aerial Vehicle (UAV) to create detailed and accurate maps of emerging lands in urban spaces of the State for the purpose of deploying sustainable planning strategies that will enhance inclusivity.

The Drone Mapping Initiative underscores the Agency's commitment to embracing innovation and technology as catalysts for positive change.

According to Tpl. Oso : “As we embark on this transformative journey, LASPEMA invites MDAs that have nexus with Informal Urban Spaces, residents, businesses, and stakeholders to join us in shaping a more sustainable, resilient, and livable city for generations to come.”

I am deeply honoured to present this goodwill message on behalf of the Lagos State Planning and Environmental Monitoring Authority (LASPEMA) today as we come together to commemorate this year’s World Habitat Day and emphasize the significance of creating sustainable and inclusive physical Development for all.

This year’s World Habitat Day under the theme “Resilient Urban Economies- Cities as drivers of growth and recovery”, emphasises the critical role of cities as enablers of economic and social development backed with sustainable planning, management for present and future generations.

Ladies and gentlemen, Lagos being one of the world’s fastest growing cities and Nigeria’s economic hub has continue to experience massive urban migration which as a result decreased inhabitants in the rural areas.

This rapid urbanization trend has been having a dramatic effect on urban transformation over the last few years, which increasingly causes proliferation of shanties and other makeshift structures springing up on setbacks and incidental open spaces across the city's metropolis, causing a major challenge of uncontrolled deterioration of environmental quality and aesthetics.

It is important to however, note that the responsibility to address this issue is vested on the Lagos State Planning and Environmental Monitoring Authority, which is an agency tasked with the responsibility to monitor and manage all setbacks and incidental open spaces in the State.

Having recognize the urgent need to rethink our approach to develop a resilient Urban Economies as well as drive the growth and recover the city of Lagos to housing and habitable development, the government has been tackling the menace of encroachments of setbacks as a measure to sanitize our urban space.

In addressing this flagrant abuse, misuse of open setbacks and Incidental Open Spaces (IOS) this is why the Agency was established thanks to the foresight and initiative of President Bola Ahmed Tinubu, the then Governor of Lagos State.

It is worthy to state that, LASPEMA is the only Agency of the Lagos State Government that has the Mandate of regulating activities on Setbacks and Incidental Open Spaces (IOS) in order to ensure the highest level of Physical Orderliness.

The powers of the Agency are derived from Sections 2e and 2n of the Lagos State Urban and Regional Planning and Development Law 2015 as amended.” That is the Determination of the location of infrastructural facilities and centers of economic activities in the State’’ and “Regulating the location, positioning, dimensions, appearance, display, and manner in which urban furniture shall be affixed to land in the State” respectively.

Distinguished ladies and gentlemen, it is important to acknowledge that for sustainable growth and economic recovery to be achieved, strategic urban planning and responsible environmental management are essential. Therefore, all stakeholders, including the formal and informal sectors, needs to act conscientiously to ensure a sustainable environment with resilient urban economies are achieved.

On this note, I would like to applaud the commitment of Mr Governor- Mr Babajide Olusola Sanwo – Olu for his unrelenting efforts in pursuing an inclusive and habitable Lagos through the T.H.E.M.E.S Plus Agenda and to express my gratitude to all the organizations, policymakers, experts, and citizens who are actively engaged in making Lagos a sustainable city for all.

Let us continue to collaborate and inspire one another as we embark on this journey towards a more sustainable and inclusive habitat for all. Thank you for your attention and let us make World Habitat Day a more positive programmes toward achieving change in Lagos and beyond.

LASG TRAINS SUPERVISORS, DATA CAPTURE OFFICERS ON REGULATION OF SETBACKS, INCIDENTAL OPEN SPACES (IOS)

The Lagos State Planning and Environmental Monitoring Authority (LASPEMA) in conjunction with a foremost Nigerian Fintech company, e-Tranzact Nigeria PLC has trained 50 participants at the just concluded two-day Learning Event for Supervisors and Direct Capture Officers (DCOs) at the Head Office of e-Tranzact in Victoria Island, Lagos.

The two-day learning event was designed to equip both Supervisors and DCOs on how to understand data management practices and also provide them with the necessary tools and knowledge to enumerate and manage data effectively.

The General Manager of LASPEMA, Tpl Daisi Oso, during the opening of the two-day program, educated participants comprising of youth drawn from all Local Governments in the State about the mandates of the agency in regulating activities on Setbacks and Incidental Open Spaces (IOS)

He told the trainees that LASPEMA is the only Agency of the Lagos State Government that has the Mandate of regulating activities on Setbacks and Incidental Open Spaces (1OS) in order to ensure the highest level of Physical Orderliness.

The Agency, according to Oso, derived its mandates from sections 2e and 2n of the Lagos State Urban and Regional Planning and Development Law 2015 as amended which confer the responsibility of determining the location of infrastructural facilities and centers of economic activities in the state’’ and “Regulating the location, positioning, dimensions, appearance, display, and manner in which urban furniture shall be affixed to land in the state” respectively.

Oso admonished participants at the training to make the best use of the training, urging them to be good brand ambassadors of the State Government.

He took out time to explain to the trainees how Governor Babajide Olusola Sanwo-Olu is working assiduously to deliver the dividends of democracy to Lagosians using the T.H.E.M.E.S Agenda.

He further connected participants to the big Picture of the Lagos Mega City and how the Vison of LASPEMA which is making ‘Lagos State a Smart City of Choice’ dovetails into it.

The training for supervisors and DCOs is the first phase of the project of e-Tranzact deploying integrated technology solutions for data collection, management and digitization of revenue collection processes from the informal business players operating on the Setbacks and Incidental Open Spaces (IOS) in Lagos State for the purpose of regulating our setbacks and IOS.

Asides from the core technical skills needed by the trainees to carry out their assignment, the training also exposed them to soft skills like Basic Communication/ Listening Skills, Team Collaboration for Peak Performance, and Time Management to enhance their interpersonal skills.

The CEO of e-Tranzact Mr Niyi Toluwalope represented by the Head of Public Sector, Collections and Payments eTranzact, Mr Sunday Agboola also charged the trainees at the close of the training to be worthy ambassadors of Lagos State and most importantly to go out there to contribute to making Lagos a better place for all.
