ERMC has been shortlisted for an World Bank funded project in Tonga, namely Design and Supervision Services: Construction Works for Risk Based Priorities Schools in Tonga.

The project aims to strengthen the disaster resilience, safety, accessibility and inclusivity of selected school infrastructure throughout Tonga through structural strengthening, functional and needs enhancement and the in-situ replacement of existing facilities. The scope of works includes data collection, design services and procurement, and construction supervision and contract administration including defect liability monitoring and project closeout.

We are looking for following Key Experts for the project:

1. Team Leader:
• Be degree qualified from a recognised university in Architecture, Structural or Civil Engineering, with preferably a secondary degree in Project Management/Construction Management/Building Construction discipline or equivalent.
• Hold membership of relevant professional institution and be a full-time staff member of the named firm leading the engagement.
• Have at least 12 years’ working experience in infrastructure design, construction supervision, risk assessments and, strategic planning of which at least recent 3 years in building projects.
• Have at least 8 years’ experience carrying out site investigation planning, designing, and managing projects of similar scope and size.

2. Senior Structural Engineer:

• Experience with masonry and timber frame building design is essential.
• Building retrofit experience is essential
• School / building infrastructure assessment and design experience
• Experience working in PICs or small island states (highly desirable)

3. Structural Engineer(s):
• Degree qualified Structural/ Geotechnical Engineer with full membership to recognized professional institution
• At least 5 years’ design of single and double-storey buildings (in masonry/ blockwork, reinforced concrete, structural steelwork or timber-frame) and consultancy experience
• At least 3 years’ experience carrying out site investigation and detailed structural assessments of building infrastructure
• Specific experience with school infrastructure investigations, condition assessments, and retrofit/strengthening designs (highly desirable)
• Experience working in PICs or small island states (highly desirable).

4. Architect:
• Bachelor’s degree or higher in architecture from a recognized university and a recognized professional qualification from the country of origin or residence together with:
• At least 7 years professional experience
• Past school infrastructure and/or other relevant building design experience
• The design of building projects in Tonga and or other Pacific Island Countries
• Proficient Computer skills – AutoCAD, MS Office, etc.

5. Procurement Expert:
• Have a Bachelor's Degree in Civil Engineering / Finance / Law / Business Administration/Economics or related field from a recognised university. A master’s degree in Procurement Management or Diploma in Procurement and Supply/MCIPS will be an added advantage. Successfully completion of 2-3 weeks long training course on World Bank/IDA procurement regulations/guidelines/World Bank funded project procurement procedures will be added advantage too.
• Have at least 5 years’ experience in procurement roles in government or any donor funded projects
• Have minimum 3 years’ experience with World Bank funded projects in the role in preparation of bidding document, bid evaluation report and contract document and support in bid evaluation activities etc. following Procurement Regulations for Investment Project Financing (IPF) Borrowers November 2022.

6. Environmental, Social, Health and Safety Officer:
• Be a university graduate in environmental science/social studies or in an appropriate field.
• Have at least 3 years of field working experience in environmental, health and social impact assessment, management planning and monitoring in urban infrastructure projects, with demonstrated experience in similar positions.
• Experience in Occupational health and safety.
• Knowledge of World Bank Environmental and Social Framework, WB Safeguards, and/or other WB environmental and social policies is essential

ERMC, as a lead firm, has been shortlisted for an ADB funded project in Bhutan, namely Project Management and Supervision Consultant under the Water Flagship Program Support Project.

The project aims to develop two gravity-fed integrated drinking water supply and irrigation systems—one in the Hetshosamchu area (total design capacity 608 liters per second), and one in Zhemgang town and villages (total design capacity 250 liters per second). The systems will tap into sustainable surface sources upstream to improve water security, which will be critical to strengthening communities’ resilience to climate change and promoting local economic development.

1. Irrigation Specialist: Post graduate qualification(s) in Irrigation Engineering and/or Agricultural Water Management with minimum of 10 years relevant experience in hill irrigation systems design, operation, and maintenance Acquainted and conversant with modeling software (WaterGEMS/WaterCAD or similar) and experience in ADB / World Bank or other international financial institutions (IFIs)projects should be preferred. 2. Drinking Water Supply Specialist: Degree in Civil Engineering with minimum 8 years of experience in planning, design and implementation of water supply schemes involving water treatment plants, transmission mains and distribution system. Design experience of at least two projects involving Water Supply Transmission and Distribution System, desirable. Acquainted and conversant with modeling software (WaterGEMS or similar) and experience in ADB / World Bank or other international financial institutions (IFIs) projects should be preferred. 3. Instrumentation / Climate Smart Water Management Specialist: Degree in engineering/ computer science/GIS or equivalent with 8 years of experience in utility sector/ ICT sector, smart management platforms, system security or any other relevant smart system management and operation. The expert should have expertise in water projects and experience in ADB / World Bank or other international financial institutions (IFIs) projects should be preferred. The Expert shall have excellent verbal and written communication skills in English.
4. Procurement Specialist: Master degree in procurement, with 10-year overall experience of which minimum 5 years shall in procurement of large scale projects related to works and goods and services. Experience of minimum two (2) externally funded projects (ADB or World Bank) is preferred. He/she should have experience in the use of FIDIC contracts; particularly the MDB harmonized edition, and in assessing and evaluating Contractor’s claims. Should have excellent verbal and written communication skills in English.
5. Disaster-and Climate-Change Resilience Specialist: Bachelors/Masters Degree in Engineering or Environmental Science/Management or related field. At least 10 years of relevant experience preferably in the area of disaster and climate resilient infrastructure. Should have excellent verbal and written communication skills in English.
6.
