In a concerning development, Bacolod City's Barangay Tangub has been hit by an outbreak of African Swine Fever (ASF), as confirmed by acting Mayor El Cid Familiaran. The Bureau of Animal Industry Central Office conducted a confirmatory test, leaving no room for doubt.

Taking swift action, officials immediately carried out a culling operation in affected zones of Barangay Tangub to halt the spread of the ASF virus. The primary objective was to prevent further contamination and protect the local pig population. This alarming revelation adds Tangub to the list of ASF-affected areas in Bacolod City, joining Taculing.

Prior to the culling, local authorities, in collaboration with the Bacolod City Veterinary Office, identified a specific area in Barangay Tangub for targeted intervention. The decision was prompted by the appearance of ASF symptoms in six pigs from Purok Kasilingan and Purok Paghidaet earlier this week.

In a dramatic turn of events, a high-value individual has been apprehended and an astounding amount of illegal drugs, valued at over P1.7 million, has been confiscated during a meticulously planned drug buy-bust operation. The operation was meticulously executed by the City Drug Enforcement Unit in the early hours of June 1 in Purok Langis, Barangay Banago, Bacolod City.

The individual at the center of this operation has been identified as Malcomb Marshall, a 24-year-old resident of Purok Langis, Barangay Banago, Bacolod City, who was found to be without employment at the time of his arrest.

Law enforcement authorities seized a total of 15 heat-sealed transparent plastic sachets containing suspected shabu, including the crucial buy-bust item. Additionally, five heat-sealed transparent plastic bags filled with suspected shabu were also confiscated, further adding to the gravity of the situation. The suspect was found in possession of a sling bag, as well as cash proceeds amounting to P1,200 in the form of a 1,000-peso bill and 200 pesos in smaller denominations.

The total weight of the illegal drugs recovered from the suspect amounts to a staggering 262 grams. Experts estimate the street value of the seized narcotics to be an astonishing P1,781,600.

Authorities are currently conducting a tactical interrogation of the arrested individual to extract vital information that could lead them to the source of these illicit substances. This intensive effort aims to dismantle the network behind the distribution and sale of illegal drugs, ensuring the safety and well-being of the community.

Multiple Hospitalizations at Bacolod City College Event Spark Investigation and Safety Measures

Five students and two personnel from the Public Order and Safety Office (POSO), who are stationed at Bacolod City College (BCC), were swiftly transported to the hospital on Monday after experiencing difficulty breathing during a culminating activity held at the BCC Activity Center.

Bacolod City Administrator Pacifico Maghari III provided an update, stating that one student remains confined in the hospital following examinations conducted by the City Health Office, while the others are considered out-patients and in stable condition.

Maghari also mentioned that they are eagerly awaiting an incident report from BCC Administrator Ma. Johanna Bayoneta, which will shed more light on the incident. Simultaneously, an ongoing investigation is being carried out to ascertain the details of what transpired, with an investigation report expected to follow the submission of the incident report.

According to an incident report dated May 30, submitted by POSO head Primitivo Tabujara Jr. to the mayor, the Music, Arts, Physical Education, and Health (MAPEH) Department of BCC organized a presentation and evaluation program at the school's activity center around 1 p.m. As part of the culminating activity, participants ignited a pyrotechnic device around 3:55 p.m., releasing smoke that caused several attendees, including two POSO personnel involved in evacuation efforts, to lose consciousness.

Maghari emphasized the importance of preventing a similar incident from occurring in the future, leading to enhanced monitoring by the school administration. Additional measures are being implemented, such as bag inspections to ensure that no dangerous substances enter the school campus, as well as a thorough review of activities conducted by teachers.

He further emphasized that this incident serves as a wake-up call for students, teachers, and the school administration to remain vigilant and take proactive measures to prevent the recurrence of such situations.

Bacolod City Celebrates Epic Chicken Inasal Festival with Record-breaking Grilling Event

In a grand finale to the three-day Bacolod Chicken Inasal Festival, Bacolod City's famous chicken dish was showcased on a 320-meter-long grilling station along the bustling main road of a commercial area. More than 70 concessionaires worked together to cook approximately 3,000 sticks of various chicken parts, making it a remarkable feat and quite possibly the longest grilling event of its kind in the Philippines.

Councilor Celia Flor, the festival's co-chairperson, proudly claimed that this unique grilling showcase sets Bacolod's chicken inasal apart from other grilled delicacies such as bangus and pork. Inasal, which means roasted or charcoal-grilled, is the distinct culinary specialty of the city.

Councilor Jason Villarosa, chair of the tourism committee, expressed the city government's aspiration to apply for a world record for the longest chicken inasal grilling. However, due to the substantial fee required to invite the Guinness World Records team, the event was primarily a local exhibition. Nevertheless, the grilling station exceeded the 300-meter mark achieved during the previous festival in 2019, solidifying its status as an extraordinary culinary celebration.

Prior to the festival's commencement, on May 25, the city government generously distributed 1,600 chicken inasal meals to charitable institutions and non-government organizations, including St. Vincent's Home for the Aged, Bacolod Boys' Home Foundation, Bacolod Girls' Home Foundation, Social Development Center, St. Ezekiel Moreno Monastery, and Alaga BCD animal welfare advocates.

Adding to the festivities, a Barangay Inasal Cook-off took place for the first time at Manokan Country on Saturday afternoon. This vibrant area hosts an array of restaurants specializing in the famous chicken meal, marinated with calamansi or lemon, vinegar, herbs, and spices. After a heated competition among nine participating villages, Barangay Mandalagan emerged as the champion, renowned for preparing the "juiciest and tastiest" charcoal-grilled chicken. Barangay Singcang-Airport and Barangay 29 secured second and third place, respectively.

Saturday night saw the recognition of the city's top inasal choices across various categories, and the Chicken Inasal Awards paid tribute to the pioneers and legends of the dish. Notable awardees included JT's Manukan Grille owned by Bacolodnon actor Joel Torre and Chicken Deli owned by the Ciocon family, receiving the Coast to Coast Award. Aida's Chicken, located in Manokan Country, won the Tourist's Choice Award, while Bacolod Chicken House owned by the Cajili family secured the Family's Choice Award.

Furthermore, the Pioneer Award honored Bernadette Posadas of Bernadette's, Neda Velez of Velez's, and Francisco Bolonia of Nena's 1, all of whom operate stalls in Manokan Country. Galpad's Inasal, determined by online votes collated by the Bacolod City Public Information Office, proudly earned the title of "Inasal sang Masa" (People's Choice).

The triumphant return of the Bacolod Chicken Inasal Festival after a four-year hiatus, along with its exceptional grilling showcase, has once again solidified Bacolod City's reputation as a culinary hub and a haven for chicken inasal enthusiasts.

Negros Occidental Leads the Way in Vaccinating Children: Achieving 82% Target

As the Department of Health's Tsikiting Ligtas campaign approaches its final week, the Provincial Health Office in Negros Occidental has achieved an impressive 82 percent vaccination rate among its target of 222,590 children.

According to a report from the Department of Health Western Visayas Center for Health and Development, a total of 184,356 children aged five and below have been vaccinated against measles, rubella, and polio. This accomplishment represents 82.82 percent of the target as of May 24.

Leading the pack is Himamaylan City, with an outstanding accomplishment rate of 101.63 percent, followed closely by Murcia at 101.35 percent. Silay City, Talisay City, and La Castellana also demonstrated impressive numbers, with vaccination rates of 97.69 percent, 96.94 percent, and 90.92 percent, respectively. These top-performing local government units in Negros Occidental have made commendable efforts in reaching their vaccination goals.

The latest records from the DOH Western Visayas indicate that Negros Occidental remains at the forefront among provinces and highly urbanized cities, with the highest number of vaccinated children.

To achieve the target of vaccinating 222,590 children and infants by the end of the month, Negros Occidental still needs to vaccinate an additional 27,792 children.

In 2022, the Department of Health in Western Visayas achieved a vaccination rate of only 59.52 percent among children. The desired target for herd immunity is 95 percent.

The Tsikiting Ligtas campaign forms a crucial part of the Measles-Rubella and Bivalent Oral Poliovirus Vaccine Supplementary Immunization Activities (MR-BOPV SIA). Its primary objective is to rapidly vaccinate children who missed out on routine immunizations due to the COVID-19 pandemic, either partially or entirely.

City Task Force Provides Aid to Families of Slain NPA Rebels

In a recent development, the families of the four New People's Army rebels who lost their lives in a fierce gun battle with Army soldiers in Guihulngan City, Negros Oriental, have sought assistance from the City Task Force-ELCAC for burial and financial support, according to a statement released by the 62nd Infantry Battalion.

The fallen rebels have been identified as Rolly BeΓ±ero, known as "Ka Marnie/Ragus"; Cristito Nilles Jr., also known as "Chris"; Jury Babor, alias "Jay-R"; and Toning Babor, known as "Ka Juko." They were residents of Sitio Banderahan in Barangay Trinidad, Guihulngan City, as confirmed by their families and former comrades.

Among the war materials recovered from the encounter site were an M4 assault rifle, three M16 armalite rifles, a caliber .30 Springfield Browning Automatic Rifle (BAR), three caliber .45 pistols, assorted ammunition, four rifle gr***des, a hand gr***de, and an improvised anti-personnel mine with a detonating cord.

The captured rebels, identified only by their aliases Hans and Makoy, were found to be members of Central Negros 1 under the Komiteng Rehiyonal Negros/Cebu/Bohol/Siquijor.

In addition to providing food packs, burial assistance, and financial aid, the Guihulngan TF-ELCAC also facilitated the transportation of the rebels' remains to their respective homes in Barangay Trinidad, Guihulngan City.

Maj. Gen. Marion Sison, commander of the 3rd Infantry Division, issued a strong statement, warning the remaining NPA elements, "I have consistently advised you that surrender is your only choice. We can coexist peacefully, but if you persist in promoting terrorism, death will always find you. I will be your worst nightmare for the rest of your lives," Sison asserted.

The encounter in Guihulngan City follows the death of five rebels in a clash in Barangay Quintin Remo, Moises Padilla, and another rebel killed in a separate gun battle in Cauayan the following day.

Breaking News: Negros Occidental Implements Border Closure as African Swine Fever Detected

Negros Occidental has taken a decisive step by closing its border with Negros Oriental following the confirmation of African Swine Fever (ASF) in Dauin town. This move, in accordance with Provincial Ordinance 2019-024, was announced yesterday by Placeda Lemana, the head of the Provincial Veterinarian office.

Negros Oriental had previously imposed a ban on the entry of hogs and pork products from Negros Occidental due to concerns over hog cholera, as revealed by Lemana.

According to records from the Provincial Veterinary Office (PVO), swine mortalities in Negros Occidental have now reached 4,308 as of May 19.

Lemana clarified that not all hogs died solely from cholera but also from other diseases like pneumonia and heat stroke. However, she acknowledged the possibility that African Swine Fever may also be a contributing factor, as its symptoms closely resemble those of hog cholera. Confirmation of ASF will be provided by the Agriculture Department's Regional Animal Disease Diagnostic laboratory.

Although blood samples from swine in highly urbanized Bacolod City and San Enrique, Negros Occidental, tested negative for ASF, Lemana stated that additional samples from other affected areas in the province will be sent for testing.

Expressing her dismay, Lemana highlighted the improper disposal of dead swine by some hog raisers, who have been throwing carcasses into irrigation canals and rivers, thereby exacerbating the spread of the disease.

Among the districts in Negros Occidental, San Enrique has reported the highest number of hog fatalities, reaching 1,800. This is followed by Bago City with 838, Valladolid with 456, Pulupandan with 315, La Carlota with 240, and Pontevedra with 230, all located in the 4th district of Negros Occidental.

Lemana revealed that certain affected local government units, particularly in the 4th district, are considering declaring a hog cholera outbreak. This would enable them to utilize their respective calamity funds to combat the spread of swine diseases.

Further blood samples have been collected from random swine in Bacolod City and Valladolid, with results expected to be available later this week.

Lemana also urged neighboring LGUs to strengthen personnel deployment at quarantine checkpoints.

To safeguard the borders of Negros Occidental against the entry of swine and related products from ASF-affected areas, the provincial government has enlisted the assistance of the Armed Forces of the Philippines, National Police, and Coast Guard. Breaking: Nine Suspected NPA Rebels Killed, Two Surrender in Intense Gun Battles with Army Forces

In a weekend filled with intense clashes, nine individuals believed to be members of the New People's Army (NPA) lost their lives, while two others surrendered, following a series of gun battles with Army soldiers in Moises Padilla, Negros Occidental, and Guihulngan City, Negros Oriental.

The armed skirmishes erupted on Saturday as soldiers from the 62nd Infantry Battalion engaged in fierce combat with approximately 14 suspected NPA rebels in Sitio Napilu-an, Brgy. Quintin Remo, Moises Padilla, Negros Occidental.

Pursuing the retreating rebels, the Army troops encountered them again in Sitio Oway-Oway of the same barangay, leading to two additional armed engagements, revealed 2Lt. Mary Liza Joy De Guzman, the 62IB Civil Military Operations officer.

During the confrontations, five rebels were left behind by their fleeing comrades and were subsequently found deceased at the encounter sites, according to De Guzman.

In a significant seizure, the Army soldiers recovered an array of weaponry and supplies from the encounter sites, including an M16 assault rifle, two caliber .38 revolvers, a KG-9 automatic pistol, two homemade 12-gauge shotguns, four rifle gr***des, assorted ammunition, two Baofeng radios, a cellular phone, and 15 backpacks containing personal belongings, food supplies, and a New People's Army flag, among other items.

The pursuit of the fleeing rebels led the Army troopers to Sitio Cambawgon, Brgy. Trinidad, Guihulngan City, Negros Oriental, where another 20-minute gun battle ensued. During the subsequent clearing operation, four more deceased rebels were discovered, and additional fi****ms were recovered, as stated by De Guzman. Furthermore, two rebels willingly surrendered to the authorities.

The encounter site also yielded a significant cache of fi****ms and explosives, including an M4 Firebird assault rifle, three M16 armalite rifles, a caliber .30 Springfield BAR (Browning Automatic Rifle), three caliber .45 pistols, assorted ammunition, four rifle gr***des, a hand gr***de, an Improvised Explosive Device (IED) with a detonating cord, a binocular, and five backpacks containing personal belongings.

Additionally, traces of blood along the rebels' retreat path indicated that more insurgents may have been wounded while fleeing, De Guzman noted. Thankfully, no Army soldiers were reported injured throughout the series of gun battles.

As of now, the authorities are working to establish the identities of the nine deceased rebels. The intense encounters prompted 212 families, consisting of 819 individuals, to temporarily evacuate their homes for security reasons on May 20. They have since received relief goods and food packs from the Moises Padilla Municipal Social Welfare and Development Office and have safely returned to their residences as of yesterday, according to the 62IB. Zone 10, Talisay City. Tribaco is now facing charges for the heinous triple murder.

Startlingly, it was the young eight-year-old boy who bravely identified Tribaco from a series of photographs before tragically passing away.

While authorities believe that a single individual pulled the trigger in the cold-blooded attack, they are not ruling out the possibility of accomplices being involved. Pig Culling in Negros Occidental Targets Cholera, Not ASF

In a recent announcement, the DPWH revealed that the 32.47-kilometer Panay-Guimaras-Negros Island Bridges project will receive engineering services supported by a US $56.6-million loan from the Korean government.

The comprehensive engineering services encompass various stages, including the preliminary design, feasibility study review, and preliminary and basic design. It will further involve detailed engineering design, including the estimation of construction costs, as well as procurement assistance.

The ambitious project aims to establish two sea-crossing bridges that will connect the islands of Panay, Guimaras, and Negros within the Western Visayas Region.

Once completed, the Panay-Guimaras-Negros (PGN) bridges will significantly reduce travel time for commuters and motorists, while also facilitating the efficient transport of goods across the three Visayan islands.

Presently, travel between the islands relies on ferry and roll-on, roll-off services, which can take up to three to four hours.

Senior Undersecretary Emil Sadain, responsible for DPWH infrastructure flagship projects under the "Build, Better, More" program, reported to Secretary Manuel Bonoan that the Korean government has shown interest in extending loans to finance several projects in Central Luzon and Central Visayas.

Sadain highlighted the potential collaboration with the Korean government through the Economic Development Promotion Facility (EDPF).

During a meeting with a fact-finding mission from the national headquarters of Export–Import Bank of Korea (KEXIM) on May 10 at the DPWH main office in Port Area, Manila, the enhanced partnership and the EDPF, a new Official Development Assistance (ODA) loan program, were discussed as mechanisms to bridge the financial gap for large-scale infrastructure projects.

Grade 10 Student Slits Wrists in Talisay City High School Bathroom

A female student in Grade 10 attending Rafael B. Lacson Memorial High School in Talisay City, Philippines was found by her classmates in the school bathroom, having slit both her wrists with a blade. The mother of the student shared that the family's pressure for her and her partner to separate could be a possible factor in the incident. The LGBTQ student has been performing well in school, with high grades, and her condition is now stable.

It is worth mentioning that a 21-year-old Grade 10 student was previously caught with a gr***de and a sachet of suspected ma*****na on April 4, 2023, while on May 10, an 18-year-old Grade 11 student was also found with ma*****na in the same school.
