Yet, as Martin Luther King Jr. profoundly reminded us, peace is not merely a distant goal we strive for but a means by which we achieve that goal. He taught us that true peace is both the path and the destination, urging us to embrace compassion, dialogue, and understanding as the tools to navigate our conflicts.
This vision resonates deeply with City Vice Mayor Bebot Rodriguez, who, recognizing the persistent challenges of insurgency and armed conflict in our society, proposed the Enhanced Comprehensive Local Integration Program (E-CLIP) Ordinance of Cagayan de Oro.
The ordinance seeks to address these challenges through a localized approach to national peace and integration policies, offering a framework that aligns with the government's broader efforts to reintegrate former rebels into society.
By providing comprehensive assistance to former members of the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) and their families, this initiative aims to build pathways to healing, opportunity, and unity.
The proposal includes provisions for livelihood assistance, enrollment in PhilHealth, and help with navigating government processes, ensuring that those who choose to return to the fold of the law are given the tools they need to start fresh.
Through this legislation, VM Bebot seeks to create the legal framework for the Oro Kalandang Peace Center, a temporary shelter for former rebels who are on the path to peace. This center will serve as a haven for de-radicalization, social healing, and reconciliation, offering activities such as sports, wellness programs, education, and skills training to prepare individuals for reintegration into society. Personalized reintegration plans will be developed to ensure that each personโs needsโparticularly those of women, children, and vulnerable individualsโare met with safety and compassion.

In celebration of the Indigenous Peoples Month this October, Cong. Rufus B. Rodriguez and Vice Mayor Bebot Rodriguez successfully hosted the Higaonon Arts Workshop on October 25-26, 2024, at the Barangay Nazareth Gym.
The two-day workshop featured esteemed speakers such as Mr. Ramil Arroylo Balacy, a member of the National Commission for Culture and the Arts National Committee on Dance, who shared his expertise on Higaonon dance and music. Additionally, Ms. Jana Jean Dacobor, the Regional Coordinator of Mindanaw Tripartite Youth Core, and Bae Marecil Timbangan-Llanes, a proud Higaonon from Iligan, provided an insightful overview of the Higaonons in Mindanao.
This year's workshop introduced the newest segment, Higaonon Beadworks, facilitated by Ms. Clardeliza Endagnay Gabao. Assisting our speakers were members of the Cagayan de Misamis Entablado: Ms. Jenny Pabayo-Boo and Mr. Ronald Caron.
The event witnessed enthusiastic participation from performing arts students of Lourdes College, Iponan National High School, Cagayan de Oro National High School, Carmen National High School, Lapasan National High School, MOGCHS, SPC, Pedro Oloy N. Roa Sr. High School, and the Oro Marching Arts Guild.
Over the two days, participants showcased the Higaonon music and dance skills they acquired through an impressive recital during the concluding program. The recital was attended by Councilor Roberto Cabaring, also known as Datu Makilala, the cityโs Indigenous People Mandatory Representative, along with Datu Masikal Jude Jabiniar, the IPMR of Cugman.
In her message, VM Bebot emphasized the profound importance of preserving and promoting our heritage, particularly the Higaonon roots that define the people of Cagayan de Oro City.
Both Cong. Rufus and VM Bebot extended their sincere gratitude to the speakers, participants, organizers, and Kap. Atty. Regine Rodriguez for the use of the gymnasium.

1. Councilor Christian Rustico Achas about the Malinis at Masaganang Karagatan or MMK program of BFAR for the fisherfolk.
2. Councilor Malvern Esparcia about the redevelopment of Bolonsori cemetery; and
3. Councilor Yevonna Yacine Emano on the comprehensive drainage plan of both districts in CDO.
The following are the proposed resolutions and ordinances for approval:
1. Returning to the Barangay Councils of Barangay No. 31, Camaman-an, and Tignapoloan, the ordinances covering their Supplemental Budget for CY 2024.
2. Returning to the Barangay Councils of Barangay No. 11 and FS Catanico, the ordinances covering their Annual Budget for CY 2025.
3. Returning to the Sangguniang Kabataan of Barangay No. 36 and 34, the Resolutions covering their Annual Budget for CY 2024.
4. Endorsing and/or interposing no objection to the renaming of the Camansi Integrated School located within the Ancestral Land of Apo Malaki - Higaonon Indigenous Cultural Community (ICC).
5. Authorizing the City Accountant to charge the sum of โฑ15,000.00 to the item: โMaintenance and Other Operating Expenses (MOOE)-Other Maintenance and Operating Expenses (OMOE)โ in the 2024 Annual Budget of the Office of the City Legal Officer, this City, to cover payment of the unpaid Special Counsel Allowance for CY 2023.
6. Prescribing and/or adopting the Qualification Standards (QS) for appointment to the newly-created vacant position of City Government Assistant Department Head II (Assistant City Community Affairs Officer), Item No. 30 / SG 24, under the Office of the Community Affairs in the City Government of Cagayan de Oro.
7. Authorizing the Honorable City Mayor Rolando A. Uy, representing the City Government of Cagayan de Oro, to enter into and sign the Memorandum Of Agreement (MOA) with the Boy Scout of the Philippines-City of Cagayan de Oro Council (BSP-CDO), represented by its Council Chairman, Atty. Roy Hilario P. Raagas.
8. Authorizing the Honorable City Mayor Rolando A. Uy, representing the City Government of Cagayan de Oro, to enter into and sign the Memorandum of Agreement (MOA) with the Department of Agriculture, Regional Field Office 10 (DA RFO 10), represented by Regional Executive Director, Jose Apollo Y. Pacamalan.
9. Authorizing the Honorable City Mayor Rolando A. Uy, representing the City Government of Cagayan de Oro, to enter into and sign the Memorandum of Agreement (MOA) with the Jollibee Foods Corporation, represented by its President, Fernando S. Yu, Jr., covering the partnership of the parties in the implementation of the latterโs program to open; and

The College Leadership Enhancement and Development Camp (Co-LEAD) of Congressman Rufus Rodriguez and Vice Mayor Bebot Rodriguez has officially commenced at the Gardens of Malasag, Eco-Tourism Village, Cugman, Cagayan de Oro City.
On its first day, the participating student leaders were grouped into eight (8) tribes and underwent a series of welcoming activities such as chant-making and flag-making.
They also had an enriching session with Mr. Robert De La Serna, Executive Director of Peace Crops Inc., who lectured on โThe Call for Good Youth Governance and Public Accountabilityโ.

The Sangguniang Panlungsod, as the legislative body of the city, plays a crucial role in shaping the cityโs future. This office is responsible for providing comprehensive legal services to the City Government, supporting various departments and agencies, and addressing the legal needs of all barangays. Given the current workload faced by the City Legal Office, the timely enactment of many proposed ordinances has been affected.
Recognizing this challenge, Vice Mayor Bebot has spearheaded an initiative to streamline the legislative process without compromising legal integrity. She has proposed the "Legal Services Division Ordinance of Cagayan de Oro City," aiming to establish a dedicated legal services division directly under the Office of the Sangguniang Panlungsod.
The proposed Legal Services Division will be directly overseen by the City Secretary and led by an Attorney III. This division will include several plantilla positions, each with specified educational and eligibility criteria, work experience, and other qualifications. The Attorney III, as division chief, will coordinate with the City Legal Office and other city government offices and agencies as required by the Vice Mayor or any City Council member to provide legal opinions and manage an integrated legal information system within the division.
The good vice mayor believes that as the city continues to develop, there is an urgent need for timely legislation addressing a wide range of issuesโfrom infrastructure and public safety to health, education, employment, and environmental sustainability. By proposing the Legal Services Division, she envisions a more efficient legislative process that can keep pace with the city's dynamic needs.
