MOTORISTS and the riding public may endure heavier traffic situations during the Christmas season rush as sections of Osmeña Blvd. in Cebu City will be closed for at least 15 days to give way for the removal and relocation of the two skywalks affected by the Cebu Bus Rapid Transit (BRT) project.

Local authorities have not yet specified the dates for the road closure this month. However, they said a rerouting plan will be implemented to accommodate vehicles.

Initially planned for the BRT project, the urgency to remove the skywalks along Osmeña Blvd., specifically the ones near Cebu Normal University and Robinsons Fuente, increased with the upcoming activities for the Fiesta Señor in January. Among the religious activities are three separate foot processions that traditionally traverse the boulevard.

The Civil Service Commission (CSC) issued a reminder to the 1.9 million government employees across the country, urging them to refrain from participating in electioneering and partisan activities as the 2023 Barangay and Sangguniang Kabataan election candidates conduct their campaigns between 19 October and 28 October 2023.

Electioneering and partisan political activity refers to acts designed to promote the election or defeat of a particular candidate or party to public office. The CSC noted that the 1987 Constitution mandates that no officer or employee in the civil service shall engage, directly or indirectly, in these acts. The same prohibition can be found in the CSC - Commission on Elections (COMELEC) Joint Circular No. 1, series of 2016 promulgated on 29 March 2016.

Smoke and haze from the forest fires in Indonesia have begun to affect air quality in several regions of the Philippines, particularly in the southern and western parts of the country. - If you experience severe breathing difficulties or health issues due to the haze, seek medical assistance.

The public especially residents in the affected areas are advised to take precautionary measures against the effects of the haze. The next Haze Information will be issued by tomorrow Saturday. Keep monitoring for updates.

"The ordinance was approved unanimously during Wednesday's (Sept. 27) session," asoy ni Konsehal Gealon.

Matod ni Gealon nga sa sitwasyon karon iyahang nakita adunay panginahanglan nga dugangan ang prilibihiyo sa mga seniors.

Ubos sa ordinansa libre na o di na kinahanglan mobayad ang mga senior citizens og parking fees sa mga malls, ospital, clinics, ug uban pa nga mga establisyemento nga adunay 'pay parking'.

Sa maong ordinansa, wala malakip sa libre ang mga overnight parking, valet parking, ug street parking.

Samtang sa mga establisyemento nga di mosunod sa maong ordinansa, sigon nj Gealon adunay multa nga ipahamtang ang lokal nga kagamhanan sa malapason niini.

Aron malibre sa parking fees, ipakita lang ang senior citizen cards ngadto sa parking attendants.

Paabuton pa ang tulo ka semana human sa pagpublikar sa maong ordinansa alang sa hingpit nga pagpatuman niini.

What’s wrong with Monterrazas?
While Young’s project is intended to be environmentally sustainable, a large proportion of the development will be built near the Monterrazas de Cebu, a site whose developers twice received cease and desist orders from the Cebu City government due to the development possibly causing disasters to happen at the foot of the mountain.

Monterrazas is located a few kilometers away from the residential area of Guadalupe, the most populated barangay in Cebu City.

On April 15, 2008, then-Cebu City mayor Tommy Osmeña revoked the development permit of Landco Pacific Corporation after a mudslide hit at least 10 families in Guadalupe.

Many of Cebu’s local chiefs and their families, including the Osmeñas, have homes in the residential areas of the barangay.

Prior to this, development works along the site’s jurisdiction, involving bulldozing of land and cutting of trees, caused gradual soil deterioration in the nearby upland areas.

On July 25, 2011, Cebu City Mayor Mike Rama ordered the new developer, Genvi Development Corporation, to stop construction work at the same site after witnessing at least eight sitios nearby get heavily flooded.

In 2019, the 8990 Housing Development Corporation acquired the entire site from Genvi Development Corporation.

At the time, 8990’s holding company, a mass housing developer, said in a disclosure with the Philippine Stock Exchange: “With the acquisition of Genvi, the development by the 8990 Group of upscale subdivisions and high-end residential communities will definitely continue. Furthermore, this firms up the intention of 8990 Holdings to expand into other real estate segments that have proven to have strong demand in the past years.”

Based on the Monterazzas de Cebu’s Environmental Compliance Certificate issued on May 30, 2007, the project was approved by Allan Arranguez, then the OIC regional director for Central Visayas of the Department of Environment and Natural Resources (DENR).

The environmental impact assessment and review were conducted by engineers William Cuñado and Armando Malicse, respectively.

Cuñado is the former director of the Environmental Management Bureau (EMB) of the DENR who was also responsible for the issuance of environmental compliance certificates to reclamation projects that have the potential to cause massive flooding in southern Metro Manila.
