106th REGULAR SESSION OF THE 8TH CITY COUNCIL

Vice Mayor Randy Singson presided over the 106th Regular Session of the 8th City Council on August 12, 2024 at the SP Session Hall, with the majority of SP members present.

Highlights of the session included the enactment of the following ordinances:

a. Ordinance institutionalizing and appropriating funds for the annual search for exemplary Barangay Tanod Brigade and the most outstanding Barangay Tanods in the City of Vigan.
b. Ordinance institutionalizing the annual search for the most functional Barangay Violence Against Women and Children Desk in Vigan City and providing incentives thereof.
c. Ordinance providing annual insurance (Agricultural Producers Protection Plan (AP3) to all registered agricultural producers in Vigan City and appropriating funds thereof.

LOOK: Another Two Bigueño Centenarians

SPM Karen Baquiran and SPM Glendale Benzon honored Vigan's two new centenarians: Mrs. Victoria Realin from Brgy. Purok A Bassit, and Mrs. Magdalena Apanapao from Barangay 9, Vigan City, Ilocos Sur.

The Committee on Public Safety and Peace and Order held a public hearing to discuss Draft Ordinance No. 24-40, "An ordinance regulating and providing guidelines for temporary or permanent road closures in the City of Vigan, and providing penalties for violations."

The following individuals attended the public hearing: SPM Evaristo Singson III, SPM Alistin Arce, SPM Janina Medina-Fariñas, SPM Larry Raboy, SPM Jay Andia, SPM Nestor Pajaro, LNB Vice President Enrico Shawn Patrick Singson, as well as barangay captains and representatives from the different barangays of Vigan City.

On August 8, 2024, a synchronous committee meeting was held in the SP Session Hall by the Committee on Rules, Legal Matters, and Human Rights. The following agenda items were addressed:

A. Discussion of Barangay Ordinance No. 1, Series of 2024 of Barangay Capangpangan, Vigan City, titled "Ordinance Charging Filing Fee when Filing a Case."

B. Presentation of bank details under the account of the City Government of Vigan with a recommendation from the City Treasurer for the closure of said accounts due to dormancy.

The meeting was attended by the following Committee members: SPM Glendale Benzon, SPM Alistin Arce, SPM Enrico Shawn Patrick Singson, Mr. Edwin Remigio from the City Treasurer's Office, Ms. Cesarieta Pestaño, LGOO VI from DILG, and Atty. Richelle Ann Mariano, City Legal Officer.

LOOK: National Disability Rights Week Celebration

The 8th City Council, led by Vice Mayor Randy Singson, showed their support by participating in the National Disability Rights Week (formerly National Disability Prevention and Rehabilitation Week). Their aim is to promote inclusivity, celebrate abilities, and advocate for accessibility for all.

Vice Mayor Randy Singson, in his capacity as Acting Mayor, officiated two civil weddings yesterday, August 8, 2024.

The City Government of Vigan, in collaboration with the City Social Welfare and Development Office (CSWDO), extended emergency shelter assistance to Mrs. Emma Reyes on August 7, 2024, in Barangay Salindeg, Vigan City.

105th REGULAR SESSION OF THE 8TH CITY COUNCIL

Vice Mayor Randy Singson presided over the 105th Regular Session of the 8th City Council on August 5, 2024, at the SP Session Hall, with all the SP Members present.

Highlights of the session were the approval of three (3) resolutions entitled as follows:

1. Resolution authorizing Hon. Mayor Jose "Bonito" C. Singson, Jr., to enter into a Memorandum of Agreement with the DSWD Field Office 1 for the supplementary feeding program targeting children aged 3 to 4 years old enrolled in the Child Development Center and Supervised Neighborhood Play as part of the DSWD's contribution to the Early Childhood and Development Program of the Government.

2. Resolution requesting the Provincial Governor of Ilocos Sur, Hon Jeremias C. Singson, to donate 1 unit of floating backhoe for dredging to prevent flooding in the City of Vigan.

3. Resolution granting authority to Mayor Jose "Bonito" C. Singson, Jr. to invest Idle Funds of the City Government in short-term government securities investments issued by Philippine Government Banks and Government Securities Eligible Dealers, supervised and regulated by the Government.

LOOK: PAGCOR Relief Operations

The relief efforts, led by the Philippine Amusement and Gaming Corporation (PAGCOR) and the Office of the President Ferdinand "B**g B**g" Marcos Jr., have successfully delivered a total of 1,000 relief goods to the City Government of Vigan. These goods include 500 food items and 500 non-food items. The turnover was carried out under the guidance of Mayor Jose “Bonito” Singson Jr. and Vice Mayor Randy Singson.

Tulong Panghanapbuhay sa Ating Disadvantaged Workers

The 104th Regular Session of the 8th City Council was presided over by Vice Mayor Randy Singson on July 30, 2024, at the SP Session Hall, with all SP Members present.

The session's highlights included the enactment of an ordinance revising the use of plastic bags and polystyrene foam packaging in Vigan City, as well as the approval of a resolution congratulating and commending the Vigan City Scholars who graduated with Latin Honors for the School Year 2023-2024.

LOOK: Celebration of Nutrition Month and National Disaster Resilience Month

Members of the 8th City Council recently attended the Awarding Ceremony of the Nutri Video Jingle Competition, Barangay with Nutrition Month Celebration, Poster Making, Disaster Preparedness Quiz, and Best DRRM Corner at Vigan Culture & Trade Center. This event was a thoughtful celebration of Nutrition Month and National Disaster Resilience Month, showcasing the community's commitment to health and disaster preparedness.

LOOK: Vigan City DRRM Exhibit

In celebration of National Disaster Resilience Month 2024, the Vigan Emergency Disaster Response Showcase 2024 will feature a Vigan DRRM Exhibit. Demonstrations on bandaging, Automated External Defibrillator, and Cardio Pulmonary Resuscitation Hands-Only Techniques were showcased during the ribbon cutting day. The exhibit will run from July 30 to August 2, 2024 at the Vigan City Hall 2nd Floor Lobby.

BDO has generously donated food packs to families who have been impacted by Super Typhoon Carina in the City of Vigan. This donation couldn't have come at a better time, providing essential support to the families in their time of need.

Vice Mayor Randy Singson and SPM Karen Baquiran participated in the 2024 Brigada Eskwela to prepare for the upcoming school year. They actively joined as Navy Reservists, demonstrating dedication to the community and education.

103rd REGULAR SESSION OF THE 8th CITY COUNCIL

Vice Mayor Randy Singson presided over the 103rd Regular Session of the 8th City Council on July 22, 2024, at the SP Session Hall, with the majority of the SP Members present. The session's highlight was the enactment of an ordinance institutionalizing the Vigan Comprehensive Nutrition Program. This program aims to safeguard the nutritional well-being of Bigueños through integrated, strengthened, and sustained strategies.

102nd REGULAR SESSION OF THE 8TH CITY COUNCIL

Vice Mayor Randy Singson presided over the 102nd Regular Session of the 8th City Council on July 15, 2024 at the SP Session Hall, with the majority of the SP Members present.

Highlights of the session:
Three resolutions of support for Senate Bill No. 2629, SB No. 1197, and SB No. 2702 filed by Sen. Imee Marcos in Congress were approved. These bills are entitled as follows:
a. An Act Setting the Term of Office of Barangay Officials and for Other Purposes.
b. An Act Granting Salaries and Other Benefits to Barangay Officials, and for Other Purposes.
c. An Act Synchronizing the Sangguniang Kabataan Elections with the National and Local Elections and for Other Purposes.

The Committee on Finance and Appropriations and The Committee on Barangay Affairs conducted a Public Hearing wherein they discussed Draft Ordinance NO. 24-14 "An ordinance Institutionalizing an Annual Search for Exemplary Barangay Tanod Brigade and Search for the Most Oustanding Barangay Tanods in the City of Vigan, providing funds thereof, and for other purposes After which, the Committee on Women, Family Affairs and Gender Development together with the Committee on Barangay Affairs discussed “Draft Ordinance No. 24-24 entitled, “An Ordinance Institutionalizing the Annual Search For The Most Functional Barangay Violence Against Women And Children Desk In The City Of Vigan, Providing Incentives Thereof, And Other Purposes”

The said public hearing was attended by SPM Ada Joana Fe Artajos, SPM Enrico Shawn Patrick Singson, SPM Carl Louie Alquetra, SPM Janina Carine Medina-Fariñas, SPM Larry Raboy, Atty Pert Alagano - City Budget Officer, Ms. Jazel Jan De Leon - Barangay Affairs and Barangay Captains / representatives from the different barangays of Vigan City.

LOOK: Sen. Imee Marcos visits Vigan City

The City Government of Vigan, led by Mayor Jose “Bonito” Singson Jr. and Vice Mayor Randy Singson together with the members of the 8th city council had a luncheon meeting with Senator Imee Marcos at Casa Vicente, Vigan City.

Provincial Governor Jeremias “Jerry” Singson, Vice Governor Ryan Luis Singson, Region I Federated ABC President Constante Benzon, Ilocos Sur Federated PPSK President Victor Singson, Caoayan Mayor Germelina Singson-Goulart, Vigan City ABC Vice President Enrico Shawn Patrick Singson, Vigan City PPSK Vice President Carl Louie Alquetra, metro Vigan’s ABC Presidents, 39 barangay captains of Vigan, and several department heads were also present had the opportunity to have a personal dialogue with Senator Marcos and seek support for the various programs and projects in their respective LGUs.

Senator Marcos discussed her senate bill to extend the term of barangay officials to six years and not allow them to serve for more than two consecutive terms. She also talked about synchronizing the Sangguniang Kabataan election with national and local elections. The discussion focused on programs for marginalized people and initiatives for community development, youth engagement, and local governance.

The evaluators of Ilocos Sur's Sangguniang Panlalawigan, headed by Mr. James Rabot, conducted the assessment of Vigan City's Sangguniang Panlungsod Office for the search for the Siglat Sanggunian 2024 on July 11, 2024.

101st REGULAR SESSION OF THE 8th CITY COUNCIL

Vice Mayor Randy Singson presided over the 101st Regular Session of the 8th City Council on July 8, 2024, at the SP Session Hall. The majority of the SP Members were present.

During the session, three (3) ordinances were enacted. The first ordinance regulates the use and operation of motor vehicles in Vigan City, specifically targeting those without mufflers, with defective or modified mufflers, sound boosters, or similar devices. The other two ordinances pertain to the reclassification of lands from residential to commercial use.
