UPLB project investigates the sustainability & economic viability of bioproduction systems

The UPLB project on “The Integration of Traditional and Modern Bioproduction System for a Sustainable and Resilient Future Under Climate and Ecosystem Changes (ITMoB)” is conducting a study to determine the sustainability and economic viability of various bioproduction systems (BPS) and evaluate the considerations behind farmers’ decisions to adopt a particular BPS.

BPS are agriculture and forestry production systems that provide different ecosystem services to support human well-being. It is categorized into traditional, modern, or integrated BPS.

ITMoB conducted a multi-criteria analysis (MCA) through focus group discussion (FGD) and benefit-cost analysis (BCA) through key informant interviews (KII), respectively, of farmers in the Pagsanjan-Lumban Watershed (PLW) last June 2024. These activities were held in the Municipal Hall of Luisiana on June 14, 2024.

By weighing costs and benefits, farmers can make more informed decisions that maximize resource utilization, increase productivity, and advance agricultural welfare in the watershed.

ITMoB invited selected LGU representatives from the Municipal Agriculture Office (MAO), Municipal Environment and Natural Resources Office (MENRO), and Municipal Planning and Development Office (MPDO), as well as eight farmers representing the predominant BPS, including monocrop rice, rice-based, coconut-based, and fruit-based BPS in Luisiana.

In undertaking the MCA, participants were organized into breakout groups that then ranked the criteria and indicators related to financial, economic, environmental, and ecosystem services, and social aspects of the BPS. Afterward, they regrouped and reached a collective consensus on the ranking.

To undertake the BCA, only farmers were invited to take part in the KII. This session used a structured survey tailored to the study site to collect detailed data regarding farm inputs and outputs, a crucial step in discerning the cost and benefits of each BPS.

MCA and BCA are implemented to assess changes in ecosystem services produced by modern and traditional BPS under multiple scenarios and identify potential synergies and trade-offs between ecosystem services.

Dr. Canesio Predo, one of ITMoB’s work package leaders, spearheaded the conduct of the MCA and BCA together with Kharmina Paola Anit-Evangelista, Vanessa Palma-Torres, and project researchers. Anit-Evangelista and Palma-Torres are assistant professors at the Institute of Renewable Natural Resources (IRNR) of the College of Forestry and Natural Resources and scholars of the Graduate Assistantships for Technology of the Department of Science and Technology.

The Municipal Agriculture Office of Luisiana, headed by Engr. Christine Mae Roguel, provided support and assistance, contributing to the event’s success.

The MCA and BCA data-gathering activities will also be implemented across the other municipalities covering PLW, including Cavinti, Pagsanjan, Kalayaan, Lumban, Majayjay, Magdalena, and Lucban, in the succeeding weeks.

The ITMoB Project is in its third and final year of implementation and is scheduled for completion by October 2024. It is a collaborative research endeavor involving the Institute for Global Environmental Strategies (IGES) in Japan, the University of Padjadjaran in Indonesia, and UPLB-INREM in the Philippines.

UPLB-INREM attends planning workshop on CoP for climate information services

The UPLB Interdisciplinary Studies Center for Integrated Natural Resources and Environment Management (UPLB-INREM) participated in a planning workshop aimed at establishing a Community of Practice (CoP) in climate information services (CIS) for agriculture, fisheries, and health at Microtel by Wyndham in Baguio City on June 19-20.

The planning workshop was held under the auspices of the project “Toward a South-South Collaboration on Climate Information and Services: Building a Knowledge Exchange and Learning Platform for the Philippines and the Climate Vulnerable Forum (SSCIS).”

On the first day, June 19, project consultant Jaker de Claro conducted workshops with the participants divided into two groups: the health sector group and the agriculture and fisheries sector group.

The participants reviewed the CoP Charter and finalized the core members’ structure, roles, and responsibilities. In this part of the workshop, the UPLB-INREM and UP National Institute of Health (NIH) were reiterated as domain managers of the CoP.

They also discussed Climate Information and Services (CIS) quality assurance mechanisms related to quality, content, and approval. The participants also simulated the working arrangements and collaborative potential of a CoP by brainstorming for information, education, and communication (IEC) materials for a specific community and drafting a plan of activities for the CoP launch.

On June 20, the participants engaged in another workshop where the groups developed a theory of change for the health, agriculture, and fisheries sectors.

In the afternoon, the participants joined study visits at the Bureau of Plant Industry (BPI) Baguio and Um-A Organic Farm.

During the study visit, Dr. Jesus R. Aspuria, director of the Bureau of Plant Industry-Baguio National Crop Research, Development, and Production Support Center (BPI-BNCRDPSC), discussed the fully automated climate-smart greenhouse. Dr. Aida Y. Pagtan, chief of the Regional Agriculture and Fisheries Information Service of the Department of Agriculture-Cordillera Administrative Region (DA-CAR), on the other hand, talked about climate-resilient farming practices of indigenous communities.

The planning workshop was a significant step toward the establishment of the CoP for CIS. It was attended by the project team of the “Modelling CIS Application in the Agricultural Sector through Tripartite Collaborations (SUC-NGA-LGU) in Region II, Northern Philippines” composed of Dr. Maricel Villamayor, Aileen Peria, Dr. Rose Jane Peras, Marielle Baliwag, Lyra Mae Puno, and Kyle Vincent Singson.

Various state universities and colleges (SUCs), national government agencies (NGAs), and other sectors were also present.

The SUCs that were represented were the University of the Philippines Los Baños, Isabela State University, Mariano Marcos State University, and the University of the Philippines Manila – National Institutes of Health. (UPM-NIH).

The NGAs represented were the Philippine Atmospheric, Geophysical and Astronomical Services Administration, Philippine Institute of Volcanology and Seismology, Department of Health, Department of Agriculture, Department of Environment and Natural Resources, National Fisheries Research and Development Institute, Department of the Interior and Local Government, and the League of Provinces of the Philippines.

These institutions form the CoP core members for CIS on health, agriculture, and fisheries, which is set to officially launch in July.

In the context of this initiative, the CoP comprises individuals and organizations who share a common interest in providing climate information services, thus pooling their collective knowledge and expertise to address climate change vulnerabilities and achieve resilience in the agriculture, fisheries, and health sectors. Project 2 of the “Resource Inventory, Valuation and Policy in Ecosystem Services under Threat (Re-INVEST): The Case of the West Philippine Sea” program is looking for qualified Field Enumerators for its household and recreation demand surveys in Bataan from 15-22 July 2024.

Field Enumerators will be responsible for conducting in-person surveys with fisherfolk and tourists in the assigned implementation sites, which cover Morong, Bagac, and Mariveles. Their engagement may be extended depending on the survey progress.

Qualifications:
- Must be residing in any of the following sites: Morong, Bagac, and Mariveles
- At least college graduate, preferably graduate of economics, development studies fisheries or any social science-related course
- Preferably has experience in conducting in-person socioeconomic surveys or field data collection activities; Fresh graduates are welcome to apply
- Excellent oral communication skills in English, Filipino, and local dialect
- Must be willing to follow survey protocols and submit to authority
- Knowledgeable in using collaboration tools such as Google Drive, Docs, and Sheets
- Previous engagement with the local government, fisherfolk and tourist operators is a huge plus

INREM launches payment for water ecosystem services project

The UPLB Interdisciplinary Studies Center for Integrated Natural Resources and Environment Management (UPLB-INREM) launched a project advocating the institutionalization of payment for water ecosystem services (P-WES) in the Philippines.

Funded by the Department of Science and Technology-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), the project launch took place via virtual conferencing on June 20, 2024.

Building on the successes of UPLB-INREM’s previous P-WES and Payment for Ecosystem Services Outcome for Sustainable Water Provision (PESO-SWaP) projects, this new endeavor aims to engage local and national stakeholders in establishing and institutionalizing a framework for compensating providers of essential water-related ecosystem services. Some of these providers are upland communities and indigenous people.

Such services are increasingly crucial amid rising demands and declining natural resources, highlighting the urgency for sustainable resource management practices.

The project’s significance is further underscored by recent legislative developments, notably the passage of Republic Act No. 11995, or the Philippine Ecosystem and Natural Capital Accounting System (PENCAS) Act.

Enacted in May 2024, this law mandates the integration of PENCAS into national policymaking, aiming to enhance ecological resilience and balance through systematic environmental and economic accounting.

The project, based at the College of Forestry and Natural Resources (CFNR), is led by Dr. Asa Jose U. Sajise, with team members Dr. Canesio D. Predo, Dr. Juan M. Pulhin, CFNR Dean Marlo D. Mendoza, Atty. Fritzielyn Q. Palmiery, Dr. Rosario Velasco-Tatlonghari, Sheerah Louise C. Tasico, and Hannah Mae A. Tolentino.

At the project’s inception meeting, Monica B. Castillo, Science Research Specialist and officer-in-charge of the Policy Analysis and Information Management Unit (PAIMU) of DOST-PCAARRD, introduced the initiative. Dr. Ernesto O. Brown, director of PCAARRD’s Socio-Economics Research Division (SERD), delivered the opening remarks, and Ma. Roselle U. Precilla, Project Technical Assistant at PAIMU, DOST-PCAARRD, presented the highlights during the Directors’ Council Meeting.

Dr. Sajise presented the project overview, and focused on achieving the target impacts through strategic activities tailored for the stakeholders. This was followed by feedback from DOST-PCAARRD and external evaluators, including Dieldre S. Harder and Dr. Margaret M. Calderon.

Representatives from various DOST-PCAARRD divisions, including the Office of Executive Director for Research and Development, SERD, Forest and Environment Research Division, Inland Aquatic Resources Research Division, and Marine Resources Research Division, committed their support for this initiative.
With this project, UPLB-INREM aims to make significant strides in environment management and policy development. This initiative is pivotal in advancing sustainable practices and ensuring equitable resource management for a healthier environment and thriving communities. (Hannah Mae A. Tolentino)

ICYMI: UPLB-INREM, ISU conduct capacity needs assessment in Isabela

The UPLB-Interdisciplinary Studies Center for Integrated Natural Resources and Environment Management (UPLB-INREM) and Isabela State University (ISU) conducted their second leg of data gathering in Isabela province from May 28 to June 7, 2024.

This is part of the capacity needs assessment activity of the project, “Modelling CIS Application in the Agriculture and Fisheries Sector Through Tripartite Collaborations in Region II, Northern Philippines.”

For the first part of the two-week field activity, the UPLB-INREM project team, represented by Dr. Rose Jane Peras, Aileen Peria, Marielle Baliwag, and Lyra Puno, trained 10 ISU staff and college students to be enumerators. The activity introduced the scientific approach in enumerator training and centered on using KoboCollect, an open-source software that makes data gathering and analysis more efficient.

Right after the enumerators’ training, the project team conducted surveys in several municipalities of Isabela – Alicia, Aurora, Cauayan, Echague, Ilagan, Ramon, San Mariano, and San Mateo through the assistance of their respective Municipal Agriculture Office or MAO. These surveys gathered additional information on the capacity and needs of farmers and fisherfolk.

The project team also held a focus group discussion (FGD) with fisherfolk in the Dinapigue Municipal Agriculture Office (MAO) for the second week. The FGD revealed how fisherfolks are affected by climate change and how they use climate information services (CIS) in daily livelihood activities. After the FGD, a representative from the MAO accompanied the project team in conducting the household surveys at the different barangays and sitios.
The capacity needs assessment of different stakeholders in Isabela is one of the activities under Output 2, “Tripartite Capacity Enhancement,” which enhances the capacities of selected national and regional agencies, state universities and colleges, farmers, and fisherfolks, and other key players in the CIS process. Meet Ms. Irapta on June 27, 2024.

Ms. Naomi Irapta works at the interface between natural and social sciences to explore landscape and its associated risk, abiotic nature conservation, and public geoeducation. She is currently a PhD student of Physical Geography at Eötvös Loránd University, working on volcanic geoheritage. Her professional work experience span a wide range of fields from local volcanic DRR consultations to reviewing scientific significance of geoheritage sites for the IUGS Geoheritage Commission, as well as university-level teaching in (UPD CS and CSSP). She is also part of the UNESCO IGCP 692 “Geoheritage for Resilience” Project. On the side, Ms. Irapta works in collaboration with community art initiatives to make geo education accessible, focusing on the interconnection of abiotic nature conservation and social justice.
