FIRST HOUSING UNIT AWARDING IN TAWI-TAWI TAKES PLACE IN HISTORIC TOWN OF SIMUNUL 🏠

The Ministry of Human Settlements and Development (MHSD), the Housing Arm of BARMM, awarded the first fifty (50) housing units to beneficiaries in Tawi-Tawi, specifically in Brgy. Doh-Tong, Simunul, where the first mosque in the Philippines, Sheikh Karimul Makhdum, is located, held on August 6, 2024.

"The activity was historic as it marked the first awarding ceremony of MHSD and Local Government Units (LGUs) in the Province of Tawi-Tawi, happening in the town of Simunul," said Deputy Minister Aldin H. Asiri, who also serves as the Focal Person of MHSD in the island provinces.

Funded by the Special Development Fund (SDF) 2020, the project titled 'Construction of 50 Units Resettlement Housing Project with Land Development' was realized by MHSD in partnership with the LGU of Tawi-Tawi under the leadership of Hon. Governor Ishmael "Mang' I. Sali.

The houses were given for free to families in need in the area, all of whom underwent thorough profiling to ensure that the houses were awarded to the most deserving recipients.

"This is another proof of the BARMM government's deep care for the people of Tawi-Tawi as almost every town in the province has a housing project established by MHSD," emphasized Minister Hamid Aminoddin D. Barra, who led the group from MHSD.

"This is a result of the sincerity of your governor and the LGUs in implementing the project; may you make these houses we built for you your homes," added the minister.

Meanwhile, Director General Esmael W. Ebrahim assured that the BARMM government, under the leadership of Chief Minister Ahod B. Ebrahim, will continue to support Bangsamoro families around the region.

Representing Hon. Governor Sali, Hon. Board Member Abduljamil S. Ishmael, Al-Haj expressed the former’s apologies for not being able to attend for he needed to be at another important activity for Tawi-Tawi.

"This project is a token of compassion for the people in this community, may many more projects be implemented in our province," Hon. Board Member Ishmael said.

In his message of support, Hon. Vice Mayor Ershad T. Abdurahman of Simunul first expressed his joy for the significant project received by families in the town.

"This project symbolizes a brighter future for the people of Simunul," described Vice Mayor Abdurahman, representing Hon. Mayor Wasilah T. Abdurahman.

As representative of the beneficiaries, Datuh Alizar B. Maindan wholeheartedly thanked the implementers for fulfilling their long-time dream of having decent houses.

Also actively participating in the activity were Director II for Operations and Management (OMS) Salem S. Demuna and key personnel from various offices, divisions, and sections of the MHSD Regional Office, Provincial Director Sabturani U. Bakil, and his team who effectively managed the activity.

From the LGU-Tawi-Tawi, Hon. Board Members Nurshadar D. Matba, Melhan Masdal, and Mahmud Bawasanta were also actively involved in the program.

The Ministry, with the LGUs, awarded another 50 housing units to the rightful beneficiaries in Brgy. Pababag, Bongao on the same day for the resettlement housing project that was also funded under SDF 2020.

is the Workshop on the Formulation and Updating of the Comprehensive Land Use Plan (CLUP): Modules 2 and 3 for the Province of Sulu, being held at the Blue Lotus Hotel, Davao City.

The event is participated by the municipal planning and development coordinators, municipal engineers, mappers, municipal disaster risk reduction and management officers, technical working groups, and other technical staff from the Local Government Units of Jolo, Patikul, Luuk, Parang, Panamao, Omar, Talipao, and Lugus.

Facilitating the technical assistance through the workshop, is the Ministry of Human Settlements and Development (MHSD)-Sulu, in close collaboration with the Environment Land Use and Urban Development Division (ELUUDD) under the Technical and Regulatory Services (TRS).

100 FAMILIES IN SAGUIARAN TO RECEIVE FREE HOUSING AFTER LGU AND MHSD CONDUCT TURNOVER CEREMONY

One hundred families in need in the town of Saguiaran in Lanao del Sur can now expect to receive houses from the Ministry of Human Settlements and Development, the Housing Arm of BARMM, following the turnover ceremony held in Barangay Pindolunan on August 18, 2024.

The activity marked the culmination of MHSD Week celebrated by MHSD starting on August 12 this year through a series of awarding and turnover of houses and sports competitions for the employees of the Ministry.

The ceremony was historic as it served as the first in Lanao del Sur province and was a highlight of the MHSD Week celebration.

The project is the Construction of 100-Unit Resettlement Housing funded by the General Appropriations Act of the Bangsamoro or GAAB 2022 and implemented by MHSD, in partnership with LGU-Saguiaran, both aiming to provide free and decent housing to the neediest families.

Minister Hamid Aminoddin D. Barra mentioned that the turnover and groundbreaking ceremonies conducted by MHSD are not only in Lanao del Sur but also in other provinces of the BARMM and beyond to reach every Bangsamoro family.

"These houses will serve as the foundation of Islamic communities in the region; make them homes where moral governance begins," the Minister added.

Meanwhile, according to Hon. Mayor Jalalodin M. Angin, the completed houses are intended for the IDPs of Marawi City who have longed for their own homes after their houses were destroyed due to the Marawi Siege.

"The previously inaccessible area is now developed; thanks to Chief Minister Ahod B. Ebrahim and Minister Barra for their continuous assistance to the Bangsamoro communities," he said.

Director General Esmael W. Ebrahim also stated that MHSD will not stop striving to fulfill its duty to address the housing backlog in the Bangsamoro, which is currently recorded at over 300,000.

Member of the Parliament (MP) and Chairperson of the Bangsamoro Youth Commission Marjanie S. Macasalong, MP and Program Manager of the Marawi Rehabilitation Program Said M. Shiek, Chief of Staff Prince Sarangani of the Office of MP Abdullah G. Macapaar, and other important officials from the LGU and BARMM agencies also attended and gave messages of gratitude and support.

CONSTRUCTION OF 50 HOUSING UNITS IN TAMPARAN TO COMMENCE AFTER GROUNDBREAKING CEREMONY BY MHSD

The construction of 50 housing units in the Islamic Municipality of Tamparan in Lanao del Sur has begun after the Ministry of Human Settlements and Development (MHSD), the Housing Arm of BARMM, conducted the groundbreaking ceremony on August 18, 2024.

This development in the area is a result of the implementation of the Construction of 50-Unit Resettlement Housing project in Brgy. Lilod Tubok funded under the General Appropriations Act of the Bangsamoro (GAAB) 2024 and a significant highlight of this year's MHSD Week celebration.

Minister Hamid Aminoddin D. Barra led the group, overseeing the activity along with Director General Esmael W. Ebrahim and Provincial Director Benjamin D. Alangca, together with the Ministry key staff, with the assistance of the Local Government Unit (LGU) of Tamparan led by Hon. Mayor Mohammad Juhar D. Disomimba.

Minister Barra stated that the project is once again proof of MHSD's commitment to continue establishing decent homes for the neediest Bangsamoro families.

According to the Minister, the project is a result of MHSD's trust in the LGU of Tamparan, its partner in ensuring effective implementation through the Memorandum of Agreement signed by both parties.

Director General Esmael W. Ebrahim added that the housing project is a priority of the BARMM government under the leadership of Chief Minister Ahod B. Ebrahim with the goal of providing housing for all impoverished families in the region.

Meanwhile, the LGU expressed gratitude for the trust given to them by the BARMM government and assured that the completion of the houses will not be delayed with the guidance and cooperation of MHSD.

MHSD AWARDS 100 HOUSING UNITS TO NEEDIEST FAMILIES IN TWO SGA MUNICIPALITIES

One hundred (100) families in Kadayangan and Nabalawag of the Special Geographic Area (SGA) received free housing units from the Ministry of Human Settlements and Development, the Housing Arm of the BARMM, in the awarding ceremony conducted on August 12, 2024 as part of its celebration of the MHSD Week this year.

Fifty (50) of the units were awarded to families from Brgy. Kapinpilan, Kadayangan where the awarding ceremony took place in a covered court, and the other 50 units were awarded to beneficiaries in Brgy. Nabalawag, Nabalawag. Both projects were funded under the General Appropriations Act of the Bangsamoro (GAAB) 2022.

Minister Atty. Hamid Aminoddin D. Barra, emphasizing the inclusive nature of the MHSD, highlighted the diverse representation of the ministry's top management, reflecting the ethnic balance of the Bangsamoro region.

"Our leadership reflects the diverse tapestry of the Bangsamoro," Minister Barra stated, highlighting the team's ethnic representation. "I am Maranao from Lanao del Sur, Deputy Minister Aldin H. Asiri is Tausug from the island provinces, and Director General Esmael W. Ebrahim is Maguindanaon from the Province of Maguindanao," he said.

He stressed the importance of tailoring projects to the specific geographic and cultural needs of the communities in every part of the region.

“The MHSD builds houses but we want you [the beneficiaries] to turn these houses into homes with peace, love, mercy and compassion. Preserve the gains of the Bangsamoro struggle beginning in the home,” Minister Barra remarked.

BDG Ebrahim reassured the beneficiaries that the MHSD is committed to bridging the housing gap in the region in partnership with the trustworthy partners. He emphasized the ministry's goal of providing housing for every barangay in the BARMM territories, continuously improving the design of the units.

“We look forward to future awarding ceremonies in Maguindanao del Norte, as well as in the other provinces; the BARMM government will not rest until Chief Minister Ahod B. Ebrahim’s dream of a developed and progressive Bangsamoro is attained as the fruit of the mujahideen’s struggle,” BDG Ebrahim emphasized.

Salem C. Demuna, Director II for Operations and Management Services urged everyone to say alhamdulillah for the blessings at hand, bismillah for the incoming developments and in shaa Allah for more projects to come.

Hamzah A. Salik, Provincial Director of MHSD-SGA urged the new residents to be grateful for the blessings received from the BARMM Government. He then cautioned them against greed referencing the story of Prophet Musa who was punished by Allah SWT for his people’s ungratefulness and discontentment.

Hon. Mohammad Kelie U. Antao, Member of the Parliament delivered a passionate message about the future maintenance and sustainability of the newly established communities, showcasing the masjids (mosques) currently under construction in each community as symbols of moral governance

"Pray in gratitude for the blessings received," he urged the residents, also gifting each family 10kg of rice to welcome them to their new homes.

Muslimin Kompanyer represented the beneficiaries of Kadayangan while Abas A. Alamada represented those from Nabalawag, and both delivered messages of gratitude and commitment to maintain the units they received and uphold unity in the community.

Messages were also shared by Butch P. Malang, SGA Development Authority Administrator, Hon. Mayor Duma M. Mascud, OIC-Mayor of Kadayangan and Hon. Anwar Z. Saluwang, OIC-Mayor of Nabalawag.

MHSD KEY EMPLOYEES ENGAGE IN SEMINAR-WORKSHOP ON SPMS

In its pursuit of excellence by ensuring consistently effective and efficient services, the Ministry of Human Settlements and Development (MHSD), the Housing Arm of the BARMM, through its Internal Planning Section (IPS) and the Human Resource Management Section (HRMS), conducted the Seminar-Workshop on Strategic Performance Management System (SPMS) at the Safe Haven, Cotabato City on July 29-31, 2024.

Heads and key personnel from the Ministry’s Regional Office and the provincial directors and key technical staff from Maguindanao, Lanao del Sur, Special Geographic Area (SGA), Basilan, Sulu, and Tawi-Tawi, actively participated in the activity.

The activity particularly aimed at enabling the participants develop and administer effectively their customized SPMS policy towards continually improving the Ministry’s performance management system in accordance with the requirements of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) level 2.

Kenneth Mar S. Salcedo, Senior Human Resource Specialist of the Civil Service Commission (CSC) for BARMM served as the seminar-workshop’s resource person who shared and explained significant details and processes of PRIME-HRM, performance management and its pillars, SPMS forms, and SPMS ratings.
Salcedo, with Justine Nicole A. Alolosan of the CSC for BARMM, facilitated the workshops on identification of major final outputs (MFOs), crafting of success indicators, and crafting of performance standards with each of the participants preparing his/her outputs.

The participants were able to craft the contents of their Individual Performance Commitment and Review (IPCR), of which, the outputs of Engr. Muslima M. Abusama, Housing and Homesite Regulation Officer (HHRO) IV of the MHSD-Maguindanao, Engineer III Mohammad Raffee A. Jalmaani of the MHSD-Tawi-Tawi, Tyrone Luis A. Agcambot, Human Resource Management Officer III, and Aminah P. Baragona, Supply Officer III were presented and subsequently critiqued and improved for the other employees with similar positions to follow.

The three-day program was officially opened by Director for Operations and Management Services (OMS) who comprehensively the essence of having a solid performance system in every government agency.

Provincial Directors Atty. Najira S. Hassan of Sulu, Ibrahim M. Haruddain of Basilan, and Hamzah A. Salik of the Special Geographic Area (SGA) delivered messages of commitment that revolved around aiming for excellence in every task or service.

Bangsamoro Director General Esmael W. Ebrahim finally pointed out in his closing remarks how crucial it is to evaluate for improvement the accomplishments of the tasks of the employees from the heads to subordinates, as these complement each other in the effective attainment of the goals and objectives of the Ministry.

With great news on improving human settlements program implementations in the BARMM, the Ministry of Human Settlements and Development (MHSD), the Housing Arm of the BARMM, opportunely initiated its celebration of the MHSD Week this 2024 by leading the flag raising ceremony at the Office of the Chief Minister (OCM) ground, today (August 12, 2024).

The theme this year is "Solidifying camaraderie and intensifying information dissemination for more impactful human settlements program implementation."

Director General Esmael W. Ebrahim announced the Ministry's series of awarding ceremonies of units of resettlement housing in the mainland and the island provinces of the BARMM .

He also sponsored a fun game of question and answer, through which five of the employees from the different ministries, offices, and agencies of the BARMM won Php500 each before the Monday program ended.

In celebration of its humble accomplishments this year, the MHSD, from the regional to the provincial offices in Maguindanao, Lanao del Sur, Special Geographic Area (SGA), Basilan, Sulu, and Tawi-Tawi, is conducting jovial sportsfest and is to hold another awarding event before this week ends.

MHSD EMPOWERS NEW EMPLOYEES ON GENDER SENSITIVITY AT WORKPLACE

The Ministry of Human Settlements and Development (MHSD), the Housing Arm of the BARMM, recently conducted a transformative training session on gender sensitivity for its newest batch of employees held at the Park Inn by Radisson Hotel in Davao City on July 30-31, 2024.

Led by Charanie B. Pandi, the Gender and Development (GAD) Alternate Focal Person, the training aimed to raise awareness and foster understanding of gender-related issues, creating an inclusive and respectful environment within the organization.

Esmael W. Ebrahim, Bangsamoro Director General, highlighted the pivotal role of women in governance, emphasizing the Ministry's commitment to providing a supportive environment for both men and women.

He also emphasized the alignment of gender sensitivity training with principles of equity found in the Qur'an and Islamic practices.

Bai Febraidah S. Karon, SCL, GAD Specialist III from the Bangsamoro Women Commission and the key resource speaker, emphasized the importance of women's meaningful participation in governance, policy-making, and decision-making processes, moving beyond mere recipients of gender and development initiatives.

During the training, participants engaged in discussions about the differences between men and women, addressing stereotypes prevalent in various aspects of life such as home, education, social media, and the workplace.

Karon's presentations further delved into topics such as gender bias awareness, gender dynamics, inclusive language and behavior, empowerment, advocacy, and the creation of an inclusive culture.

Yasser S. Mama, Chief of Monitoring and Evaluation Division, underscored that GAD activities, including the training, encompass gender issues affecting both men and women, emphasizing the importance of inclusivity and addressing discrimination and harassment in the workplace.

The Ministry of Human Settlements and Development (MHSD), the Housing Arm of the BARMM, engaged in discussions with the World Assembly of Muslim Youth (WAMY) on July 18, 2024 to explore a potential partnership in the enhancement of the Ministry’s Resettlement Housing Projects, named Darussalam Villages.

The MHSD team participated in the meeting at the WAMY Philippines office in Greenhills, San Juan City, under the leadership of Director General Esmael W. Ebrahim.

The main focus of the meeting was to explore the integration of additional facilities into the villages, particularly masjid (mosque) and madrasah (Islamic school).

Hamzah A. Salik, Provincial Director of MHSD-Special Geographic Area (SGA), emphasized the advantages of including Masjid and Madrasah in the housing projects to enhance the spiritual and educational environment of the community.

Accompanying BDG Ebrahim and PD Salik was Engr. Zainodin A. Buisan, Planning and Design Division Chief, who presented the MHSD's mandate and its ongoing housing initiatives.

On the other hand, WAMY was represented by Director Adzhar J. Madjid, Legal Consultant Atty. Anwarul Wadud, Project Engineer Abdulhussien Jamahali, Accounting-In-Charge Lailanie A. Sali, and Administrative and Secretary-In-Charge Sohaimen M. Agal, who underscored WAMY's dedication to community development by outlining its background and achievements.

Both parties expressed appreciation for the fruitful discussions, highlighting their mutual commitment to enhancing the lives of the Bangsamoro people.

The meeting concluded with plans to draft and finalize a Memorandum of Understanding (MOU) and arrange a site visit to MHSD project locations next month with WAMY representatives to evaluate the feasibility of the proposed facilities.

MHSD CONDUCTS PRE-CONSTRUCTION CONFERENCE FOR RESETTLEMENT HOUSING PROJECTS IN SGA

The Ministry of Human Settlements and Development, the Housing Arm of the BARMM, meticulously assessed project plans, site development plans, and responded to inquiries of contractors for the new projects in the Special Geographic Area (SGA) in the pre-construction conference held at the MHSD Regional Office, Bangsamoro Government Center, Cotabato City on July 25, 2024.

The meeting centered on the construction of 100 housing units in the SGA, with 50 units planned for Brgy. Batulawan, Malidegao, funded under the General Appropriations Act of the Bangsamoro (GAAB) 2024, and the remaining 50 units with solar-powered water system (level 3) and entrance archway in Brgy. Pedtad, Old Kaabakan, funded under the Special Development Fund (SDF) 2022.

Hamzah A. Salik, SGA Provincial Director (PD), underscored the significance of seamless project ex*****on.

"Every challenge has a solution, and that solution lies in understanding, coordination, and communication," he expressed, affirming the Provincial Office's dedication to working closely with the contractors in the completion of the projects.

Architect Abubakar Abdullah E. Pangadil presented the structural and architectural blueprints for both projects, offering a comprehensive overview of the design and specifications.

Engineer Ameer Kadil Baguiore on the other hand, elaborated on the billing checklist applicable for projects by contract, encompassing advance payment, progress billing, and final billing.

The GAAB project will be undertaken by J-1 Builders Corporation, while the SDF project will be managed by BAMEC Developer and General Contractor and Engineering.

Conducted by the Planning and Design Division in collaboration with the MHSD-SGA Provincial Office, the meeting concluded with both parties ensuring a shared understanding of all details before commencing construction.
