BYC officials, employees undergo ‘academic learning exchange’ to strengthen policy-making capabilities in Malaysia.

It is through constant learning that the Bangsamoro Youth Commission (BYC) workforce can conceptualize and develop more programs, policies, and guidelines that will address essential youth-related issues and concerns.

With this reason in mind, the BYC attended the four-day Academic Visit and Learning Exchange on Public Policy-Making in Malaysia organized by the International Institute of Public Policy and Management (INPUMA), Universiti Malaya, Malaysia to acquire and improve capabilities in policymaking.

During the learning exchange, Mohd Herizal Hazri, former Chief Executive at the Institute of Strategic and International Studies (ISIS) Malaysia explained in his discussion that dialogue is the key to developing policy with the potential effective implementation, thus bridging the policy and practice gap.

Moreover, on the same day, a discussion on hate speech and disinformation was also put on the table by Dr. Khairil Izamin Ahmad because these topics have the potential to polarise public opinion and promote violence that may affect various developmental programs.

Dr. Ahmad pointed out that these two are serious issues that extend beyond the virtual boundaries of social media platforms.

As the primary policy-making body of the Bangsamoro Government for the youth, BYC is very grateful to INPUMA for making ‘Implementing Public Policy’ one of the main focuses of the four-day learning exchange.

As the Chair of BYC, MP Sultan Marjanie Macasalong believed that it is important to equip the workforce of the Commission with both the skills to analyze policies and the field-tested tools, as well as tactics to successfully implement them.

While on the same topic, Dr. Sharifah Mariam Alhabshi willingly shared her top-notch understanding and expertise about public policy implementation.

Also, among the highlights of the four-day learning exchange in Malaysia is the tour visit to Universiti Malaya and the largest museum of Islamic arts in South East Asia, the Islamic Arts Museum Malaysia.

The four-day learning exchange held on June 6-9 aims to capacitate the workforce of BYC to continue providing quality service as the policy-making body of the Bangsamoro Government.

The Joint Peace and Security Committee activated and deployed the 26th JPST facility here at Guindulungan, Maguindanao del Sur today, May 31.

We were honored to be the guest speaker of the activation ceremony, but above all, we are grateful to be part of this peace-driven initiative under the Normalization Track program as we also pursue programs that ensuring to sustain the gains of the Bangsamoro peace process and build long-lasting peace in the region.

The Bangsamoro Transition Authority (BTA) Parliament will officially open its 2nd regular session today, May 15 at 1:00 PM at the Shariff Kabunsuan Cultural Complex, Bangsamoro Government Center, Cotabato City after its Recess during the holy month of Ramadhan.

As Head of the Bangsamoro Government, Hon. Ahod Ebrahim will also deliver his Chief Minister's Report to the Bangsamoro to give an update on the status of the programs and projects in the region.

To engage more youth organizations in implementing youth empowerment programs, the Bangsamoro Youth Commission (BYC) - Lanao Del Sur with Marawi City conducted the Orientation Program after launching the "Call for Youth Organization Partners 2023" on February 2023.

BYC Chair MP Sultan Marjanie Macasalong emphasized in his message that this initiative will allow BYC to offer a platform for thousands of youth and youth-development stakeholders all over Lanao del Sur and Marawi City to identify and formulate what they think should be included in the programs of the Commission through their project proposals.

"The BYC is always open for partnership, especially with young people who shared the same vision as BYC. We received a lot of applications, but you have chosen to co-develop various programs with BYC because of the positive agenda your organizations have been trying to achieve. Rest assured, BYC will assist you along the way," he said.

Out of the numerous applications, 12 youth organizations were chosen by BYC to proceed to the next stage of the screening process and will present their project proposals anchored to the five (5) priority agendas defined in the Bangsamoro Youth Transition Priority Agenda (BYTPA).

As part of the ways forward to support the internally displaced persons (IDPs) in Marawi City, the BARMM-Marawi Rehabilitation Program (BARMM-MRP) held its 12th Program Steering Committee Meeting yesterday, May 10, 2023.

The Committee approved the approved social services and infrastructure projects in rebuilding not only Marawi City but also the lives of the IDPs and their families.

During the meeting, the PSC also approved the project proposals that require a budget from the 2022 and 2023 MRP. There are four (4) project proposals presented by the Program Management Office (PMO) of BARMM-MRP which are covered by the 2022 MRP budget and another four (4) project proposals for the 2023 MRP budget.

For 2022, the projects were the Revised budgetary requirement for the construction of 100-unit housing with facilities; the construction of a multi-purpose hall with a roof deck and 10KW solar hybrid energy; installation of solar streetlights; and the provision of supplemental equipment for Level III water system.

While for 2023, the projects were focused on the provision of livelihood training for the IDPs of Marawi; financial assistance for teachers running private schools, technical vocational institutions, and Madaris located in the Most Affected Areas (MAA) before; revised budgetary requirement for the Bangsamoro Sagip Kabuhayan Program 3.0; and operationalization of water rationing facility.

Maraming Salamat, Bangsamoro Government! 💚

BYC Chairperson Marjanie Mimbantas Macasalong and CSEA Executive Director Samcia Ibrahim signed the agreement which will develop policy papers to safeguard the rights and well-being of young combatants and establish their significant position as collaborators in the Bangsamoro Government's aspirations.

Ibrahim said the CSEA will work towards empowering the children of the combatants by organizing them into cooperatives and providing them with appropriate training related to their selected business operations, enabling them to improve their living conditions.

The Bangsamoro Parliament's Finance, Budget, and Management Committee approved the proposed BTA Bill No. 41, "An Act Establishing A Buffer Fund To Defray The Cost For The Timely Payment Of Salaries And Other Remuneration Of Workers Or Personnel Of Nationally Funded Programs Deployed In The Bangsamoro Autonomous Region In Muslim Mindanao Under The Supervision Of Its Ministries And Offices, Providing Funds Therefor, And For Other Purposes," now the Bangsamoro Revolving Fund Act of 2023, which seeks to allocate revolving fund for the payment of salaries and other benefits of workers of nationally funded programs working in BARMM.

In his opening message, CFBM Chair MP Eduard Guerra emphasized the purpose of passing the BTA Bill No. 41 as the delay of salaries of the workers is unacceptable.

"The downloading of the funds is very much delayed, and our workers are suffering. The delay of 6 months to 8 months is unacceptable," he said.

Deputy Floor Leader MP Mary Ann Arnado raised her concern about the effectiveness of the measure and where will the Parliament source the one billion fund which will cover the unpaid salaries of the workers

Anent to this, MFBM Deputy Minster MP Ubaida Pacasem affirms that the fund will be sourced through the contingent fund of the region.

MP Sultan Marjanie Macasalong also raised his concern with regard to the status of the backlogged payment of nationally funded projects in different ministries in BARMM.

This measure will allocate a P1 billion revolving fund to make sure that salaries and benefits are paid on time and that the ministry, agency, or office's funds are immediately reimbursed after the relevant national government agency has downloaded the national funds.

𝐋𝐎𝐎𝐊 | To push for a stronger women's agenda in the Bangsamoro region, the Ateneo School of Government through Project PARTICIPATE convened women sectors from different areas of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to conduct the BARMM Participate Talks: A Forum on the Bangsamoro Electoral Code and its Women Agenda.

The two-day forum aims to gather Bangsamoro women leaders and stakeholder representatives to address the challenges of political participation among women in the region and to provide an avenue to capacitate them with strategies to further strengthen their political participation in preparation for the 2023 BARMM parliamentary elections.

Floor Leader MP Atty. Sha Elijah Dumama-Alba and MP Baileng Mantawil served as speakers during the forum to discuss the salient points and key innovations introduced in the Bangsamoro Autonomy Act No. 35, also known as "Bangsamoro Electoral Code”.

In order to ensure that women's perspectives are heard and that they are equally represented in political decision-making, MP Mantawil also encouraged the participants to actively participate in all election processes in the Bangsamoro.

The forum took place on May 6-7, 2023, at Kutawato Hall, Em Manor Hotel and Convention Center, Cotabato City participated by the Bangsamoro Youth Commission (BYC) Lanao Del Sur with Marawi City represented by Project Coordinator Amirah Barazar with the guidance of YDO II Namera Ambor, MPA.

To share the programs and activities of the Bangsamoro Youth Commission (BYC), BYC Chairperson Sultan Marjanie Macasalong attended the Civic Education Summit 2023 in Manila on April 27-29, 2023.

BYC Sultan Marjanie discussed the current initiatives and programs of BYC that promote civic education and civic engagement among the youth such as the Bangsamoro Youth Transition Priority Agenda (BYTPA) to augment its efforts in addressing the needs of the youth.

Moreover, he emphasized Youth Formation as BYC's flagship program, which highlights activities that promote civic engagement and civic education. Through the BYC's Accreditation Program, the Youth Formation hopes to impart to young people the fundamentals of the organization while also encouraging them to sign up.

In addition, BYC Chair Sultan Marjanie talked about how BYC performs its duties as the key policy-making and coordination body for all matters affecting youth within the Bangsamoro region.

As part of its efforts to involve the youth, BYC holds Bangsamoro Youth Parliament (BYP) to solicit input from the youth about the problems and issues that affect them and then offer concrete solutions through policy resolution and legislation that may be pushed through ministries, departments, agencies, and the regular BTA Parliament.

The summit was attended by representatives from the Government, social sciences and non-social sciences teachers and education supervisors (private and public schools), civic education experts and advocates, youth representatives from issue-based coalitions & organizations nationwide, and other YouthLed initiatives, YouthLed implementing partners and the media.

Tabaco City, Albay Mayor Hon. Cielo Krisel Lagman-Luistro and NYC Commissioner Asec. Reena Pineda was also present to talk about their programs and activities in their respective areas and shared how they shaped their programs in their offices to integrate civic education.
