Office of the Sergeant-at-Arms Hosts Security Management Strategic Planning Workshop

The Office of the Sergeant-at-Arms (OSAA), headed by Abdulgani B. Caludtiag successfully conducted a Security Management Strategic Planning Workshop from June 2 to June 6 at the Grand Summit Hotel in General Santos City. The event aimed to enhance the security protocols and strategies of legislative bodies, ensuring a safer and more secure environment for parliamentary activities.

The event was graced by several high-ranking officials, including the Sergeant-at-Arms of the Senate of the Philippines, Gen. Roberto Ancan (Ret.) PA. The Senate-OSAA's Security Enforcement Services, led by Director Manuel Parlade and Director Gil Valdez, also played key roles in the discussions and planning sessions.

Organized by the Security Support of the OSAA Bangsamoro Parliament, the activity featured comprehensive workshops and strategic planning sessions. It was also attended by the members of the Special Committee on Parliament Security, chaired by Atty. Ranao Datudacula. Other notable attendees included Amir Balindong, Chief for Political Affairs of the Office of the Speaker, and Prof. Raby Angkal, Secretary-General of the Parliament.

The event focused on reviewing and updating current security measures, addressing emerging threats, and fostering cooperation among different security agencies. The discussions and plans developed during this event are expected to significantly enhance the security framework of the parliamentary institutions involved.

Participants expressed their appreciation for the initiative, highlighting its importance in maintaining the integrity and safety of legislative processes. The collaboration and insights shared during the event underscored the commitment of the OSAA and its partners to uphold security standards.

Gen. Roberto Ancan (Ret.) emphasized the crucial role of security in the effective functioning of parliamentary activities and lauded the efforts of all involved in the successful ex*****on of the strategic planning event. OSAA commenced ICS Training in Partnership with OCD BARMM

The Office of the Sergeant at Arms (OSAA) of the Bangsamoro Parliament, under the leadership of Abdulgani Caludtiag, has commenced a series of Incident Command System (ICS) courses aimed at enhancing the region’s emergency response capabilities. This significant initiative is being conducted in collaboration with the Office of Civil Defense (OCD) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), led by Col. Joel Mamon (Ret.), the Regional Director. The Security Support team spearheads this important activity.

The training sessions are seeing participation from staff members of the Members of Parliament, OSAA personnel, and members of OSAA augmentation units, including the Bureau of Fire Protection (BFP) and the Office of Civil Defense (OCD).

The ICS course is an essential component of a broader effort to strengthen emergency response mechanisms within the Bangsamoro region. The Incident Command System is a standardized approach to the command, control, and coordination of emergency response, providing a common hierarchy for effective multi-agency collaboration. The complex nature of potential emergencies in the region, including natural disasters and conflicts, necessitates structured training to ensure a coordinated and efficient response.

Honoring the dedication and contributions of all public and private Filipino workers to our nation’s growth and prosperity, the Bangsamoro Parliament’s Office of the Sergeant-at-Arms joins the BARMM government as we celebrate the 122nd Labor Day on May 1, 2024, with the theme “Manggagawang Bangsamoro, Katuwang sa Pag-asenso Tungo sa Bagong Pilipinas.”

The parade began at six in the morning from the Sardonyx Plaza to the Office of the Chief Minister Quadrangle. This was followed by a short program, stressing the relevance of commemorating this event. The Office of the Sergeant-at-Arms and the Bangsamoro Parliament, in general, recognize the indispensable role of the Filipino workers who serve as the backbone of our economy.

Seminar on Subpoena Service and Parliament Page Sevice

Davao City, February 24, 2024 - The Bangsamoro Parliament’s Office of the Sergeant at Arms (through the Security Support) took a significant stride in shaping the future of legislative support by organizing a comprehensive seminar on Subpoena Service and Legislative Page Service held at the Acacia Hotel in Davao City from February 22 to 24, 2024.

Distinguished resource speakers from the Office of the Sergeant-at-Arms of the Philippine Senate graced the occasion. Notable figures included Lieutenant General Roberto Ancan, Director Anthony Samonte, Ma. Ana Armenia, Ma. Eveangeline Ahorro, Lloyd R. Zurbito, Eriberto Francisco, Ariel Ahorro, and Maclyndon Lao.

The orientation seminar unfolded with an insightful introduction to the roles and responsibilities of Legislative Pages. Participants engaged actively in discussions and Q&A sessions, covering crucial topics such as the history of pages, organizational structures, and standard operating procedures.

The second day of the seminar honed practical skills, with Lieutenant General Roberto Ancan (Sergeant at Arms, Philippine Senate) leading the way. Emphasis was placed on best practices in subpoena service, session etiquette, and the implementation of the buddy system. The seminar concluded on a high note with an inspiring message from Sergeant at Arms Abdulgani Caludtiag, who emphasized the values of integrity and dedicated service to the Bangsamoro.

This seminar not only equipped the newly appointed LPs with essential knowledge but also fostered a sense of responsibility and commitment to their roles. As they embark on their journey within the legislative landscape, these empowered Legislative Pages are poised to make a significant impact on the efficiency and effectiveness of the parliamentary processes.

OSAA General Assembly

Cotabato City, January 11, 2024 – In a resounding display of camaraderie and purpose, personnel from the Office of Sergeant-at-Arms (OSAA) gathered for a General Assembly. Organized by the Security Support Section, the assembly aimed to fortify the sense of unity among the OSAA personnel and set the tone for a year of coordinated efforts.

Sergeant Abdulgani B. Caludtiag, in his opening message, encapsulated the spirit of the event with the profound words, “Saki e ama nu sya – sekanu e mga wata ko sya.”

The primary objective of the gathering was to shed light on the duties, responsibilities, and functions of the Office of Sergeant-at-Arms, emphasizing its organizational structure and mandates to the BTA Parliament. Notably, the assembly served as an introduction to the newly hired Legislative Pages, who will play a crucial role in supporting the Members of the Bangsamoro Parliament under the supervision of the Security Support.

The OSAA General Assembly, spearheaded by the Security Support Section, marks a significant step toward a year of strengthened cohesion and purpose for the dedicated personnel serving under the Office of Sergeant-at-Arms.

The Office of the Sergeant at Arms with its two sections - Security Support and Security Enforcement, partake in the Year-End Assessment of Support to Operation (STO) held at Venue 88, General Santos City, on February 7-10, 2023. It marked a crucial event for the Bangsamoro Parliament. This gathering brought together Department and Service Directors, Division Chiefs, key staff members, and was graced by elected Parliament officials, including the Secretary General and the Sergeant at Arms. The organized effort was spearheaded by the office of the Secretary General, reflecting the commitment to a comprehensive evaluation of support functions.
