2 Communist Terrorist Group leaders reveal arms cache in Davao Oriental

MAWAB, DAVAO DE ORO – Another arms cache of the Weakened Guerilla Front 18 was recovered by the combined forces of the 10th Infantry “Agila” Division and the Philippine National Police following the tip of former leaders of the Communist Terrorist Group (CTG) on August 17, 2022 in Davao Oriental.

The 701st Infantry “Kagitingan” Brigade together with 66th Infantry Battalion (IB), 48IB, Philippine National Police, and other intelligence units recovered two (2) M16A1 rifles, one (1) attached M203 gr***de launcher, and one (1) M14 rifle in the hinterlands of Purok Mancludo, Brgy San Isidro, Lupon, Davao Oriental.

The two former leaders of the CTG who tipped the location of the cache are "Ka Baytol", a former Executive Committee member of the Sub-Regional Committee 2, and "Ka Radz", a former Team Leader Abe of the Weakened Guerilla Front 18.

In an interview, 10th Infantry “Agila” Division Commander MGen Nolasco A Mempin is optimistic that the two (2) remaining weakened guerilla fronts - WGF 18 and WGF 57- in the 10ID area of responsibility will soon be dismantled.

"Itong WGF 18 na nasa area ng Davao Oriental, it's a matter of time (referring to its dismantling), and we know how supportive ang governor ng Davao Oriental sa campaign natin against NPA terrorists,” MGen Mempin added.

Paghahabi ng Kinaraan: Isang Pakikibaka para sa Lupa at Buhay

Ang masalimuot na kwento ng patuloy na pakikibaka ng mga Katutubo (IPs) para sa lupa at buhay ay hinabi sa mga butil at tela ng kanilang tapiserya. "Kapag naagaw ang ating lupain, ganoon din ang ating kultura, pagkakakilanlan, at pagpapahalaga sa sarili. Maaaring nagtagumpay tayo sa pagpapabagsak sa ALSONs na kumuha ng sarili nating lupain, ngunit ang presyong binabayaran natin ngayon ay ang patuloy na karahasang dulot ng mga mga nanghihimasok - ang NPA." sabi ng pugante na si Datu Guibang Apoga na sa wakas ay sumuko sa gobyerno noong 2018.

Noong 2003, ginabayan ng Communist Party of the Philippines (CPP) ang organisasyong Salugpongan sa pamumuno ni Datu Guibang na magtayo ng isang literacy-numeracy school para sa mga batang Manobo na may mga teacher volunteer (CPP para sa mga g**o) mula sa Rural Missionaries of the Philippines (RMP). Sa walang katulad na paglobo ng baseng masa ng gerilya, itinatag ng New People's Army (NPA) ang kauna-unahang antas munisipalidad na shadow government ng CPP o Komiteng Rebolusyonaryo sa Munisipalidad (KRM) sa kabundukan ng Talaingod, Davao del Norte noong taong 2004. Kaunod nito noong 2007, ang impormal na paaralan ay itinatag bilang isang pormal na institusyon sa pag-aaral na pinangalanang Salugpongan Ta Tanu Igkanugon Community Learning Center, Inc. (STTICLCI). Ibinigay ng STTICLCI ang pangako nitong ipatupad ang isang libre at abot kaya na edukasyon para sa lahat ng batang Lumad, ngunit sa proseso, nagbunga ito ng mga aktibista at Lumad na mandirigma ng NPA sa buong Rehiyon ng Davao.

Inorkestra ng CPP ang ilang dekada nang pag-aalsa ng mga Lumad laban sa gobyerno, sa ligal at tagong kilusan. Ang mga salaysay ng lehitimong kalagayan ng mga Lumad - limitadong pag-access sa edukasyon, panghihimasok ng mga multinasyunal na negosyo sa kanilang mga lupaing ninuno, sistematikong diskriminasyon, at nakabalangkas na kahirapan - ay mahusay na ginawa upang makabuo ng isang estratehikong linya ng propaganda upang magtakda ng mga kondisyon na paborable para sa CPP-NPA sa pagsusulong ng pakikidigmang gerilya sa kanayunan at pagpapalakas ng ligal na kilusang masa sa mga lungsod para sa kalunus-lunos nitong kasamaan sa pag-agaw sa kapangyarihang pampulitika ng estado.

Partikular, noong Abril 2014, inorganisa ng Partido ang mahigit isang libong Talaingod Manobo o ang mga Bakwit para lumikas sa kanilang mga komunidad at sumilong sa UCCP Haran sa Davao City. Ito ang pangalawang pagkakataon nahiwalay ang mga Lumad sa kanilang lupaing ninuno. Ang IPs-centric na kampanya ng CPP sa kilusang masa sa kalunsuran ay nagbandera ng mga panawagan para sa proteksyon ng Pantaron Range laban sa pagsalakay sa pag-unlad, anti-militarisasyon, at suporta para sa mga lumikas na mag-aaral sa paaralang Salugpongan. Ang patuloy na mga protesta ay gumising sa atensyon ng pambansang pamahalaan at ng internasyonal na komunidad. Ang pagtanghal ay nakatutok sa mga IP sa Mindanao, ang mga salitang "Lumad" at "Bakwit" ay naging mga termino ng sambahayan at ang pag-aalala ng publiko ay nasa tuktok nito.

Sa kabilang panig ng, lihim sa kabundokan ng Talaingod, marami sa mga IP na hindi lumikas ang tiyak na sumapi sa NPA. Sa napakaraming bilang ng lumalaban na kalalakihan, kababaihan, at mga bata na armado ng Marxismo-Leninismo-Maoismong ideolohiya, M16, at AK47, nagpatuloy ang BHB sa paglunsad ng mga taktikal na opensiba laban sa mga tropa ng gobyerno na sumira sa mga buhay at ari-arian. Pinarusahan din ng grupo ang mga sibilyan na kontra-rebolusyonaryo; marami pa ang naging biktima ng kanilang mga pagkakamali. Parehong nagkaroon ng maikling buwelo ang parlyamentaryo at armadong pakikibaka ng CPP para malawakang pagsamahin at palawakin ang kanilang mga teritoryo na nakararami sa Southern Mindanao.

Gayunpaman, sa likod ng maliliit at taktikal na tagumpay ng Partido ay ang buhay at kamatayang sakripisyo ng organisadong masa, mga elemento ng BHB, at mga nakabababang organo ng Partido. Ang mga Haran Bakwit ay dumanas ng gutom, mga taon ng paglikas mula sa kanilang lupaing ninuno, at ang pinakamasa ang kamatayan. Kaya naman, matapos ang mahigit dalawang dekada ng pakikipaglaban sa gobyerno, sa wakas ay nakapagdesisyon na ang mga Lumad. Pinili nilang lumikha ng kasaysayan nang walang diktadura ng Partido at ibinunyag ang katotohanan sa likod ng organisasyong Salugpongan at paaralang Salugpongan. Ang mga Lumad ang naging mahalagang susi sa tagumpay ng gobyerno sa unti-unting pagkawasak ng pangunahing baseng masa ng NPA at ang pagsasara ng pulang paaralang STTICLCI.

Higit pa rito, napaalis ang mga yunit ng BHB sa kanilang area of responsibility dahil sa mga mapagpasyang kilos ng Armed Forces of the Philippines (AFP) 1003rd Infantry Raptor Brigade sa pamamagitan ng patuloy na operasyong militar at ang malakas na pagkakaisa ng mamamayang Pilipino laban sa CPP-NPA sa pamamagitan ng ang inisyatiba ng National Task Force to End Local Communist Armed Conflict at PEACE 911 sa Davao City. Nagresulta ito sa pagkamatay ng limang Lumad na mandirigmang gerilya noong taong 2020. Ang ganitong mga paghihirap, kapinsalaan, at kawalang-kasiyahan sa sarili nitong hanay, at ang konserbatibo at maling pagsusuri ng CPP-NPA sa kasalukuyang sitwasyong pampulitika at militar ng estado, ay nagbunga ng napakaraming bilang nga mga sumuko at ang pagbuwag sa mga Prenteng Gerilya ng NPA.

Noong 2022, ang Davao City at Davao del Norte ay itinuring na mga conflict resilient areas, isang makasaysayang tagumpay ng mga Lumad laban sa pinakamatagal na Communist insurgency sa Asia. Sa deklarasyon ng tagumpay, taimtim na inialay ng mga Katutubo sa pangunguna ng pinuno ng Tribo ang kanilang Panubad-tubad kay Magbabaya na kanilang banal na ama, na nagbabantay sa tribo. Hiniling nila kay Magbabaya na pigilan ang pakuid (panloob na kaguluhan) na lumapit sa kanila sa halip na ito ay sumama sa mga mapanlinlang, na hindi nagtatanggol sa kanilang lupain. Nagbahagi sila ng maikling kwento ng kanilang mga karanasan sa ilalim ng paniniil ng CPP-NPA at iba pang mapang-api. Nagsagawa ang Datu ng pakulab, iniunat niya ang isang pakpak ng manok sa direksyon ng mga opisyal ng lokal na pamahalaan at mga pwersang panseguridad. Binibigkas niya ang mga salita ng kaligtasan, pagtitiwala at pag-asa na sila ay mapoprotektahan at mabigyan ng mas magandang buhay. Pagkatapos nito ay ang paghahain ng ogis (madalas na manok na may puting balahibo) na sumisimbolo sa pagnanais para sa kabutihan at hindi alitan.

Gayunpaman, ang mamamayan ay kasalukuyang nasa pinakamahalagang yugto ng kanilang pagtatanggol sa teritoryong ninuno laban sa muling panghihimasok ng CPP-NPA. Naobserbahan natin ito sa maraming bansa: ang kapalaran ng mga komunista ay nakasalalay sa kasiyahan at kawalang-kasiyahan ng masang anakpawis sa sistema ng gobyerno. Habang ang mga bagong pinuno ay pormal nang idineklara at nakaupo bilang mga lingkod-bayan, ang hindi matitinag na hamon ay isulong ang katarungang panlipunan at pangangalaga sa mga mamamayan nito. Ang lehitimong kalagayan ng mamamayan, lalo na ang mga Lumad, ay dapat tugunan sa pamamagitan ng paglikha ng komprehensibo at estratehikong mga programa at patakaran na tunay na magpapatupad ng Republic Act No. 8371 na kilala rin bilang Indigenous People's Right Act of 1997 (IPRA), at iba pang mga batas at mga ordinansang nagtataguyod sa kultura, kaugalian, at tradisyon ng mga IP sa pagprotekta sa kanilang lupain at buhay.

Ang problema kaugnay ng pagsasara ng 55 paaralang Lumad sa rehiyon ng Davao ay nagbunga rin ng iba't ibang pananaw hinggil sa sinseridad ng pamahalaan sa pagtatanggol sa karapatan ng mga bata sa edukasyon. Ngunit dapat nating itaguyod ang ating karapatan na mapayapang isulong ang mga hinaing ng mga IP sa halip na maghagis ng mga kontra-produktibong kritisismo at personal na panunukso na nagsisilbi lamang na higit pang guluhin at pahinain ang ating demokrasya.

Dapat nating samantalahin ang pagkakataong ito upang ibahagi ang sama-samang pangarap ng mga anak ng ating mga Katutubo kay Vice President Inday Sara Duterte, na siya ring kasalukuyang kalihim ng Department of Education. Ang kanilang mga pangarap na maging isang doktor, abogado, g**o, sundalo, at iba pa ay magsisilbi sa interes ng kanilang tribo at bansa. Alinsunod sa Higher Education Act of 1994 Seksyon 2 – “Ang Estado ay dapat protektahan, alagaan at itaguyod ang karapatan ng lahat ng mga mamamayan sa abot-kayang kalidad ng edukasyon sa lahat ng antas at dapat gumawa ng naaangkop na mga hakbang upang matiyak na ang edukasyon ay magagamit ng lahat”. Ang mga Lumad sa kabundukan ng alinmang rehiyon ng ating bansa ay uusad sa pag-unlad ng kanilang mga komunidad, makakaipon ng kaalaman, at magpapatibay ng kanilang mga depensa laban sa CPP-NPA at iba pang mapang-api sa mga susunod na taon.

Dapat tayong lumahok sa patuloy na pakikibaka ng mga Lumad para sa lupa at buhay upang madagdagan ng hibla ang kanilang pinagbanal na tapiserya. Magsuot ng Kinaraan, at lumaban kasama sila. Dahil ang pangangalaga sa kanilang mga lupaing ninuno ay nangangahulugan din ng pangangalaga sa buhay ng ating mga anak at mga anak ng ating mga anak. Kung ang mga Komunista ay muling manghihimasok, patuloy na nagmamanipula, at nagsasagawa ng karahasan, kung ang mga kagubatan ay mawawasak, ang mga mapagkukunan ay mauubos, at ang ating mababang lupain ay bumaha, paano tayo mabubuhay?

The National Task Force to End Local Communist Armed Conflict held its first Executive Committee Meeting last July 15, 2022 at the Armed Forces of the Philippines Commissioned Officers Club at Camp Aguinaldo, Quezon City.

Part of the meeting included giving of commitments by the different member agencies of the task force. Here are the commitments made by representatives of the said agencies.

The Department of National Defense (DND) leads the Peace, Law Enforcement, and Development Support (PLEDS) Cluster of the NTF-ELCAC, where the latter conducts inter-agency operations to defeat the Communist Terrorist Groups (CTGs) and its support structure in order to contribute to the objectives of the NTF-ELCAC.

The theme for this year's month of IHL is, "Upholding IHL as we recover from the Pandemic: Bayanihan to reduce the suffering in armed conflict towards advancing the gains of peace and reconciliation."

Fifteen former Communist Terrorist Group (CTG) members and 48 Indigenous Peoples (IPs) are among the 281 newly full pledged soldiers of the 4th Infantry Division, who graduated from the 45-Day Infantry Orientation Course (INFOC) at the 4th Division Training School (4DTS) in Malaybalay City, Bukidnon on Monday, July 25, 2022.

4DTS Commandant Lt. Col. Edgardo V. Talaroc Jr stated that the INFOC is the specialization phase that conducted to the fresh graduates of Candidate Soldier Course (CSC) Classes 690 and 691 of 2021 after finishing their four-month rigorous Basic Military Training on May 23, 2022.

Gracing the occasion were 4ID Commander MGen. Wilbur C. Mamawag and Region 10 DepEd Regional Director Dr. Arturo B. Bayucot along with the families and dependents of the trainees.

Part of the highlights of the event was the completion of the 25 soldiers from the Alternative Learning System (ALS) program of DepEd. Also, the newly completed heli-mock tower designed to train soldiers in the spectrum of helicopter operations was also blessed.

In his message, MGen. Mamawag congratulated the graduates, their families, and the mentors for the success of the training. He said, "Today, let your accomplishment be a reminder for you to always find the courage and discipline to do what is right and fair not only for yourself and your families, but for the entire Philippine Army. But know that this is just the start of your challenging military career. I wish you luck in your chosen path."

Meanwhile, Dr. Bayucot spearheaded the graduation rites for the ALS completers and expressed his profound joy and pride for the former rebels’ decision to return to the folds of the law and pursue better opportunities. "This is a life-changing decision for you because you were given a chance to pursue your education and became full-pledged soldiers. The ALS is a regular program of DEPED to ensure that nobody is left behind," Dr. Bayucot added.

Sibagat MTF-ELCAC provides decent burial to deceased CPP-NPA terrorist leader
POBLACION, Sibagat, Agusan Del Sur - The Municipal Task Force to End the Local Communist Armed Conflict (TF-ELCAC) of Sibagat, Agusan del Sur and the 65th Infantry (Stalwart) Battalion provided a decent burial to the CPP-NPA Terrorist (CNT) who died during the armed engagement at the uninhabited area in Sta. Cruz , Sibagat, Agusan del Sur last July 22, 2022.
The deceased CNT was identified by a former rebel as alias Arby/Weng, a CNT leader with real name Rocky Maturan Vazquez, 33 years of age from Brgy Mahayag, San Miguel, Surigao del Sur. The identity of the deceased CNT was confirmed by his mother, Ermelinda Maturan Vazquez, and his brother Dindo Maturan Vazquez, as family claimants.
The chairman of MTF -ELCAC of the municipality of Sibagat, Hon. Mayor Thelma G. Lamanilao, immediately commited to give assistance to the family and shoulder the casket of the deceased, as well as the meals and transportation expenses of the family going to Bislig City, where the deceased will be brought for proper funeral.
Lt. Col Emerson P. De Vera, 65IB Commanding Officer, offers his condolences to the bereaved family and extends his gratitude to the Sibagat MTF- ELCAC for their commitment to end the local communist armed conflict and achieve inclusive and sustainable peace in Sibagat.

READ || NPA High Ranking Official, 2 others were killed in an encounter with Gov’t Forces in Sultan Kudarat

A high-ranking leader of the New People's Army (NPA) and two (2) other communist rebels were killed in a series of encounters at Brgy Baluan, Palimbang, Sultan Kudarat on July 30, 2022.

Colonel Michael Santos, Commander of the 603rd Infantry (Persuader) Brigade, said the four successive armed encounters resulted in the killing of Ian Dela Rama alias Cris, a commanding officer of the regional operations command of the Far South Mindanao Region. He was also a former secretary of Front 4A, North Central Mindanao Regional Committee from May 2018 to May 2019. Rama has an existing warrant of arrest with criminal case # 23022 for arson, filed at Branch 3 in Butuan City.

"Also neutralized in the gun fights were Valerio Lacumbo with aliases as Bitoy, Bobit, and Delfin with an existing warrant of arrest with criminal case # 568-2007 for robbery with violence against or intimidation of a person filed in a local court at Kidapawan City and Wilmer Dela Cruz alias Dodong/Grab, a member of Dabu-Dabu Platoon of the South Regional Command of Daguma, Far South Mindanao Region," Col. Santos said.
Government troops were able to recover two (2) M16A1 Rifles, one (1) Garand Rifle, two (2) Caliber 45 Pistols, one (1) Hand Gr***de, one (1) long and one (1) short magazine for the M16, three (3) magazines for the Caliber 45 pistol, ammunition, eleven (11) assorted keypad cell phones, five (5) pieces of flash drives, cash amounting to three thousand and thirty pesos (P3,030.00), assorted sim cards, assorted medicines, two (2) bandoliers, power bank, and other war materials.

"Today's fun run is not about who is the strongest or who finishes first but rather to test the solidarity of 10ID. Today's activity is also to showcase and finish any given impossible task." MGen Mempin added.

Mihatag og pagsabot si Vice Pres. Sara Duterte nganong napili niini nga suoton ang Bagobo Tagabawa dress sa unang State of the Nation Address ni Pangulong B**gbong Marcos.

I wore that traditional Bagobo Tagabawa dress to the State of the Nation Address of President Ferdinand Marcos, Jr in honor of one of the tribes that form the 11 groups of people of Davao City, apart from the Christians.
But I also wore it in solidarity with the lumads of Mindanao and the many other Indigenous Peoples groups all over the country who have been uprising against the terrorist New People’s Army’s chronic exploitation of their children, arming them as new recruits — nevermind if they are still minors and unable to understand the madness of the terrorism espoused by the NPAs.
I wore the traditional Bagobo Tagabawa dress to raise awareness of the victimization of the IPs by the NPA and the Communist Party of the Philippines and the National Democratic Front of the Philippines.
It was lobbying in the open public the welfare of IPs who have always been the favorite darling of the NPA for their recruitment and attacks — which happen every time they register their resistance.
It was to hold a space for another narrative unknown to many Filipinos and to bridge public awareness of what is horribly happening to the IPs in remote places — deceptions, recruitments, and killings are carried out without mercy by the NPAs and their supporters.
This brings me to Eufemia Cullamat, the mother of an NPA fighter who died in Mindanao in 2020.
As an IP herself, Cullamat should apologize to her fellow IPs for allowing a terrorist group like the NPA to strip them of their dignity as a people and dragging them into a war that serves them nothing as IPs.
And as a mother of a dead NPA fighter, she should apologize to her daughter for sending her to her untimely gruesome demise.
Before I stepped down as mayor, Davao City was declared insurgency-free. IPs in Paquibato District and other hinterlands of Davao are now living a life free from NPAs. They are now safe from the likes of Cullamat.
And I will continue to borrow and wear traditional dresses from IPs and other groups I want to honor and stand in solidarity with against terrorist organizations like the NPA and people like Cullamat.
And I will not waver. In fact, you will see me even more relentless because I have a responsibility to the Filipino people, especially to the Filipino children.
And I promise not to stop so that parents like Cullamat do not bury the bullet-ridden bodies of their children — killed in a war perpetuated by a senseless and idiotic ideology.

Sibagat MTF-ELCAC provides decent burial to deceased CPP-NPA terrorist leader

BRGY POBLACION, Sibagat, Agusan Del Sur - The Sibagat Municipal Task Force- ELCAC and the 65th Infantry (Stalwart) Battalion provided a decent burial to the CPP -NPA terrorist who died during the armed engagement at uninhabited area in Sta. Cruz , Sibagat, Agusan del Sur last July 22, 2022.

The deceased CNT was identified by a former rebel as @ Arby/ Weng, an NPA leader with real name Rocky Maturan Vazquez, 33 years of age from Brgy Mahayag, San Miguel, SDS. The identity of the deceased CNT was confirmed by his mother, Ermelinda Maturan Vazquez together with his brother Dindo Maturan Vazquez as family claimants.

The chairman of MTF -ELCAC of Sibagat, Hon. Mayor Thelma G. Lamanilao, Phd. immediately commited to give assistance to the family and shoulder the caskets of the deceased, as well as the meals and transportation expenses of the family going to Bislig City, where the deceased be brought for proper funeral.

Lt. Col Emerson P. De Vera, Commanding Officer of 65th Infantry (Stalwart) Battalion, offers his condolences to the bereaved family and extends his gratitude to the Sibagat MTF- ELCAC for their commitment to end the local communist armed conflict and achieve inclusive and sustainable peace in Sibagat.

“There are many programs by the government for us to uplift the lives of everyone, be hard working and appreciate simple living to avoid deceptive ways of the CPP-NPA terrorists' recruitment. Do not be a victim of terrorists and waste your life by joining them. Avail the government's programs such as the Enhanced Comprehensive Local Integration Program (E CLIP) and live a peaceful life together with your family. We prefer to assist you improve your lives and live better than assist you lifeless. Think of your family and loves ones." LTC De Vera said.

Hon. Mayor Thelma G. Lamanilao,PhD. expressed her gratitude to 65IB. "I would like to thank LT. COL. EMERSON P. DE VERA, CO 65th Infantry Battalion and the entire unit for their commendable commitment to end the local communist armed conflict, in which the success of neutralization is the result of massive development in the municipality.

I would also like to extend my condolences to the bereaved family of the deceased. We immediately provided casket and covered the transportation expenses of the remains to Bislig.

We strongly condemn the atrocities and illegal activities of the CPP-NPA-NDF in the entire municipality.

We have plans and programs relative to the peace and development of our municipality, where they can live with their loved ones free from threats and deception." Mayor Lamanilao said.

The deceased was properly turned over with required documents to the family by the Sibagat Police Station and now at Sta. Cruz, Bislig City for the funeral and scheduled burial tomorrow.
