LOOK | On August 6, 2024, City Mayor Sebastian "Baste" Duterte delivered his third State of the City Address at Rizal Park, outlining significant developments and future plans for Davao City.

Addressing a crowd of engaged citizens and local officials, Mayor Baste highlighted the city’s advancements, key programs, and legislative changes aimed at improving the quality of life for Dabawenyos.

One of the standout features of the Address was the introduction of the Dabawenyo DCPlinado Program, a campaign recognizing Dabawenyos’ discipline as an indispensable aspect that took the city to new heights. Through the initiative of the Committee on Future Generations, as well as the Department of Education (DepEd) XI, in collaboration with the Office of Councilor Atty. Luna Acosta in her capacity as the Chairperson on the Committee on Peace and Public Safety, the Dabawenyo DCPlinado Program will be incorporated within the 6th Grade and 10th Grade curriculum for the City's public schools. This initiative aims to instill to the younger generation the core values of humanity.

Another major highlight was the emphasis on the Culture of Security. Mayor Baste underscored the city's ongoing commitment to ensure the safety and well-being of its citizens. This culture is reflected in the strengthened community policing efforts, enhanced emergency response systems, and collaborative initiatives between law enforcement and local communities.

The Address also spotlighted significant legislative updates, including the Pre-Emptive and Emergency Evacuation Ordinance, Revised Anti-Smoking Ordinance and the Liquor Code Ordinance of Davao City. Both the Revised Anti-Smoking and Liquor Code Ordinances now include stricter regulations aiming to protect public health and reduce the risks associated with smoking and drinking of alcoholic beverages, addressing the vulnerability of minors and the evils brought about by these vices by prohibiting vulnerable minors from purchasing, possessing and consuming smoking products and alcoholic beverages.

Mayor Baste also took the opportunity to commend the city’s impressive Peace and Order achievements. Davao City's reputation for safety and security was attributed to the effective implementation of community cooperation, and the dedicated efforts of local law enforcement agencies. The Mayor expressed gratitude for the support of the community in maintaining peace and order, emphasizing that this collaborative spirit is crucial for the city's continued progress.

LOOK | The Davao City’s safety and security cluster on August 7 conducted a surprise two-part simulation exercise (SIMEX) in two critical areas of the city in preparation for the 39th Kadayawan Festival.

Present during the SIMEX were personnel from the Task Force Davao, Davao City Police Office (DCPO), Public Safety and Security Office (PSSO), 911 EMS, City Disaster Risk Reduction Management Office (CDRRMO), Bureau of Fire Protection (BFP), Regional Forensic Unit 11 (RFU XI), National Intelligence Coordinating Agency (NICA XI), Traffic Enforcement Unit (TEU), Philippine Coast Guard (PCG), Regional Maritime Unit (RMU XI), Naval Forces Eastern Mindanao (NFEM), Tactical Operations Group (TOG 11).

The SIMEX intends to test the effectiveness of the Culture of Security and Anti-Terror Campaign of the city as well as to assess the readiness and coordination of the safety and security cluster and other concerned units.

The PSSO and the TF Davao also assured the public that the city remains free from any terror threat. However, the safety and security cluster continues to stay on high alert.

The City government of Davao also continues to urge Dabawenyos and other individuals who wish to visit the city to practice the culture of security “Kapag may nakita, Dapat Magsalita.”

1. DO NOT PANIC!!!

2. If inside a building, perform Drop, Cover and Hold, and remain there until the ground shaking stops. If already outside, move from tall structures especially those with glass panes.

3. After the ground shaking stops, go out of the building following the designated evacuation routes in a calm and orderly manner. Assist the vulnerable people in evacuating.

4. Once at the assembly/evacuation areas, conduct head count of all building occupants and inspection of your buildings/house. In case of someone missing or injured, report to your Disaster Action Team/Emergency Response Team (for offices/establishments), BDRRMCs (for communities) or call 911.

5. If deemed safe, you can re-enter your dwellings/buildings.

The agenda of the discussion revolved around the finalization of the draft Implementing Rules and Regulations (IRR) of the Ordinance as well as the proposed amendments for the ordinance which will include provisions pertaining to its Penalties; No Contest Provision and the provision on the Citation Ticket.

The said coordination meeting was attended by Mr. Rey Vallejo, the Special Operations Officer of the PSSO, representatives from the City Treasurer's Office (CTO) and the City Legal Office (CLO).

LOOK| During the 28th City Council held last July 23, 2024, the Police Regional Office (PRO) XI Regional Director, Police Brigadier General (PBGEN) Nicolas D. Torre III, together with several officers both from PRO XI and Davao City Police Office (DCPO) appeared before the 20th City Council at the Temporary Session Hall of the Sangguniang Panlungsod ng Dabaw.

Councilor Atty. Luna S. Acosta, the Chairperson of the Committee on Peace and Public Safety, welcomed and introduced the guests for the session. The purpose of their appearance was to provide the Davaoeños an explanation regarding the recent issue on the consistent appointment changes of DCPO's City Director (CD) and the massive relief of its nineteen (19) Police Station Commanders.

During the discussion of the subject at hand, RD Torre expressed his thanks to the City Council for the opportunity to visit and speak before the Councilors. He stated that they were only following the mandates of the Philippine National Police (PNP) National Headquarters (NHQ), while the changes relative to the appointment of the DCPO City Director that took within the span of less than 24 hours is beyond the control of his office. Among the other officers with him are: PCOL Lito Patay, the Chief Regional Operation Division of PRO XI; PCOL Richard Bad-ang, Chief of the Personnel and Records Management Division; and PCOL Hansen Marantan, the Acting CD of DCPO.

On the other hand, the Department of Interior and Local Government (DILG) XI representative, Atty. Bernmarie Gentiles, also manifested that the best institution to query about the process done by the PNP in the appointment of DCPO City Director is the National Police Commission (NAPOLCOM) XI.

As a member of the People's Law Enforcement Board, Atty. Acosta also presented the petition passed to the said board from Davaoeños asking for the reinstatement of the 19 relieved station commanders, among other requests.

She emphasized during her speech the significance of having tangible officers to man and head the vital safety and security units within the city with the upcoming Kadayawan Festival, as it is expected that there will be an influx of visitors and simultaneous activities which will be done in the celebration of the said event.

Sa Day 1 kagahapong adlawa, Lunes, July 22, kita mi-serve sa atong healthy ug lamian nga Moringa Tuna Lugaw para sa mga teachers, parents ug estudyante. Nag volunteer usab kita sa pagpanglimpyo sa atong mga eskwelahan sa unang distrito.
