The Iloilo Provincial Treasurerโs Office through Tax Enforcement Division Chief Fatima R. Bayona together with Ms. Charm Mae G. Paras and Ms. Ellaine Mae Palabrica had a collaborative meeting with the personnel of the offices of the Municipal Treasurer and Assessor and Municipal Agrarian Reform Program Office (MARPO) of San Dionisio, Iloilo today, April 4, 2024.
The said meeting focused on real property tax collectibles from the Comprehensive Agrarian Reform Program (CARP) covered properties, cross-matching of the assessorโs record to that of the DAR, and strategies to improve RPT collection from real property units covered by the program.
Also in attendance are Municipal Treasurer Mia Cartel, Municipal Assessor Ernesto Ciriaco, Jr., MARPO Ernie Tumlos, Ms. Loretta Roncal, and RPT Focal Person Kristian Belita.
Despite the scorching heat, the RPT team of our municipalities are unstoppable in conducting tax campaigns in barangays and door to door distribution of Notices of Delinquency and legal demand letters.

As per Memorandum Order No. 78, work in the Iloilo Provincial Government is suspended on March 27, 2024 from 12:00 PM onwards in observance of the Holy Week.
Offices and units whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities and/or the performance of other vital services shall continue with their operations and render the necessary services.

The Office of the Provincial Treasurer, through Ms. Sheryl Rose Alegario and Mr. Nicolas Minsalan VI, conducted a revenue audit and treasury performance evaluation in the Banate Municipal Treasury Office.
This activity is part of this officeโs mandate to supervise, extend technical assistance, and assess the performances of municipal treasury offices in the province by the provisions under the Local Government Code of 1991 or Republic Act 7160.

As part of its revenue generation activities in the collection of real property tax, the Municipal Treasurerโs Office of San Rafael under the supervision of OIC Municipal Treasurer Krisslyn Ballaret in collaboration with this office conducted a real property tax campaign in Barangay Aripdip and San Florentino earlier today, March 21.
This activity aims not only to generate more revenues from RPT but also to remind real property owners of their tax obligations.
Also in attendance are Ms. Maria Ailyn Pedregosa, OIC Municipal Agrarian Reform Program Officer (MARPO) and Mr. Pio Pamonag from the Office of the Municipal Assessor.

Assessment is equally fun as treasury service. The Office of the Provincial Assessor conducted a field inspection to assess the value of a real property for taxation purposes in the municipality of Oton earlier today, March 20.
As a member of the Provincial Appraisal Committee, the Provincial Treasurer sent out Ms. Russel Grande as a representative for the scheduled ocular inspection set by the Provincial Assessor.

An ending is a prerequisite of a beginning. The office of the provincial treasurer, through Mr. Runstedt P. Arcosa together with Ms. Angelie Zerrudo and Ms. Juvelle Manas, supervised the turnover of office between outgoing Municipal Treasurer Antonio Marquillero and incoming Acting Municipal Treasurer Marlon Bayona in Concepcion, Iloilo today, March 20.
Mr. Marquillero, also known as โSir Tonyโ to his colleagues in treasury service, retired from government work after twenty-nine years of benevolently serving the local government unit of Concepcion. He is the epitome of a firm and reliable person, we truly appreciate his calmness toward work and life. We wish him nothing but the best as he enjoys his retirement.

The Office of the Provincial Treasurer through Ms. Fatima R. Bayona, Chief of the Tax Enforcement Division, attended the flag-raising ceremony of the municipality of Miag-ao as resource speaker on relation to tax consciousness month earlier today, March 19.
Recognizing the need to maximize the capabilities of the personnel and staff of Municipal Treasurer's Office (MTO) of Miag-ao in local taxation and to intensify their , Ms. Bayona shared the outlook of this office for the revenue generation activities of the said municipality for the current year.
Through the years, PTO has been supporting and guiding local government units in laying down an effective revenue generation action plan for higher collection performance.
Meanwhile, Ms. Ayn Marie Catedrilla supervised the conduct of real property tax campaign or pulong-pulong sa barangay of MTO Leon led by their Acting Municipal Treasurer Julie Amistoso.
On the otherhand, Ms. Sheryl Rose Alegario and Mr. Nicolas Minsalan VI hopped from one resort to another in Igbaras for inspection in the collection of Amusement Tax.
As representative of this office, Ms. Russel Grande is in Alimodian for an ocular inspection and assessment of real properties conducted by the Office of the Provincial Assessor.

LEGALLY BLESSED! Having identified the administrative remedy thru sale at public auction as the best remedy in the collection of delinquent real property tax, as proven by the increased collection of rpt due for the previous years and the increase in the number of updated real property units, the second installment of the two-day direction setting delved into the scrutiny of the legalities involved in the public auction sale procedure.
Attorneys Elizabeth Dhyn Cabunagan and Niel Rosales of the Provincial Legal Office discussed the strict compliance on the requirements provided under Sections 254, 258 and 260 of RA 7160, stressing further that presumption of legality on tax sales is not applicable based on latest supreme court decisions, thus we have to perfect the requirements. It was also a great opportunity to review and analyze our practice and identify the weak points, the doables and the non-feasible which need urgent interventions.
On the afternoon, two subjects of previous Audit Observation Memorandum of the COA were tackled to achieve full implementation. Provincial Accountant Mr. Orwen Anuevo explained the status of collection of waived penalties pertaining to the repealed 2019 real property tax amnesty. On the other hand, Mr. Runstedt Arcosa discussed the collection and reporting of the additional levy on idle lands as well as the salient features of financial reporting for ESRE.

Local treasurers and their Real Property Tax (RPT) Focal persons were gathered for a Two-Day CY 2024 Direction-Setting and Strategic Planning on the Collection of Real Property Tax for Municipal Treasurers, RPT Focal Persons and PTO Treasury Supervisors on March 7-8, 2024 at Diversion 21 Hotel, Diversion Road, Iloilo City.
On the first day, Dr. Rema E. Calderon, Iloilo Provincial Assessor presented and discussed the assessment performance of the 42 municipal assessment offices for the years 2022 & 2023. Our local treasury personnel were able to understand the importance of a consistent increase of taxable assessed values for a higher rpt collection, and appreciate the efforts of our partner assessors. Together with Ms. Ligaya Nufable and Mr. Ronnie Diamante, Maam Rema enthusiastically addressed various assessment related concerns and issues raised by the participants.
The whole afternoon session focused on the analysis of the rpt collection of the municipalities for the last two years and identified the factors contributing to the increase/decrease and their impact to the local revenue generation of each LGU. The healthy discussion with sharing of strategies was actively participated in by our MTs, rpt focal persons and PTO treasury supervisors, especially that the said activity was prepped up by a "newscast" video with the TE&FSD team reporting the rpt collection performance of the 42 municipalities.
This activity aims to evaluate the previous yearโs RPT collection performance of municipalities and set the tone for more strategic RPT collection activities in the current year.

The Province of Iloilo achieved 100% submission of the electronic Statement of Receipts and Expenditures (eSRE) report for 4th Quarter of FY 2023.
This office congratulates Mr. Jose Roy Villanueva, provincial approver, and municipal treasurers and eSRE focal persons of forty-two municipalities in the province for this success.
This achievement is a manifestation that with perseverance, patience and good internet connection๐, we can always do our best and beat the deadline set by the Bureau of Local Government Finance (BLGF).

The distribution of notices of delinquency (NOD) to real property owners is in full wave starting the first quarter of the year in the province of Iloilo.
As part of its mandate to effectively implement the administrative and civil remedies in the collection of real property tax (RPT), local treasurers and our hardworking RPT Focal Persons with their teams simultaneously distribute NODs and judicial letters to real property owners with arrears in RPT.

Iloilo Provincial Treasury Office hosted local treasurers from the province of South Cotabato for their benchmarking activity in the implementation of administrative and civil remedies in the collection of real property tax earlier today.
Provincial Treasurer Jean Maire G. Umadhay welcomes participants from ten municipalities and one component city of the said province led by Provincial Treasurer Alvin Batol and Koronadal City Treasurer Marloun Gumabao.
Miss Fatima R. Bayona comprehensively shared the officeโs practices in the efficient and effective implementation of these remedies especially the conduct of public auction sales of delinquent real properties including the disposal of acquired assets.

The Office of the Provincial Treasurer conducts a Training Workshop on Electronic Statement of Receipts and Expenditures (eSRE) Updates of General Guidelines, Roles and Responsibilities, and Submission Among Focal Persons of 42 Municipalities of the Province of Iloilo today, February 26, 2024.
Mr. Jose Roy Villanueva, the eSRE focal person of this office, thoroughly explained and presented the salient features of the said training.
eSRE is the financial report submitted to the Bureau of Local Government Finance (BLGF) used in monitoring the financial performances of local government units.

Exciting topics will be discussed with local treasurers in line with the said activity including Strengthening Administrative Remedy to Collect Taxes: Property Auction and Resale, Understanding Tax Obligations of Local Government Units on Auction and Resale of Real Properties and Other Internal Revenue Issues (BIR), Substantiating the Duties and Responsibilities of Local Treasurers and Strengthen Interdepartmental Coordination for Fiscal Success on Universal Health Law (DOH and COA).
This activity is done yearly to capacitate local treasurers and assessors with updates on effective and efficient implementation of financial management, local taxation, and appraisal.

The Association of Barangay Captains (ABC) in the municipality of San Rafael showed enthusiasm towards the Real Property Tax Collection activities presented by the Iloilo Provincial Treasurerโs Office, through Ms. Fatima R. Bayona, Chief of the Tax Enforcement Division.
Among the activities presented was the conduct of a massive real property tax campaign or ๐ฑ๐ถ๐ญ๐ฐ๐ฏ๐จ-๐ฑ๐ถ๐ญ๐ฐ๐ฏ๐จ ๐ด๐ข ๐ฃ๐ข๐ณ๐ข๐ฏ๐จ๐ข๐บ to inform and remind real property owners of their responsibility in paying taxes that will soon be implemented in nine barangays of the said municipality.
These barangay captains were also given a copy of their respective tax due listings to have a better understanding of the delinquency status of real property units in their locality.
Through the years, it has been proven that the involvement of local leaders at the barangay level creates a huge impact on the effective revenue generation activities of the Iloilo provincial government.
With strong collaboration with ABC San Rafael, we expect higher revenues from real property tax and a higher number of responsible real property owners from the said town.
