𝗟𝗢𝗢𝗞: PCOL RESTITUTO V ARCANGEL, Chief, Crime Research and Analysis Center, Directorate for Investigation and Detective Management (DIDM), graced the opening ceremony of the 4-day DIDM Nationwide Validation held at the 4th Floor Function Hall, Legislative Building in Benguet Provincial Capitol, La Trinidad, Benguet, on September 12, 2023.

Physically present during the ceremony were PCOL CHARLES DOMALLIG, the Chief Regional Intelligence and Detective Management Division (RIDMD); all Provincial Directors of the different Police Provincial Offices (PPO); the City Director of Baguio City Police Office (CPO); all Chiefs of Provincial Investigation and Detective Management Division of the different PPOs; and the Chief of City Investigation and Detective Management Division of Baguio City; Chief of the Highway Patrol Group; Chief of the PNP-Philippine Drug Enforcement Group; Chief of the Regional Anti-Cybercrime Unit; Chief of the Aviation Security Group; and the Chief of the Criminal Investigation and Detection Group.

Other attendees were the Chief of Police (COP) of the different police stations of Abra PPO, Apayao PPO, Ifugao PPO, Mountain Province PPO, and Kalinga PPO, while the COP of Baguio CPO and Benguet PPO attended via an online conferencing platform.

PCOL ARCANGEL, delivered the speech of PMGEN ERIC E NOBLE, the Director for Investigation and Detective Management, to all the attendees, where he praised the selfless efforts, expertise, and passion that each investigator continuously gave to the investigation programs of the PNP.

Additionally, in his message, PMGEN NOBLE encouraged the PNP Cordillera to keep the mandate of pride and honor to serve and protect the Cordillerans, and he commended the men and women of the Police Regional Office Cordillera as they continue to have the least number of complaints and administrative cases of all the Regional Offices of the PNP nationwide.

The 4-day annual DIDM Nationwide Validation 2023 aims to ensure that PRO Cordillera is performing its mandated tasks, including overseeing the performance of all investigation units, disseminating relevant investigative policies, and checking, ensuring, and maintaining the integrity and accuracy of the data being generated by the Crime Information Reporting and Analysis System (CIRAS).

As PCOL ARCANGEL set foot in PRO Cordillera, he was received by PCOL CHARLES DOMALLIG, the Chief of the Regional Investigation and Detective Management Division. To warmly welcome the guest, PRO Cordillera Dancers also performed a Cordillera cultural dance.

PCOL ARCANGEL visited the PRO Cordillera to serve as the Team Leader of the DIDM Nationwide Validation 2023 Validation Team.

Four Street Level Individuals (SLI) were arrested, and a total of Php 1,339,040.00 worth of illegal drugs were seized in the weeklong anti-illegal drugs operation conducted by PRO Cordillera Cops from September 3–9, 2023.

Citing records from the PRO Cordillera's Regional Operations Division (ROD), the four (4) drug personalities were arrested after they were caught in possession of a total of 11, 000 grams of Dried Ma*****na Leaves and Fruiting Tops and 2.80 grams of suspected shabu, with an overall Standard Drug Price (SDP) of Php 1, 339, 040.00.

The same report disclosed that four (4) suspects were arrested by the Lumin-awa Cops of the Kalinga Police Provincial Office and one (1) arrest each was made by the Napino Cops of the Baguio City Police Office and the operatives of the Regional Drug Enforcement Unit.

The arrested drug personalities were identified by the operatives as Joel Osorio, 35 years old; Mayo Edas, 44 years old; Christopher Dacyon, 46 years old; and Joey Villamor, 46 years old.

The suspects are now under the custody of their respective arresting units and are facing charges of violating the R.A. 9165, or the Comprehensive Dangerous Drugs Act of 2002.

𝗟𝗢𝗢𝗞: PRO Cordillera Regional Director, PBGEN DAVID K PEREDO, JR., paid a courtesy visit to Hon. Rufus Gayo Malecdan Jr., the Executive Judge of the Regional Trial Court of Baguio City, at the Justice Hall Bldg., Baguio City, on the afternoon of September 11, 2023.

As part of the courtesy visit, PBGEN PEREDO JR. had a short dialogue with Judge Malecdan Jr. where the Regional Director shared the crime prevention and anti-criminality campaigns being implemented by the PRO Cordillera Cops in their respective areas of responsibilities to prevent and lessen any forms of criminality in the region.

Further, PBGEN PEREDO JR. and Judge Malecdan Jr. discussed important matters regarding Crime Prevention Strategies being conducted in Baguio City to further strengthen the partnership between the PRO Cordillera and the Regional Trial Court of Baguio City.

𝗟𝗢𝗢𝗞: As part of his continuous efforts to check on the welfare of personnel on the frontlines, PBGEN DAVID K PEREDO, JR., PRO Cordillera Regional Director, conducted a field inspection at Camdas Police Station (PS) 2 of the Baguio City Police Office on September 11, 2023.

During his visit, PBGEN PEREDO, JR., was briefed by PMAJ WILTZ KONRAD SALLY, the Station Commander of Camdas PS2, on the deployment of the personnel. Also, the Regional Director inspected the facilities of the station and reminded the personnel to maintain cleanliness at their respective offices.

During the courtesy visit, PBGEN PEREDO, JR and Dir. Daguimol had a brief meeting where they discussed the admin cases involving PNP personnel. Also discussed were other future areas of cooperation between PRO Cordillera and CHR-CAR to ensure the protection of human rights within the region.

PRO Cordillera cops had successfully arrested thirty-two (32) wanted personalities, including five (5) individuals listed as Most Wanted Persons (MWP), while sixty-two (62) municipalities in the region recorded zero crime incidents in a weeklong implementation of intensified manhunt operations conducted from September 3 to 9, 2023.

Based on the records from the Regional Investigation and Detective Management Division, the Baguio City Police Office recorded the highest number of arrests with thirteen (13) wanted persons apprehended, followed by the Ifugao Police Provincial Office (PPO) with eleven (11) arrests, the Abra PPO with three (3) arrests, the Benguet PPO and Kalinga PPO with two (2) arrests each, and the Mountain Province PPO with one (1) arrest.

Of the five (5) individuals listed as Most Wanted Persons (MWP), one (1) most wanted personality is listed at the provincial level and four (4) at the municipal level.

Meanwhile, as a result of the intensified police presence, sixty-two (62) municipalities in the different provinces of the region and five (5) police stations in Baguio City remain peaceful, as PRO Cordillera recorded zero crime incidents in these areas during the same week.

Zero crime incidents were recorded in twenty-four (24) out of twenty-seven (27) municipalities in Abra; five (5) out of seven (7) municipalities in Apayao; nine (9) out of thirteen (13) municipalities in Benguet; four (4) out of seven (7) municipalities in Kalinga; ten (10) out of eleven (11) municipalities in Ifugao; and the ten (10) municipalities in Mountain Province.

Further, the city police stations of Loakan Police Station (PS) 4, Legarda PS5, Aurora Hill PS6, Kennon Road PS8, and Irisan PS9 also recorded zero crime incidents out of 10 police stations in Baguio City.

The Regional Director, PBGen David K Peredo Jr thanked all the constituents in the zero crime incident municipalities and stations for such a record and encouraged the others to emulate the same.

The Police Regional Office Cordillera (PRO Cordillera) culminated the 29th National Crime Prevention Week by giving recognition to deserving units in a ceremony held at Camp Major Bado Dangwa, La Trinidad, Benguet, on September 11, 2023.

PRO Cordillera Regional Director PBGEN DAVID K PEREDO, JR., and Hon. Adrian Carlos A. Bersamin, the Assistant Secretary, Office of the Executive Secretary to the President, led the distribution of PNP medals and certificates to the awardees.

For their accomplishments in the implementation of their best practices in community and service-oriented policing systems, which led their unit to be recognized during the celebration of NAPOLCOM CAR's 29th National Crime Prevention Week, and their relentless efforts in collaboration with their local chief executive and the community in the implementation of the CSOP system, which greatly contributed to the maintenance of peace and order and public safety in the community, a Medalya ng Kasanayan (PNP Efficiency Medal) and certificates of recognition were awarded to:

-Bakun Municipal Police Station (MPS) received by PCPT JONATHAN B PALABAY, Acting COP of Bakun MPS;
-Beguet Police Provincial Office (PPO) received by PCOL DAMIAN D OLSIM, Provincial Director (PD) of Benguet PPO;
-Abra PPO received by PCOL FROILAND B LOPEZ, PD of Abra PPO; and
-Ifugao PPO was received by PCOL DAVY VICENTE M LIMMOMG, PD of Ifugao PPO.

Further, for demonstrating meaningful performance of duty in the implementation of their crime prevention initiatives shown on their crime prevention story entitled "BEHIND the Uniform, A Medalya ng Kasanayan and certificate of recognition was presented to Bangued MPS and was received by PMAJ ALLAN GLENN B DARIA, the acting COP of Bangued MPS.

A similar award was also given to Buguias MPS for demonstrating an excellent performance of duty in the implementation of their crime prevention initiatives, as shown in their crime prevention story entitled "EVERY AFTER STORM, THERE'S A RAINBOW" that significantly promote awareness on the role of the PNP in Crime Prevention, with this accomplishment, personnel of Buguias MPS have earned credit not only for their unit but also for the PRO CORDILLERA, and it was received by PCPT GILBERT O ANSELMO, Acting COP of Buguias MPS.

Meanwhile, for their indispensable effort contributed during the implementation of the seven-day simultaneous ma*****na eradication operation dubbed as Oplan "HERODOTUS 3" that resulted in the destruction of 693, 615 pieces of Fully-grown Ma*****na Plants with a total Standard Drug Price of Php 149, 218,092.00 in Kalinga and Benguet, a certificate of appreciation was presented to:

-The Philippine Drug Enforcement Agency-CAR, received by Dir. JULIUS M PADERES, Regional Director of PDEA-CAR;

-Military Intelligence Group 14, received by Lieutenant Colonel ROSS CABARLIZA, the Chief Military Intelligence Group 14;

-National Intelligence Coordinating Agency-CAR, received by Brigadier General CAMILO F BALUTAN; and

-Coast Guard Intelligence Group North Western Luzon, received by the Coast Guard Petty Officer 1st Class MARLON P BIGWELL.

The men and women of the Police Regional Office Cordillera welcomed Hon. Adrian Carlos A. Bersamin, the Assistant Secretary of the Office of the Executive Secretary to the President, during his visit at Camp Major Bado Dangwa, La Trinidad, Benguet, on September 11, 2023.

ASEC Bersamin served as the guest of honor and speaker during the culmination of the 29th National Crime Prevention Week Celebration and the Traditional Monday Flag Raising Ceremony held at the PRO Cordillera Log Cabin.

During his arrival honors, ASEC Bersamin was received by the Regional Director, PBGEN DAVID K PEREDO, JR., and was accorded the traditional Cordilleran dance performed by PRO Cordillera Cultural Dancers.

As the highlight of the ceremony, ASEC BERSAMIN, together with PBGEN PEREDO JR. and other members of the PROCOR Command Group, led the awarding of PNP medals to six (6) deserving PRO Cordillera units for their notable accomplishments and five (5) government units for their invaluable support to PNP activities.

As part of the program, ASEC Bersamin delivered the message of Retired Chief Justice Lucas P. Bersamin, Executive Secretary, Office of the President, who commended the men and women of PRO Cordillera for their commitment and dedication to ensuring and maintaining peace and order in the Cordillera Region and reminded them to ensure good community relations with the public in the suppression of criminal conduct.

"You, our dear police officers, must strive to ensure that interactions with our people are always characterized by respect, understanding, and fairness", Executive Secretary Bersamin said.

"Remember the values that define the PNP: honor, integrity, and commitment to protect. They apply to all aspects of police life, whether on or off duty; the choices you make and the actions you take extend even far beyond the precincts and have a lasting impact in the eyes of the people, he added.

𝗟𝗢𝗢𝗞: The Police Regional Office Cordillera (PRO Cordillera), together with Hon. Adrian Carlos A. Bersamin, the Assistant Secretary, Office of the Executive Secretary to the President, culminated the 29th National Crime Prevention Week in a simple ceremony held at PRO Cordillera in Camp Major Bado Dangwa, La Trinidad, Benguet, on September 11, 2023.

The activity coincided with the Traditional Monday Flag Raising Ceremony hosted by PBGEN DAVID K PEREDO, JR., PRO Cordillera Regional Director, and was attended by PBGEN PATRICK JOSEPH G ALLAN, the Deputy Regional Director for Administration (DRDA); PCOL RONALD V GAYO, the Deputy Regional Director for Operations (DRDO); PCOL JULIO S LIZARDO, Chief Regional Staff (CRS); Regional Staff; Chiefs of the Regional Support Units; and other PRO Cordillera personnel.

Gabriel Francisco, the Regional coordinator of the Speakers Bureau, delivered the invocation, while PMAJ DENCIO A DAYAO, of the Benguet Police Provincial Office, led the recitation of the Panunumpa ng Katapatan sa Watawat ng Pilipinas and the Police Officer's Pledge.

As a highlight of the ceremony, ASEC, Bersamin, and PBGEN PEREDO, JR., led the awarding of PNP Medals to six (6) different units of PRO Cordillera for their notable accomplishments, while certificates of appreciation were presented to the PDEA-CAR, Military Intelligence Group 41, National Intelligence Coordinating Agency-CAR, Coast Guard Intelligence Group North Western Luzon, and 54IB, 5ID, Philippine Army.

Two individuals will now be facing charges for violations of RA 9165, or the Comprehensive Dangerous Drugs Act of 2002, after they were arrested for transporting ma*****na bricks worth over 1.3 million pesos in Lubuagan, Kalinga, on September 7, 2023.

According to the report reaching the Regional Director, PBGEN DAVID K PEREDO, JR., the arrested suspects were identified as Mayo Edas, 44 years old, and Cristopher Dacyon, 46 years old.

The same report disclosed that the two suspects were arrested by the joint personnel of the Kalinga Police Provincial Office, Regional Intelligence Division, Regional Intelligence Unit-14, Regional Mobile Force Battalion 15, and the 141 SAC 14SAB-PNP Special Action Force after they were cornered in a COMELEC Checkpoint conducted by the personnel at Sitio Dinakan, Brgy. Dangoy, Lubuagan, Kalinga

The operating units confiscated 11 bricks of suspected ma*****na dried leaves with an estimated weight of 11, 000 grams with a Standard Drug Price of Php 1, 320, 000.00.

The inventory and markings of the pieces of evidence recovered were conducted onsite in the presence of the arrested suspects and witnessed by Mr. Daryl Gassilang, media representative, and Ms. Edna Taotao, Barangay Kagawad.

The arrested suspects and the seized pieces of evidence were brought to the custody of Lubuagan MPS for documentation and proper disposition.

The Regional Director, PBGen DAVID K PEREDO Jr lauded the operatives for a job well done and encouraged them to be more vigilant. "Let's not put our guards down and not let these violators go scot free", he said.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦: PRO Cordillera, Deputy Regional Director for Operations, PCOL RONALD V GAYO, attended the 3rd Special Task Force (STF) 2023 Barangay and Sangguniang Kabataan Elections (BSKE) Meeting through online teleconferencing at the PRO Cordillera Conference Room, Camp Major Bado Dangwa, La Trinidad, Benguet, on September 8, 2023.

The meeting was presided over by PLTGEN MICHAEL JOHN F DUBRIA, The Acting Deputy Chief PNP for Operations (TADCO) and Commander, STF 2023 BSKE.

Present also during the meeting were PCOL JULIO S. LIZARDO, the Chief Regional Staff (CRS); PCOL JAMES D MANGILI, Chief of the Regional Operations Division; PCOL REGUEL SANTA MARIA, Chief of the Regional Logistics and Research Development Division; PCOL ROLAND L SACYAT, Chief of the Regional Comptrollership Division; PCOL STEPHEN G BUDONG, Chief of the Regional Legal Office (RLO); and other PRO Cordillera Regional Task Group BSKE 2023 officers.

Discussed during the meeting were the actionable items from the previous meeting and updates on the preparation for the 2023 BSKE.

In his guidance, PLTGEN DUBRIA, directed police officers to adopt the 5Ps concept, or the Predict, Prevent, Prepare,Perform, and Post-Action Assessment of Crisis Management, in the implementation of security and safety for the BSKE 2023. He also reminded the attendees to strictly implement COMELEC rules, ensure the effective monitoring and reporting of incidents in relation to the 2023 BSKE, and collaborate with COMELEC and other stakeholders.

𝗟𝗢𝗢𝗞: Blessing of the 1st Mountain Province Provincial Mobile Force Company Kitchen and Mess Hall

PCOL SIBLY P DAWIGUEY JR., the Provincial Director of the Mountain Province Police Provincial Office, led the Blessing of the 1st MPPMFC Kitchen and Mess Hall at Sitio Locong, Otucan Norte, Bauko, Mountain Province on September 7, 2023.

The activity started with the ribbon cutting, followed by the blessing ceremony officiated by Rev. Johnson Falitang. Also present were Mr. Andy B. Bilalata and Mr. Marlon M. Buguellis, representatives from CENRO-Sabangan, and the staff members of Bauko Central School.

PLTCOL SANDOVAL M BALNES, the Force Commander of 1st MPPMFC, expressed his gratitude to the men and women of 1st MPPMFC for their untiring efforts that led to the success of the project, especially to the sponsors and line agencies for their unending support of 1st MPPMFC.

In his message, PCOL DAWIGUEY JR. congratulated the 1st MPPMFC for a job well done and thanked the sponsors for their unwavering support in the realization of the building. 𝗟𝗢𝗢𝗞: The police officers from the different units and offices of the Baguio City Police Office (BCPO) convened together during the one-day Police Officers and Their Families Seminar held at Life Journey Church, MH. Del Pilar St., Baguio City, on September 7, 2023.

Present during the opening program were PCOL FRANCISCO B BULWAYAN, JR, BCPO City Director; PLTCOL BALDWIN F SOKOKEN, JR., the Deputy City Director for Administration; the City Headquarters Head of Offices and Units; Station Commanders of Police Stations 1–10; the Chief Executive Senior Police Office and Chief Clerks; and other Police Non-Commissioned Officers of BCPO.

Also present during the program were Dr. Grace T Sumbillo, Executive Director of the Pamilya Muna Pilipinas; Pastor Wilmer Majus, Life Coach of the Pamilya Muna Pilipinas; Pastor Octavio L. Muncada; Pastor Boaz F. Guanzon; and other facilitators of the small group from the Bless Our Cops Cordillera.

As the keynote speaker, PCOL BULWAYAN, JR emphasized that the said seminar should serve as a constant reminder for police officers to instill the value of responsibility, uprightness, and devotion to their respective families as well as the community they serve.

Subsequently, after the program, Dr. Sumbillo conducted a lecture to the participants on the importance of fatherhood and the power of a noble family vision, while Coach Wilmer discussed the Coach to Life and the Ten Tools of Fatherhood.

The seminar was initiated by the Regional Personnel and Records Management Division in coordination with BCPO whcih aims to provide practical tools on marriage and parenting among police officers as part of the Family Welfare Program of the PRO Cordillera R.O.A.D. to Discipline program.
