The ISSAAS National Scientific Congress 2024 ended with fruitful discussions among the participants, speakers and presenters on innovations, policies and technologies to advance sustainable agriculture.

Director Junel B. Soriano of the Department of Agriculture-Bureau of Agricultural Research, one of the plenary speakers, talked about AgriFishery research for development innovations on post production, nutrition and food science in support to the food security of the Philippines.

Soriano was followed by Bernardo N. Sepeda, Executive Director of the National Research Council of the Philippines (NCRP) under the Department of Science and Technology (DOST) who shared the NCRP experience on socioeconomics, policy and culture in agriculture and aquatic resources.

The last plenary speaker was Corazon L. Abansi, a University Scientist of the University of the Philippines-Baguio. She discussed government policies in relation to sustainable agriculture and how to navigate its challenges and seize opportunities to advance resilience in Southeast Asia.

The rest of the parallel sessions continued after the plenary sessions. The congress ended with the closing program to recognize the organizers, speakers and all who contributed to the success of the endeavor.

Many events paved the establishment of the Cordillera Administrative Region (CAR), one of which we commemorate today- the Sipat Peace Talks that happened in Mt. Data Hotel in Bauko, Mountain Province. The Sipat Peace Talks also known as the 1986 Mt. Data Peace Accord marked the cessation of hostilities between the CPLA, who fought for the self-determination of the Cordillera people, and the government of the Philippines.

A delegation from three partner universities in Thailand were welcomed by BSU officials at the RDC Hall for a courtesy meeting in reference to the Philippine-Thailand Cooperation Program on Technology Business Incubation formalized through a Memorandum of Understanding signed in 2023.

The delegation was led by Kal Kalayanamitra, Director of the Maejo University Agro Food Park; Santiwat Pithakpol, Director of the Innovation and Technology Transfer Institute of the University of Phayao; and Sitthi Duangphet, Deputy Director of the Northern Science Park, Mae Fah Luang University.

Along with BSU officials led by President Felipe Salaing Comila, graduates of the BSU Agri-based Technology Business Incubator/Innovation Center (ATBI/IC) were also there to greet the Thai guests.

The meeting re-ignited commitments from both sides and spurred discussions based on the common dedication to support research endeavors, technological incubation, talent development, academic collaboration, and cross-cultural engagement.

Aside from the courtesy meeting, the Thai delegation will be in BSU until September 15, 2024 for a knowledge-sharing, socio-cultural immersion, and collaboration workshop in order to define future plans of action.

September 13, 2024 is a non-working holiday for the Cordillera Administrative Region in commemoration of the 38th Sipat Anniversary. Sipat is an an indigenous ritual that is preliminary to the forging of a peace pact among Cordillera tribes.

The term "Sipat" means exchange of peace tokens. This happened between former President Corazon C. Aquino and CBA-CPLA representatives under the leadership of Conrado Balweg in September 13, 1986 at Mt. Data Hotel, Bauko Mt. Province. President Aquino gave a bible, a rosary and an armalite in exchange of a shield, a spear, a head axe, and a bolo by Balweg.

This event was a key catalyst for the formation of the Cordillera Administrative Region in 1987.

The day began with a formal opening ceremony attended by distinguished guests, ISSAAS Officials and BSU Officials. Following the opening ceremony, plenary sessions were conducted, featuring presentations from leading experts in the field of agriculture. These sessions provided valuable insights into current trends, challenges, and opportunities in sustainable agriculture.

To cater to the diverse interests of the participants, parallel sessions were organized, focusing on specific topics within the broader theme of resilient and sustainable agriculture. These sessions included discussions on precision farming, organic agriculture, climate-smart agriculture, and agricultural policy. The sessions provided a platform for researchers to share their findings and engage in meaningful discussions with their peers.

The day concluded with a festive Mayor's Night and Solidarity Dinner. The event served as a social gathering for the participants to network, build relationships, and celebrate the success of the congress. It also became a venue for showcasing the Cordillera culture.

BSU welcomes the speakers, participants and presenters of the ISSAAS National Scientific Congress 2024.

The congress will bring together โ€‹change agents and future shapers for the Agriculture Aquatic and โ€‹Natural Resources (AANR) sector. The conference will have four plenary โ€‹topics anchored on the subthemes: Showcasing cutting edge science โ€‹and technology and innovations in AANR; Agroecology strategies for โ€‹climate resilience and sustainable AANR; Post-production innovations, โ€‹nutrition and food science; and Socio-economics, policy and culture.

This weekโ€™s Flag Raising Ceremony was sponsored by the College of Information Sciences (CIS).

After the ceremony, CIS Dean Russel B. Dolendo announced the activities lined-up for the collegeโ€™s Foundation Anniversary that will take place from September 9-10, 2024 with the theme "Embodying love, leadership, and learning in every step."

Dolendo also shared some of the recent accomplishments of CIS students and Faculty Members. CIS Governor Supreme Government (SG) Xyreel Mae T. Lonogan invited participants to the activities for the CIS Foundation Anniversary.

Next, Imelda B. Galinato, Chair of the 108th BSU Foundation Anniversary and the 124th Philippine Civil Service Anniversary announced the activities prepared for the occasion. The celebration with the theme, โ€œBSU Embracing Intergenerational Entrepreneurial Spiritโ€ will run from September 9 until October 2024. Supreme Student Government (SSG) President Davys G. Ebbes also announced studentsโ€™ activities for the Foundation Anniversary.

Liezl Villagracia of the BSU Glee Club then invited interested employees to approach her for free tutorials in conducting the Lupang Hinirang, and the Bagong Pilipinas and BSU hymns. She also offered free voice and musical instruments lessons.

VP for Research and Extension Roscinto Ian C. Lumbres also reiterated the upcoming International Society for South East Asian Agricultural Sciences (ISSAAS) National Scientific Congress on September 11-13, 2024. He invited students to participate after announcing the keynote speaker and plenary speakers.

Finally, Arnold Andres Lampacan, OIC of President Felipe Salaing Comila encouraged everyone to care for themselves and others after he recalled the passing of colleagues and family members.

September is a significant month for both the Philippine Civil Service and Benguet State University. Presidential Proclamation No. 1050, issued in 1997, declared September as Civil Service Month to commemorate the establishment of the Philippine Civil Service through Public Law No. 5, enacted on September 19, 1900.

Coincidentally, BSU's Foundation Anniversary also falls during this month. In 1916, the current location of the BSU-La Trinidad Campus was transferred to the Bureau of Education and became the site for a gardening class of Grade 5 pupils from the Baguio Industrial School, now known as the Baguio City National High School.

To honor these important milestones, Benguet State University has prepared a series of activities as follows.

The University Annual Agency In-House Review (AAIHR) 2024 showcased diverse research with 123 papers presented. The event, which gathered researchers, extensionists, faculty, staff, and students from BSU, featured the theme "Pantabtavalan: Fostering Pathways to Nurture Innovative and Resilient Research, Development, and Extension."

The AAIHR aimed to assess the progress of ongoing and completed research and extension programs in various fields within the University. The studies presented are both BSU-funded and outside-funded research under the categories of Science and Technology Agriculture, Aquatic and Natural Resources (S&T-AANR), S&T Food, Industry, Engineering, and Emerging Technologies (FIEET), Social-AANR, Social Non-AANR, Education, Development, and Extension Category.

During the opening program on August 28, 2024, Vice President for Research and Extension Roscinto Ian C. Lumbres commended the Universityโ€™s researchers and extensionists for their dedication. He also emphasized that their research efforts had significantly contributed to the Universityโ€™s achievement in the international rankings, specifically in the World University Rankings for Innovation (WURI) and Times Higher Education (THE) impact rankings. He also assured support to the research and extension sector through enhanced resources and processes and updated policies.

Regional Director of the DOST-Cordillera Administrative Region Nancy A. Bantog, one of the guest speakers, underscored in her video message the significant role of universities like BSU as core leaders of the transformative processes for the communities. โ€œAs key enablers of innovation, you serve as crucial knowledge generators fostering an environment where ideas can flourish, technologies and innovations can be developed, and solutions can be realized for greater impact to national development,โ€ she said.

Bantog also encouraged BSU to seek additional funding, foster collaborations with industry, other academe, and the government, including the local government units, and translate research into policies and products to utilize the benefits of research investments fully.

โ€œDOST is thankful for the strong partnership with BSU and looks forward to deepening our collaboration on smart and sustainable R&D initiatives. DOST is a steadfast partner in our collective pursuit of knowledge and innovation. Beyond this in-house review, DOST support remains unwavering providing solutions and opening opportunities,โ€ she assured.

Another guest speaker at the said event was Rickey T. Larkin, Jr., a visiting scholar and a Special Student Affiliate of the University of Hawaii at Manoa. He appreciated the diverse scope of research conducted and acknowledged the efforts of the University researchers despite the challenges they are facing such as the pandemic and funding limitations. He also underscored the importance of knowledge dissemination and the impact of research on gender equality and the United Nations' Sustainable Development Goals (SDGs).

Throughout the event, simultaneous presentations of the research of various categories were conducted. The evaluators were Ruel Suralta, Career Scientist III at the Philippine Rice Research Institute of the Department of Agriculture; Maritess A. Alimurung, Senior Agriculturist at the Bureau of Plant Industry-Baguio; Zenaida N. Ganga, Former Balik-Scientist of the DOST-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development; Girlie Nora A. Abrigo, Associate Professor at the University of the Philippines (UP)-Los Banos; Virginia L. Anceno, Senior Economic Specialist of the National Economy and Development Authority-CAR; Zaldy C. Collado, Associate Professor of the De La Salle University Manila; Ferdinand Bulusan, Associate Professor V at the Isabela State University; Jupeth T. Pentang, Associate Professor at the Central Luzon State University (CLSU); Monalisa T. Sasing, Science Education Specialist at the UP Diliman; Buchard B. Cutin, Assistant Professor IV at the Mariano Marcos State University; Melba Domes Denson, Assistant Professor III at CLSU ; Rome R. Quizon, Professor at the UP Manila; Gladys M. Navarro, Market Research Specialist at the University of Pangasinan; Shiela Marie B. Singa-Claver, Provincial S&T Director of the Provincial Science and Technology Office-Benguet; and Bienvenido P. Tapang, Retired Professor from the UP-Baguio.

At the closing program on August 30, 2024, the presenters shared insights gained from the review and expressed gratitude for the opportunity to showcase their work.
โ€œThank you, R&E, for giving us the opportunity to present our research, boost our confidence, and share our findings to the community. Thank you, evaluators, for the feedback. We know that it can make us a better researcher and better expert in the field,โ€ said John Paul M. Payopay, one of the presenters. He reflected on the event, saying that significant challenges remain, such as effectively communicating research, transferring it to the community, and translating it into policy.

The evaluators also commended the relevance of the presentations and provided recommendations for further improvements. They also encouraged continued research with significant impact and emphasized the importance of technology transfer and commercialization to bring research benefits to the broader community.

โ€œWe hope this is not the end of these projects. We have to do technology transfer and commercialization. Because if we go back to the reason why we are doing all of these is to bring it to the people,โ€ expressed Singa-Claver.

BSU officials, including VP for Administration and Finance Allan C. Sacpa, College of Arts and Humanities Associate Dean Kara S. Panolong, and Office of Extension Services Director Anna Cris L. Langaoan also expressed support and encouragement to the University researchers and extensionists. They urged them to continue their impactful work, emphasizing its potential to benefit both BSU and the wider community.

The winning papers in each category were recognized and will represent the University at the upcoming Regional Symposium scheduled for October 2024.

Vergel C. Concibido, the Director of Agronomy at Sensient Colors, LLC in Missouri, USA, and Abner Gozo, the CEO and owner of Pearl Foods International, Incorporated in Caloocan visited Benguet State University to explore potential research collaborations.

They met with Teresita D. Masangcay, the Director of the Northern Philippine Rootcrops Research and Training Center (NPRCRTC), and Franklin Bawang of the College of Agriculture. The discussions focused on research projects, colorant production, sources of production, and production funding.

The visitors were also toured to the NPRCRTC facilities, where they observed and made suggestions for improvements.//BTayaban

A delegation of five from Hagat, Guam, USA visited Benguet State University (BSU). The group was welcomed by BSU President Felipe Salaing Comila and other university officials.

The visiting delegation included Mayor Kevin Susuico, Joann Susuico, Tyler Tedtaotao, Sage Reyes, and Rosemarie Nededog. They were accompanied by La Trinidad Municipal officials led by Vice Mayor Roderick C. Awingan.

Upon arrival, the visitors were treated to a musical performance by the BSU Tribung Admin group band.

International Relations Office (IRO) Director Rex John Bawang extended a warm welcome to the visitors, highlighting BSU's favorable climate. BSU President Comila also expressed his gratitude for their visit and encouraged them to enjoy their time at the university.

Afterwards, Susuico expressed his honor and appreciation for the warm welcome and thanked the BSU officials for their hospitality.

Carless Day Memorandum, please be guided accordingly.

As stated in the memorandum, the designated common parking areas for students, employees and clients are at the College of Veterinary Medicine and College of Information Sciences parking areas but they are allowed a maximum of two (2) hours after presenting their BSU ID or proof of transaction with BSU. There are also public parking areas at the BSU Dry Goods and Swamp Backfilled Areas.

The areas covered by the carless day policy are ALL of university parking lots until the College of Engineering, College of Human Kinetics, College of Forestry, and Research and Extension compound (including the NPRCRTC).

Any violation hereof shall subject the erring employee or student to sanction in accordance with the provisions of Civil Service Rules and Regulations and the BSU Student Handbook. Non-BSU employees and students will be dealt with by the Office of Security Services.

This is in adherence to the declaration of the Municipality of La Trinidad to make every first Thursday of the month as a carless or car-free day.

The Benguet State University - Human Resource Development Office (BSU-HRDO) in collaboration with the National Archives of the Philippines (NAP) organized a two-day seminar titled โ€œStreamlining Management and Administration of Records for Transparent (SMART) Archiving.โ€ The event, held at the International Relations Office Hall, was attended by various BSU offices. The seminar aimed to enhance the participants' knowledge on the principles of records and archiving.

On the first day of the seminar, VP for Administration and Finance Allan C. Sacpa emphasized the significance of the seminar. He mentioned that the knowledge gained will help improve the university's record-keeping.

โ€œPlease apply it [learnings] for the betterment of the records system of the university. Help us organize and manage our records,โ€ Sacpa said.

Andres Arnold Lampacan, officer-in-charge of the Office of the President, delivered a message emphasizing the importance of maintaining the integrity and security of documents.

Senior Records Management Analyst of the Record Management Services Division of NAP Jose Domingo M. Barola, discussed records management, covering the records and archives management program (RAMP) and records creation and control.

Barola discussed the NAP Act of 2007 (RA No. 9470), which protects, preserves, conserves, and promotes records. He reiterated that any person who destroys public records violating the act will be subject to fines ranging from 500,000.00 to 1,000,000.00 or imprisonment from five to 15 years or both fine and imprisonment.

This was followed by Jhoana Marie M. Ong, Senior Records Management Analyst of the Records Center Division of NAP, who talked about Records Maintenance and Use, Mail Management, and Files Management. She discussed the responsibilities of records personnel in maintaining records, as well as the different types of filing systems.

As per filing of records, Ong mentioned that one of the types of filing is the Functional Subject Alphabetic Classification System (FSACS) alongside alphabetic, numeric, chronological, and function filing.

FSACS is prescribed by the NAP which organizes documents including electronic records into function and organizational activities, alphabetically.

On the second day, Marvin Erwin M. Supan, NAP Records Management Analyst II, discussed the records disposition processes and the steps for disposing of files and presented the retention periods for records.

Supan presented problems in filing records as some may not be organized. He encouraged participants to fix their records for easier tracking.

For the disposition of files, he presented that it shall follow the RDS and as per the act, no disposal shall be made if there is no approval of the NAP.

Next, Patrick T. Woods, a Records Management Analyst of the Record Center Division of NAP, discussed records center administration, archives administration, and security of records. He elaborated on the record center operations, objectives of archives administration, and the facility requirements for implementing a record and archiving centers.

He also mentioned to protect records from hazards which are man-made, environmental, and natural causes.

The seminar included a workshop for the participants to apply what have been learned. The participants organized their office records based on the discussed filing system and presented their outputs afterwards.

The seminar ended with a message from Matias C. Angiwan Jr., BSU Chief Administration Officer for the Administrative Services Division. Angiwan expressed his gratitude to the NAP personnel for their time and knowledge shared during the seminar. He also looked forward to the implementation of what the participants have learned.//BTayaban

Benguet State University in cooperation with the Philippine National Volunteer Service Coordinating Agency (PNVSCA) is accepting nominations to the Bayanihan Media Awards for media organizations (radio, TV and newspaper) who are based in the Province of Benguet.

The award seeks to identify and recognize media practitioners and organizations embodying responsible and ethical media practices for their outstanding role and contribution in promoting volunteerism and its importance to national development through their work, thus encouraging the public to take an active role in volunteering and make volunteerism a way of life. In addition, BMA celebrates diversity and inclusion and fosters public awareness and understanding of pressing social issues through volunteerism media content.

Nakiisa ang Benguet State University (BSU) sa pagdiriwang ng Buwan ng Wikang Pambansa ngayong Agosto 2024, sa ilalim ng pamumuno ng Kagawaran ng Filipino ng Kolehiyo ng Sining at Humanidades. Sa pagdiriwang na ito ay tampok ang temang "Filipino: Wikang Mapagpalaya.โ€

Ang Pampinid na Palatuntunan ng Buwan ng Wika ay ginanap noong Agosto 29, 2024 sa Himnasyo ng BSU. Nagsilbing Panauhing Tagapagsalita sa nasabing pagdiriwang si Dona Fortes-Canda, Direktor ng Sentro ng Wika at Kultura ng Don Mariano Marcos Memorial State University (DMMMSU).

Sa kanyang talumpati, ipinaliwanag niya ang kahulugan ng tema ng pagdiriwang ng Buwan ng Wika. Paliwanag niya, ang wika ay nagiging mapagpalaya kapag ito ay nagagamit upang ipahayag ng isang tao ang kanyang saloobin, adhikain, at mga pangarap. Dagdag niya, ang wikang Filipino ay hindi lamang isang kasangkapan ng komunikasyon kundi isang makapangyarihang instrumento ng kalayaan, pagbabago, at pag-unlad.
Binigyang-diin din ni Canda ang kahalagahan ng wika sa edukasyon, pagkakaunawaan, pagbuo ng kilusan at pag-aaklas para matamo ang karapatan, at bilang plataporma ng mga mamamayan sa pagpapahayag ng ideya at opinion.

Ayon sa kanya, ang wika ang naging sandata ng mga bayani at manunulat sa kasaysayan ng Pilipinas na kung saan ang kanilang mga akda ay nagsilbing inspirasyon sa mga mamamayang Pilipino upang ipaglaban ang kanilang mga karapatan. Saad din niya na ito ay nagiging tulay upang maunawaan ang mga batas at serbisyong pampahalaan, magkaisa ang ibaโ€™t ibang sektor ng Lipunan, at magtaguyod pagkakapantay-pantay at katarungan.

The Human Resource Management and Human Resource Development Offices (HRMO & HRDO) hosted this weekโ€™s flag-raising ceremony. The BSU Glee Club led the singing of the National Anthem, ๐˜ˆ๐˜ธ๐˜ช๐˜ต ๐˜ฏ๐˜จ ๐˜š๐˜ฆ๐˜ณ๐˜ฃ๐˜ช๐˜ด๐˜บ๐˜ฐ ๐˜š๐˜ช๐˜ฃ๐˜ช๐˜ญ, ๐˜‰๐˜ข๐˜จ๐˜ฐ๐˜ฏ๐˜จ ๐˜—๐˜ช๐˜ญ๐˜ช๐˜ฑ๐˜ช๐˜ฏ๐˜ข๐˜ด Hymn, and BSU Hymn.

Following the ceremony, newly appointed and promoted personnel from various offices took their Oath of Office officiated by BSU President Felipe Salaing Comila. These personnel are from the College of Arts and Humanities (CAH), Northern Philippine Rootcrops Research and Training Center (NPRCRTC), Office of Quality Assurance and Accreditation (OQAA), College of Agriculture (CA), HRMO, International Relations Office (IRO), and Compensation Benefits and Other Obligations (CBOO).

In observance of the 127th Philippine Civil Service Anniversary, Chief Administrative Officer Matias C. Angiwan led the ๐˜—๐˜ข๐˜ฏ๐˜ถ๐˜ฏ๐˜ถ๐˜ฎ๐˜ฑ๐˜ข ๐˜ฏ๐˜จ ๐˜“๐˜ช๐˜ฏ๐˜จ๐˜ฌ๐˜ฐ๐˜ฅ ๐˜‰๐˜ข๐˜บ๐˜ข๐˜ฏ. The celebration is in accordance with Presidential Proclamation No. 1050, series of 1997, which designated September as the Civil Service Month.

President Comila concluded the ceremony with a message emphasizing the importance of honor and encouraged the BSU Contract of Service employees to pursue further education for professional development.//BTayaban
