𝗛𝗔𝗭𝗘 𝗦𝗔𝗙𝗘𝗧𝗬. As the Cordillera Region experiences more than ten fires (forest and grass fires), DOH-CAR Regional Director Amelita Pangilinan urges the community to keep safe from the haze caused by the fires.
"Be careful. Especially those with lung conditions, the elderly, and infants. The haze can cause breathing irritants and even the eyes. You have to hydrate and wear a mask. Avoid going out if possible. Close the doors and windows of your office/house. And for children, avoid playing outside for the time being."
RD Pangilinan also urged households near forested or grassy areas to remain vigilant and ready protective measures should there be any fire that would break out.

Typhoon “GORING” (SAOLA)

TYPHOON GORING MAINTAINS ITS STRENGTH AS IT CONTINUES TO APPROACH THE LUZON STRAIT.
The center of the eye of Typhoon GORING was estimated based on all available data at 220 km East of Aparri, Cagayan. It has a maximum sustained winds of 155 km/h near the center, gustiness of up to 190 km/h, and central pressure of 950 hPa. It is moving North Northwestward at 10 km/h . Strong to typhoon-force winds extend outwards up to 280 km from the center.

Forecast rainfall are generally higher in elevated or mountainous areas. Under these conditions, flooding and rain-induced landslides are still expected especially in areas that are highly or very highly susceptible to these hazards as identified in hazard maps and in localities that experienced considerable amounts of rainfall for the past several days.
The enhanced Southwest Monsoon will also bring occasional or monsoon rains over the western portions of Central Luzon, Southern Luzon, and Visayas over the next three days.
GORING is forecast to follow a mainly northwestward or west northwestward path across the Luzon Strait from today until it exits the Philippine Area of Responsibility (PAR) tomorrow evening or Thursday morning. The latest track forecast indicates that the typhoon may pass very close or make landfall in the vicinity of Batanes between tomorrow morning and afternoon (although a slight southward shift in the track forecast may bring the eye and eyewall region of the typhoon to the northern portion of Babuyan Islands).
Outside the PAR region, the typhoon will continue its west northwestward movement for the remainder of Thursday before turning more westward by Friday, increasingly unfavorable conditions over the waters southeast of mainland China will trigger a weakening trend. By the time GORING makes landfall in the vicinity of southeastern China (near Hong Kong/Pearl River Delta area) on Sunday, it will have weakened to minimal typhoon strength.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials.

GORING WEAKENS INTO A TYPHOON AS IT CONTINUES ITS COUNTER-CLOCKWISE LOOP OVER THE PHILIPPINE SEA
The center of the eye of Typhoon GORING was estimated at 210 km East of Casiguran, Aurora with a maximum sustained winds of 175 km/h near the center, gustiness of up to 215 km/h, and central pressure of 940 hPa.

TRACK AND INTENSITY OUTLOOK
GORING is forecast to turn generally northeastward and northward today, then generally northwestward tomorrow towards the Bashi Channel and the vicinity of Batanes. On the forecast track, the typhoon will make a close approach (a landfall scenario is not ruled out) to Batanes between Wednesday morning and evening and to the southern portion of Taiwan between Wednesday evening and Thursday morning. Afterwards, it will exit the Philippine Area of Responsibility (PAR) on Thursday morning or afternoon and cross the Taiwan Strait before making landfall over southeastern China on Friday evening or on Saturday early morning.
GORING is forecast to slightly weaken further in the next 12 hours due to upwelling of cooler ocean waters and onset of dry air intrusion before re-intensifying as it turns northwestward. It may be upgraded again to super typhoon category by mid tomorrow. GORING may pass close to Batanes at or near its peak intensity. Interaction with the rugged terrain of Taiwan during its close approach will result to a weakening trend beginning on late Wednesday.
Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

Severe Tropical Storm “MARING” (KOMPASU)

Severe Tropical Storm “MARING” continues to move away from the country.
At 4:00 AM, the center of Severe Tropical Storm “MARING” was estimated based on all available data over 765 km West of Calayan, Cagayan (outside PAR) with maximum sustained winds of 100 km/h near the center, gustiness of up to 125 km/h, and central pressure of 975 hPa. It is moving West northwestward at 30 km/h. Strong winds or higher extend outwards up to 800 km from the center.
All Tropical Cyclone Wind Signals hoisted are now lifted.
Despite weakening trend of forecast rainfall over Northern Luzon in the next 24 hours, the high saturation of soil moisture in these areas due to large amounts of antecedent rainfall meant that flooding (including flash floods) and rain-induced landslides are still likely especially in areas that are highly or very highly susceptible to these hazard as identified in hazard maps even in the event of light to moderate rains.
The storm will continue moving westward over the West Philippine Sea and maintain its strength until it makes landfall in the vicinity of Hainan, China this afternoon or tonight.
With this development and unless a significant change in the forecast scenario occurs, this is the final tropical cyclone

At 3:00 AM today, the center of the eye of Typhoon "KIKO" (CHANTHU) was estimated based on all available data at 90 km East Northeast of Calayan, Cagayan with maximum sustained winds of 215 km/h near the center and gustiness of up to 265 km/h. It is moving North Northwestward at 15 km/h. Southwest Monsoon affecting Luzon and Western Visayas.
Meanwhile, Severe Tropical Storm Conson (formerly Jolina) an active tropical cyclone outside PAR is located 1,060 km West of Northern Luzon with maximum sustained winds 100 km/h near the center and gustiness up to 125 km/h. It is moving westward slowly.
The provinces of Apayao, Abra Kalinga will experience rains with gutsy winds due to TY KIKO. Possible flash floods or landslides may occur due to heavy rains. Very light to light damage to structures and vegetation possible due to moderate to strong winds

Moderate to occasionally heavy rains is being experienced over portions of Benguet (Baguio,Tuba, and Itogon ).
Meanwhile, light to moderate rains is being experienced over portions of Benguet (Atok , Kapangan, Buguias, LaTrinidad, Mankayan and Tublay ) which may persist for 1-2 hours and may affect nearby areas.
All are advised to take precautionary measures against the impacts associated with these hazards. Residents along mountain slope are advised for possible landslides mudslides, rock slides and flash flood.

Typhoon “FABIAN” accelerates northward and is now outside the Philippine Area of Responsibility.
At 4:00 AM, the center of the eye of TY “FABIAN” was estimated at 640 km North Northeast of Itbayat, Batanes (outside the PAR) with maximum sustained winds of 140 km/h near the center, gustiness of up to 170 km/h, and central pressure of 960 hPa. It is moving northward at 15 km/h. Strong winds or higher extend outwards up to 620 km from the center.
Under the influence of the Southwest Monsoon being enhanced by “FABIAN”, scattered to widespread monsoon rains will be experienced in the next 24 hours over Cordillera Administrative Region, other areas in Luzon and portions of Western Visayas.
“FABIAN” exited the PAR at 11:00 PM yesterday. It is forecast to gradually accelerate while moving generally northwestward over the East China Sea. On the forecast track, “FABIAN” may make landfall in the vicinity of eastern mainland China on Sunday afternoon or evening.
Gradual weakening is expected beginning tomorrow as “FABIAN” moves closer to the China coast. However, there is an increasing possibility that this typhoon will further weaken as early as today. Nevertheless, “FABIAN” is forecast to rapidly weakening as it moves inland after making landfall over eastern China, eventually leading to its degeneration into a remnant low by Tuesday evening.
Unless re-entry occurs, this is the final bulletin for this tropical cyclone.

The center of the eye of Typhoon “FABIAN” was estimated at 530 km Northeast of Itbayat, Batanes with maximum sustained winds of 150 km/h near the center, gustiness of up to 185 km/h, and central pressure of 955 hPa moving West Southwestward at 10 km/h.
Batanes and Babuyan Islands is under TCWS #1.
“FABIAN” is unlikely to directly bring heavy rainfall in the country throughout the forecast period. Under the influence of the Southwest Monsoon being enhanced by “FABIAN”, monsoon rains will be experienced in the next 24 hours over Ilocos Region, Abra, Benguet, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, Occidental Mindoro, Oriental Mindoro, Romblon, and the northern portion of Palawan including Calamian and Kalayaan Islands.
In the next 24 hours, under the influence of the enhanced Southwest Monsoon and Typhoon “FABIAN”, rough to very rough seas will be experienced over the northern, western, and eastern seaboards of Luzon (including the areas under TCWS #1).
“FABIAN” will move generally westward or west southwestward today (22 July), then generally north northwestward for the remainder of the forecast period. On the forecast track, the typhoon will pass close or make landfall in the vicinity of Miyako, Yaeyama, and Senkaku Islands in the southern Ryukyu Archipelago on tomorrow (23 July). “FABIAN” is forecast to exit the Philippine Area of Responsibility tomorrow evening or Saturday (24 July) morning. After traversing the East China Sea, “FABIAN” is forecast to make another landfall over the eastern portion of mainland China on Sunday morning (25 July). “FABIAN” is forecast to continue intensifying and reach its peak intensity (155-165 km/h) tomorrow. One of the destructive earthquakes recorded in the Philippines is the 1990 July 16 Ms7.8 Luzon Earthquake. On 16 July 1990, the killer earthquake hit and extensively devastated the City of Baguio and surrounding areas in the region. It is, so far, the most destructive earthquake on record within the Cordillera Region.

Filipina Champions of Resilience in 38th episode of ‘Stories for a Better Normal’ Series
MANILA, 16 March 2021 — In line with the celebration of the National Women’s Month, Filipina climate resilience leaders will gather virtually to put a spotlight on the innovative work of women in disaster risk reduction, climate change adaptation, and in national pandemic recovery on the 38th episode of “Stories for a Better Normal: Pandemic and Climate Change Pathways,” with the topic, “Juana Laban sa Krisis sa Klima at Pandemya: Kaya!”
The episode, hosted by three-term former Senator, now Deputy Speaker Loren Legarda, will air on Thursday, 18 March 2021, 10:00 AM via Facebook Live at facebook.com/CCCPhl and facebook.com/iamlorenlegarda.
Joining the online conversation are women champions of resilience, including Atty. Lesley Jeanne Cordero, Senior Disaster Risk Management Specialist of World Bank; Ms. Maricor Pauline De Guzman, a Climate Reality Leader and UN Volunteers Disaster Risk Reduction Officer of the United Nations International Children's Emergency Fund (UNICEF); Ms. Lara Jean Salaysay, a Climate Reality Leader and Project Development Officer of the Department of Education (DepEd); and Ms. Louise Mabulo, United Nations Environment Programme (UNEP) Young Champion of the Earth 2019.
In previous episodes, the online series featured different stories of Filipino people from various sectors and regions of the country coping up with the impacts of COVID-19 pandemic and climate crisis.
For this episode, Legarda and guests will highlight the extraordinary roles of ordinary Juanas in the society amid the COVID-19 pandemic, to inspire and empower women and girls to be champions of resilience in their own ways.
“When we empower women to ensure that they are able to adapt to climate and disaster risks and be leaders and active communicators in disaster risk reduction and climate change adaptation we do not only prevent them from becoming victims of disasters, but we also allow them to be champions of resilience,” said Legarda, who is a UNISDR Global Champion of Resilience, UNFCCC National Adaptation Plan Champion, and Commissioner of the Global Commission on Adaptation.
As an online discussion to promote health, environmental consciousness, and climate-adaptive practices, "Stories for a Better Normal" aims to change the mindset of individuals, families, and communities by demonstrating ways in which a ‘better normal’ can be realized within our communities.
