SAMTHING'S COOKING EPISODE 1 : PINUGUTANG HIPON
DA-BFAR Distributes Food Packs to 1,612 Fisherfolk in Cavite Affected by Bataan Oil Spill
Noveleta, Cavite, Philippines – [August 3, 2024] – The Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA-BFAR) has launched an initial relief effort to support the fisherfolk of Cavite Province who have been one of the coastal municipalities severely affected by the recent oil spill in Bataan. In response to the environmental disaster, DA-BFAR has distributed food packs to 1,612 beneficiaries, covering 100% of all registered fisherfolk in Noveleta as a part of the first wave of assistance.
The oil spill, which has significantly impacted the livelihoods of local fisherfolk, prompted immediate action from the DA-BFAR to ensure that those affected receive the necessary aid. The distribution of food packs is aimed at alleviating the immediate needs of the families while further support measures are being organized.
"Today's distribution is just the beginning of our comprehensive relief and recovery plan for the affected fisherfolk of Cavite," said Director Isidro Velayo, Officer-in-Charge of DA-BFAR. "We are committed to providing continuous support and working closely with local communities to restore their livelihoods and ensure sustainable recovery."
The food packs contain essential items including rice, canned goods, and other non-perishable food items that will help sustain the families during this challenging time. DA-BFAR acknowledges the resilience and strength of the fisherfolk community and assures them of its unwavering support. Further assistance programs, including livelihood restoration initiatives and environmental rehabilitation efforts, are currently being planned and will be rolled out in the coming weeks.
STATEMENT ON THE BATAAN OIL SPILL INCIDENT
The Bureau of Fisheries and Aquatic Resources (BFAR) 4A is actively monitoring the oil spill caused by the sinking of the Motor Tanker Terranova in Limay, Bataan. BFAR is continuously implementing efforts to address the spill and ensure a coordinated and effective response.
We urge the public to exercise caution when consuming fish from the affected areas due to the risk of petrochemical contamination. Sensory examinations revealed that fish from Noveleta and Rosario showed signs of petrochemical tainting, even before visible oil slicks were detected. Conversely, fish from Tanza, Cavite City, and Naic were deemed free of contamination at the time of sampling. To further ensure the safety of the consuming public, fish and shellfish samples are currently undergoing chemical analysis for the detection of Polycyclic Aromatic Hydrocarbons (PAHs).
In a recent interview with the Bureau of Fisheries and Aquatic Resources Central Office's Spokesperson, Mr. Nazer Briguera, he emphasized, "Ang pagpapasya tungkol sa pagdedeklara ng fishing ban ay nasa local government units na. Ang mandato ng BFAR ay siguruhin ang kaligtasan ng pagkonsumo ng isda sa mga apektadong lugar."
While no fishing bans or activity suspensions are currently being imposed in Tanza, Ternate, Naic, Cavite City, Rosario, and Noveleta based on current findings, we advise all residents to remain vigilant and cautious regarding the consumption of fish and seafood from this region.
Based on the Guidance on Sensory Testing and Monitoring of Seafood for Presence of Petroleum Taint following an Oil Spill by the U.S. National Oceanic and Atmospheric Administration possible attributes associated with petrochemical tainting of seafood are the following:
Odor: petroleum, diesel, kerosene, hydraulic fluid, l**e oil, dirty sour, solventy, chemical, pungent, acrid, burnt, creosote, piney, resinous, rubbery, phenolic, nose-sting
Flavor: pungent, petroleum fuel, kerosene, chemical, dirty sour, warm mouth-feel, oily or waxy mouth-coating
*** Because oils are hydrophobic, washing produce is insufficient as the oil can still seep into the fish's flesh and muscle. Ingestion of contaminated seafood may cause food poisoning (short term) or as carcinogen (long term).
Happy birthday BFAR CALABARZON's RD Sammy A. Malvas!

Agriculture Secretary Francisco Tiu Laurel, Jr. on Tuesday unveiled before Cabinet members his plan to increase agricultural productivity, lower food cost, ensure food security, and make farming and fisheries a more bankable investment alternative.
“Our goal is to modernize Philippine agriculture to spread benefits across the entire value chain. Farmers and fisherfolk should get fair value for their produce, prices of goods should be affordable, while traders, processors and retailers should be able to generate reasonable profits. It’s important to address the decades old inequity where farmers and fishers do not really benefit from the fruits of their labor. We also envision to make farming and fisheries viable for investors and a career option for young Filipinos,” he said.
To achieve this vision, the agriculture secretary laid out a three-year plan that involves:
– expanding and improving available agri-fishery areas to increase production
– mechanize and modernize agriculture and fishery production systems
– develop and improve post-harvest systems and infrastructures
– develop efficient logistics systems for input and production output
– improve and expand market access
– digitalization
– proper balancing of both the development and regulatory role of the Department of Agriculture
– strong partnership with farmers, fisherfolk, and the private sector
