Nakiisa ang Pamahalaang Lungsod sa ginanap na International Coastal Clean-up Day, kung saan ang mga kawani mula sa iba't ibang departamento ay aktibong lumahok sa paglilinis ng baybayin ng Mega D**e sa Barangay Dampalit.

Nakolekta ang kabuuang 467 sako ng basura mula sa kahabaan ng baybayin ng megadike sa pangunguna ng City Environment and Natural Resources Office (CENRO), katuwang ang Department of Environment and Natural Resources (DENR), mga departamento ng lokal na pamahalaan, Barangay, mga Volunteer Groups, Philippine National Police (PNP), at Bureau of Fire Protection (BFP).

Layunin ng International Coastal Clean-up na malinis ang mga baybayin hindi lang sa Malabon kundi buong mundo, mapabuti ang kalinisan ng mga karagatan, at itaas ang kaalaman tungkol sa epekto ng basura sa marine ecosystem. Nagsisilbi itong pagkakataon upang magkaisa ang mga komunidad sa pagtulong at pagprotekta sa kalikasan.

Ang pagkilos na ito ay nagpapakita ng ating sama-samang pagsisikap na protektahan ang kalikasan at mapanatili ang kalinisan ng ating mga dalampasigan, na mahalaga hindi lamang para sa ating komunidad kundi para sa ating mga Malabueño.

Malabon gov’t assures health workers, front liners of health emergency allowance for service during Covid-19 pandemic

The Malabon City government on Monday, September 23, assured heath workers and other front liners who provided aid in the city’s health and emergency response operations during the Covid-19 pandemic, that it will continue to coordinate with the Department of Health (DOH) for them to receive their Health Emergency Allowance (HEA).

This after request for updates regarding the said financial grant were received by city government from Covid-19 responders and other sectors.

Under Republic Act No. 11712, passed into law in April 2022, Health emergency allowance shall be given to health care workers and non-health care workers (including contact tracers and personnel who served in isolation centers, vaccination centers, city government, and other health facilities) aside from other mandatory benefits.

The HEA given to a health worker or front liner is based on the number he/she physically reported to duty or rendered service. The amount of financial grant given to them is based on the level of their “risk exposure” in the areas where they were deployed (low , medium, and high risk categories).

“Dahil nag-end si Covid for the Philippines as an emergency in July of 2023, so, doon din nag-end si Covid Allowance or HEA. Itong hinihintay ngayon is for some periods of 2021… some periods of 2022, and January to July of 2023. So lahat nung working within health or in the isolation or in the vaccination (sites) or in the office for that time are entitled, nag-iiba lang siya in terms of risk,” City Health Department Officer-in-Charge Dr. Bernadette Bordador said.

Dr. Bordador shared that on Sept. 13, the city already submitted to the DOH the required document including the list of names of the front liners and the pre-audited payroll (certain periods from 2021-2023) from where they were assigned during the pandemic, and they are waiting for the health agency’s approval.
She explained that once the documentswere approved, the city mayor will sign a memorandum of agreement with the DOH for the distribution of the HEA (around P76 million for Malabon) for around 1,533 Covid-19 health workers and non-health personnel.

“Right now, its not just Malabon waiting. There’s a lot of LGUs (local government units) waiting and even private companies,” Dr. Bordador said.

She added that they will coordinate with the focal person of the DOH to follow up regarding the status of the city’s Covid-19 front liners’ HEA.

“It’s coming, kaunting pasensiya lang sig**o about the timing pero dadating naman siya (the HEA),” Dr. Bordador said.

“Kami ay nagpapasalamat sa mga tumulong noong ang lungsod ng Malabon ay naapektuhan ng Covid-19 pandemic. Ang ating mga frontliners ay nagsakripisyo at nagbigay ng serbisyo sa mga Malabueño ng buong puso, may tapang at dedikasyon kaya asahan ninyo na aming tututukan ang inyong HEA sa pakikipag-ugnayan sa DOH, upang maibigay ito sa inyo. Lagi ring bukas ang tanggapan ng ating pamahalaang lungsod kung kayo man ay may kailangan. Huwag ho kayong mahihiyang lumapit sa amin at handa ang LGU na tumulong sa inyo,” City Administrator Dr. Alexander Rosete said.

Dagdag pa ni DOH Undersecretary Achilles Bravo, ang Notice of Cash Allocation (NCA) ay natanggap ng kanilang ahensya na nagkakahalagang P10.1 billion noong Hulyo 15, 2024, P9.8 billion noong Agosto at P 4.06 billion nitong Setyembre. Samantala, mayroon pang hinihintay na P2.9 billion para sa kabuuan ngayong Oktubre. Paglilinaw, ang inaasahang pondo (HEA) na nakalaan para sa Malabon ay hindi pa naipapadala ng DOH sa atin. Kasalukuyan pa itong pinoproseso. Ang mga huling requirements (konting pagbabago sa Attestation Letter) ay naisumite na noong September 13, 2024. Umaasa tayo na sa lalong madaling panahon ay mai-release na sa Malabon ang angkop na pondo upang ito ay agaran namang maipamahagi sa mga kawaning nagsipag-ganap noong panahon ng pandemya.

This Monday morning, Hon. Mayor Jeannie Sandoval, along with City Administrator and the concurrent head of City Housing and Urban Development Department Dr. Alexander T. Rosete have distributed Certificate of Entitlement for Lot Allocation (CELA) to 147 beneficiaries from Sanciangco St, Brgy. Catmon and Sitio Sto. Niño, Brgy. Baritan, as part of the initiatives of the local government to fulfill its promise to provide better housing and land projects for the Malabueños.

Dr. Rosete said that the CELA distribution is part of the city’s Programang Palupa para sa mga Walang Lupa that aims to grant Malabueños the land where their houses were built and ensure that they will be able to manage it properly while living in a safe and secure environment.

Malabon gov't on alert for TS 'Enteng,' urges village officials for pre-emptive evacuation of residents amid heavy rains

The Malabon City government urged the officials of the 21 villages in the city to conduct pre-emptive evacuation to keep their residents away from danger as it prepares safety measures during heavy rains caused by the southwest monsoonenhanced by "Typhoon Enteng."

The Malabon City Disaster Risk Reduction and Management Office said that it encouraged barangay officials to bring residents to the nearest evacuation areas as the water level in Tullahan River continues to rise which may cause flooding in different parts of the city.

Authorities from the La Mesa Dam also warned residents that water from the dam will be released once it reaches the spilling level. As of 12 a.m., the water level in La Mesa Dam is at 79.53 meters (80.15 m spilling level).

"Bilang Punong Lungsod ng Malabon, nais kong ipabatid sa ating komunidad na tayo ay nasa mataas na antas ng paghahanda habang papalapit ang Bagyong Enteng. Ang lahat ng rescue teams at mga tauhan ay naka-full standby at handang tumugon agad sa anumang emergencies na maaaring mangyari," Mayor Jeannie Sandoval said.

"Hinihikayat ko ang lahat ng residente na manatiling updated sa pamamagitan ng opisyal na mga channel at sundin ang mga protocol ng kaligtasan. Ang inyong kaligtasan ang aming pangunahing prayoridad. Magtulungan tayo upang masig**o ang kaligtasan ng lahat sa ating lungsod. Maging ligtas at alerto," she added.

On Monday morning, different city departments participated in the MDRRMC Pre-Disaster Risk Assessment on Tropical Storm Enteng meeting led by the MDRRMO to discuss plans, evacuation centers and operation, monitoring of water level in dams and rivers and other response operations

The meeting aims to ensure that all plans to address the needs of the residents during heavy rains will be implemented.

City Administrator Dr. Alexander Rosete said that the MDDRMO Command and Communication Center's monitoring and response operation continues to check the status of barangays and ensure the safety of Malabueños from heavy rains and the high tide. The Command and Communication Center is equipped with different cameras and other devices that help in monitoring flood levels and coordinate with different agencies during calamities and emergencies.

The MDRRMO said that all its Search and Rescue Trucks and rescue boats were prepositioned to be deployed in areas in case of flood.

The local government' "Libreng Sakay" vehicles were also prepared to be deployed to assist commuters and residents.

It also reminded the Malabueños to stay alert and bring umbrellas and wear boots in case they have to leave their homes while the city is affected by the flooding.
