The Non-Uniformed Personnel Affairs Office held an Oath-Taking Ceremony on 20 August 2024 for seven newly appointed and three newly promoted non-uniformed personnel. The ceremony, presided over by ๐๐ ๐ฅ๐๐๐ ๐๐๐๐๐ก ๐ ๐๐๐๐๐ก๐๐๐ก, Commander of the Coast Guard Human Resource Management Command, took place at the Headquarters of the Coast Guard Human Resource Management Command.
In his message, CG RADM DALANGIN extended heartfelt congratulations to all who took their oath, recognizing their dedication and commitment. He welcomed the new appointees to the PCG family, highlighting that, while the PCGโs culture may differ and sometimes necessitate decisions outside standard procedures, these practices are essential for effective public service. He also encouraged the newly promoted personnel to maintain high performance standards in accordance with Civil Service Commission requirements and reminded everyone of the core values reflected in the Panatang Makabayan and Panunumpa ng Lingkod-Bayan.
The reading of orders was conducted by the Coast Guard Adjutant, ๐๐ ๐๐๐ฅ ๐๐๐ฌ๐ฆ๐๐๐๐๐๐ ๐ ๐๐๐ฅ๐ฅ๐๐ฅ. Additionally, the Acting Chief of the Non-Uniformed Personnel Affairs Office, ๐ ๐. ๐๐ผ๐ฎ๐ป ๐ . ๐๐๐ผ๐ฟ๐ฒ๐, delivered the welcome remarks, emphasizing that this ceremony is more than a formalityโit represents a commitment to uphold the values and responsibilities associated with their roles. She underscored that their dedication to public service and contributions to the team are crucial to the organization's overall success.

The procession/walk for peace was led by REV FR CG COMMO LOWIE A PALINES, Commander, CGECS, and REV FR CG CDR FRANCIS ARIEL O SUALOG, Deputy Commander, CGECS and other officers, enlisted personnel, and civilian employees who walked and prayed in unison which symbolize unity, and solidarity.
Brother Kendrick Ivan B Panganiban, Lay-secretary Association of Catholic Shrines and Pilgrimages of the Philippines (ACSP) delivered an inspiring talk, emphasizing the importance and relevance of the Blessed Virgin Mary, the patroness of the PCG, Our Lady of Peace And Good Voyage.
๐๐๐๐: The Philippine Coast Guard (PCG) Commandant, CG Admiral Ronnie Gil L Gavan, presided over the donning and oath-taking ceremony of four newly appointed commissioned officers and one civilian employee at the National Headquarters, Port Area, Manila yesterday, 10 July 2024.
The commissioned officers are composed of psychometrician, pharmacist, lawyer and one member of U.S. Coast Guard Academy (USCGA) with the rank of Ensign, while the civilian employee is a licensed psychologist.

The Non-Uniformed Personnel Affairs Office conducted Troop's Information and Education on Civil Service Commission Memorandum Circular No. 4, s. 2024, titled "Grant of Career Service Eligibility โ Preference Rating to Specific Workers in Government Agencies Based on Length of Service and Work Performance," today, 18 June 2024, via an online platform.
Ms. ๐๐ข๐๐ก ๐ ๐๐ญ๐ข๐ฅ๐๐ฆ, the Acting Chief of the NUP Affairs, served as the speaker and provided an in-depth discussion on the mechanism that allows workers to become civil service eligible by granting additional points to their failed Career Service Examination (CSE) scores, based on their length of service and work performance.
This serves to inform non-uniformed personnel about the recent issuance of the Civil Service Commission memorandum, reaffirming the office's commitment to supporting their professional development and ensuring they have the necessary resources and information to succeed in their careers.

The Non-Uniformed Personnel Affairs Office celebrated its Founding Anniversary with a Recognition and Awarding Ceremony on 28 May 2024 at the NHQ PCG Function Hall. The event aimed to honor outstanding non-uniformed personnel for their exemplary service and dedication, highlighting their invaluable contributions to the Office.
In her Chiefโs Report, the Acting Chief of the Non-Uniformed Personnel Affairs Office, Ms. ๐๐ข๐๐ก ๐ ๐๐ญ๐ข๐ฅ๐๐ฆ proudly highlighted NUPAOโs accomplishments over the years. She emphasized the successful recruitment of regular non-uniformed personnel and the regularization of existing Contract of Service personnel. Various training and development programs have been implemented to enhance the onboarding experience, improve communication skills, and foster professional growth among non-uniformed personnel. Numerous activities have also been conducted to boost morale and welfare. Looking ahead, NUPAO will continue to enhance the recruitment process and provide essential career development opportunities to meet the needs of the organization.

The Non-Uniformed Personnel Affairs Office conducted a seminar titled "Personality Development in the Workplace" on Tuesday, 14 May 2024, at the NHQ PCG Function Hall. The event was attended by 40 non-uniformed personnel from various PCG units.
Ms. ๐๐ฅ๐๐ฆ๐ง๐ฌ๐ก ๐๐๐๐๐๐๐ ๐ ๐๐๐ง๐จ, our resource speaker, discussed the different types of personalities, explaining that an individual's character is the sum of their qualities and characteristics, which set them apart from others. During the seminar, participants engaged in exercises designed to test and understand their own personalities.
The seminar aimed to enhance team communication and empower supervisors to effectively showcase their capabilities, thereby facilitating career advancement. It also emphasized the importance of ongoing professional development, which includes honing skills, expanding knowledge, and cultivating new abilities. By encouraging proactive self-improvement, participants were motivated to seek opportunities for growth and contribute to the organization's success.

Following the Monday Morning Colors, CGHRMC awarded and recognized all the distinguished officers, men, and women of the Command for their dedication and commitment to service that reflects the core values of CGHRMC. The ceremony, marked by solemnity and respect, also served as a fitting platform for CG COMMO ROMMEL A. SUPANGAN, to announce his departure from the Command and express his profound appreciation for the unwavering dedication and commitment to service exhibited by the CGHRMC personnel during his leadership.
In his heartfelt address, CG COMMO ROMMEL A. SUPANGAN, extended his sincere gratitude to the CGHRMC personnel acknowledging their tireless efforts and unwavering support throughout his tenure as Commander. He emphasized two guiding principles that have anchored his leadership โ by having humility and attributing his success to the higher power that governs us all; "I thank God" and by having a sense of duty to the Country and PCG; "It is an honor to serve".

On 30 April 2024, the Coast Guard Human Resource Management Command (CGHRMC) completed Day 1 of its 3-day Strategy Refresh Workshop aboard HCGHRMC, #56 ML Quezon Street, Purok I, Brgy New Lower Bicutan, Taguig City. The Strategy Refresh is one of the best Performance Governance System (PGS) tools utilized by PGS Practitioners to measure its strategic performance and keep its strategies up to date.
The activity was led by the CGHRMC Commander, CG COMMO ROMMEL A SUPANGAN, with CGHRMC Deputy Commander CG CAPT CYNTHIA E ESQUIVIAS and CGHRMC Chief of Staff CG CAPT ARBIE T CASPILLO. The heads of Staff Offices, Core Function Units, and Service Support Units attended the event at the said venue, while the Human Resource Management Units (HRMUs) joined via online modality. The Deputy Commander of the Maritime Security Law Enforcement Command (MARSLEC), CG RADM ALLEN J DALANGIN, also graced the activity and shared his insights regarding the developments in the Command.
Initially, a PGS Refresher was presented to fortify the fundamental knowledge of the participants in PGS, providing a detailed discussion on the PGS Elements and a walkthrough of CGHRMC's PGS Journey. Subsequently, an overview of the Strategy Refresh was given, setting the stage for the forthcoming sessions. These sessions, scheduled on May 2-3, 2024, are aimed at delving deeper into Scorecarding and Roadmapping, crucial components in aligning CGHRMC's strategies with its strategic goals.

The Philippine Coast Guard (PCG) has recognized the two Iconic Coast Guard Juanas during the National Womenโs Month Closing Ceremony 2024 at the National Headquarters, Port Area, Manila, today, 25 March 2024.
CG Commodore Mitzie Silva-Campo was recognized as the Natatanging Juana ng Tanod Baybayin ng Pilipinas โGintoโ while CG Commander Angela Tobias was recognized as the Natatanging Juana ng Tanod Baybayin โTanso.โ
The said female officers were recognized for being the Juanas who continuously provide exceptional Coast Guard service.

Two female Coast Guardians have received Gawad Pilipino Awards in celebration of National Womenโs Month at Camp Aguinaldo in Quezon City, yesterday, 22 March 2024.
CG Lieutenant Commander (LCDR) Meche Bacea-Velez of the Coast Guard Aviation Command (CGAvCom) and Joy Dianne Gumatay-Padua of the Coast Guard Public Affairs Service (CGPAS) were recognized for their invaluable contributions in the field of maritime law enforcement and public service.
During the awarding ceremony, Gawad Pilipino Awards President, Dr. Danilo Mangahas, acknowledged the empowered Filipinas in government, private sector, non-profit organizations, culture, and arts for utilizing their knowledge, skills, and expertise in serving fellow Filipinos and promoting equality for all.
CG LCDR Bacea-Velez is the first female Coast Guard Aviatrix as Pilot-in-Command of BN Islander and CESSNA Grand Caravan, while Gumatay-Padua serves as a strategic and crisis communications specialist, focusing on protecting the PCGโs positive public image and preserving peopleโs trust.

๐๐๐๐: On 20 March 2024, the Coast Guard Human Resource Management Command (CGHRMC) and Veterans Federation of the Philippines (VFP) participated in the Philippines Veterans Affairs Office (PVAO) Benchmarking Session on Program to Institutionalize Meritocracy and Excellence (PRIME-HRM) and Performance Governance System (PGS) presided by PVAO Deputy Administrator ASEC Resituto L Aguilar aboard Veteran's Center, Camp Gen Emilio Aguinaldo Compound, Col Boni Serrano Ave, Quezon City.
Ms Mariciel E Estacio, Chief of Human Resource Development Division, and Mr Mark Gabriel V Solis, Head of Plans and Programs Section, shared the PVAO's PRIME-HRM and PGS Journey, respectively. Both speakers narrated how the two mechanisms guided them in achieving their organizational vision by implementing the strategies laid down in their Kagitingan Roadmap, emphasizing the significance of Human Resource as the organization's most important asset. Other key PVAO officials including Ms Lilibeth M Balagat, Ms Sharon G Antonio, and Ms Mary Aileen T Dumaguit also shared the practices of their respective offices focusing on Recruitment, Selection, and Placement (RSP), Learning and Development (L&D), Performance Management (PM), and Rewards and Recognition (R&R).
CGHRMC Deputy Commander CG CAPT CYNTHIA E ESQUIVIAS and Chief of Staff CG CAPT ARBIE T CASPILLO together with CGHRMC Core Function Unit and Non-Uniformed Personnel Affairs Office (NUPAO) Heads and Key Members, joined by VFP representatives, engaged with the speakers from PVAO to learn their best practices in Human Resource Management to further improve the quality of service delivered by the Command. This activity forms part of the CGHRMC's initiative to benchmark the practices of other local PGS practitioners in support of its own PGS Journey.

The Non-Uniformed Personnel Affairs organized a Basic Gender and Development Orientation on 20 March 2024 aboard Coast Guard Fleet, as part of the celebration of the 2024 National Womenโs Month.
During the orientation, ๐๐ ๐๐ก๐ฆ ๐ฅ๐ข๐๐๐-๐ ๐๐ ๐ก ๐ง๐๐๐ข, our resource speaker from the Coast Guard Gender and Development Center, delved into the roles, responsibilities, rights, and opportunities of men and women. She emphasized that Gender and Development isn't exclusive to women but is relevant to all genders.
The primary objective of this activity was to enhance the awareness of our non-uniformed personnel regarding gender and development. By providing insights into the significance of recognizing and addressing gender-related issues, the orientation aimed to foster a more inclusive and equitable environment within the Coast Guard community.

LOOK | During the Monday morning colors at the National Headquarters in Port Area, Manila on 18 March 2024, Ms. ๐๐ข๐๐ก ๐ ๐๐ญ๐ข๐ฅ๐๐ฆ, Acting Chief of Non-Uniformed Personnel Affairs, delivered a motivational message in connection with the celebration of National Womenโs Month.
โAs a Non-Uniformed member of the Philippine Coast Guard, I urge all women to break free from societal expectations and embrace their true potential. Gender equality is not just a womenโs issue; it is a human rights issue,โ Ms. Azores emphasized.
She further encouraged everyone, regardless of gender, to actively participate in fostering a more just and inclusive society. "Let us all strive to be the change we want to see in the world.
