Ang PUV Modernization Program ng pamahalaan na pinangungunahan ng Department of Transportation (DOTr) sa ilalim ng administrasyong Duterte at ipinagpatuloy sa kasalukuyan, ay may layuning repormahin ang sistema ng transportasyon sa bansa upang bawat mamamayan ay maka dama ng anila’y "ligtas at komportableng transportasyon" at "patas na regulasyon." Mula nang ito'y inilunsad noong 2017, may mga plano nang palitan ang mga tradisyonal na jeepney at iba pang PUV, bukod pa sa iminungkahing franchise consolidation, ng mga makabagong bus na tinatawag ding E-bus na siyang nagdudulot ng pangamba sa mga PUV drivers at operators.

Sa ilalim ng administrasyong Marcos Jr. ay mas naging mahigpit ang pamahalaan sa paghikayat sa mga operator na palitan ang kanilang mga jeepney at ikonsolida ang prangkisa ng mga ito upang maging sentralisado ang sistema at mabawasan anila ang polusyong dulot ng mga lumang makina ng mga tradisyonal na PUV. Sa kabila ng tila marangal na layunin na kaligtasan para sa mga commuters at operator, ang mga "modernized" jeepneys, ay higit na mas mahal at magastos para sa mga manggagawa at ordinaryong mamamayan.

Taliwas sa pangako ng gobyerno na “Babangon Tayong Muli”, ang modernisasyon ng PUVs ay nagdudulot ng banta sa kabuhayan ng daan-daang libong mga tsuper at operator na sumusuporta sa kani-kanilang mga pamilya. Sa halip na tulungang ayusin ang industriyang kanilang pinagkukunan ng hanap-buhay ay mas pinili ng gobyerno na magpatupad ng batas na ‘di makatao at walang pakundangang mga plano na nagbibigay ng kaunti at halos walang tulong sa mga PUV driver na Pilipino. Marahil sa planong ito ay magiging ligtas at komportable ang mga komyuter, ngunit paano naman ang pagiging patas ng regulasyon para sa mga kababayan nating nasa laylayan at ang tanging inaasahan ay ang kinikita mula sa pagmamaneho? Mahalagang muling suriin ng pamahalaan ang programang ito upang tiyakin na mapabuti ang kasalukuyang sitwasyon ng transportasyon sa ating bansa.

Ang THE POLITICAL SCIENCE FORUM (UST - TPSF) POLICY BOARD ay nakikiisa sa panawagan ng mga tsuper, operator, mga iskolar at researchers na muling suriin ang panukalang batas ng modernisasyon sa sistema ng ating transportasyon. Hindi sapat ang pangangarap ng modernisadong sistema ng transportasyon, dapat ang pagbabago ay nakaayon sa kakayanan ng mga taong maaapektuhan nito. Kailangan nating isulong ang mga polisiya na magbibigay ng mas magandang kinabukasan para sa lahat, hindi lamang para sa iilan. Tayo ay tumatayo bilang isa at nananawagan sa pamahalaan na pakinggan ang tinig ng mamamayan at tugunan ang daing ng ating mga kababayan.

🟠 UST-TPSF POLICY BOARD: Transparency Report on the 1st Term Budget Expenses

As we continue to traverse into the Academic Year 2023-2024, we stay true to our ideals of transparency and honesty. In light of this, the Policy Board in cooperation with several Committees under the TPSF Executive Board, worked together to come up with a cohesive and trustworthy transparency report on the expenses that the forum has incurred last semester.

Iba’t-ibang mga transport group ang nag-organisa ng mga kilos protesta bilang pagtutol sa nalalapit na deadline ng consolidation ng mga pampasaherong jeep ngayong December 31, 2023. Ayon sa kautusang inilabas ng Land Transportation Franchising and Regulatory Board (LTFRB), ang sinumang operator o tsuper na hindi makakasunod sa itinakdang huling araw ng consolidation ay matatanggalan ng prangkisa at hindi na makaka biyahe pa. Ayon sa grupong “Pagkakaisa ng mga Samahan ng Tsuper at Opereytor Nationwide” o PISTON, humigit-kumulang 28.6 na milyong komyuter ang maapektuhan sa buong bansa at 200,000 na mga tsuper ang nanganganib na mawalan ng trabaho. Ayon sa GMA News, mahigit 73.5% pa ng mga jeepney sa buong Metro Manila ay nanatili pang unconsolidated. Habang 9.5% pa lamang ang naaprubahang ruta ng LTFRB sa buong bansa. Habang nalalapit ang deadline ng consolidation, ang iba’t-ibang mga transport group ay nagpoprotesta para sa makatarungan, makatao, at accessible na modernisasyon at hindi pasan lamang ng mga jeepney drivers at operators ang bigat tungo sa modernisasyong pinaplano ng gobyerno. Ang palahaw ng mga driver at operator sa lansangan ay sumisimbolo sa bawat pamilyang Pilipino na humihingi ng tulong sa gobyerno upang alalayan ang mga karaniwang mamamayan sa mga kinakaharap na pagbabago at dagok sa ating bayan.

Kami, ang THE POLITICAL SCIENCE FORUM (UST-TPSF), ay nakikiisa sa panawagan ng mga tsuper at operator na mas palawigin ang napipintong deadline ng consolidation ng mga Jeepney upang mabigyan pa ng mas mahabang panahon ang ating mga pang karaniwang tsuper na makasabay sa pangangailangan ng panahon. Atin ding hinihimok ang gobyerno na pahabain pa ang deadline at bigyan ng mas malaking subsidiya’t naaangkop na tulong ang mga jeepney drivers at operators na nahihirapang makabuo ng kooperatiba at hindi makayanan bumili ng mga makabagong pampasaherong jeep, upang mabigyan ng naaangkop na panahon at mas maging madali para sa ating mga tsuper ang pag-transisyon mula sa tradisyunal tungo sa mga makabagong pampublikong transportasyon.

SPARTANS, halina’t sumama sa busina ng mga tsuper at operators upang ihinto ang napipintong deadline ng consolidation ng mga tradisyunal na jeepney sa ating bansa. Walang maiiwan, lahat la-larga patungo sa isang makabago at progresibong Pilipinas!

🟠 UST-TPSF POLICY BOARD: Rebranding of Name Transparency Report

Spartans once more!

Earlier this month, the UST Department of Political Science through the UST-TPSF, initiated a planning and the process of a rebranding of the UST Political Science Community from its former name: "Spartan Community". However, during the process, we have received comments from our constituents that led us to reevaluate the steps that we have taken and listen to the opinions of our fellow Pol-Sci students.

In light of the supposed name change and rebranding of the UST Political Science Community, we share with you the whole process and happenings that occurred leading to the current state of the issue.

Do you have any grievances you would like to report? We, The Political Science Forum - Policy Board, would like to help the whole Spartan community in addressing your concerns. Hence, we would like to introduce the Constituency Assessment Forms!

In accordance with the TPSF ACT No.1 s. 2022 - 2023, or the Constituency Assessment Act of 2022, the Policy Board will be mandated to create a more accessible grievance platform for the POLSCI Community. The Forms will be available for the whole Academic Year to address the concerns, grievances, and sentiments of the Spartan Community. From student to student to student to the Forum, the Policy Board would mediate and help you to address your grievances. Just answer the forms and wait for the Policy Board to address your concerns.

May this platform promote a more accessible grievance channel for everyone and increase the participation of Spartans.

Earlier this October, the members of The Political Science Forum – Policy Board had a meeting where the Chairman announced the appointment of the committee chairs and co-chairs. The four Policy Board Committees that will be working to fully represent the needs of the Spartan community have been distributed equally to all the members of the board.

📣 SPARTANS ASSEMBLE!

Did you know that the ICE ACT or the Institutionalized Class Elections Act is a mandated law within the The Political Science Forum to promulgate and regulate the class elections within the Department of Political Science to promote clean, fair, and honest elections. It also sets the duties and responsibilities of each officer of the block to further strengthen and give the officers a more clearer definition on what is their role within their respective block.

The elections will be held on August 29 & 30, 2023 and duly facilitated by the TPSF COMELEC Unit Commissioners.
