"ONSET OF THE RAINY SEASON"
The occurrence of scattered thunderstorms, the passage of Super Typhoon (STY) "BETTY" and the Southwest Monsoon (Habagat) over the past few days have brought widespread rains over the western sections of Luzon and Visayas which signifies the start of the rainy season in the country, especially over the Climate Type I areas. However, breaks in rainfall events (also known as monsoon breaks) may occur, which can last for several days or weeks.
Furthermore, a transition from ENSO-neutral to El Niño is favored in the next couple of months, with a higher chance of El Niño persisting up to the first quarter of 2024. El Niño increases the likelihood of below-normal rainfall conditions, which could bring negative impacts (such as dry spells and droughts) in some areas of the country. However, enhanced Southwest monsoon season (Habagat) may also be expected which may result in above-normal rainfall conditions over the western part of the country.

The Metropolitan Manila Development Authority (MMDA) and the Government Service Insurance System (GSIS) today signed a Memorandum of Agreement) for the temporary utilization of the Motorcycle Riding Academy site in Pasig City.
MMDA Acting Chairman Atty. Don Artes and GSIS President and General Manager Jose Arnulfo Veloso led the signing of the MOA which will allows the MMDA to use the 5,977-square meter vacant lot property of GSIS located at Doña Julia Vargas corner Meralco Ave., Barangay Ugong for a one-year period.
Under the accord, the MMDA shall clear the property of all impounded vehicles and will construct, renovate, and improve the site for the establishment of the Motorcycle Riding Academy, including the cost of maintenance and security services, which will generate P 1 million worth of savings for the GSIS.
Artes expressed his gratitude to the GSIS for the partnership.
"We are very grateful to the GSIS management for giving us the chance to fully realize the Motorcycle Riding Academy together with our other partners such as Honda Motorcycle Philippines and Watanabe Riding Development headed by coach Dashi Watanabe. Both gave technical assistance for the Academy," Artes said, noting that the number of motorcycles on the road are increasing.
According to the latest data from the MMDA Traffic Engineering Center, as of May 22, there are 174,934 motorcycles traversing EDSA – a 58.79% increase from the 110,167 motorcycles plying the highway during pre-pandemic period.
Veloso, for his part, said that the GSIS wholeheartedly supports the MMDA in this initiative which will provide riders basic training on handling motorcycles and following road and traffic rules.
“We are optimistic that the Motorcycle Riding Academy will encourage responsible driving and road safety among riders,” he said.
Veloso added that the GSIS is likewise ready to assist the MMDA in other areas of cooperation such as providing comprehensive insurance for its field personnel.
The MMDA is also in talks with the Technical Education and Skills Development Authority (TESDA) so the certificates to be issued by the Academy can be used in obtaining a driver's license. The agency is also in coordination with motorcycle ride-hailing services such as Grab and Angkas for priority employment of participants who will finish the course.
The Motorcycle Riding Academy, set to open within the third quarter of this year, will provide riders formal training on both theoretical and practical aspects of motorcycle riding as well as basic emergency response training.
It will be open to all interested participants for free and they will be given certificates upon completion of lectures, practical application, and Basic Emergency Response Course.

Mayruong hanggang Oktubre 31, 2023 ang bisa ng inyong mga driver's license na nangangahulugan na maaari po kayong magpa-renew ano mang araw sa panahon na ito nang walang multa.
Sakaling mahuli sa paglabag sa batas-trapiko, kikilalanin pa rin ng mga LTO law enforcer at deputized agents ang bisa ng inyong expired na driver's license.

The affected roads will be fully passable by 5am on Monday, May 8.
Motorists are advised to take other routes.

Inaprubahan ni Pangulong Ferdinand R. Marcos Jr. ang 90-araw na extension para sa SIM registration matapos ang isinagawang pagpupulong sa Malacañang ngayong araw, ika-25 ng Abril.
Ang extension ng SIM registration ay matapos hilingin ng mga telecommunications company na palawigin ang deadline para rito. Inaasahan naman ng Department of Information and Communications Technology - DICT na madadagdagan ng 15 hanggang 18 milyong Pilipino ang magpaparehistro sa loob ng extension period.
Huwag mo nang hintayin ang huling araw bago magparehistro, pumunta na sa mga official links o i-scan ang mga QR codes ng SIM Registration Portal upang magparehistro.

LTO: Pagbabawal sa mga hindi bakunadong indibiduwal sa pagsakay sa mga PUV sisimulan na sa NCR sa Lunes, maliban sa mga taong may medical condition at mga kumukuha ng “essential goods and services”
Sisimulan na ng Land Transportation Office (LTO) sa darating na Lunes, 17 Enero 2022, ang pagpigil sa mga pasaherong hindi pa nababakunahan sa pagsakay sa mga public utility vehicles (PUV) sa National Capital Region (NCR), sa ilalim ng utos ng Department of Transportation (DOTr).
Ang may eksempsyon sa panukalang ito ay mga indibiduwal na mayroong medical certificate na nagpapatunay na sila ay may medical condition na nagbabawal sa kanila na mabakunahan, at mga taong kumukuha o magdadala ng mga “essential goods and services” ang papayagan sa mga PUV dito sa NCR, ayon sa LTO Memorandum Circular na inilabas ngayong araw (13 Enero) para maisatupad ang DOTr Department Order No. 2022-001.
Ang kautusang ito ay sakop ang lahat ng uri ng PUV na nangangailangan ng Certificate of Public Conveyance (CPC) mula sa LTO, kabilang ang mga bus, jeepney, taxi, at iba pang uri ng pampasaherong sasakyan.
Maliban dito, ang mga tricycle naman ay kailangang maregula base sa mga polisiya ng mga Local Government Units (LGU) patungkol sa “No Vaccination, No Ride Policy”.
Ayon sa kautusang inilahad ng LTO, ang mga driver, operator, at iba pang tauhan ng mga PUV sa loob ng NCR, maging mga mula sa ibang rehiyon na papasok sa NCR, ay maaari lamang na magsakay ng mga pasaherong makakapagpakita na sila ay “fully vaccinated” na para sa COVID-19, at ang kanilang huling dose na nakasaad ay may dalawang linggo na ang nakalipas. Mabibigyan ng ticket ang mga lalabag sa kautusang ito mula sa mga tauhan ng LTO.
Ang mga tatanggaping katibayan ay orihinal o digital na kopya ng LGU-issued vaccination card o booster card, DOH-issued vaccine certification, o anumang dokumento na aprubado ng Inter-Agency Task Force against COVID-19 (IATF). Kailangan din na magpresenta ng valid IDs ng mga pasahero bilang pagkakakilanlan.
Samantala, ang mga mayroong medical condition na nagbabawal sa kanila na mabakunahan para sa COVID-19 ay kailangang may medical certificate na mayroong pirma at contact information ng doktor na gumawa nito.
Ang mga indibiduwal na kukuha at magdadala ng mga essential goods gaya ng pagkain, tubig, gamot, mga kagamitang medikal, public utilities, at iba pang kailangan sa pang araw-araw ay kailangang magpakita ng barangay health pass o iba pang patunay para sa pagbiyaheng isasagawa.
Kabilang sa utos ng LTO na dapat ay unipormado at mayroong pagkakakilanlan ang mga enforcers na magpapatupad nito. Ang lahat ng pasahero ay dapat tratuhin ng may kurtesiya, habang dapat ay mayroon nang basehan sa paglabag bago ang pagsita sa isang PUV.
Ang mga pasaherong may sintomas ng COVID-19 ay i-eendorso sa mga awtoridad at healthcare services para sa karampatang aksyon.

We appeal to the greater understanding of the public as we continue to implement strict enforcement of traffic management rules within our city’s roads. We do not tolerate reckless and irresponsible behavior of motorists passing through our city at the risk of endangering people’s lives.
It is disappointing that some motorists continue to disregard basic traffic rules and undermine the seriousness of our government in enforcing the regulations for everyone’s safety. Through our steadfast implementation of traffic rules and regulations, it is our objective to not only put order and lawfulness on our roads but also to instill discipline among motorists plying our streets. The numerous violations and the enormity of the penalties only emphasize the sad reality of our times and that is the lack of driver discipline and road safety awareness of motorists. We cannot allow this ignorance to continue, for the safety of everyone on the road.
By law, common carriers or operators and their drivers are expected to exercise the highest degree of diligence to safely transport their passengers at all times. It is part of the responsibility of operators to ensure that this level of extraordinary diligence is practiced by their drivers and that they strictly abide by traffic rules at all times for the safety of their passengers, other motorists as well as pedestrians. It is our duty, as the administrator of law and order in our jurisdiction, to ensure the strict implementation of our traffic rules and regulations and we cannot bend backward to anyone just because it has become an inconvenience.
