WATCH: Just three months into her job as a household service worker in Lebanon, OFW Anabelle Cardosa found herself caught in the escalating tensions between Israeli forces and Hezbollah. Her situation prompted her to avail of the Philippine governmentโs repatriation program and return home for safety.
Cardosa was among the 11 OFWs who arrived safely at NAIA Terminal 1 in Pasay City last night, November 3, 2024, through the government repatriation efforts. Upon arrival, all repatriates, including Cardosa, received immediate financial assistance from the DMW, OWWA, and DSWD. The DMW will further assist them in establishing livelihood or finding new employment opportunities, with additional support from TESDA.
Cardosa thanked the government for the unprecedented assistance she received, which she considers a huge help to her family back in Camarines Sur, which was recently devastated by Typhoon Kristine.

WATCH: OFW Leopoldo Esong, Jr. spent two years working in Israelโs hospitality industry to support his wife and child back home in Negros Oriental. However, the escalating tension in the Middle East has prompted him to avail of the Philippine governmentโs repatriation program and return home for his safety.
Esong narrates that he endured daily bombings near his apartment and witnessed the iron dome in action as missiles flew from Lebanon and Iran. His most traumatic experience was when a rocket exploded just 100 meters away, making him to realize that it was time to leave Israel for good.
Esong is among the 84 OFWs who arrived safely at NAIA Terminal 3 in Pasay City on October 30, 2024. He expressed his gratitude to President Ferdinand Marcos Jr. and to the whole-of-government team for facilitating their safe exit from Israel amidst the escalating Israel-Hezbollah conflict.

The employers engaged Secretary Cacdac on different policy and operational issues concerning labor migration from the Philippines to the United States. Secretary Cacdac assured the employers that the Department of Migrant Workers is continuing to address the concerns of employers on recruitment and deployment processes for Filipino job applicants and candidates.
Joining Secretary Cacdac in the meeting were Labor Attachรฉ Saul De Vries and Welfare Officer Mae Codilla. The employers were from the healthcare, education, seafaring, and other sectors employing professionals and skilled workers.

: The Department of Migrant Workers (DMW) Central Office in Mandaluyong City is open on October 31, 2024 until 12:00PM in accordance with the Presidential Memorandum Circular No. 67 s. 2024. This is to provide government employees the full opportunity to properly observe traditional All Saintโs Day and All Soulsโ Day activities, allow them to travel to and from different regions in the country, and promote domestic tourism.
The DMW will remain in operation on October 31 until the last client inside the DMW premises is served. This is to accommodate OFWs with appointments and those who need immediate services for their overseas employment documentation.
A skeletal workforce has been arranged to serve OFWs needing Landbased, Seabased, Balik Manggagawa, and selected government placement services.
Meanwhile, the Migrant Workers Airport Assistance Center (MWAAC) remains in operation even on holidays.
Full operations of the DMW will resume on November 4, 2024.

Eighty-four (84) overseas Filipino workers (OFWs) and one (1) dependent from Israel arrived home safe this afternoon, October 30, 2024 at NAIA Terminal 3 in Pasay City.
The repatriation of this batch brings to a total of 972 OFW returnees and 28 dependents who availed of the governmentโs voluntary departure program since 18 October 2023.
Migrant Workers Secretary Hans Leo J. Cacdac said a whole-of-government team welcomed the returning OFWs and provided them with immediate assistance and all the necessary support from the government, as directed by President Ferdinand R. Marcos Jr.
โThe President gave clear directives over last year to help our Kababayans, our OFWs, in at least four affected areas, Israel, Lebanon, the West Bank and Gaza. We stand continually ready to assist and support our kababayans who wish to go home for safety and security,โ Cacdac said.
The Secretary said the DMW, in close coordination with the Department of Foreign Affairs (DFA) through the Philippine Embassies in Tel Aviv and Beirut, is rigorously monitoring the situation in the Middle East to ensure the safety and welfare of Filipinos in the region.
There are around 2,000 OFWs in Northern Israel. All of them are constantly reminded to follow the instructions of the Israeli Home Front Command and heed the advice of the Philippine Embassy and Migrant Workers Office in Tel Aviv during emergencies.
The Philippine Embassy in Tel Aviv had already prepared evacuation plans for six districts in Israel while the Migrant Workers Office (MWO) in Israel has been tasked to provide transportation, provision of food, emergency supplies, and temporary shelter for affected OFWs.
The Philippine government has kept Israel under alert level 2, while Lebanon is under Alert Level 3. All Filipinos in the said areas are advised to prepare for evacuation if necessary. # # #

The Department of Migrant Workers (DMW) advised all its licensed local manning agencies deploying seafarers to cruise ships to strengthen its pre-departure orientation seminars by incorporating modules on the issues of child po*******hy and sexual violence.
The DMW received reports of the increasing incidents of arrests and detention of Filipino seafarers working onboard cruise ships in the United States due to child po*******hy and sex-related offenses.
โThe DMW is an active member of the IACAT and we do not tolerate any forms of exploitation of children, much especially if the circumstances involve our Filipino seafarers,โ Migrant Workers Secretary Hans Cacdac said.
The DMW issued, today, Advisory No. 33, Series of 2024, strongly advising all manning agencies to incorporate into their pre-departure orientation seminars the Republic Act No. 11930, otherwise known as "Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act" to protect every child from all forms of abuse or exploitation.
Cited in the Advisory are prohibited or unlawful acts under Section 4 of Republic Act No. 11930, which include among others (1) willfully subscribe, join, donate to, or support an internet site that hosts OSAEC or the streaming or live-streaming of child sexual abuse and exploitation; (2) possess any form of CSAEM; and (3) willfully access any form of CSAEM.
The United States federal and state laws also criminalize the production or promotion of child po*******hy and prosecute individuals who possess, view, transport, and distribute child po*******hy, even if committed within private areas.
All manning agencies and principals are directed to cooperate with law enforcement authorities that are investigating allegations of child po*******hy and other sex-related offenses. Likewise, to ensure provision of competent legal assistance and representation during search, arrest, custodial investigation, and preliminary hearings to their accused seafarers.
The DMW, meanwhile, urged all the Filipino seafarers to uphold the highest ethical manner during their employment and to not involve themselves in situations that may lead to the commission of sexual violence through subscription, possession, viewing, distribution, and selling that perpetuate exploitation of children. # # #

Under the directive of President Ferdinand R. Marcos Jr., a whole-of-government team welcomed the largest batch of repatriates composed of 233 OFWs with 13 dependents, and 21 Filipinos with 23 dependents. They were accompanied by MWO Attachรฉ to Alkhobar, Hector B. Cruz, Jr. from Beirut to Manila.
The repatriation of this batch brings to a total of 903 OFWs and 47 dependents from Lebanon who have been repatriated through the governmentโs voluntary repatriation program.

In compliance with President Ferdinand R. Marcos Jr.โs directive to evacuate Filipinos โby whatever meansโ in the midst of unrest in the Middle East, the Department of Migrant Workers (DMW), in close coordination with the Department of Foreign Affairs (DFA), chartered yesterday a flight to bring home safely 290 overseas Filipinos from Lebanon.
The 290 Filipinos (233 OFWs and 13 dependents; 21 OFs and 23 dependents) boarded Flight MYW9071 which took off Lebanon at about 2:00PM (Beirut time). They are expected to arrive Manila this morning, Saturday, 26 October 2024.
In his report to the President, DMW Secretary Hans Leo J. Cacdac disclosed that a chartered flight from Beirut to Manila, with a stopover at Doha, Qatar, has been arranged by the DMW, DFA, and the Philippine Embassy in Ankara, Turkiye, to ensure that Filipinos in Lebanon are taken out of harmโs way.
"The Philippine Embassy and the Migrant Workers Office (MWO) in Lebanon work hand-in-hand with the host government to facilitate travel documents for Filipinos to join this flight,โ Cacdac reported.
DFA Secretary Enrique Manalo likewise praised the cooperation between the two agencies and explained that the chartered flight was obtained through the assistance of the Philippine Embassy in Ankara. "We remain committed to the task at hand," he declared. He also emphasized the work done by other Philippine Embassies in the region - in Beirut itself and Doha - which allowed this flight to proceed.
In response to the escalating tension in Lebanon, President Bongbong Marcos had directed the DMW and other cabinet members to mobilize the resources and assets of the government to bring home Filipino workers from Lebanon.
With the anticipated arrival of 290 Filipinos on Saturday, this brings the total to 903 OFW repatriates and 47 dependents since October 2023. The DMW, MWO, and the Overseas Workers Welfare Administration (OWWA) facilitate the documentary requirements of OFWs with host country authorities and assist them with food, accommodation, and transportation requirements while awaiting repatriation schedules.
Additionally, the MWO is currently providing care for 69 Filipinos residing in shelters in Beirut, ensuring they receive food and other necessities.
โWe stand ready to assist those who are willing to be repatriated. We are encouraging OFWs to avail of the voluntary repatriation program. And sa pag-uwi nila, a whole-of-government approach ang nakahanda, as directed by the President, with unprecedented financial assistance and other forms of support under the Bagong Pilipinasโ, Cacdac said.
The DMW, through its AKSYON Fund, will provide financial aid worth Php 75,000 each to all repatriates, and additional Php 75,000 from OWWA, and Php 20,000 from the DSWD.
The DOH, meanwhile, is on standby to provide free medical consultations and psychological first aid to the repatriates.
The DMW, through its National Reintegration Center for OFWs, will also assist the repatriates in establishing their livelihood ventures or finding alternative employment opportunities, in addition to the free skills training vouchers from TESDA. # # #
๐๐๐๐๐ ๐๐๐๐๐๐๐ ๐๐ ๐๐๐๐๐๐๐๐๐๐๐๐. The Department of Migrant Workers (DMW) granted more than Php 4 million worth of financial assistance to 145 OFWs and their families in the SOCCSKSARGEN Region.
DMW Assistant Secretary Kiko de Guzman led the distribution of cash aid to OFW-beneficiaries under DMWโs flagship reintegration programs in the SOCCSKSARGEN Region, Monday and Tuesday this week.
The DMW team visited Isulan, Sultan Kudarat, Surallah, Koronadal, and Polomolok in South Cotabato, and General Santos City, to hand over the assistance to OFW beneficiaries. The DMW also personally visited sick beneficiaries to extend assistance. Among those helped was the family of an OFW who recently passed away.
Hatid-Kalinga intends to bring DMWโs welfare and reintegration services closer to OFWs and their families.

Migrant Workers Secretary Hans Leo Cacdac reminded licensed Philippine recruitment agencies to uphold the highest ethical standards in the recruitment and placement of overseas Filipino workers, during the Continuing Agency Education Program (CAEP) seminar today, October 24, 2024 in Pasig City.
The seminar series, which covered two batches of participants from October 23 and 24 was attended by 176 executives and managers of licensed landbased agencies. It aims to professionalize and enhance technical capabilities of authorized individuals engaged in the Philippine overseas employment program.
It is also the first face-to-face CAEP since the pandemic, using enhanced educational and training modules developed in collaboration with the International Organization for Migration (IOM).
Assistant Secretary for Licensing and Adjudication Services Jerome Alcantara, meanwhile, re-oriented participants on the Philippines overseas employment program, and urged them to actively take part in the continuous process improvements for streamlined and efficient services for OFWs.
Attendance to CAEP is one of the requirements for the renewal of the license of Philippine recruitment agencies.

๐ฆ๐๐๐ ๐๐ง ๐๐ข๐ ๐. Ten (10) Filipino crewmen of the M/V Minoan Courage arrived safely at NAIA Terminal 3 in Pasay City this afternoon, October 23, 2024, via Etihad Airways Flight 424.
They are the last batch of repatriated crew members from the 21 Filipino seafarers aboard the Greek bulker, which was struck by Houthi rebels on October 1, 2024, while traversing the Red Sea. The preceding batches composing the 11 seafarers arrived home last October 9 and October 13, 2024.
All of the seafarers are safe and were repatriated through the joint efforts of DMW and OWWA, in coordination with their licensed manning agencies and the shipowner.
The concerned manning agency also arranged hotel accommodations for the repatriated seafarers while they await for their scheduled psychiatric evaluations. All of them will receive all the necessary assistance from the DMW AKSYON Fund and OWWA.
DMW Seabased Accreditation Bureau Director Augusto San Diego III, along with OWWA Director Falconi Millar, and the manning agencyโs representatives led the welcoming of the seafarers.
Migrant Workers Secretary Hans Leo Cacdac, together with senior DMW officials, meets with members of the Overseas Land-based Tripartite Consultative Council (OLTCC) for advisement and consultation on the current policy issuances and bilateral concerns governing the recruitment and employment of land-based migrant workers.
The consultation precisely discussed OFWsโ employment situation in New Zealand, the No Placement Fee Policy for Workers for Qatar, and the process of whitelisting of foreign employers and recruitment agencies to enhance accountability and transparency in the deployment of OFWs.
The DMW Land-Based for OFW Concerns conducted the meeting today, October 22, 2024, at the PST Hall, DMW Central Office, Mandaluyong City.
WATCH: OFW Maria Conception Cordano, a household service worker in Lebanon for 17 years, thanks the Philippine government for facilitating their safe exit from Lebanon amidst the escalating Israel-Hezbollah conflict.
Cordano is among the 76 OFWs who voluntarily availed of the governmentโs repatriation program. They arrived safely at the NAIA Terminal 3 in Pasay City via Emirates EK 332 last night, October 20, 2024.
Each OFW returnee received immediate financial assistance worth Php 75,000 from the DMW AKSYON Fund, Php 75,000 from OWWA, and Php 20,000 from the DSWD. They also received an additional Php 20,000 each from the Office of Congressman Jun Acidre.
The DOH, meanwhile, provided free medical consultations and psychological first aid to the repatriates upon their arrival at the airport. All of them will also be assisted in establishing their livelihood ventures or finding alternative employment opportunities.
A total of 636 OFWs and 32 dependents have now been repatriated from Lebanon since the start of the Israel-Hamas conflict in October 2023.
