Occidental Mindoro State College joins the nation in the observance of the 2023 National Women's Month Celebration!

The 2023 National Women’s Month Celebration marks a juncture in the advancement of women’s rights as it launches a new recurring theme from this year to 2028: WE for gender equality and inclusive society. It sparks a renewed commitment to advocacy and banks on the gains achieved during the 2016-2022 theme, WE Make CHANGE Work for Women, which emphasized the need for compassionate and harmonized networks towards gender equality and women’s empowerment (GEWE).

The recurring theme also aligns with the Philippine Development Plan 2023-2028, which aims for “deep economic and social transformation to reinvigorate job creation and accelerate poverty reduction by steering the economy back on a high-growth path.” The plan also highlights that growth must be inclusive, building an environment that provides equal opportunities to all Filipinos and equipping them with skills to participate fully in an innovative and globally competitive economy.

We begin this new era of the National Women’s Month Celebration with the hope and ambition that WE are all for Gender Equality, WE are all for an inclusive society.

The Harmonized GAD Guidelines (HGDG) is a tool developed by the National Economic and Development Authority, Philippine Commission on Women, and the ODA-GAD Network to ensure that programs and projects undertaken by donors and the Philippine government in their various stages are gender-responsive.

This learning session focuses on using the HGDG tool to integrate GAD elements in the project development cycle. It presents the application of the HGDG assessment results in preparing the GAD Plan and Budget (GPBs) and GAD Accomplishment Report (GAD ARs), particularly in identifying mitigating strategies to address the gender gaps in the program/project design, implementation, management, monitoring and evaluation. The session hopes to make its participants appreciate the importance of the HGDG as a tool to influence the gender-responsiveness of agencies’ programs and projects significantly.

It also reviews GAD-related mandates that are imperative and essential in fully understanding the basis and history of the Gender and Development Approach in the country.

The age of sexual consent has been raised from 12 to 16! President Rodrigo Duterte signs into law Republic Act 11648 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act. This increases the age for determining the commission of statutory r**e and aims to protect children from sexual abuse and exploitation.

As part of the Women's Priority Legislative Agenda, the PCW has actively lobbied for the raising of the age of sexual consent during the 17th and 18th Congress.
