NAGKAKAISANG PAHAYAG TUTOL SA DEMOLISYON SA OLD TENNIS COURT, AREA 2!

MARIING KINOKONDENA ng UP Not For Sale Network at lahat ng mga lumagdang pormasyon ang tahasang panggigipit ng UP administration sa ating mga Shopping Center Stallholders at mga tangkang demolisyon nito sa Old Tennis Court. Inilalagay nila sa peligro ang buhay at kabuhayan ng ating mga manininda habang hindi pa naigagarantiya ng administrasyon ang pagkakaroon nila ng pwesto sa loob ng Dilimall na maka-masa ang presyo at alinsunod sa pinasukan nitong Memorandum of Agreement noong 2004.

Noong ika-5 ng Setyembre, naipakita ng UP Administration ang tahasang pagbabalewala nito sa kapakanan ng ating komunidad. Sa gitna ng matinding ulan at pagsalanta ng Bagyong Enteng, iniutos ng opisina ng UP Vice President for Development ng UP System ang pwersahang paggiba sa kabuhayan ng ating mga shopping center stallholders sa Old Tennis Court bilang bahagi sa tangkang pagpapalipat sa kanila mula sa kanilang mga puwesto upang magbigay daan sa pagtuloy sa konstruksyon ng parking lot para sa DiliMall.

Sa pangunguna ng UP Project Management Office, kasabwat ang Special Services Brigade ng UP Diliman, UP Diliman Police, at mga tauhan ng developers ng Dilimall, tinangkang magtayo ng bagong Perimeter Fence upang mabakuran ang bahagi ng Old Tennis Court na gagawing Parking Lot para sa Dilimall. Nagpasok sila ng mga bakal na pangbakod at nagputol ng mga puno sa loob ng pasilidad. Tinangkang pwersahan na ipalipat ang mga stallholders sa ibang bahagi ng Old Tennis Court ngunit hindi sapat ang espasyong binibigay sa kanila ng administrasyon ng UP at puro putik at damo pa ang pwesto. Nangangamba rin sila na paraan lamang ito upang mas mabilis silang mapaalis mula sa kanilang mga pwesto sakali mang magpatuloy ang pagbubukas ng DiliMall.

Tumaas pa ang tensyon noong maglabas ng martilyo ang isa sa mga construction worker. Nagkataasan din ng boses sa pagitan ng mga developer ng DiliMall at ilang miyembro ng komunidad matapos ipagpilitan ng demolition team na ipagpatuloy ang kanilang operasyon. Sa kabutihang palad, naidaan sa negosasyon ng mga miyembro ng UP Not For Sale Network at Rise 4 Education Alliance ang pagpapatigil sa demolisyon at iginiit na manatili ang mga manininda sa kanilang pwesto.

Sa kabila ng mga ganitong banta, nananatiling mahigpit ang pagkakaisa ng komunidad, kontra sa mga atake ng administrasyon at ang mga komersyal na interes na siyang inuuna nila bago ang kapakanan ng mga miyembro ng komunidad. Magbibigkis lalo ang komunidad ng UP laban sa komersyalisasyon at pagiibayuhin ang kampanya para sa isang pamantasang pinagsisilbihan ang bayan, hindi ang malalaking kapitalista’t negosyante. Mananatiling nagbabantay at nagmamatiyag ang komunidad laban sa komersalisasyon at iba pang porma ng neoliberal na polisiya sa ating edukasyon.

Sukdulang kinukondena ng UP DOST Scholars’ Association ang ibinalitang pagsapi ng Kagawaran ng Agham at Teknolohiya ng Pilipinas (DOST) sa National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) nitong nakaraang Budget Hearing noong Setyembre 5, 2024.

Isa ang NTF-ELCAC sa patuloy na nanggigipit sa pagkakaroon ng isang lipunang malaya at may hustisya. Ang kanilang mga aksyon ay malinaw na lumalabag sa karapatang pantao, kabilang ang walang-awang pamamaslang at panreredtag sa mga aktibista at mamamahayag. Ang ganitong layunin ay kailanman ay hindi tutugma sa mandato ng ahensiyang dapat ay tumutugon sa progresibong pagsulong ng agham at teknolohiya para sa masang Pilipino.

Sa halip na makisangkot sa NTF-ELCAC, marapat na unahin at bigyang-prayoridad ng DOST ang kapakanan ng mga iskolar. Mula noon, hinaharap ng mga iskolar ang matinding burukrasya sa proseso ng pagtanggap ng kanilang mga allowances, na nagdudulot ng mabigat na pasanin sa pag-aaral at pang-araw-araw na pamumuhay. Hindi dapat ipinapagsawalang-bahala ang usapin ng budget cuts na direktang nakaaapekto sa kinabukasan ng bawat mag-aaral!

Mga siyentista ng bayan, sama-sama tayong manawagan sa pagbawi ng pagkakasapi ng DOST sa NTF-ELCAC na una pa lamang ay wala namang siyentipikong batayan!

Warner Carag, an alumnus of UP DOST SA from Batch 2007A, is currently battling a serious health issue. A mass has aggressively formed in his right lung, and despite multiple biopsies, doctors still don't have conclusive results. They are awaiting new biopsy results, hoping to identify the underlying cause.

Warner's condition is further complicated by a troubling accumulation of fluid in his abdomen, making it difficult for him to eat, urinate, or defecate properly. This has caused swelling in his lower body, and he endures frequent, intense pain in his back.

To help drain the excess fluids, Warner is now on diuretics and has a urinary catheter. Regardless of these treatments, his condition remains serious, and the root cause of these complications is still unknown.

The budget for the second tranche of stipend is already in the UP Accounting Office. Upon receiving the disbursement vouchers from the mentioned office, UP DOST Core Group will immediately process the deposits to the scholars’ respective bank accounts. The target release of stipend is by the end of June.

UPDATE as of June 7, 2024:

The UP DOST Core Group still does not have the budget for the 2nd tranche of stipend from the DOST-SEI. They did a follow-up yesterday and it was said that the disbursement voucher is still with SEI’s accounting office.

While we do recognize the frustration with the delay, the UP DOST Scholars’ Association together with the UP DOST Core Group, are actively working to expedite the process and provide timely updates to the scholars.

OFFICIAL STATEMENT ON THE DELAY IN RELEASING THE REMAINING STIPEND OF UPD DOST SCHOLARS

The UP DOST Scholars’ Association (UP DOST SA) aims to address the recurring issue concerning the delayed stipends for UPD scholars. This delay has had a significant impact on our academic and financial well-being, and this statement, written in collaboration with the UP DOST Core Group, seeks to provide scholars with an update on the current status of the stipend and the actions being taken.

Eight batches of scholars have successfully received their first tranche of stipends. However, 22 students who submitted their requirements late were not included in the first batch. Due to the Core Group’s financial limits, they are also unable to release the remaining stipend from their office and are now awaiting as well for the second tranche.

The second batch of the stipends is still pending at the DOST-SEI. Last April 25, during the exit conference of the graduating UPD scholars, a member of the Core Group contacted DOST-SEI to expedite the release but received no response. However, it is worth noting that the other institutions in the NCR received their second tranche during this period, highlighting the irregularity of the distribution process.

On May 15, a report was submitted through the 8888 hotline, and the Core Group responded by stating that DOST-SEI had not yet allocated any funds for UP Diliman. The request for the disbursement voucher for the second tranche is ready and has been filed to the UP Accounting Office; however, without the requisite money from DOST-SEI, any disbursement request will not be processed and will ultimately fail.

Yesterday, May 20, the Core Group’s representative attempted to contact DOST-SEI for updates again, and fortunately, a response was received indicating that the budget request is now with the List of Due and Demandable Accounts Payable (LDDAP) cashier at DOST-SEI. A follow-up will be made this week to make sure that the request will be immediately signed by the cashier. Once approved, it will be forwarded to the Core Group for processing. The processing can take from two to three weeks.

The UP DOST SA stands firm in its advocacy to protect the academic well-being and welfare of DOST scholars and expresses dismay at the actions of the DOST-SEI. Recognition of the efforts made by the UP DOST SA and the UP DOST Core Group is hoped for, with a request to refrain from directing any criticism or attacks their way, as this matter falls beyond their jurisdiction. Both entities are committed to resolving these concerns through continued dialogues and coordination with DOST-SEI. We also call for the support of the UP community in demanding accountability from DOST-SEI for the delayed stipend as we strive to ensure that the scholars may study without the financial burdens. Together, let us exhaust all our efforts and make our voices heard.

Mariing kinokondena ng UP DOST Scholars’ Association ang malupit na pandarahas at pag-aresto sa anim na indibidwal nitong nakaraang mobilisasyon para sa Mayo Uno 2024. Sa tatlong naarestong mag-aaral mula sa UP, dalawa rito ay DOST scholars mula sa Kolehiyo ng Agham.

Ang pag-aresto ng kapulisan sa mga estudyanteng ito ay repleksyon ng patuloy na pagyurak sa karapatang pantao ng mamamayan. Naging malinaw ang ipinakitang karahasan ngunit ito ay pursigidong itinatanggi ng mga pulis. Lagpas labing-walong oras na ngunit hinaharap pa rin ng mga estudyanteng ito ang banta at takot sa loob ng kulungan.

Kaya naman, tumitindig ang organisasyon para sa Mayo Uno 6 na sila ay palayain mula sa ilegal na pagkakakulong! Kaisa ang buong UP DOST Scholars’ Association sa pagtatampok ng karapatan ng bawat indibidwal na lumaban para sa kapwa Pilipino!
