Many people β€œover breathe” which means they are inhaling more than they are exhaling. If you're not creating enough of an elevation of carbon dioxide in your bloodstream for proper oxygen exchange, you’ll constantly feel out of breath and try to inhale more - especialy at times of stress (ie. hyperventilation)

You actually need to exhale rather than inhale; fully exhaling also increases lung capacity for deeper breaths.
