Guidelines for Practical Driving Course (PDC):

Section 5. Practical Driving Course (PDC)

Practical instruction shall cover safe driving techniques through different road gradients and conditions, densities of traffic, and weather conditions.

The practical driving instructions shall not be less than eight (8) hours per driver's license code applied for. Holders of PDC certificate indicating DL Code 8 or 81 or 82 (light 4- wheeled motor vehicles with weight categories up to 5,000 kgs) may apply for other DL code/s under the said vehicle weight category, provided that he/she must pass the theoretical and practical driving examination administered by the LTO. The applicant may opt to bring his/her motor vehicle for the practical driving examination of LTO.

PDC for light and heavy vehicles shall be conducted for at least two (2) days while the 8-hour PDC for motorcycles (DL Code A and A1) may be conducted in one (1) day, provided that the student-driver has proven to have already acquired the knowledge based on the assessment by a practical driving instructor. The course outline for the PDC is attached herein as Annex C.

After the completion of the 8-hour PDC, the applicant shall be issued a PDC Certificate of Completion which shall be electronically transmitted in real-time to the LTMS though the Driving Institution Portal following the forms and biometric sign-off protocol provided
in this Memorandum Circular.

DSRs may be detailed to driving institutions authorized as PDEEC to administer practical driving examination, including the operation of a Special Purpose Vehicle, depending on the performance evaluation of the previous accreditation period. The practical driving examination administered by the DSR in PDEEC shall be credited to the application for a driver's license.

The licensed driver duly accredited by LTO, acting as an instructor to the student-driver, shall be equally responsible and liable as the latter for any violation of the provisions of the R.A. No. 4136 and for any injury or damage done by the motor vehicle on account
or as a result of its operation by a student-driver under his direction.

Under no circumstance shall a driving institution conduct a practical driving course for a student-driver who has not been issued a Student-driver's Permit.

A DL holder is allowed to learn and operate a motor vehicle with a DL Code other than what he/she is allowed to operate. Provided, that the said holder is accompanied by a duly licensed driver accredited by L TO as driving instructor, possessing the appropriate
license code for the desired type of motor vehicle.

New guidelines for Theoretical Driving Course - TDC:

The driving institution shall enroll the details of the client to the Land Transportation Management System (LTMS) using the LTMS Client ID to determine the starting date of the client's TDC. The applicant shall also need to register his/her biometrics before and
after every session for attendance purposes.

The driving institution shall provide and maintain an attendance sheet to record the actual presence of the applicant during the conduct of the face-to-face TDC and Written Examination or validation using the attached format (Annex B), and should be readily available for verification, investigation and audit.

The conduct of the mandatory 15-hour TDC shall be divided into two (2) sessions which shall be taken in two (2) separate days. The first session shall be held for seven (7) hours and the second session for eight (8) hours.

The applicant shall need to pass the examination administered after every session. The TDC final examination, which shall consist of 120 questions with an 80% passing score, shall be taken personally by the applicant in the authorized classroom of the driving institution. Applicants who have failed the final examination may retake the same.

After the, completion of the course and passing the final required examination, the applicant shall then be issued a TDC Certificate of Course Completion which shall be electronically transmitted in real-time to the LTMS though the Driving Institution Portal following· the forms and biometric sign-off protocol provided in this Memorandum Circular.

Theoretical instruction shall be conducted face-to-face inside the classroom of the
accredited driving institution.
