To celebrate and show its commitment to uphold the rights of persons with disabilities (PWDs) the Department of Health Ilocos Center for Health Development with the aid of the Latter-day Saint Charities distributed twenty (20) hearing aids and 60 wheelchairs respectively during the celebration of the National Disability Rights Week on July 18, 2024 in Bolinao, Pangasinan.
Ilocos CHD Regional Director Paula Paz Sydiongco said that the distribution of hearing aids is a special project of the Ilocos CHD and is part of the agency's support for persons with disabilities.
Beneficiaries of hearing aids worth P799,980 are from Basista, Urbiztondo, Aguilar, Lingayen, Mangatarem, Labrador, Tayug, Binmaley, Urdaneta City, and Alaminos City.
RD Sydiongco stated in her inspirational message.
Through this project, the DOH affirms its commitment to making its service universally accessible. RD Sydiongco highlighted the phrase of Sec. Teodoro Herbosa, which is โGusto namin na ramdam ng mga tao ang serbisyo ng Department of Health at gusto naming maabot ang lahat ng nangangailangan dahil sa Bagong Pilipinas, Bawat Buhay Mahalaga.โ
Mr. Fred Bentayo of Perdis Enterprise, the hearing aid supplier, provided an orientation on how to use the hearing aids. Part of the agreement was an annual visit to beneficiaries for a free hearing test and assessment.
Lifetime din po ang programming and cleaning nito,โ said Bentayo
While Mr. Roy Abellera, the program coordinator from ITRMC, demonstrated how to use the customized wheelchairs that will be given to the recipients from the Municipality of Bolinao.
1st District of Pangasinan Board Member Hon. Apolonia Bacay in her message stressed the need to take care of the devices that were received. Bolinao Mayor Hon. Alfonso Celeste expressed his gratitude to Ilocos CHD and other offices which made the occasion possible.
In June, President Ferdinand R. Marcos Jr. designated July 17 to 23 every year as the "National Disability Rights Week," strengthening the Philippines' commitment to uphold the United Nations Convention on the Rights of Persons with Disabilities.

All DOH hospitals and TRCs joined the IPC week celebration including the Treatment and Rehabilitation Center โ Dagupan (TRC-Dagupan), Treatment and Rehabilitation Center โ La Union (TRC-La Union), Ilocos Treatment and Regional Medical Center (ITRMC), Region 1 Medical Center (R1MC), Ilocos Sur Medical Center (ISMC), Conrado F. Estrella Regional Medical and Trauma Center (CFERMTC) and the Mariano Marcos Memorial Hospital and Medical Center (MMMHMC).
The activity targeted schools, communities including drug treatment and rehabilitation facilities and jails to accommodate the needs of persons deprived of liberty (PDLs).
This community engagement approach aimed to increase awareness and understanding of the importance of proper hand washing which is the most effective and affordable way to prevent diseases
A team of health professionals discussed the proper hand washing technique and provided essential information on when and how to wash hands.
A Kapihan sa DOH with the media, broadcasted live via Facebook,
was also conducted with the IPC core team of ITRMC to raise awareness about healthcare-associated infections (HAIs) and promote effective prevention strategies.
โThe DOH including its hospitals and treatment centers are committed to promoting good hand hygiene practices among its personnel and sharing these good practices to the community,โ Regional Director Paula Paz M. Sydiongco stated.
โRaising awareness and educating people on the importance of IPC prevents the spread of infectious diseases and achieves quality health care delivery.โ
โIt also promotes the development of appropriate behaviors toward infectious disease prevention and control such as regular hand washing, appropriate use of face-masks and social distancing,โ Sydiongco emphasized.
This yearโs IPC Week event highlights the critical role of Infection Prevention and Control (IPC) as the health department moves beyond the pandemic.

The Department of Health (DOH) distributed four (4) โBagong Pilipinas Mobile Clinicsโ to the provincial governments of Ilocos Norte, Ilocos Sur, Pangasinan and La Union during a turn-over ceremony held at the Clark Freeport Zone on July 10, 2024.
The mobile clinics, equipped with X-ray, ultrasound, hematology and chemistry analyzer, will be used to visit various barangays and also in the Purok Kalusugan Program of the DOH.
Regional Director Paula Paz M. Sydiongco said that these mobile clinics will provide healthcare services in the communities, especially in GIDAs (geographically isolated and disadvantage areas). โDelivery of healthcare services will be faster, easier, considering that not all rural health units (RHUs) are able to provide diagnostic procedures needed by the patients.โ she stated.
The mobile clinics will also be used during medical missions, disasters and calamities. They will be managed health personnel from the provincial health office of the recipient local government units.
The provincial government, on the other hand, will be incharge of the vehicle and will manage maintenance and repairs and ensure that the vehicle is always in good running condition.
The distribution of the Bagong Pilipinas Mobile Clinics was led by First lady Liza Araneta-Marcos and Health Secretary Teodoro J. Herbosa.
Among the governors present who received their mobile clinic, a Toyota Van 2024 model, were Ramon V. Guico III of Pangasinan and Raphaelle Veronica Ortega-David of La Union while the vans for Ilocos Norte and Ilocos Sur were received by their respective Provincial Health Officers in behalf of their governors.
The Bagong Pilipinas mobile clinics are part of the โLab for Allโ project of the First Lady which ensures that basic healthcare services are delivered to the people.
