PROMOTING A DRUG FREE REGION 1
PDEA Pangasinan - On November 8, 2024 at 8:00 o'clock in the morning, this office under the supervision of the Provincial Officer served as Subject Matter Experts during the 2nd Day of Strengthening the Institutional Capacities of Barangay Anti-Drug Abuse Council (SICAP BADAC) 3.0 to the remaining drug affected barangays of Pangasinan held at Pangasinan Training and Development Center 2, Lingayen, Pangasinan.
Present during the activity were DILG Provincial Director, PADAC secretariat, PNP, BADAC Chairmen, Barangay Secretaries and Barangay Kagawad from the municipality of Bani, Binmaley, Infanta, Pozorrubio, San Carlos City and Urdaneta City.
PBO discussed the steps in declaring Drug-Affected barangays as Drug Cleared and Roles and Responsibilities of BADAC.
Further after the discussion, a set of selected Barangay Chairperson from different municipality underwent mock deliberation to gauge their readiness to undergo actual ROCBDC deliberation.
PDEA Pangasinan - On November 7, 2024 at 8:00 o'clock in the morning, this office headed by the Provincial Officer attended and served as Subject Matter Experts during the conduct of Strengthening the Institutional Capacities of Barangay Anti-Drug Abuse Council (SICAP BADAC) 3.0 to the remaining drug affected barangays of Pangasinan held at Pangasinan Training and Development Center 2, Lingayen, Pangasinan.

Further, the Provincial Officer presented the National and Regional Drug Situation while PECI Officer discussed the Legal Bases and Institutional Policies for Illegal Drug Prevention in Barangays.
The said activity aims to strengthen the capabilities of the members of the BADACs by providing them with necessary knowledge, skills, and attitude to efficiently perform their duties and functions.
PDEA ILOCOS NORTE - At around 02:00 in the afternoon, November 6, 2024, PDEA Ilocos Norte Provincial Office attended the graduation ceremony of the 11 Balay Silangan drug reformists of Bangui, Ilocos Norte.
The ceremony was graced by Hon. Fidel A. Cimatu, Municipal Mayor, also present during the activity were Hon Marino Faylogna, Sanggunian Bayan Member; PCapt Marlon Lorenzo, COP, Bangui MPS; Mr Jaime Gregory Espina, MLGOO; Mr Azarel Calapini, MADAC Focal Person; Dr Evangeline De Guzman, MHO; Pastora Mae Acoba, Faith-Based Organization and other key officials.

La Union–Combined forces of agents of PDEA RO1 (Philippine Drug Enforcement Agency Region 1) and the local police ended the drug pushing career of Mecervic Lawrence Sotelo Jr. as they discovered more than three grams of Shabu in several sachets in a search warrant that was served on the working hours of the morning of November 5, 2024 at Barangay Bacani, Rosario La Union.
The search warrant was issued by RTC Branch 31, Agoo La Union, wherein the 33-year-old suspect was established to be target listed drug personality who is plying his illegal trade not only in his hometown but neighboring municipalities.
Various drug paraphernalia comprised of digital weighing scales, modified lighters, improvised tooters and aluminum foils were also found in the residence of Mecervic adding more charges against him.
Mecervic is facing charges of sections 11 “Possession of Illegal Drugs” & 12 or the “Possession of Equipment, Instrument, Apparatus and other Paraphernalia for Dangerous Drugs” under the Comprehensive Dangerous Drugs Act of 2002.
PDEA RO1 Regional Director JOEL B. PLAZA strongly lauded the coordinated efforts of the PDEA La Union, Regional Special Enforcement Team, La Union Drug Enforcement Unit of LUPO and other law enforcement counterparts for always staying abreast in keeping the communities safe.

PDEA ILOCOS NORTE - At around 07:00 in the morning, November 5, 2024, PDEA INPO personnel conducted Drug Abuse Prevention Education to the Person Deprived of Liberty (PDL) and personnel of BJMP Batac and Laoag City Jail, Ilocos Norte.
Furthermore, this office also provides assistance in the conduct of joint greyhound operation wherein no illegal drugs, drug paraphernalia and other prohibited items were found during the said operation.
PDEA BAGS EXCELLENT RATING IN ARTA REPORT CARD
The Philippine Drug Enforcement Agency (PDEA) garnered an “Excellent” rating in the 2023 Report Card Survey (RCS) 2.0 conducted by the Anti-Red Tape Authority (ARTA) pursuant to Republic Act (RA) 11032, or the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018”.
On account of the exemplary grade in the poll, PDEA became eligible to win the prestigious ARTA RCS Gold Award, thus joining the elite club of government agencies as first awardees of the distinction. A total of 860 government agencies were surveyed during the period.
Contributing heavily on the achievement of the excellent ranking are the initiatives of PDEA Regional Offices II, IV-A, VI, XI and XII in improving ease of doing business and upholding public service excellence.
Under RA 11032, all offices and agencies providing government services shall be subjected to an RCS to be initiated by ARTA, in coordination with the Civil Service Commission (CSC) and the Philippine Statistics Authority (PSA).
The RCS is a holistic tool that assesses the effectiveness of the Citizen’s Charter in reducing regulatory burdens and enhancing government service delivery through human resource systems and programs. Working as a feedback mechanism, the RCS also provides quantitative measures of actual government service rendered to the public such as compliance reports, survey questionnaire, inspection checklist, client satisfaction measurement, and awards and recognition.
Under the RCS 2.0 rating system, agencies with a rating of 95 to 100 percent are classified as “Excellent”; 90 to 94.99 percent – “Very Satisfactory”; 85 to 89.99 percent – “Satisfactory”; 80 to 84.99 percent – “Compliant”; 75 to 79.99 percent – “Needs Improvement”; and 74.99 percent and below, “requires thorough review of RA 11032 requirements”.
Despite the highest rating obtained in the ARTA survey, PDEA is not resting on its laurels and remains committed to reduce bureaucracy and red tape; expedite business and non-business-related transactions, while optimizing the delivery of public service.
In the 2022 RCS 2.0 pilot implementation, no government agency scored an excellent rating.
PDEA, LTO, PNP K9, DOH JOINT FORCES IN OPLAN: BIYAHENG AYOS UNDAS 2024
The Philippine Drug Enforcement Agency-Regional Office I (PDEA RO I), Land Transportation Office- Region 1 (LTO R1), Police Regional Office I-Regional Explosive and Canine Unit (PRO I-RECU), and Department of Health-Region 1 joint forces today, October 29, 2024, in the conduct of K9 Sweeping and surprise random drug tests for drivers and conductors at the bus terminals in San Fernando City, La Union, as part of the efforts to secure passengers traveling for the observance of All Saints' Day and All Souls' Day.
PDEA Regional Director, Director III Joel B Plaza said this activity aimed to ensure the safety of passengers who are going to the provinces and the daily commuters for the holidays and to prevent illegal drug traffickers to take advantage of the busy operations of bus terminals to transport illegal drugs.
The team conducted the simultaneous drug tests, K-9 sweeping and distributed IEC materials at Partas Bus Company Terminal, Pan Ilocandia Transport Cooperative (PITCO) Bus Terminal, and La Union-Pangasinan Transport Multi-Purpose Cooperative (LUPA) Bus Terminal, said city.
The long trips and fatigue of drivers is detrimental to the safety of the passengers, that it cannot be discounted with the possibility that they use illegal drugs to counter fatigue and keep them alert, as seen in the result of same activities conducted in the past years.
A total of 62 drivers and conductors were subjected to the random drug test, four drivers and five conductors tested positive for the use of shabu and ma*****na. They were immediately brought to the Ilocos Training and Regional Medical Center (ITRMC) for rescreening and confirmatory Test and later endorsed to the Treatment and Rehabilitation Center La Union for Drug Dependency Examination (DDE); and for LTO’s proper action as regards their driver’s and conductor’s license.

TRICYCLE DRIVER BUSTED IN PANGASINAN DRUG OPS
The joint operatives of Philippine Drug Enforcement Agency-Pangasinan Provincial Office (PDEA-PANGPO), and Dagupan City Police Station conducted a buy-bust operation that led in the arrest of a tricycle driver in Barangay Tebeng, Dagupan City, Pangasinan.
PDEA RO 1 Regional Director, Director III Joel B Plaza identified the suspect as Jonathan Dacanay Mendoza, a target listed drug personality, 37 years old, and a resident of Bacayao Norte, said city.
Seized during the operation were one piece of heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu weighing more or less 1.5 grams worth P8,000.00, a mobile phone, tricycle, and the buy-bust money.
A case for violation of Section 5 (Sale of Dangerous Drugs), Article II of RA 9165, or the Comprehensive Dangerous Dugs Act of 2002, will be filed against the suspect who is now detained at PDEA Pangasinan Provincial Office jail facility, Urdaneta City, Pangasinan.

Today, October 22, 2024, the Barangay Drug Clearing Officer of this office attended the DILG initiated Day 2 activity of Strengthening the Institutional Capabilities of the Barangay Anti-drug Abuse Council (SICAP-BADAC 3.0) of the 20 Barangays of Banna, Ilocos Norte, held in the Conference Room, Municipal Hall, Banna, Ilocos Norte.
The topics discussed were as follows:
1. Roles of the Barangays in the implementation of Barangay Drug-Clearing Program.
- Preparation of BADAC Watchlist
- Process of Preparation and Management of CBWL.
Afterwards, the awarding of certificates to the participants was done.
PDEA Pangasinan - On October 22, 2024 at around 8:00 AM, personnel of this office spearheaded by the Provincial Officer attended the 1st Pre-Implementation Coordination Meeting for Community-Based Drug Rehabilitation in Dagupan City held at Audio Visual Room, DOH-Drug Treatment and Rehabilitation, Dagupan City, Pangasinan.
Present were members from CHD1, DTRC, CHO, PDOHO, R1MC-PHU, CSWDO, BJMP and PNP Dagupan City.
The activity aims to address substance abuse and drug problem in the City and lay the ground work for a more coordinated and effective approach to community-based drug rehabilitation.
On October 21, 2024, the Barangay Drug Clearing Officer of this office served as resource speaker in the Day 1 acitivity of Strengthening the Institutional Capabilities of the Barangay Anti-drug Abuse Council (SICAP-BADAC 3.0) of the 20 Barangays of Banna, Ilocos Norte, held in Conference Room, Municipal Hall, Banna, Ilocos Norte.
The topics discussed were the following:
1. National and Regional Drug Situation
2. Legal Anchors and Institutional Policies for Illegal Drug Prevention in the Barangay
The said program was initiated by DILG, aiming to train the BADAC to strengthen and enhance their roles and capabilities in their barangay in relation to the relentless anti-illegal drug campaign.

PDEA FORCES, PNP NETS 2 DRUG PERSONALITIES IN LA TRINIDAD, BENGUET
The joint operatives of Philippine Drug Enforcement Agency Regional Office I-Regional Special Enforcement Service (PDEA RO I-RSET), PDEA-Cordillera Administrative Region (PDEA-CAR), and La Trinidad Police Station conducted a buy-bust operation that led in the arrest of two drug personalities in Barangay Pico, La Trinidad, Benguet.
PDEA RO 1 Regional Director, Director III Joel B Plaza identified the suspects as Vicente Langpew Morel, 27 years old, construction worker; and Kilino Aten-an Wakat 40, a farmer, both residents of Badeo, Kibungan, Benguet, who were arrested at around 2:50 PM on October 19, 2024.
Seized during the operation were six tubular formed dried ma*****na leaves weighing more or less six kilograms worth P162, 000.00, two mobile phones and the buy-bust money.
A case for violation of Section 5 (Sale of Dangerous Drugs), Article II of RA 9165, or the Comprehensive Dangerous Dugs Act of 2002, will be filed against the suspects who are now detained at PDEA CAR jail facility in Camp Bado Dangwa, La Trinidad, Benguet.

6 DRUG PERSONALITIES ARRESTED; DRUG DEN DISMANTLED IN SUCCESSIVE PANGASINAN SEARCH
Six drug personalities were arrested in a successive implementation of search warrant by joint operatives of the Philippine Drug Enforcement Agency RO I - Pangasinan Provincial Office (PDEA RO I-PANG PO), and Dagupan City Police Station.
PDEA RO 1 Regional Director, Director III Joel B Plaza, identified the suspects as:
1) Ella Mae Astrero Rivo, 27 years old, beach cottage owner, and resident of Tondaligan, Bonuan Gueset, Dagupan City, Pangasinan, arrested at around 11:37 AM in said place; and
2) the drug den drug personalities namely:
a. Anthony Sanchez Tuates, alias Ranny Ombae, 50 years old;
b. Jomar Celeboza Mola, 41;
c. Rene Orlanda de Guzman, 43;
d. Alfredo Mamatsiya Cabubas, 43; and
e. Jessie Jhon Ilagan Medio, 29; all residents of Bonuan Gueset, Dagupan City, Pangasinan, arrested at around 11:05 AM.
The suspects were arrested today, October 18, 2024 in same barangay.
Seized during the search operation at the residence of Rivo were 18 pieces of heat-sealed transparent plastic sachet containing white crystalline substance suspected to be shabu, weighing more or less 13 grams worth P33,800.00, two pieces of plastic sachet containing shabu residues, two pouches, and a black shoulder bag.
On the other operation conducted at the residence of Tuates turned drug den, confiscated were eight pieces of heat-sealed transparent plastic sachet containing suspected shabu weighing more or less 6.6 grams, worth P17,160.00, several drug paraphernalia, cash amounting to P420.00, and three pouches.
Cases for violation of Section 5 (Sale of Dangerous Drugs) for suspect Rivo; Section 6 (Maintenance of Drug Den), Section 7 (Drug Den Employee and Visitor), Section 12 (Possession of Drug Paraphernalia), Section 13 (Possession of Dangerous Drugs During Gathering/Party/Meeting), Section 14 (Possession of Drug Paraphernalia During Gathering,Party/Meeting), and Section 15 (Use of Dangerous Drugs), Article III of RA 9165, or The Comprehensive Dangerous Drugs Act of 2002, will be filed against the suspects who are now detained at the PDEA RO I detention facility in Camp Diego Silang, Carlatan, San Fernando City, La Union.

PDEA Pangasinan - On October 18, 2024 at 8;00 AM, PECI Officer under the supervision of the Provincial Officer along with members of the PDEA RO1 - Intelligence and Investigation Section and Atty. Samuel Poking of LPU conducted Community Coast watch Seminar to fisherfolks and barangay officials of Bolinao held at Cris Del Mar, Luciente 1, Bolinao, Pangasinan.

DRUG OPERATIVES DESTROYS P2.9M WORTH OF MA*****NA PLANTS IN BENGUET ERADICATION OPERATION
Two million nine hundred eighty eight thousand seven hundred pesos (P2,988,700.00) worth of ma*****na plants were destroyed during the conduct of joint eradication operation by PDEA RO I – La Union Provincial Office (PDEA RO I-LUPO), PDEA CAR Ifugao Provincial Office (PDEA CAR-IPO), and La Union Police Provincial Office - 1st La Union Provincial Mobile Force Company (LUPPO-1st LUPMFC) in Barangay Badeo, Kibungan, Benguet.
PDEA RO I Regional Director, Director III Joel B Plaza said the team uprooted and destroyed 11,200 pieces of fully grown ma*****na plants, and 28,700 pieces of ma*****na seedlings from five plantation sites with a total land area of approximately 2,100 square meters on October 16-17, 2024.
The ma*****na plants were destroyed and burned on-site right after the operation.
