The Office of University Extension Services (OUES) proudly shares notable stories of impactful community service of Tarlac State University's faculty members and non-teaching personnel through the quarterly releases of Vantage, OUES' official newsletter.

Through the Technology and Knowledge Management Department, the OUES officially publishes the 3rd and 4th Quarterly releases of Vantage.

The aforementioned publications highlights stories of altruism and activities of service in the latter part of 2023.

To give the Department of Information and Communication Technology (DICT) the ability to accomplish coding tasks related to programming in the Python language as well as to help participants who have no previous experience with other programming languages and to empower them with up-to-date Python programming knowledge and to meet the demand for computer programming course, the ICT Literacy and Competency Development Bureau - Department of Information and Communication Technology (ILCDB โ€“ DICT) Region 3 hosted a one-week training and lecture on python programming essential course: training of trainers for DICT and Faculty and Staff of CCS on October 9 to 13, 2023 at Tarlac State University - College of Computer Studies (TSU-CCS) Audio Visual Room

Faculty Expert Service Providers from the College of Computer Studies, Mr. Joselito T. Tan, an industry expert in Python programming shared his knowledge in the Python programming essential course. While Dr. Marlon V. Gamido, Prof. Edjie M. De Los Reyes and Mr. Julius Caesar C. Ramos from the College of Computer Studies facilitated the said training and Ms. Ofelia T. Borral from DICT took the role of master of ceremony.

This comprehensive training program aims to empower educators and trainers with the knowledge and skills required to effectively teach Python programming and to empower them to not only grasp Python but also effectively convey their knowledge to future learners.

โ€œWe are honoured to welcome all the participants who have gathered here today for this lecture and training. It is truly a privilege to have the opportunity to learn from such an experienced and knowledgeable speaker. Let's open our minds and hearts to new ideas as we come together to learn new facts and share knowledge.โ€ Mr. Edwin C. The Python Programming Course - Training of Trainers at TSU CCS offered a comprehensive learning experience that featured a range of topics, hands-on exercises, and collaborative learning. Below are some of the key highlights:

1. Fundamentals of Python: The training began with an introduction to Python, covering basic syntax, data types, and control structures. This foundation laid the groundwork for participants to understand the language's core concepts
2. Advanced Python Programming: As the training progressed, participants delved into more advanced topics, such as object-oriented programming, file handling, and modules. These sessions provided a solid understanding of Python's capabilities and how to leverage them effectively.
3. Real-World Applications: Mr. Tan, as the resource speaker, shared real-world applications of Python in various fields. He demonstrated how Python is used in web development, data analysis, machine learning, and automation, providing participants with insights into the language's practical applications.
4. Hands-On Learning: The course featured numerous hands-on exercises, enabling participants to practice what they learned. This experiential learning approach ensured that attendees not only understood the theory but also gained practical skills.
5. Collaborative Learning: The facilitators, Dr. Gamido, Mr. Ramos, and Prof. De Los Reyes fostered a collaborative learning environment. Participants were encouraged to work together on projects, share ideas, and troubleshoot issues, promoting a supportive and cooperative atmosphere.
6. Certification: Upon the successful completion of the program, participants received certificates, recognizing their achievement and proficiency in Python programming.

The Training of Trainers initiative is crucial in ensuring that the knowledge and expertise in Python programming are effectively disseminated to the broader academic and professional community. By equipping trainers with in-depth knowledge and practical experience, they become better equipped to educate future generations of Python developers. This, in turn, contributes to the growth and advancement of technology within the region.

โ€œI would like to thank Mr Joselito T. Tan for giving us challenges everyday and also the participants of this training, thank you very much for being here from day 1 up to day 5. On behalf of Dr. Alvincent E. Danganan, the CCS Dean Kami po ay lubos na nagpapasalamat. For the 5 days as a participant even we are already in a faculty teaching programming language, python is very helpful for us.โ€ Dr. Rogel L. Quilala, the Associate Dean of the CCS said in his closing remarks.

The Python Programming Course - Training of Trainers at TSU CCS served as a prime example of how educational institutions and government agencies can collaborate to enhance the technological skills of their workforce. The participants, including DICT members and CCS faculty, are now better equipped to pass on their knowledge, fostering a culture of continuous learning and innovation in the field of Python programming.

Furthermore, this completed extension activity of CCS contributes to Sustainable Development Goals, specifically SDG 4: Quality Education, SDG 8: Industry, Innovation, and Infrastructure, SDG 11: Sustainable Cities and Communities and SDG 17: Partnership for the Goals. In conclusion, the Python Programming Course - Training of Trainers at TSU CCS was a significant step toward advancing technological education in the Philippines. It not only empowered trainers and educators with the skills and knowledge needed to excel in Python programming but also set the stage for further growth and development in the field of computer science and information technology. In a significant step towards strengthening community ties and promoting educational development, the Tarlac State University - College of Computer Studies (TSU-CCS) and the Municipality of Anao joined forces to sign a Memorandum of Agreement (MOA) earlier today, October 19, 2023.

The MOA signing ceremony, held in the heart of Anao, marked a pivotal moment in the partnership between these two entities, aimed at fostering collaboration and mutual growth.

The TSU-CCS was represented by Dr. Alvincent E. Danganan, college dean; Dr. Rogel L. Quilala, associate dean; Mr. Lito Alexis M. Tolentino, the project overall head; Mr. Joselito T. Tan, BSCS chairperson; Mr. Gilbert G. Gonzales, BSIT chairperson; Mr. Julius Caesar C. Ramos, the College Extension Department Head, and Mr Jhayvi C. Dizon, of the OUES.

Meanwhile Hon. Gian Pierre O. De Dios, the municipal mayor of Anao and Mr. Alberto Rubilla, the municipal administrator, were present to sign the MOA to represent the Municipality of Anao.

"Bagamat kami ay maliit na bayan, I am happy to share that we are only just waiting for the validation for the Seal of Governance Award. Looking forward to working with Tarlac State University - College of Computer Studies. Salamat po sa suporta po ninyo" Hon. De Dios highlighted in his words of appreciation.

TSU-CCS, known for its excellence in computer studies and information technology, will extend its expertise to the Municipality of Anao to enhance digital literacy and access to technology within the community. This collaboration not only promises to empower local residents with essential skills but also opens up avenues for future research and innovation.

Additionally, the agreement signifies a commitment to joint projects that address community needs, such as ICT training, consultation, multimedia, software development and infrastructure development.

The MOA, signed by key representatives from both TSU-CCS and the Municipality of Anao, outlines a comprehensive plan for cooperation in various domains, particularly in Information and Communication Technology, and community development.

In a bid to accelerate its digital transformation and enhance its competitive edge to be among the 25 Digitals Cities in 2025, the Tarlac City Government recently hosted a two-day workshop in Bagac, Bataan focused on conducting SWOT (Strengths, Weaknesses, Opportunities, Threats) and Gap Analysis, followed by the formulation of a comprehensive Implementation Plan. The event took place on September 12-13, 2023, and brought together key stakeholders from the public and private sectors.

The program of activities for the workshop was carefully structured to ensure maximum engagement and productivity. Mr. Edwin G. Mendoza, Provincial Head of the Department of Information and Communications Technology (DICT) Tarlac Provincial Office, delivered the opening remarks, emphasizing the significance of the workshop in the context of Tarlac City's journey towards becoming a Digital City. Hon. Maria Cristina Cuello Angeles, Mayor of Tarlac City, delivered a video message of support, underscoring the city's commitment to embracing technology for progress.

Acknowledgment of the participants, including representatives from the Local Government Unit (LGU), highlighted the diverse group of individuals and organizations present at the workshop.

The heart of the event was the Digital Cities Program Presentation by the ICT Industry Development Bureau of DICT Region 3. This presentation shed light on the program's objectives and its potential impact on Tarlac City's digital landscape.

Dr. Marlon V. Gamido from Tarlac State University took the reins as the workshop facilitator for the SWOT and Gap Analysis sessions. These critical exercises aimed to identify the city's strengths, weaknesses, opportunities, and threats in the four (4) areas the Digital Cities: talents, infrastructure, cost of doing business and business environment. Participants engaged in productive discussions and collaborative problem-solving, fostering a holistic understanding of Tarlac City's ecosystem. The SWOT and Gap Analysis sessions ensured that every aspect was thoroughly examined and assessed. Representatives from each categoryโ€”Talent, Infrastructure & Cost, and Business Environmentโ€”presented their findings from the SWOT and Gap Analysis sessions. These presentations laid the foundation for the subsequent development of strategic and implementation plans. Participants also focused their crafting of the Implementation Plan, guided by Dr. Marlon V. Gamido's expertise. The sessions were marked by intensive brainstorming sessions, group discussions, and the formulation of concrete action plans designed to propel Tarlac City into a digital hub.

The workshop concluded with representatives from each category presented their strategic and implementation plans. The plans encompassed a range of initiatives, from digital skills development to infrastructure enhancement and business environment improvements.

Dr. Marlon V. Gamido wrapped up the event by summarizing key takeaways and highlighting the importance of continued collaboration among all stakeholders to realize the city's digital vision.

The workshop's closing remarks were delivered by a member of the Tarlac ICT Council, who expressed gratitude to all participants and reiterated the commitment to turning Tarlac City into a thriving digital city.

The Tarlac City SWOT, Gap Analysis, and Implementation Plan Workshop provided a platform for constructive dialogue, collaboration, and strategic planning. It is expected that the insights and plans developed during this event will serve as inputs to the roadmap for Tarlac City's digital transformation, positioning it as one of the frontrunners in the digital landscape of the Philippines.

The Tarlac State University - College of Computer Studies (TSU-CCS) continuously extends its help to the community with the use of Information and Communications Technologies (ICT). Potterโ€™s Hand Processed Food is one of the Micro Food Processors they helped. On June 6, 2023, The College of Computer Studies conducted a technology transfer and training on the usage and maintenance of their website. The activity was held in Deanโ€™s Office Conference Room. The activity aims to provide knowledge to potterโ€™s hand processed food (beneficiary) on the usage and maintenance of their newly transferred/developed technology to be used in their business respectively.

Faculty Expert Service Providers from the College of Computer Studiesโ€™ Bachelor of Science in Information Technology Department, Mr Nicolas Z. Diaz, Jr., Ms Jo Anne G. Cura, Mr Nomar R. Lapitan, Ms Karizza D. Felix and Ms Kim Shaira B. Casimiro headed the said extension activity and assist on the conduct of training on the usage and maintenance of the website.

Moreover, Mr. Nomar R. Lapitan, an information technology instructor imparted his knowledge on the usage and maintenance of the website of Potterโ€™s Hand Processed Food. His discussion aims to guide and train the beneficiary on how their newly transferred technology works and how will it be maintained.

In general, the technology is concluded and ready to be used to improve the marketing strategy of Potterโ€™s Hand Processed Food. The new transfer technology enabled the customer and the owner to view the product and its details, be updated and send feedback whenever needed.

On May 1, 2023 โ€“ June 30, 2023, the Tarlac State University - College of Computer Studies conducted a Domain Registration and Website Hosting for LARA Driving School at Barangay Ligtasan, Tarlac City. This activity aims to provide guidance to the beneficiary in registering a domain name and hosting their newly developed website, which will help their company/business create an effective online presence while delivering high-quality information and services to clients.

Faculty service expert providers from the College of computer studies of Tarlac State University, namely Ms Regina P. Arceo, Ms Xylyn Joy P. Abrajano and Prof. Dennis Y. Virtudazo headed the extension activity. With their help and assistance, they were able to present and discuss their assigned tasks which led to a successful extension activity.

The actual accomplishment of the team:

โ€ข Meet the beneficiary for the registration of the websiteโ€™s domain and hosting and presentation of the Phase 3 Proposal
โ€ข Assist the beneficiary in selecting and purchasing the best hosting and domain application for the organization.
โ€ข Present the final website already uploaded on the internet with the chosen domain name.
โ€ข Train the beneficiary on how the website works and how will it be maintained.
โ€ข Turn over the website to the beneficiary which will officially be utilized by the organization's staff and customers.

Moreover, On May 13, 2023, Faculty Service Expert provider from BS Information Technology Department, Ms. Regina P. Arceo, presented the initial website of LARA Driving School at silayan center, Barangay Ligtasan, Tarlac City and train the beneficiary on how the website works and how will it be maintained.
On June 2, 2023, the team turn over and presented the official website of LARA Driving School thru zoom application and guided the beneficiary in domian registration and hosting of their newly developed website, which will officially be utilized by the organization's staff and customers.

This kind of extension activity will benefit the LARA Driving Schoolโ€™s staff and employees in managing their data efficiently and in developing and strengthening their work productivity. The purpose of this project is to assist the beneficiary in setting up their newly created website's hosting and domain name registration, which will assist the organization build an authoritative online presence and provide customers with excellent goods and services.

JUST IN: Another licensing agreement was signed between Tarlac State University (TSU) through the Office of Technology, Development, Transfer, and Commercialization (OTDTC), and Lara Driving Lesson through Mr. Arnold S. Calibo and Ms. Lanie M. Mangaya.

Lara Driving Lesson is a partner beneficiary of TSU through the Office of University Extension and Services (OUES) and the College of Computer Studies (CCS). The beneficiary adopted a website made by the CCS faculty members: Ms. Xylyn Joy P. Abrajano, Ms. Regina P. Arceo, and Mr. Dennis Y. Virtudazo.

On June 15, 2023, Dr. Marlon V. Gamido, Dr. Heidilyn V. Gamido, and Prof. Valarie D. Simbol, technical consultants from the CCS Team, visited Wireless Access for Health (WAH) Initiative. The purpose of the visit was to conduct a consultative meeting with the WAH Executive Director, Data Privacy Officer (DPO), and staff regarding the registration of the four data processing systems with the National Privacy Commission (NPC).

During the meeting, the WAH team expressed their interest in ensuring compliance with the NPC regulations by registering their systems: Dashboard, Movement Activity Tracker Application + (MATA+), MisuWAH, and WAHtermelon. The CCS Team acknowledged the importance of this registration and assured the WAH team that a dedicated team had been formed to review, analyze, and assist them throughout the process.

The meeting also provided an opportunity to discuss future activities that could be included under the WAH-TSU CCS Memorandum of Agreement (MOA). These activities include network management for security, research collaboration, and analytics. Both parties recognized the potential benefits of such collaborations and agreed to further explore them in the future.

In order to facilitate the registration process, the CCS Team scheduled another meeting on June 19 to critique the provided documents. This step is aimed to ensure that the documentation met the necessary requirements for a successful registration with the NPC.

The visit to the WAH Initiative was productive and displayed a strong commitment from both parties towards achieving compliance with data privacy regulations. The CCS Team appreciated the opportunity to collaborate with WAH and expressed their dedication to providing the necessary support to promote the secure handling of personal information.

Through the support of Tarlac State University - College of Computer Studies (TSU - CCS), an extension service entitled โ€œCapacity building on Cybersecurity and Digital Forensics (part 2)โ€ was completed on May 17, 2023 at TSU โ€“ CCS Audio Visual Room (AVR) for Tarlac Police Provincial Office (TPPO) Personnel. The initial extension training and workshop aims to educate and assist the beneficiary in deepening their understanding of cybersecurity and digital forensics.

Faculty Expert Service Providers from the College of Computer Studies, Dr. Rogel L. Quilala, Dr. Marlon V. Gamido, Dr. Heidilyn V. Gamido, and Mr. Lito Alexis M. Tolentino, led and facilitated the training. While Dr. Alvincent E. Danganan, the College Dean of Computer Studies, and Mr. Carlos P. Flores Jr., an instructor in information technology, acted as the Resource Speakers on the said training and discussed the topics in Cybersecurity and Digital Forensics.

The College of Computer Studies Dean, Dr. Alvincent E. Danganan, highlighted his expertise in cybersecurity. His talk aims to assist the beneficiary in securing their computer systems, networks, and data from hacker attacks or unauthorized access while maintaining their confidentiality, integrity, and availability. He also discussed some topics on protecting their devices from malicious attacks.

On the other hand, Mr. Carlos P. Flores Jr., an instructor in information technology, shared his knowledge of digital forensics. His discussion deals with recovering, examining, searching, and analyzing data collected on digital devices, primarily associated with mobile devices and computer crime. His talk aims to teach the beneficiary how to gather information from electronic evidence, transform it into usable intelligence, and report the results to the police.

A workshop was organized after the discussion. As a result of the prior training, the beneficiary at the Tarlac Police Provincial Office (TPPO) applied what they had learned in the talk into practice.
Moreover, A certificate of Appreciation was given to Dr. Alvincent E. Danganan, Dr. Rogel L. Quilala, Mr. Nomar R. Lapitan, Mr. Carlos P. Flores Jr., Ms. Theda Flare G. Quilala, and Ms. Ronalyn T. Domingo for their invaluable contribution as a resource speaker during the conduct of training.

Dr. Alvincent E. Danganan gives his closing remarks as the 3-day training and workshop on computer literacy end. The CCS Dean and the faculty expert service providers were grateful to serve the man in uniform.

Police Lieutenant Colonel Leonard M. Lim, together with the PNP Facilitators expressed their gratitude for the successful and fruitful training. This kind of activity helps them deepen their understanding while reinforcing their cybersecurity and digital forensics knowledge. It allows them to transfer new knowledge and skills from short-term to long-term memory.

This completed extension activity of CCS contributes to the Sustainable Development Goals Agenda, notably SDG 04, known as Quality Education; SDG 08, known as Decent Work and Economic Growth; and Goal 9, known as Industry, Innovation, and Infrastructure of the Sustainable Development Goals Agenda. This kind of activity helps to promote sustained, full, and productive employment and decent work for the beneficiary. It also helps promote lifelong learning opportunities for them in delivering their duty.

ICYMI - The Tarlac State University โ€“ College of Computer Studies (TSU - CCS) conducted an onsite training and workshop on Networking, ICT Maintenance Troubleshooting, and IoT for Tarlac Police Provincial Office (TPPO) Personnel. The training was conducted on May 8, 2023, at TSU-CCS Audio Visual Room (AVR). The extension training and workshop aim to educate and assist the beneficiary in deepening their understanding of Networking, ICT Maintenance Troubleshooting, IoT, and File Management.

Faculty expert service providers from the College of Computer Studies, Dr. Rogel L. Quilala, Mr. Joselito T. Tan, and Mr. Nomar R. Lapitan, served as the resource speakers of the said activity. They discussed the subject matter regarding Networking, ICT Maintenance, Troubleshooting, IoT, and File Management. On the other hand, Mr. Gilbert Gonzales, Ms. Jo Ann Cura, Prof. Dennis Y. Virtudazo, and Mr. Lito Alexis M. Tolentino facilitated the training.

This completed extension activity of CCS contributes to Sustainable Development Goals, specifically SDG 04, known as Quality Education; SDG 08, known as Decent Work and Economic Growth; and Goal 9, known as Industry, Innovation, and Infrastructure of the Sustainable Development Goals Agenda. This kind of activity helps to promote sustained, full, and productive employment and decent work for the beneficiary. It also promotes lifelong learning opportunities in the performance of their duties.

To formally seal the partnership between the College of Computer Studies (CCS) and Northern Hill Elementary School-Annex (NHES-Annex), a Memorandum of Agreement (MOA) was signed at NHES-Annex, Sitio Tarvet, Northern Hills, Tarlac City, earlier today, May 9, 2023.

April 3, 2023 - The Tarlac State University's College of Computer Studies collaborated with the Tarlac Police Provincial Office (TPPO) for a three-day extension program lecture series on computer literacy (part 2) at TSU San Isidro Campus, CCS Audio Visual Room. It intends to provide lecture-training sessions to the TPPO on Computer Literacy.

On the first day of the seminar series, the topic "Capacity building on Google tools and zoom Part 2" was discussed. Faculty expert service providers from the college of computer studies, Dr. Alvincent E. Danganan, Dr. Rogel L. Quilala, Mr. Lito Alexis M. Tolentino, and Mr. Renzo Aldridge Quiballo facilitated the training. While, Ms. Ronalyn T. Domingo and Dr. Theda Flare G. Quilala served as the resource speakers of the said activity and discussed the subject matter regarding Google tools and zoom management.

This extension activity promotes long-term, full-time, productive employment and decent work for the TPPO. It also promotes lifelong learning opportunities in the performance of their duties.

LOOK: The Tarlac State Universityโ€™s College of Computer Studies conducted a training entitled "DepEd Region III Capacity Building on the Creation of Gender and Development (GAD) Knowledge Management System" to the Department of Education Region III at Ann Raquel's Resort, Olongapo City. This activity aims to enhance the work efficiency of Region III teaching and non-teaching personnel and the Department of Education Region III executives regarding their developed system.

The extension activity is a three-day session. Faculty expert service providers from the College of Computer Studies of Tarlac State University, namely, Mr. Carlos P. Flores Jr., Mr. Lito Alexis M. Tolentino, Mr. Joselito T. Tan and Mr. Nomar R. Lapitan, led the training workshop, and served as a resource speaker on the training session.
