Another day of valuable learning and knowledge-sharing at the 5-day training conducted by the Center of Excellence for Results Based Management (CERBM) and Pakistan Audit and Account Academy (PAAA) in collaboration with the Governance and Policy Project (GPP) in Quetta!

Center of Excellence for Results Based Management (CERBM) are thrilled to announce our collaboration with the Governance and Policy Project (GPP) in Quetta, where we have just concluded a highly informative and productive 5-day training for the Government of Balochistan.

Exciting Visit by National Science & Technology Park (NSTP) Delegation!

We were honored to welcome a delegation from National Science & Technology Park NUST at Government Innovation Lab (GIL) and Center of Excellence for Results Based Management (CERBM).

Muhammed Usman Mahmood, Manager of Services and Support, and Yaruq Nadeem, Manager of Innovation & Corporate Relationship, NSTP NUST, graced us with their presence.
The visit was met with great appreciation from dignitaries and officials, recognizing the remarkable efforts of University of Balochistan (UoB) and the invaluable contributions of CERBM/GIL.

Center of Excellence for Results Based Management (CERBM) successfully conducted a comprehensive 2-day training program with the support of GPP and P&DD done HRMIS for the Health Department Staff.

Under the visionary guidance of Dr. Waheed Noor, Director of CERBM, the training kicked off with a warm welcome note, setting the stage for a fruitful learning experience. The sessions were then expertly led by the accomplished senior developer, Vikash Kumar, who shared invaluable insights and practical knowledge over the course of two enlightening days.

The participants actively engaged in interactive exercises and case studies, gaining hands-on experience in utilizing HRMIS to optimize human resource management in the healthcare sector.

The culmination of the training program was marked by a special ceremony where Sofia and certificates were distributed among the dedicated participants.

CERBM is proud to have facilitated this initiative, empowering the Health Department Staff with the necessary skills and competencies to enhance service delivery and achieve sustainable development goals.

On 17th March, 2023 Mr. Qaisar Jamali, Provincial Coordinator, JICA visited CERBM, UoB and GIL, UoB where Dr. Waheed Noor, Director CERBM,UoB/GIL,UoB welcomed and briefed him regarding innovative projects and research studies taken up by CERBM,UoB/GIL,UoB in order to rollout results-based initiatives and innovative solutions for different public development sectors. He emphasized on how CERBM/GIL is developing local recourses and building skills/capacity of youth of Balochistan to meet the current and upcoming challenges.
Mr. Qaisar appreciated the effort of UoB and especially CERBM/GIL. He acknowledged the support of UNDP, GPP, World Bank and ensured full support from JICA to achieve sustainable development on ground.

On 16th March, 2023 Mr. Ijaz Hussain Rizvi, Director, Operations and Business Development, Associates in Development Pvt. Ltd. visited CERBM, UoB and GIL, UoB where Dr. Waheed Noor, Director CERBM,UoB/GIL,UoB welcomed and briefed him regarding innovative projects and research studies taken up by CERBM,UoB/GIL,UoB in order to rollout results-based initiatives and innovative solutions for different public development sectors. He emphasized on how CERBM/GIL is developing local recourses and building skills/capacity of youth of Balochistan to meet the current and upcoming challenges.
Mr. Ijaz appreciated the effort of UoB and especially CERBM/GIL. He acknowledged the support of UNDP, GPP, World Bank and ensured full support from AiD to jointly pursue emerging opportunities in the public and private sectors for achieving regional development on ground.

On 10th March, 2023 a delegation from Pakistan Scientific and Technological Information Centre (PASTIC) Islamabad visited CERBM, UoB and GIL, UoB where Dr. Waheed Noor, Director CERBM,UoB/GIL,UoB welcomed and briefed them regarding innovative projects and research studies taken up by CERBM,UoB/GIL,UoB in order to rollout results-based initiatives and innovative solutions for different public development sectors. He emphasized on how CERBM/GIL is developing local recourses and building skills/capacity of youth of Balochistan to meet the current and upcoming challenges.
Dignitaries appreciated the effort of UoB and especially CERBM/GIL. Inauguration of CERBM (Center of Excellence for Results Based Management) University of Balochistan.
On February 17, 2023, the Center of Excellence for Results Based Management (CERBM) at the University of Balochistan held an inauguration ceremony.
Honorable, Haji Noor Muhammad Dummar, Minister of the Planning and Development Department Balochistan was the chief guest of the event. Dr. Syed Ainuddin, Pro-Vice Chancellor, Mr. Muhammad Ghulam Farooq Marri, Member of the Chief Minister's Inspection Team, Dr. Farhat Iqbal, Registrar, Prof. Dr. Usman Tobawal, Director PSC, Prof. Dr. Ashif Sajjad, Director QAAD and PSO to VC Mr. Noor ul Ameen were also present on the occasion.
Dr. Waheed Noor, Director CERBM-GIL briefed the guests about the innovative projects and research studies undertaken by CERBM-GIL that are the building blocks of sustainable developed and innovative Balochsitan.
Dr. Waheed Noor emphasized on how CERBM-GIL is developing local resources and building skills/capacity of youth in Balochistan to meet current and upcoming challenges. The Minister of the Planning and Development Department appreciated the efforts of UoB, and especially CERBM/GIL. He also acknowledged the support of UNDP, GPP-Balochistan (a World Bank project) and ensured full support of P&DD, GoB for the sustainability of these cutting edge units for knowledge creation, innovation, and Results Based Management in the public sectors. He highlighted that with such collaborative efforts of academia, civil society, industries, and government, sustainable development can be achieved on the ground.

The delegation led by Chairman Higher Education Commission (HEC) Dr. Mukhtar Ahmed recently visited the University of Balochistan and was warmly welcomed by Vice Chancellor University of Balochistan. During their visit, the delegation inaugurated the new Academic Building Projects in the main campus of UOB.
Following this, an interactive session was held between the delegation and members of UOB Senate, which included the dean of the departments.
Dr. Waheed Noor Director CERBM/GIL, UOB briefed them on the research and innovation initiatives undertaken by UoB in collaboration with P&DD, UNDP and GPP to improve governance and service delivery. The delegation was thoroughly impressed with the academic and research progress of UOB and thanked the Vice Chancellor for his hospitality. They also expressed their commitment towards leveraging HEC's support to promote further research-based activities at University of Balochistan.
The delegation visit provided an excellent opportunity to review the university's achievements and areas for improvement in order to further promote excellence in higher education. On 29-12-2022 Dr. Waheed Noor Director of Government Innovation Lab (GIL) and Center of Excellence for Results Based Management (CERBM) along with his team had a meeting with Chief Secretary Balochistan honorable Mr. Abdul Aziz Uqaili.
Where Dr. Noor briefed them on the research and innovation initiative done by UoB in collaboration with P&DD, UNDP, and GPP for improving governance and service delivery and updated them the progress of ongoing projects of GIL/ CERBM. Abdul Aziz Uqaili encouraged the efforts of the CERBM\GIL and was delighted to see such high-quality work,, where the youth of Balochistan are trained on 21st-century skills with a complimentary demonstration of their innovation, He further emphasized that the work shall be showcased at the national level and in different media channels.
Honorable Chief Secretary Mr. Abdul Aziz Uqaili ensured support and new collaborative initiative for better research and innovation in the field of science and technology for the betterment of Balochistan.

CERBM Geo Tagging team held a meeting regarding the Implementation committee under Chairmanship of Secretary Planning P&DD GOB, Mr Khalid Sarparah.
The meeting begin with Dr Waheed noor, Director CERBM UOB He briefed the geo tagging current status of progress also discussed activities and status of field geotagging of total 31 districts.analyst, Mr. Kabir Khan (Support Manager) CERBM/GPP, were the participants.

becomes the first university of the province to graduate PhD in Computer Sciences as on 16th December 2022, Dr. Javid Iqbal successfully defended his final oral examination. Dr. Javid is Director in the Sardar Bahadur Khan Women Universiry, Quetta and worked on User Behaviour Modeling in Peer to Peer Networks using Machine Learning Techniques. His Dissertation is Co-Supervised by Dr. Ihsan ullah and Dr. Waheed Noor, and he also published a world class article in Impact Factor Journal. Congratulations to Dr. Javid, his supervisors, UoB and Balochistan for this historic achievement. Thanks to external examiners from abroad and Dr. Sher Mohammad Doudpoto from Sukkar IBA University for his valuable feedback, and to be with us in the landmark event. All the best to Dr. Javid to serve Balochistan better with new knowledge.

On 16-11-2022 a detailed demonstration of by , UoB team was given to Mr. Hafiz Muhammad Tahir, Secretary (Health) at , . In this meeting Dr. Muhammad Dawood Kasi, Focal Person HRMIS/Provincial Coordinator DHIS along with Mr. Muhammad Qaseem Kakar, Additional Secretary (Development), Mr. Hafeez Ullah, Additional Secretary (Admin), Javed Domki, Deputy Secretary (Development), Dr. Ababagr and Dr. Shaako (Planning Wing) also participated.
Dr. Waheed Noor, Director CERBM, UoB briefed the Secretary regarding progress of HRMIS Health and shed light on the urgency for District-level data entry/verification and sustainability of HRMIS. He proposed way forward via different modes for sustainable digitalization of Health Department, GoB (i.e., Strengthening /establishment of DHIS Cells, Establishment of DHIS/HRMIS Support Cell at Secretariate and all other possible means) that were highly acknowledged by all dignitaries.
Secretary Health thanked GPP, Balochistan and CERBM, UoB for extending their support to successfully execute HRMIS and accentuated on the necessity for successful implementation and sustainability of HRMIS at all levels.

Dr. Ishrat Husain visited the University of Balochistan, Dr.Ishrat Husain is a Pakistani banker and economist who served as the dean of the Institute of Business Administration Karachi from (2008-2016) and the Governor of the State Bank of Pakistan (1999-2006), he presently serves as Advisor to Prime Minister for Institutional Reforms & Austerity, in office since August 2018. On his visit, he met the Vice Chancellor of UOB Dr. Shafiq Ur Rehman and discussed different opportunities, efforts and challenges pertaining to higher education of Balochistan.

The guests then visited Government Innovation Lab (GIL) and Center of Excellence for Results Based Management (CERBM) University of Balochistan where Dr. Waheed Noor Director CERBM, UOB welcomed the guests.
Dr. Noor briefed them on the research and innovation initiative done by UoB in collaboration with P&DD, UNDP, and GPP for improving governance and service delivery.

Participants of 33rd Mid-Career Management Course offered by National Institute of Management (NIM) visited Center of Excellence for Results Based Management (CERBM,UoB) & Government Innovation Lab (GIL) on 6th April, 2022.

The objective of the visit was to gain firsthand knowledge about issues of national importance and how innovation can be helpful to solve such issues. Dr. Waheed Noor Director CERBM/GIL, UoB briefed the participants about the efforts to promote and nurture sustainable institutional reform and smart governance within provincial government apparatus through evidence and innovation.

The participants of the visit include 21 officers from 6 federal ministries and 7 government departments across Pakistan. Mr. Muhammad Aslam Ghani Additional Directing Staff/Faculty from NIM thanked and appreciated the efforts of through and for supporting GoB via RBM and innovation along with developing local youth and local experts for future challenging environment. He also acknowledged the efforts of P&DD, GoB, and for their support in this collaborative initiative.
