New cooling measures effective 27 Apr 2023: Foreigners buying any residential property in Singapore will have to pay an additional buyerโs stamp duty (ABSD) of 60 per cent after it was doubled from 30 per cent.
Singaporeans buying their second residential property will pay an ABSD rate of 20 per cent, up from 17 per cent, while those buying their third and subsequent residential property will have to pay an increased rate of 30 per cent, up from 25 per cent.
The rate of 30 per cent also applies to permanent residents buying their second residential property. PRs buying their third and subsequent residential property will pay an ABSD of 35 per cent, up from 30 per cent.
This is the third round of cooling measures since December 2021.
The increases in ABSD are to "promote a sustainable property market and prioritise housing for owner-occupation", said the Ministry of Finance (M*F), the Ministry of National Development (MND) and the Monetary Authority of Singapore (MAS).

In Budget 2023, there were 2 measures announced impacting property purchase.
1. CPF Housing grant for 1st time buyer to increase when buying resale HDB.
2. Increase in Buyer Stamp Duty (BSD) For Residential and Non-Residential (for Residential, the increment is for property $1.5mil and above)
For those looking at buying HDB resale and have been apprehensive due to increasing resale prices, this is a good move to help first-time buyers to cope with the rising cost.
For the 2nd announcement, the impact is relatively small and would not alter or affect their decision to purchase a property.
In short,
For a $2mil property, Stamp duty was $64,600. New stamp duty is $69,900. Difference between $5000.
For a $3mil property, Stamp duty was $104,600. New stamp duty is $119,600. Difference between $15,000.

The Govt will raise the property tax rate she adjust the annual values of residential real estate in 2023.
However a one-off 60% property tax rebate for all owner-occupied properties, up to max of $60.
