Ministry of Basic & Senior Secondary Education Sierra Leone distributed free uniforms, shoes, and assistive devices, including wheelchairs, brail embossers, and underarm crutches to Special-Needs Schools countrywide at a formal ceremony held Margai School for the Blind, Wilkinson Road, Freetown on January 4, 2023.

The items were procured under the Sierra Leone Free Education Project, financed by World Bank, Global Partnership for Education, and Multi-donor Trust Fund, in support of the Free Quality Education Initiative and the Radical Inclusion Policy of the Government of Sierra Leone, which aims at ensuring that pregnant girls, children with disabilities, and children from remote rural areas access free quality education.

In all, 1,206 pupils in all 17 Special Needs Schools nationwide are are benefiting from this disribution exercise of uniforms and shoes, and some will benefit from the Assistive Devices. The remaining uniforms will be distributed to 13,463 pupils in 53 schools and shoes will be distributed to 5,118 pupils in 28 School, all in extremely poor communities.

FEPS hands over Uniforms and Shoes to MBSSE for Children with Special Needs

The Hon Minister, Ministry of Basic and senior Secondary education (MBSSE) today received various sets of school uniforms and shoes from the Free Education Project Secretariat for onward supply to pupils with special needs. They comprised 14,666 pairs of uniforms (including shirts, shorts, dresses), and 6,326 pairs of shoes.

The target beneficiaries include primary school children with disabilities, those in hard-to-reach communities and the poor and vulnerable in Classes 1-5.

The symbolic handing over event was held at the Conference Room of the ministry at New England, Freetown on Dec 23. In attendance were MBSSE and FEPS staff and representatives of the physically challenged.

The distribution of the uniforms and shoes to the beneficiaries nationwide will be led by the President of Sierra Leone, H.E. Dr Julius Maada Bio.

MBSSE FEPS hosts Closing Event, Stakeholder Engagement Session on the COVID-19 Education Emergency Response Project

Ministry of Basic & Senior Secondary Education in collaboration with implementing partners and key national and international education sector stakeholders hosted the national closing event & stakeholders engagement on Component 6 of the Sierra Leone Free Education Project (COVID-19 Education Emergency Response) , Lumley, Freetown on December 20, 2022,

The event showcased success stories of the project and the importance of effective partnership in emergency response.

The project was funded by the Global Partnership for Education (GPE) as part of the Sierra Leone Free Education Project and implemented by MBSSE, Teaching Service Commission (TSC) and an NGO Consortium, comprising Save the Children, Concern Worldwide, Focus 1000, Foundation for Rural and Urban Transformation (FORUT), Humanity & Inclusion (formerly Handicap International), Plan International, and Street Child.

GOVERNMENT OF SIERRA LEONE DISBURSES LE 29.7 BILLION (USD 2.1 MILLION) IN RENOVATION/MAINTENANCE GRANTS TO 538 SCHOOLS NATIONWIDE

The Ministry of Basic & Senior Secondary Education (MBSSE) has through the Sierra Leone Free Education Project, disbursed the sum of Twenty-Nine Billion Six Hundred and Ninety-Three Million Five Hundred & Twenty Thousand [Old] Leones (Le 29,693,520.00) in the form of Renovation/Maintenance Grants to 538 ‘Government’ and ‘Government-Assisted’ primary schools in all sixteen districts.

The beneficiary schools comprise Eastern Region (125), Northern Region (134), North-West Region (97), South (123), Western Area Urban (28), and Western Area Rural (31). The schools were selected based on the data of schools identified with dire maintenance and repair needs that affect their operations as assessed in the 2021 Annual School Census report. Large schools or schools with significant damages received the sum of Sixty Nine Million Nine Hundred Thousand [Old] Leones (Le 69,900,000.00), equivalent of US$ 5,000 each at the time of disbursement, while smaller schools received Twenty Seven Million Nine Hundred and Sixty Thousand [Old] Leones (Le 27,960,000.00), equivalent to US$2,000 each.

The renovation/maintenance grants finance the School Improvement Plans (SIPs) prepared by the School Management Committees (SMC) and approved by the Local Councils and MBSSE. The purpose of the grant is to make the school environment safe, conducive for teaching and learning, and accessible to persons with special needs by improving the school infrastructure.

The Government of Sierra Leone continues to support public schools, including the payment of subsidies and operational costs, provision of basic teaching and learning materials, performance-based financing, and improving infrastructure. However, these resources are inadequate to cover all the expenses and needs of beneficiary schools, especially the aspect of renovation/maintenance, hence the grant.

MBSSE also provides Performance Based Financing (PBF) grants to schools. However, some schools benefiting from the Fund require significant renovation/maintenance works, including replacement of damaged furniture, fixing/replacement of roof panels or floors, or rehabilitation of Water, Hygiene and Sanitation (WASH) facilities. The School Renovation/Maintenance Grant enhances the pace of these repairs and maintenance, and supplements the regular PBF grant.

Guidelines for the rational use of the Grant are available in the School Renovation/Maintenance Manual developed by MBSSE in February 2022, on which all School Management Committees (SMCs), including Head Teachers, Local Council Engineers and the Free Education Project Clerks of Works have been trained.
The utilization of the funds is monitored by the Free Education Project Secretariat of the MBSSE, the Local Councils, and the Community.

kick-starts regional validations of the Trainibg Manual on School-Related Gender Based Violence Sella Spot, King Harman Road, Freetown for Western Area Urban & Rural. The activity will be conducted in Bo, Makeni, Port Loko and Kenema, and will last from 7 to 21 October 2022.

The Sessions in Freetown were facilitated by Madam Josephine Saccoh, the Consultant for the Development of the manual; Ann Konneh, Assistant Director, Gender Unit, MBSSE; and Margaret Kaitibie, Gender Specialist, Sierra Leone Free Education Project.

FEPS commences Environmental Public Disclosure Meetings on the Sierra Leone Free Education Project

The Free Education Project Secretariat of the Ministry of Basic & Senior Secondary Education has commenced a two-day Regional and Social Safeguards Training and Public Disclosure Meeting of the Free Education Project Environmental Social Management Plan at Amota Hall, Kenema City on September 8, 2022.

The regional meetings are scheduled as follow:

8-9 September: Kenema (Eastern Region)

12-13 September: Bo (Southern Regions)

15-16 September: Makeni (Northern Region)

19-20 September: Port Loko (North-West Region)

21-22 September: Freetown (Western Area Rural & Western Area Urban).

iINCLUSIVE EDUCATION CHAMPIONS GET CAPACITATY BOOST

Champions in primary schools in Kenema and Bo Districts have benefitted from pilot training progammes on their roles, obligations and responsibilities.

The training sessions were held at Hotel Albertson, City from 22-23 August and the Methodist Youth Centre in Bo City from 24-25 August 2022.

The objective of the pilot exercise was to enable them to effectively promote sustained inclusive education activities in and local communities.

FEPS CAPACITATES CLERKS OF WORKS AND LOCAL COUNCIL ENGINEERS IN MONITORING PROJECT ACTIVITIES

The Free Education Project Secretariat (FEPS) of the Ministry of Basic & Senior Secondary Education (MBSSE) has conducted a two-day capacity-building training for Clerks of Works and Local Council Engineers nationwide.

The training was held at the District Council Hall, Bo City from Aug 26 - 27.

The purpose of the training was to strengthen the monitoring roles and responsibilities of the participants in the implementation of the project, especially civil works, including the construction of classrooms and administrative blocks, renovation of schools, and the provision of Water & Sanitation facilities by contractors as per specification.

MBSSE HANDS OVER 21 SITES TO CONTRACTORS FOR CONSTRUCTION OF 106 CLASSROOMS IN 9 DISTRICTS

The Ministry of Basic and Senior Secondary Education has started the construction of 106 classrooms in 12 Primary Schools and nine Junior Secondary Schools (JSSs) under the Free Education Project.

The 21 sites in nine districts were formally handed over to the contractors from 18-22 August, 2022 and comprised three in the Western Area Urban, two in Western Area Rural, six in the South, three in the North, one in NorthWest, and six in the East.

This first phase of the construction works is part of the key project activities for the construction of 510 classrooms nationwide by MBSSE in the five-year lifespan of the Sierra Leone Free Education Project (2020-2025).

The. Free Education Project is a 5-Year multi-donor support to the Sierra Leone Free Quality School Education Programme of MBSSE with the development objective to improve Management of the Educational System, Teaching Practices and Learning Conditions.

The World Bank (IDA), European Union (EU), Irish Aid, Foreign Commonwealth Development Office - FCDO, Global Partnership for Education (GPE) and the Government of Sierra Leone, fund the project.

FEPS RECRUITS AND DEPLOYS 17 CLERKS OF WORKS

The Free Education Project Secretariat (FEPS) of the Ministry of Basic & Senior Secondary (MBSSE) has recruited Clerks of Works to support on-going and proposed civil works activities of the Project across the country.

The 17 clerks were hired on 1 August 2022 and deployed on 5 August after attending a formal Orientation Ceremony at FEPS.

They were provided insights into the project and it activities, including the funding agencies, implementation partners, components and the FEPS ways of work.
The Project Coordinator, Ambrose T Sesay urged the Clerks during the ceremony, to be committed in their duties and responsibilities, relate well with each other and the Secretariat, and act with diligence and integrity.

The one day orientation event was graced by the Director of School Quality Assurance, Francess Kamara, who underscored the need for quality in delivery, pro-activeness, effective monitoring and prompt reporting.

MBSSE engages Traditional Rulers in Western Area on Educational Development and Transformation

Ministry of Basic & Senior Secondary Education has engaged Traditional Rulers in the Western Area Rural and Urban (Council of Tribal Heads) in a day-long dialogue session on 'Educational Development and Transforming Education' at the Ministry’s Conference Hall, New England Ville, Freetown on July 29 July 2022.

The session was held in an effort to strengthen their roles, responsibilities, and effectiveness in the monitoring of educational project implementation activities in their localities. In that regard, the Minister, MBSSE, Dr. David Moinina Sengeh, pledged to ensure that each of them is provided with a Tablet to enhance their activities.

The session was held 10 days after a similar engagement with the Council of Paramount Chiefs in Bo City with the same aim. The chiefs committed to continuing the MBSSE engagement at their council level in order to agree on and define the way forward in addressing issues affecting children’s learning, retention, and performance in schools.

The engagement was supported under the Free Education Project of MBSSE and is in line with the Ministry’s efforts toward ensuring local ownership of educational sector projects and development initiatives.

Ministry of Basic & Senior Secondary Education in partnership with Ministry of Local Government & Rural Development converged over 160 Paramount Chiefs nationwide Conference Hall Dambala Road, Bo City on July 19, in a Dialogue Session on 'Educational Development, Transforming Education & Education Sector Plan'

The one day session, funded by the Free Education Project Secretariat of ended with a comprehensive roadmap on the full involvement of traditional leaders, particularly Paramount Chiefs in the monitoring of project implementation activities in their chiefdoms and localities.

The NGO Consortium on the -19 Education Emergency Response Component of the Free Education Project of MBSSE led by Save the Children, held their National Project Closing and Learning Event Hotel Mammy Yoko, Aberdeen, Freetown on 15th June 2022.

The event showcased the overall achievements of the project and the partnership with MBSSE, TSC and other stakeholders.

The US $ 3.5m project was funded by the Global Partnership for Education (GPE). Other Consortium partners comprised Concern Worldwide, Focus 1000, Foundation for Rural and Urban Transformation (FORUT), Humanity & Inclusion (formerly Handicap International), Plan International and Street Child.

The Special Needs Unit of the Ministry of Basic & Senior Secondary Education (MBSSE), with support from the Free Education Project Secretariat (FEPS) of MBSSE, has concluded a Three-Day National Stakeholders Consultative Workshop on the development of strategic communications materials to promote an inclusive education environment.

The session, which was facilitated by Pampana Communications, Publishing and Media Consultancy, was held from 2 to 4 July 2022 at the New Sella Spot, 31 Kinghamann Road, Brookfields, Freetown.

The goal of the workshop was to develop ideas/contents/messages to be used for the design and production of public information, education and communications materials, including video and posters, to enhance awareness on Inclusive Education and support the training of teachers, school administrators and other relevant community level players on how to promote an inclusive education environment in Sierra Leone.

GOVERNMENT OF SIERRA LEONE DISBURSES LE 15.7 BILLION (USD 1.2 MILLION) PERFORMANCE-BASED FINANCING GRANTS TO 5,058 PRIMARY SCHOOLS NATIONWIDE

The Ministry of Basic & Senior Secondary Education (MBSSE) has disbursed school grants valued at Fifteen Billion Seven Hundred and Twenty-Nine Million and Two Thousand Leones (Le 15,729,002,000) directly to 5,058 public schools running a full cycle primary education from classes 1 through 6. These grants, based on data collected in March 2022, were disbursed on 15 June 2022 as Performance-Based Financing for Term 2 of the 2021/22 academic year, and they seek to improve various components of quality education at the school level.

The Government of Sierra Leone currently provides largescale support, including provision of teaching and learning materials, and financing (fee subsidies) to ‘government’ and ‘government-assisted’ schools at all levels. However, these resources are not always adequate to cover all the expenses and needs of beneficiary schools and ‘unapproved’ schools do not currently receive such mainstream government financial support.

The Performance-Based Financing (PBF) school grants are innovative additional resource-support packages to schools that amplify specific learning and administrative outcomes. The size of the support is dependent strictly on performance metrics - the school gets more of the standard PBF grant if it improves student attendance, retention and progression and improves teaching and learning outcomes. Schools with special needs and circumstances (i.e., unapproved or small schools, schools in poor communities, or schools with students with disabilities) also receive extra funds. Guidelines for the use of PBF Grants are available in the PBF Manual on which all School Management Committees (SMCs) and Head Teachers have been trained. Parts of these resources could be used for payment of stipends to community and volunteer teachers, payment of staff bonuses based on performance, and supporting school operations.

As part of this project implementation, MBSSE received technical assistance under the Free Education Project from the Directorate of Science, Technology and Innovations (DSTI) to introduce the Open ‘Government to Person’ (G2P) framework to accelerate cash transfers to the schools. The platform integrates the data collection on the schools’ performances on the PBF indicators, calculation of the grants, and transfer of funds to the schools’ accounts in real time in a secure manner. As a pilot from this collaboration between MBSSE, DSTI and the Sierra Leone Commercial Bank, One Hundred and Fifty-Seven Million Seven Hundred and Sixty-Six Thousand Five Hundred and Ten Leones (Le 157,766,510) of the total amount was transferred to 58 out of the 5058 school accounts using the (G2P) payment mechanism. This automation and digitization will provide rigor, transparency and efficiency to the system when scaled in the future.

BENEVOLENT PRIMARY SCHOOL, MAKENI HOSTS WORLD BANK DIRECTOR OF STRATEGY AND OPERATIONS

Benevolent Islamic Primary School, Ropolon, Makeni, proudly hosted the World Bank Director of Strategy and Operations for West and Central Africa Region on June 24, during which she was taken through the Free Education Project interventions in the school under the Ministry of Basic and Senior Secondary Education (MBSSE) and on a conducted tour of the facilities.

Elisabeth Huybens is in Sierra Leone on a four-day progress-assessment mission from June 22-25, during which she visited and interacted with the pupils and school authorities. She was received by the Principal, staff, School Management Committee, and pupils, with their parents/guardians.

Dr Abdu Muwonge, the World Bank Country Manager for Sierra Leone, and Government officials from the Ministry of Finance accompanied her, among other dignitaries that graced the event including the Free Education Project Coordinator, Ambrose T Sesay, and a cross-section of his staff and the district stakeholders.

FEPS ON REGIONAL GRM ENGAGEMENTS FOR SUCCESSFUL PROJECTS IMPLEMENTATION

The Free Education Project Secretariat (FEPS) of the Ministry of Basic and Senior Secondary Education (MBSSE) has commenced a four-day stakeholders engagement on the Grievance Redress Mechanism (GRM) of the project and establishment of district level GRM Committees.

The aim of the engagement is to refresh committee members on the design and scope of the mechanism, popularize the complaints channels, including the GRM hotline (8060), the GRM email ([email protected]) and to chart the way forward for training of the Local Mediating Committee members for successful project implementation across the country.

According to the lead Facilitator of the engagement, Seinya Amie Bakarr, the FEPS Social Safeguards Development Specialist, the GRM will provide the required platform for channeling and resolving complaints and concerns on project matters by all FEP stakeholders or project beneficiaries at local as well as national levels on project matters.

The GRM, she said, will afford persons/stakeholders adversely affected (or about to be affected) by the implementation of project activities as a means to raise concerns about actual or perceived impacts and find an agreeable solution.

‘One way this will be achieved is by affording affected persons’ equal access to legitimate, reliable, transparent, and efficient mechanisms (structures) that are responsive to their complaints’, the FEPS Social Safeguards Development Specialist reiterated.

The activity was launched at the Kenema District Council Hall on March 29, with participants drawn from the eastern region, comprising Kailahun, Kenema and Kono. The session will continue in Bo, Makeni and Port Loko for the Southern, Eastern and North-Western Regions respectively.

FEPS FACILITATES TRAINING OF ENUMERATORS ON INNOVATIVE APPROACH TO DATA COLLECTION

The Performance-Based school Financing (PBF) Programme under Component 3.1 of the Free Education Project of the Ministry of Basic and Senior Secondary Education (MBSSE) has concluded training of data collection Enumerators nationwide on the Open Data Kit (ODK) and key features of the PBF programme.

The 508 enumerators trained comprised MBSSE School Quality Assurance Officers and hired personnel within each district that will be embarking on a week-long PBF Open G2p pilot data collection exercise.

The training was conducted in two phases targeting all 16 administrative districts. The first phase, comprised eight districts, and was conducted concurrently at district levels from March 11 to 12 and the second, from March 14 to 15.

The activity was aimed at equipping the Enumerators with the relevant knowledge and skills to carry out the data collection exercise on the performance indicators, scheduled for March 17 to 23.

Twenty-four trainers conducted the district level trainings, after being trained by the Directorate of Science, Technology and Innovation (DSTI) in early March.

Data collection on the school performance indicators is a major step in the disbursement of grants to schools identified to benefit under the PBF programme.

MBSSE/FEPS, in collaboration with the World Bank conducts the PBF Programme to provide additional support to ‘government’ and ‘government-assisted’ primary schools nationwide.

MBSSE/FEPS and DSTI monitored the training process and will also monitor the data collection exercises for effectiveness and efficiency.

PRESIDENT BIO COMMISSIONS 5 FREE EDUCATION BUSES FOR SCHOOLS OF THE BLIND AND DEAF

The President of the Republic of Sierra Leone, Dr Julius Maada Bio on March 7 commissioned five Free Education Project mini buses at York Village, Western Area Rural, donated by the Ministry of Basic and Senior Secondary Education (MBSSE) to four schools of the blind and one school for the deaf.

The beneficiaries comprised the Milton Margai, Koidu, Bombali and Kabala schools for the blind, and the National School for the Deaf in Freetown.
The donation is geared towards cushioning the acute transportation challenges facing pupils with special needs, as part of the inclusive education policy of MBSSE, dubbed ‘Radical Inclusion Policy’.

The buses were procured through a World bank-led multi-donor support to MBSSE, under the Sierra Leone Free Education Project being implemented by the Free Education Project Secretariat.

The event formed part of the ceremony marking the launch of the Chinese-Government supported ‘Health-on-Wheels Initiative’ of the Ministry of Health and Sanitation in York and Tombo, aimed at delivering mobile clinical services to the doorsteps of vulnerable populations in deprived communities as fast as possible, and strengthen the healthcare delivery system.

Government officers, development partners, health service providers, traditional authorities, civil society organizations, and people from all walks of life attended the programme, including the Minister, MBSSE, Dr David M. Sengeh and the Free Education Project Coordinator, Ambrose T Sesay.

The Free Education Project is a 5-Year multi-donor support to the Sierra Leone Free Quality School Education Programme with the development objective to improve Management of the Educational System, Teaching Practices and Learning Conditions.

The World Bank (IDA), European Union (EU), Irish Aid, Foreign Commonwealth Development Office - FCDO, Global Partnership for Education (GPE) and the Government of Sierra Leone, fund the project.

MBSSE CUSHIONS STAFF SHUTTLE CHALLENGES

The Minister of Basic and Senior Secondary Education (MBSSE), David Moinina Sengeh on May 4, commissioned two 32-seater Toyota buses for staff shuttles.

The provision of the buses is aimed at cushioning transportation challenges facing the majority of staff as they commute to and from work on daily basis. They were procured through multi-donor support to the MBSSE led by the World Bank, under the Sierra Leone Free Education Project being implemented by the Free Education Project Secretariat (FEPS) at SS Camp, Regent.

The ceremony was graced by Mari Shoji, the Project Task Team Leader at the World Bank and Ambrose T Sesay, the Project Coordinator, who formally delivered and handed over the buses to the Minister.

The Free Education Project is a 5-Year multi-donor support to the Sierra Leone Free Quality School Education Programme with the development objective to improve Management of the Educational System, Teaching Practices and Learning Conditions.

It is funded by the World Bank (IDA), European Union (EU), Irish Aid, Foreign Commonwealth Development Office - FCDO, Global Partnership for Education (GPE) and the Government of Sierra Leone.

MBSSE/FEPS host World Bank VP at St Luke's Primary School, Wilberforce

The Ministry of Basic and Senior Secondary Education (MBSSE) on Thursday, 10 February, hosted the World Bank Vice President (West and Central Africa Region) at the St Luke's Primary School, Wilberforce Barracks, Freetown, a beneficiary of the Sierra Leone Free Education Project being implemented by the Free Education Project Secretariat.

At a brief ceremony before he was taken on a conducted tour of the school facilities, Mr Ousmane Diagana commended the Government of Sierra Leone for its unwavering commitment to Education, which he described as ‘a game changer’ and applauded the Free Education Project of MBSSE.

He renewed the bank’s commitment to supporting the government of Sierra Leone in that direction.

The Minister, MBSSE lauded the free quality school education programme, including the Free Education Project and radical inclusion policy, which he said is ensuring that no child is left behind.

The FEP Coordinator, Ambrose Tennyson Sesay gave an overview and highlighted the key achievements of the project so far, which development objective he said was to improve the management of the educational system, teaching practices and learning conditions.
