How to Create a gas supply shortage crisis without even trying.

First, you convince the media to show nothing but stations that have run out of gas or have long lines that encourage drivers to panic buy excess gas not knowing when the raw gas will flow through the pipeline. Next, you forget to tell them that there is a decent supply of gas in the Baltimore Terminals and that our terminals are not only served by the Colonial Pipeline, but Baltimore is a port city that is served by sea as well as the pipeline. As transportation by sea as a backup is more expensive the price also goes up causing people to fear gouging and buy more than they need to beat the price increase.

With the Colonial pipeline shut down, we are starting to see stations that buy on the spot market and unbranded locations running out of gas. Many of the unbranded guys play the spot market which makes them more margins during good times, but when the market gets volatile as it is now, then these guys end up paying as much as twice what contracted stations pay. All our normal supply points are on the Colonial line. While there are some outages at terminals, mostly unbranded rack, most majors still have products. The wholesaler that serves us, and the Shell stations on West Street, is one of Shell’s biggest wholesalers in the country and is different from the one that serves the Hillsmere Shell. So Shell is more committed to serving our wholesaler, which in turn makes our life easier.

The problem is gas demand from buyers filling their tanks out of uncertainty of how long the Colonial Pipeline will be down. Fuel haulers were short of drivers before the pipeline shutdown and this surge in demand just exacerbated that shortage. Because of this unfettered panic buying more deliveries are required so the Federal Government has waived the Hours of Service (HOS) requirement for haulers, letting drivers stay on road longer. They have waived ReFormulated Gasoline (RFG) requirements and Conventional Gas requirements for lower Reid V***r Pressure (RVP) that went into effect May 1st. The Maryland comptroller’s office has done everything it can under the law also to ease the stress on drivers and keep an eye on the supply. However, even The Honorable Governor Hogan doing pressers saying we do not have a shortage at this time, and buy as you normally do without hoarding does not stop peoples made up irrational fear and buying behavior.

Our delivery normally comes around 4 or 5 in the afternoon. Yesterday, 5/11/21, it did not get to us until 11:00 PM. The driver mentioned that the lines at the terminals are 3 – 4 hours long because of the panic which is why the 10-hour maximum hours of service on the road have been waived, as rather than being on the road they are waiting in line.

The 2 waivers should help with suppliers now being able to pull loads out of terminals that have conventional gas for attainment (an emissions standard) areas and now supply stations in Non-attainment areas that would normally be supplied RFG gas (the summer stuff that is more oxygenated). We might even see gas coming from other states that are not supplied by Colonial. This would increase the price significantly but at this point that might be an option.

The problem even after the pipeline is full of product will be getting supply to stations. Colonial thinks they will have the pipeline open by the weekend. So relax, don’t get overly concerned about the shortages that sensationalizing media are creating. After all the media sells advertising by sensationalizing any perceived crisis, it is what they are paid to do.
