While CAPTA does not specifically mention witnessing domestic violence, it does encompass situations where a child's mental health or psychological well-being is endangered by the actions of a parent or caregiver.

Title 42, Chapter 67, Subchapter II, Part I, § 5106a of the United States Code (42 U.S.C. § 5106a) outlines CAPTA.

After 20+ years of abuse within the family court system these children are now young adults. They have figured out the root cause of the illegal activity, is all centralized through the family court.
