It's National US Postage Stamp Day, and we're highlighting a stamp created in honor of Louisiana's own Gen. Claire Lee Chennault, best known for his leadership of the Flying Tigers during World War II.

In an effort to gain a foothold in France during World War II, 2,502 Americans lost their lives. Of those killed in action, 33 were from Louisiana.

Two were commissioned officers, seven were non-commissioned officers and 24 were junior enlisted personnel.

The remains of 12 of these men were returned home, while 17 are buried in American cemeteries in France; one in England; and three were never located.

When you see our beautiful flag waving on a windy day, remember this: Those red lines symbolize the blood spilled--the cost of freedom. 80 years later, we will not forget.

LDVA TO HONOR FALLEN, REMEMBER LEGACIES FOR MEMORIAL DAY

BATON ROUGE, La.—Louisiana Department of Veterans Affairs Secretary Charlton Meginley, COL (USAF Retired) and the LDVA team will honor Louisiana’s fallen and remember their legacies in observance of Memorial Day at events across the state. LDVA’s five state-run veterans cemeteries will host somber ceremonies memorializing the nearly 10,000 veterans interred at the cemeteries.

Secretary Meginley will deliver opening remarks at the annual Memorial Day Garden of Flags event on Saturday, May 25 at 8:30 a.m. hosted by Blue Star Mothers of Louisiana, Chapter 1 on the State Capitol grounds. Secretary Meginley will also speak at VFW Post 3750 in Luling on Monday, May 27 at 6 p.m.

In reflecting on Memorial Day, Secretary Meginley stated, “My predecessor, Secretary Joey Strickland, once said that a nation that forgets its veterans will itself soon be forgotten.” “These words have never been rung truer. The blood spilled by those who paid the ultimate price in service to our nation has ensured that America is the greatest country in the world. We owe a debt of gratitude to those men and women that can never be repaid.”

LDVA’s state-run cemeteries provide a final resting place of honor for veterans to ensure their legacies are preserved for future generations. The cemeteries’ Memorial Day ceremonies will include words of remembrance, prayers and the playing of Taps. Representatives from veterans service organizations will lay wreaths during the ceremonies as well.

BATON ROUGE, La.—Louisiana Department of Veterans Affairs Secretary Charlton Meginley, COL (USAF Retired) invites all veterans and veteran supporters to attend LDVA’s inaugural Veterans Day at the Capitol on Monday, May 20 from 9 a.m. to 3 p.m. The event will honor Louisiana’s veterans and create awareness of veterans’ issues while providing an opportunity for dialogue with policymakers and other stakeholders.

“Partnerships are critical to the success of LDVA’s mission to advocate for Louisiana’s veterans and their families,” said Secretary Meginley. “Veterans Day at the Capitol creates a platform where veterans can interact with legislators and fellow veterans, as well as state and federal VA leadership, to discuss how we can best serve veterans.”

GOV. LANDRY SIGNS HOUSE BILL 385, PROVIDES EDUCATION INCENTIVE FOR LOUISIANA VETERANS AND THEIR FAMILIES

BATON ROUGE, La.—LDVA Secretary Charlton Meginley, COL (USAF Retired) is proud to announce that Gov. Jeff Landry signed into law House Bill 385 by Rep. Chuck Owen, which makes changes to Title 29 state educational benefits. HB 385 is a key part of LDVA’s efforts to retain service members who are currently stationed in Louisiana, and return those service members who left the state.

“Parents make important decisions centered around their child’s wellbeing every day, and because of this, we must identify barriers and implement change to give our servicemen and women reasons to live in our great state,” said Secretary Meginley. “HB 385 does just that, and I want to thank Rep. Chuck Owen for his support not only as a legislator, but as a fellow veteran as well.”

HB 385 makes a significant change to a veteran’s child’s ability to pursue higher educational goals by reducing a veteran’s residency requirement from two years to one year. This reduction provides an additional incentive to veterans to make Louisiana their home. Perhaps more significantly, if a service member permanently assigned in Louisiana was killed in action, or passed away under the conditions provided in the bill, his or her children receive a free college education. In these instances, the citizens of Louisiana acknowledge we could never repay the price paid by a parent’s ultimate sacrifice, but will do everything we can to provide for that child’s future.

Title 29 is a state educational benefit for children of veterans with a service-connected disability rating of 90% or more; children of veterans with a service-connected disability rating of 100% due to unemployability; and for surviving spouses of deceased veterans.

LDVA TO HOST WOMEN VETERANS SYMPOSIUM IN CELEBRATION OF WOMEN VETERANS DAY

BATON ROUGE, La.—The Louisiana Department of Veterans Affairs Secretary Charlton Meginley, COL (USAF Retired) invites all women veterans, and veteran supporters, to attend the Women Veterans Symposium in celebration of Women Veterans Day. The symposium will be held on Friday, May 31 from 9 a.m. to 2 p.m. at American Legion Post 38 in Baton Rouge and offers a comprehensive platform for women veterans offering support, networking opportunities and resources.

“It is very important to recognize the impact of Louisiana’s 30,000 women veterans, not only through their military service, but their service to their families and communities as well,” said Secretary Meginley. “It is our mission to relentlessly advocate for Louisiana veterans and their families to ensure they receive superior customer service and support. We fulfill the mission by connecting them to the benefits they have earned in service to our country, while meeting the economic, educational and employment needs of transitioning service members looking to make Louisiana their home.”

Louisiana’s American Legion Vice Commander Angela Gomon (USNR Retired) will deliver the keynote speech, which will be accompanied by informational sessions, power talks and a panel discussion with dialogue between speakers and attendees. The event is free of charge and also includes lunch and opportunities to interact with veteran resource organizations.

The purpose of the Women Veterans Symposium is to acknowledge and address the distinctive experiences of women veterans. By bringing together veterans, military organizations, policymakers and support services, the symposium aims to foster a community of empowerment, resilience and advancement. We will strive for positive outcomes including strengthened support networks among women veterans; enhanced awareness and solutions for the unique challenges faced by women veterans; improved access to employment, education and health resources; and empowered women veterans equipped with tools and knowledge for success in civilian life.

GOVERNOR LANDRY, SECRETARY MEGINLEY RECOGNIZE MILITARY CHILDREN DURING MONTH OF THE MILITARY CHILD

BATON ROUGE, La.—Louisiana Department of Veterans Affairs Secretary Charlton Meginley, COL (USAF Retired) joins Gov. Jeff Landry in recognizing all military children in honor of the Month of the Military Child. According to the U.S. Department of Defense, there are more than 1.6 million military children who deserve recognition for their sacrifice as a result of the service of their parents.

“As a father of four daughters, I know firsthand the struggles military children face, specifically having to change schools every two to three years,” said Col. Meginley. “During my 20 years in the Air Force, my oldest daughter attended eight schools before college, which is a burden military children face. In light of this issue, last month, I asked leadership at all Louisiana schools to consider implementing the Purple Star School Program to support the children of service members.”

The Purple Star School Program helps military children adjust to new environments and keeps them on track to be college, workforce and life-ready. Participating schools have a liaison specially trained to handle the unique challenges experienced by military families during their transition to a new school. The liaison also helps teachers better understand special considerations that students from military families may experience.

Today, on National Vietnam War Veterans Day, we honor the more than 85,000 Louisianians who served during the Vietnam era.

The generation of Vietnam service members served with patriotism and selflessness, many paying the ultimate price to defend our nation. They returned home honorably, but they were not honored.

At the Louisiana Department of Veterans Affairs, we are honored to serve those who served by connecting all veterans with the benefits they have earned. We are grateful for the service of the brave men and women who answered the call.

The Louisiana Veterans Honor Medal was created to recognize and thank Louisiana veterans for their military service. Medals are available to all honorably discharged Louisiana veterans, and to the family of those killed in action.

This position is governed by state and federal laws and agency/institution policy.

Functions: Responsible for special projects as assigned by the Assistant Director. Conducts special studies pertaining to the effectiveness of agency/institution programs, and the identification of and solution to problem areas. Assists in the oversight of projects to help the division meet goals and objectives. Plans, organizes, and schedules project/program implementation phases and procedures and develops monitoring and reporting systems to measure project effectiveness. Researches and analyzes data pertinent to work programs and goals and objectives and prepares reports explaining findings and recommendations. Makes recommendations on agency/institution policies, procedures, programs, and directives, which need be review based on research findings. Identifies when a policy change recommendation might affect other internal or external stakeholders as part of their research. Develops handbooks and manuals for participant use and conducts workshops to educate personnel on new systems, policies, and procedures. Evaluates existing programs by gathering information, reviewing files, researching policy, directives, and regulations, conducting surveys and interviews, and contacting agencies/institutions in other states concerning their programs. Composes correspondence and responses to written inquiries and interprets agency administrative directives, policies, and procedures to ensure consistent application. Acts as liaison to other programs, departments, or agencies/institutions and provides guidance in areas of expertise. Performs other duties as assigned.

Knowledge, Skills and Abilities: Knowledge of planning, research, and analysis techniques and procedures. Knowledge of department operations, policies, and procedures. Knowledge of applicable laws and regulations. Knowledge of basic accounting principles. Ability to plan and execute systems and organizational analysis and feasibility studies. Ability to conduct research and perform quantitative quality assurance reviews. Ability to research, prepare, and present comprehensive written and oral reports. Ability to organize and conduct meetings and workshops.

Minimum Qualifications: The formal education equivalent of a bachelor's degree in public administration, general business, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Other job related education and/or experience may be substituted for all or part of these basic requirements, except for certification or licensure requirements, upon approval of the qualifications review committee.
