The Referendum Petition in protest of the Adoption of Ordinance No. 2021-17 was filed this afternoon with the Clerk of the Borough of Belmar, with 424 bipartisan signatures. This was approximately 150 more signatures than was required by law.
By signing this Petition, these voters demand, that the Mayor and Counsel hold a referendum vote on whether or not this ordinance be adopted.
In simpler terms, this administration, via this ordinance, would have acquired the BFAS building for $1.5M via negotiation or Eminent Domain. It refused to purchase the property with the same conditions as agreed to by submission of its bid, and no further negotiations were entered into.
I had lunch with Ken Thompson recently, here in Palm Coast. This pic was hanging on his living room wall.

FRANNY——
This is the last weekend for all registered voters to sign the Peittion for a referendum vote in November, on the issue of allowing this administration to acquire the BFAS building for $1.5M, via negotiation or Eminant Domain. As a reminder, their plan, per information provided by their attorney, is to consolidate 3 fire companies, and EMS services on that corner. Your vote can make that determination in November. There are many walkers in your neighborhoods obtaining signatures If you would like to sign, message me here, privately, or through the BFAS page. Any questions, feel free to reach out, as well.
Sadly, there are numerous misstatements in Mayor Walsifer’s July 15 letter to the Editor, but these three warrant an immediate response:
FIRST
The BFAS NEVER changed its conditions. In its bid for the property, the Borough submitted the same “Certification Regarding Future Development” that all bidders were required to sign. In that certification, the Borough vowed that it would NOT EXPAND THE EXISTING NONCONFORMING USE OF THE PROPERTY. The deed restriction our attorney drafted, simply would have made that condition a restriction so it would be binding on the Borough. THE CONDITIONS DID NOT CHANGE.
SECOND:
The Mayor claims in his letter to the Editor, that the Borough rejected the deed restriction because “not one minor change would be allowed for years to come to the building or the parking lot.” But the Borough Attorney NEVER STATED THE BOROUGH WOULD ACCEPT A LESS RESTRICTIVE CONDITION. The BFAS would, of course, be willing to consider restrictions that would allow alterations and some expansion of the building in the future. Instead, the Borough INSISTED that the property be sold without any restrictions whatsoever on the building’s expansion or future use, and repeatedly threatened to use eminent domain to acquire the property unless the BFAS dropped that condition.
THIRD
The Mayor mischaracterizes as a “rumor” published reports that the Borough rejected the deed restriction because the Borough plans to expand the BFAS building to house all three fire companies, along with the first aid. THIS WAS NOT THEN, AND IT IS NOT NOW, A RUMOR. In fact, this was the exact reason Borough Attorney Jerry Dasti gave to BFAS attorney Ken Pringle during their call on June 11, 2021 when Dasti rejected the proposed deed restriction. See the first sentence of the attached letter of Mr. Pringle dated 7/14/2021 confirming Mr. Dasti’s statement.
Finally, any suggestion that the BFAS has not made its financial information available is untrue. It can be found now, and has been, for quite some time, on our website at "www.belmarfirstaid.com" under Financials.
We hope this somewhat clears up exactly why a Petition is circulating. By taking eminent domain off the table, and opposing the Ordinance 2021-17, it gives all of you a say as to what you want done with the building, instead of letting Walsifer take the building to build and expand on it, exactly like his attorney conveyed to our attorney. If anyone has any questions, please message for clarification. No question is off the table for us to answer. We understand there are a lot of documents, and they are very confusing, and this is very tiring, but the truth is really very simple. The Mayor and his BA will build an emergency sevices hub, combinig 3 fire companies and a first aid department, housing many emergency services vehicles on the corner of 9th and D, if given the opportunity, and they are willing to take this building via eminent domain to do so. Do you want that in your neighborhood? By signing this Petition for a vote in November, you can determine this outcome for your town.
If any registered voter of Belmar would like to sign the Petition explained in the prior post, please contact one of the committee members, or Jeannie Hines, through this page..
This will be attended by reps from Ford, media and First Aid members on July 16th at 1:00. All are welcome to attend the send- off of our beloved ambulance and our story to a place for all to appreciate.

TO THE RESIDENTS OF BELMAR:
Ordinance 2021-17, notwithstanding many objections, was passed. This allows Mayor Walsifer and his BA, acting on your behalf, to acquire the Belmar First Aid building for $1,500,000.00, or by EMINENT DOMAIN, if negotiations to purchase with no restrictions fail.
The BFAS believes you should have a say regarding this plan to acquire the property.
Attached is a Petition protesting the adoption of this ordinance at this time, requiring it to be placed on the November ballot, so that you can make your own decision on this ordinance, and not this governing body for you.
Signing this Petition, will give you that opportunity in your November vote.
If you would like to sign, please contact one of the people on the Committee of Petitioners, or private message us through this page, and we will have someone come to you for your signature. If you have any questions at all, please message through this page and we will call you immediately.
Thank you, Mr. Bean, for your excellent, on-point insight, and bold and entertaining prose!

We now know why Mr. Walsifer had a problem with the Deed Restrictions the BFAS imposed, as a condition on the sale of our property.
It has been confirmed, that Mr. Walsifer plans to consolidate 3 fire companies and build a fire house onto this property. The Borough owns 6 fire trucks.
In spite of this plan, our goal will always be to protect the neighborhood we’ve been a part of for so many years.

EDIT:
We are in the process of writing letters to donors, whose donations we received the last week of December to present. If you sent in a donation before that date, and it has not been cashed or, you sent it in December/January, and you do not receive correspondence with your uncashed check, we did not receive it, due to issues we had with not receiving mail. If anyone has any questions, please don’t hesitate to call Jeannie Hines, 908-433-1283. Thank you to everyone who donated to the Belmar First Aid Squad.

Our last shift ended at 7am. It was our pleasure serving the residents of Belmar for 92 years. It was a good run, we have no regrets and we’re leaving with our heads held high. We will continue to take the high road, but those that know us, know the truth of what happened here, and we’re are very satisfied with our decision to call it a day! Best of luck to everyone!
Happy Birthday to Sal Toppi, one of the finest, kindest young men, and EMT we know, and were proud to have on our squad. We will miss you, and wish you the best of luck in your future endeavors.

Monmouth County Sheriff's Office
Our Franny Hines, Director of EMS of the Belmar First Aid Squad, soon to be dissolved, also leaves behind a legacy as the first Autism Awareness Coordinator for the awesome Sheriff of Monmouth County, Shaun Golden. It has been Fran’s honor to work for him in this capacity.
, a strong advocate and leader in the special needs community, couldn't be more proud of the 's efforts to educate first responders on how to respond to and approach a situation involving an individual with special needs.
The MCSO was the first agency in the state to implement this type of training, and, has instructed thousands of first responders to help ensure the safety of special needs individuals. Autism and Special Needs Outreach Coordinator Fran Hines who has retired from the MCSO was a big contributor of these efforts through training, our Project Lifesaver International Headquarters program and the Monmouth County Special Needs Registry. We thank him for his years of service, commitment and dedication.
Happy Birthday to our long-standing, awesome, loyal EMT Brian Lanzim!
Colton and Friends
As everyone is working to get the St. Augustine Camp going, we want to say that the BFAS and all of its volunteers, every single year, were a huge support to our Foundation as we put on biggest surf camp in NJ, and it never would have been the success it was without them. From hosting yearly breakfasts for the Surfers, to cooking thousands and thousands of hamburgers and hot dogs and working tirelessly to make it happen, we’re grateful to all of them. We sure are going to miss them.
We wanted to let our community know that Colton and his family, our Foundation, Colton and Friends are leaving NJ as of April 1, 2021.
We are so excited to be working with Surfers Healing and Florida Board Riders, from the St. Augustine, FL area, to put together a 2 day surf camp for children with autism. The potential dates are April 17/18, THIS YEAR! We are going to make it as successful as we we did here in NJ every year for the past 15 years. St. Augustine will be the newest addition to Izzy’s Surfers Healing camp circuit. We can’t wait to see Izzy and Isaiah in our new home state of FL.
There were some terrible accusations made by a Donna DeMilia on an article on Tapinto Belmar. She has since taken them down. I made copies and have reported same. We are going through a terrible time, and these comments were shocking to the conscience. We don’t know her, other than she’s affiliated with Hook and Ladder Fire Company. We don’t think what she said was the stance of the entire company, but rather just a few. Thank you to those who support our Squad...Franny
