As Direct Support Professionals Recognition Week comes to a close, let’s consider how to better support these workers, who are at the heart of everything we do to support people with disabilities to access and participate in our communities.
Yesterday, we shared National Core Indicators® Intellectual and Developmental Disabilities (NCl®-IDD)’s 2022 State of the Workforce Survey data on wages, which is strongly connected with staff turnover. Another important way that states can support DSPs is to improve access to good benefits, such as:
• Employee Assistance Programs
• Employee Resource Networks
• Paying off student loans
• Providing childcare stipends (research suggests that DSPs are often more likely to be the head of household and caregivers to their own families)

Increased wages are an important piece to address direct support professional (DSP) workforce shortages. This DSP Recognition Week, we're taking a closer look National Core Indicators® Intellectual and Developmental Disabilities (NCl®-IDD) data from the 2022 State of the Workforce Survey. Researchers found that average hourly wages rose by almost $1.50 between 2021 and 2022, with every state that participated in both years reporting an increase in median hourly wages. At the same time, turnover was 41%, and among the 24 states that participated in the 2021 State of the Workforce Survey, 22 of them demonstrated a decrease in turnover ratio.

National Core Indicators® Intellectual and Developmental Disabilities (NCl®-IDD)’s 2022 State of the Workforce Survey collected comprehensive data on provider agencies and the Direct Support Professional (DSP) workforce that supports adults with intellectual and developmental disabilities. With more than 3,600 participating provider agencies from 28 states and D.C., this survey represents more than 275,000 direct support professionals, and reveals how we can better support DSPs around the country.

One of the models for long-term services and supports delivery that is gaining traction is self-direction. Many states now offer waivers for people with disabilities and older adults to self-direct their services, which can mean everything from hiring staff to managing budgets and payroll. Nevertheless, NCI-AD ACS data from 2022-23 shows a relatively modest number of people who are using self-directed supports options, at 30% of respondents. Among those under 60, 35% self-direct their services, and there may be increasing demand for self-direction in the coming years. Since the Olmstead decision in 1999, states across the US have put significant investment in strengthening home and community-based services (HCBS). These services have made major improvements in access to the community for people with disabilities and older adults, but data from NCI-AD ACS 2022-23 still shows room for improvement:
• 85% have access to healthy foods when they want them, but 12% have to skip meals due to financial worries
• 79% of respondents have enough help with everyday activities
• 68% always have a way to get where they want to go
• 61% can take part in activities with others as much as they want

ADvancing States
There are often long waiting lists for people with disabilities and older adults to obtain home and community-based services (HCBS). At the same time, organizations who provide HCBS experience high rates of staff turnover, which can impact the quality of services for people with disabilities and older adults. Data from NCI-AD ACS in 2022-23 shows that:
• 32% of respondents say their paid staff change too often
• 32% of respondents say their case manager changes too often
• 67% of respondents have a backup plan if paid support staff do not show up

July is month, a time to reflect on the progress society has made in ensuring people with disabilities are able to live full and authentic lives. People with disabilities and older adults deserve the right to be in control of their lives; for individuals who use long-term services and supports, this is related to the ability to make choices about who provides these services and when. According to NCI-AD ACS data from 2022-23, respondents report varying degrees of choice and control:
· 86% say they can choose/change their services and supports
· 77% say they can choose/change the people who provide paid supports
· 66% say they can choose/change when and how often they receive services
· 69% say the feel in control of their lives
