Wyoming — CareBridge 11/08/2023

Some important information regarding changes with the EVV system.

The Wyoming Department of Health (WDH) would like to announce upcoming system enhancements to the CareBridge EVV Solution. The enhancements include the addition of Multi-Factor Authentication (MFA) to the mobile app, as well as Geo-Fencing functionality.

These new capabilities will be live in the CareBridge EVV Solution beginning January 1, 2024.

What is MFA?

Multi-Factor Authentication (MFA) serves to decrease identity fraud and improve system security by requiring that system users login using a multi-step security process that helps verify users' identity. CareBridge EVV users will be required to have an email address and/or phone number associated to their user profile, or use an authenticator app such as Google Authenticator. What is Geo-Fencing?

Geo-fence is a virtual perimeter for a real-world geographic area. Geo-fencing is a service that triggers an action when a device enters a set location. A radius is established around the member’s physical authorized service location(s) on record. Geo-Fencing functionality will not prevent services from being rendered by caretakers. However, the system will flag when services are potentially being rendered more than ½ mile from a member’s authorized service location. If a flag appears, system users will be required to enter a reason code for why the services are being performed outside the established radius. What’s next for CareBridge EVV system users?

For provider organizations solely using the CareBridge EVV system, these system changes will be implemented by January 1, 2024 and should minimally impact your daily activities. What’s next for 3rd Party EVV system users?

For provider organizations using 3rd party EVV systems, please contact your EVV vendor to initiate the process of implementing the geo-fencing requirements including the establishment of the ½ mile radius indicator, reason codes, and interface changes. The CareBridge team will work closely with any 3rd party vendors to implement the State’s geo-fencing requirements. Vendors will be required to have geo-fencing set-up in their system by January 1, 2024. Vendors can contact the CareBridge Integration Team by calling 1 (844) 920-0989 or emailing [email protected]

Provider organizations using 3rd party EVV systems will not be impacted by the new MFA functionality.

Welcome to National Core Indicators® (NCI®) 09/15/2023

Starting in October 2023, surveyors with Vital Research will begin reaching out to randomly selected participants about participating in the NCI-AD survey. This survey will run until May 31st, 2024. The Wyoming Department of Health wants to know how well services are meeting the needs of Wyoming residents on the Community Choices Waiver. The Vital Research interviewer will keep participants' answers to all questions private. This survey is voluntary and participants will not lose or gain any services or funding because they talk to the interviewer.

Part of this outreach might involve the surveyors reaching out to case managers to obtain new contact information if they were unable to reach the participants. Please note that Wyoming needs about 400 completed surveys so not all participants will be contacted.

Participant Notification of Changes to Provider Rates- No Action Necessary

Dear Comprehensive or Supports Waiver Participant:
During the 2023 General Session of the Wyoming Legislature, the Wyoming Legislature passed House Enrolled Act 0037, the budget bill that includes two provider reimbursement rate increases that affect the Comprehensive and Supports Waiver (DD Waiver) providers.
The first increase applies to DD Waiver agency providers, which are defined as providers that designate wages and employ staff members other than themselves. These providers must legally report employee earnings to the Internal Revenue Service. Agency rates will align with the rates identified in Appendix D – Original Model – Waiver Service Rates, of the Comprehensive and Supports Waivers SFY 2023 Provider Rate Study. Please note that rates for independent providers will be held harmless and will not be decreased to align with this Appendix.
An additional increase to all provider reimbursement rates is also included in the waiver amendments. The increase applies to all DD Waiver providers, and is over and above the increase for agency providers. All provider rates that are paid based on a billing unit, regardless of provider type, will be increased by approximately 2%.
Due to the overall 2% increase of all provider rates, your individual budget amount (IBA) will increase. If you receive services from an agency provider, you may see an increase to your IBA that is over and above the 2%. The 2% increase is available to you for any modifications you would like to make to your individualized plan of care (IPC), but IBA increases associated with agency rates can only be used for these specific services, meaning that you will not be able to modify your IPC to use the increase for a different service once your IBA has changed.
Your IBA will be adjusted if you choose a different provider type. For example, if you receive one of these services from an agency as of December 1st, and select an independent provider on January 1st, your IBA will be adjusted down to account for the independent provider rate. If you receive one of these services from an independent provider as of December 1st, and select an agency provider on January 1st, your IBA will be adjusted up to account for the agency provider rate. Your IBA will be reflective of the number of service units that are currently on your IPC, so your purchasing power for these services will remain the same.
Please work with your case manager and plan of care team to account for these changes in your IBAs during your next annual plan renewal meeting. No other action is required from you at this time. For additional information on these rate changes, please refer to the Frequently Asked Questions for the October 2023 Provider Rate Increase. This document, as well as the updated Comprehensive and Supports Waiver Service Index and fee schedule, will be available at https://health.wyo.gov/healthcarefin/hcbs/servicesandrates/ beginning October 1, 2023

Aspire Case Management delivers a blended style of case management services and educational opportunities for the Developmental Disability and Community Choice Waivers. Our person centered approach integrates with all members of the team to ensure that the participants complete needs are being met by coordinating services from both public and private providers. Our commitment to improving the lives of those we work for goes beyond case management.

Our team-based concept benefits our clients with knowledge of over 40 years’ experience in the waiver world. Our team consists of professionals with educational foundations in psychology, human services, social work and business management. Additionally, our personal experiences include parenting a child with developmental disabilities, serving as a foster care parent, and providing direct services to participants.

We currently provide services in the following Wyoming counties: Natrona, Converse, Albany, Campbell, Carbon, Fremont, Johnson, Laramie, Hot Springs, Big Horn, Sheridan, Crook, Weston, Washakie, Niobrara, Platte, and Goshen.
