Hello Commissioners,
I hope everyone had a great short week! It is amazing that summer is drawing to a close. My major focus this week was catching up after being out for vacation. We are still working with a couple of contractors to get a plan together on the emergency repair needed for Pine Hill. We will communicate the plan and associated closures as soon as it is determined. We also are coordinating with HCWQ on the erosion control and stormwater issue on Main street. We have not received the inspectorâs final assessment but did send our initial impressions to them.
We did have several site selectors reach out this week to schedule meetings next week. We are noticing a large increase in commercial and multifamily development interest, currently. Based on the findings from the Foundationâs study, I would believe this is due to the nearly 800 residential units that are currently in some phase of construction within the City. The report inferred that residential growth, ie rooftops, would be what drove subsequent commercial growth. I am optimistic that we will continue to see this growth and associated development next year as the residential units come online.
It appears that the final TDOT permit was issued for the Bell Farms townhome project on Lee Hwy this week and that the pre-construction meeting and land disturbance permits will be issued next week. We expect they will break ground this month.
As a reminder, planning commission will simply be an opportunity for training on Monday night.
The lawsuit regarding the park is starting to move forward. I expect to work with legal over the next few weeks to nail down our position and damages, then file our portion. We continue to work with the donors and the contractor to bring this to a resolution. It is very unfortunate that the designers are unwilling to address their mistakes and have forced us down this path.
The Mayor and I have been invited to a meeting with the County Mayor and the Humane Society Staff later this month. Honestly, the details on what is going to be discussed is not as clear as I would like, but we have a guess. If you have any thoughts regarding HES and our contract with them, please reach out to me individually, so that I can share those during the meeting if warranted.
Collegedale Public Library:
We received the updated architectural quote for the library remodel. The architect, myself, and LS&S staff are meeting to make sure we are all on the same page next week. I then plan to bring the funding request to the Commission at the next meeting.
Collegedale Airport:
The Airport had a busy week making various repairs, which included the runway access gate at McDonald Terrace, as well as our self-serve fuel kiosk that experienced an interruption and needed new relay boards installed. Both repairs were successful and were operating as normal. We received notification that the countertops will tentatively be installed next week, as well as the exterior painting for the terminal building. We will be going to review styles and colors for the LVT flooring next week. We anticipate the flooring install to commence within the next two weeks. We have been pricing out items on our repair list and plan to begin with the AvGas hose reel, followed by runway lighting, and a replacement beacon tower. We also continue to work with the entrepreneur on the Economic Development project, to reach common ground on contractual terms. We are currently still waiting on the environmental review from TDOT to be completed. I am requesting that you each reach out at your convenience to discuss our path forward. I am aware of the questions raised at workshop, but the only real way to answer them is to go forward with design and get the project bid. That is also the only way we hope to have a chance to meet the developers schedule. However, doing so, commits us to the project and I would like to speak with each of you before bringing the design services contract at the next Commission meeting.
Collegedale Public Works:
The CPW Department serviced an average of 2,950 trash carts, loaded 2 semi-trailers for the landfill, had bulk/large trash collection, wrote 2 bulk/ large trash violations, wrote 1 garbage violation, repaired/ replaced 3 broken trash carts, delivered 2 extra trash carts, delivered 1 new resident trash cart.
The CPW Department checked and cleaned recycle, ROW mowing, cross walk painting, repaired street signs, checked fuel levels, ROW trash collection, checked trees on Apison Pike, checked on Robinson Farm Road for water runoff, sidewalk inspection on Rookwood Circle, checked barricades on Pine Hill Road, continued inspection of site work associated with the new parking lot on Ooltewah-Ringgold Road. The project is moving forward well. Luckily, soils have not been as bad as we feared. Several large areas of unsuitable soils have been found and are being addressed but it was not as widespread as we feared.
The CPW Department serviced Unit # 132, checked leak on grapple bucket and leak in connections on Tool Cat, repaired hydraulic leak on equipment trailer, picked up Unit # 136 from dealership, repaired headlight and checked fuel pressure on Unit # 116, repaired handle on water truck, checked why backhoe would not start.
The CPW Department had lift station inspections and logs, cleaned/de-greased pump stations and vault, 52 one-calls, 3 emergency one-calls, and marked 6 one-calls, inspecting new sewers at Chastain Farms, testing at Dogwood Hills, building pad for a new pole barn.
The CPW Department helped cleanup spilt concrete at the intersection at Four Corners, made more w**d killer, replaced pump on sprayer truck, started spraying the airport, mowed city hall, library, Vet Park, big field across, strip across from library, baseball fields, Apison Pike, Nature Nook, and Thatcher Switch, blew, edged, w**d-eat city hall, library, Vet Park, big field, strip across from library and baseball fields, watered all flower beds, w**ded all flower beds, finished spraying the airport, cut tree out of ROW on Apison Pike and Tallant Road, took down 3 signs at pickle ball courts, cleaned up cardboard at recycle.

* Notice of violation sent to owner regarding brush at the curb too early and encroaching on the roadway at 100XX Tellico Dr.
* Spoke with the occupant at 95XX Hastings Way regarding the property being listed as a short term vacation rental in Host Compliance. Resident advised she currently has a lease for the property until Nov 2024. Property owner later called advising the property is currently not being used as a STVR and she would remove the advertisement.
* Spoke with a representative from Erlanger Hospital regarding the overgrown grass/w**ds at 50XX and 52XX Little Debbie Parkway. The properties are scheduled to be mowed this week.
* Provided updated information to Host Compliance regarding the short term vacation rentals in Collegedale.
* Spoke with the owner of 917XX Apison Pike regarding the right of way boundaries adjacent to his property. E-mail sent to owner after consultation with public works.
* Attempted to contact property owner for accumulation of trash and debris at 56XX Landrum Dr., but was unsuccessful. Notice of violation to be sent next week.

* We spoke with the foreman of Public Works, in reference the overgrowth at the AT&T repeater station located at 50XX Eaglefeather Lane. (57XX Tallant Rd). According to the foreman, a citizen is calling everyone at the city in reference to the over grown grass. We contacted Kevin Lusk of Brightspeed at 56XX Main St. (formally Century Tele) who advised the location is not maintained by his company and referred us back to AT&T and provided us with an email for Joe Perrel of AT&T. K9 Maxim was deployed to assist Chattanooga State Police with an alleged armed suspect on campus. K9 Maxim assisted with building searches for hours until the call was found to be a hoax.

A driver in the 9300 block of Apison Pike was arrested for DUI, Improper turn, violation of the implied consent law, and improper turn.

Officers assisted Hamilton County Deputies with a house fire in the 6200 block of Ooltewah Georgetown Road.
Sunday, September 1st, 2024
Officers responded to the 10000 block of Moore Road for a runaway juvenile. The juvenile contacted the parents and stated they were fine but did not give their location. The parents were advised on how to proceed.
Monday, September 2, 2024
The teenage runaway reported missing from the 10000 block of Moore Road on Sunday returned home.
Police and fire personnel responded to a vehicle fire at a home in the 5600 block of Tucker Road. The fire damaged three vehicles.
Tuesday, September 3rd, 2024
Officers assisted Hamilton County Deputies with a crash in the 5900 block of Mountain View Road. One driver was intoxicated and fled the scene but was located by Collegedale Officers. Hamilton County Deputies took the individual into custody.
Wednesday, September 4th, 2024
A traffic stop in the 5000 block of Ooltewah Ringgold Road for a registration violation led to the driver and passengerâs arrest for criminal impersonation, or lying about who they were. The driver was also charged with the registration violation and for tampering with evidence after ingesting narcotics that had been in their possession during the stop.

We've answered a few questions earlier this morning about the road work that is about to begin on the Hamilton County section of Bill Reed Road.
For the sake of our other residents and travelers that use Bill Reed Road, Collegedale City Manager Wayon Hines was able to find out that the Hamilton County Highway Department will be replacing two culverts on the Hamilton County side of Bill Reed Road starting Monday, September 9. County officials expect to be issuing a press release about it this evening. They plan to plate the areas during non-construction activities and pave their roadway in the coming weeks.

Monday, 9/09: Road Closure between Standifer Gap Road and Green Shanty Road. Detours will be posted to use Green Shanty Road to Old Lee Highway.

Tuesday, 9/10: Road Closure between Woodland Drive and Ooltewah Ringgold Road. Detours will be posted to use Woodland Drive to Pattentown Road or Pine Ridge Road to Ooltewah Ringgold Road.
Naturally, residents in those closed areas will still be able to access their homes.
Bill Reed Road comes into the city limits of Collegedale near the intersection with Dayflower Drive and continues to Ooltewah Ringgold Road.
Collegedale, TN - The City of Collegedale, McKee Foods, American Legion Post 257 and others will be saluting fallen Service Personnel.
On December 1, 2024, Veterans Memorial Park, located at 9318 Apison Pike in Collegedale, will be a main portion of The Little Debbie Fun Run. Uniformed Active Duty men & women will be stationed next to garden flag type banners containing individual pictures of fallen soldiers during time of enlistment, or deceased post enlistment due to service related trauma, from Collegedale & surrounding communities.
Members of the American Legion Post 257 are seeking to connect with surviving family members who can provide: permission, digital JPEG or PDF photo, name, rank, service branch and deceased date.

It was business as usual for admin this week. We had a productive Commission Workshop on Monday. We also began to prep for our upcoming audit and for our workerâs comp audit. Both are coming up next month.
[City] Planning worked on the following:
This week planning discussed development requirements with three different national restaurants and a medical office. If they decide to move forward, we expect that they will be submitting their applications shortly. A pre-document meeting was held with one of our current retail stores as they are wanting to do complete interior renovations to their store. Planning also meet with two separate citizens to discuss some options when it comes to building a single family residence on their vacant property. Lastly, planning received an application for approximately 40 townhomes and we expect to take this item to our October Planning Commission.
Collegedale Airport:
The Airport worked on the following:
We approved an estimate for the countertop installation as part of the Terminal Refresh project. We are still awaiting a firm date from Newman and Sonâs on the exterior painting. They are wanting to wait until temperatures are more favorable. The photocell for our rotating beacon was replaced on Wednesday. We are working to repair the McDonald Terrace taxiway gate for those residents at the north end of the Airport. We believe the power control board has failed and weâre awaiting our technician to arrive on-site Friday or first of next week. Weâd like to give a big shout out to the Public Works Department for helping us clean out the ditches alongside the runway!

A driver struck a telephone pole head-on in the 5500 block of Tucker Road.
An individual in the Walmart parking lot was arrested and charged with child neglect and abuse, possession of a Schedule II drug, and paraphernalia.
Saturday, August 24th, 2024
K9 Maxim was deployed to assist Hamilton County Deputies on a traffic stop in the 8800 block of Fuller Road. Maxim alerted on the vehicle, and a search resulted in the discovery of drug paraphernalia.
Officers were dispatched to a CPR in progress at the Hawthorne Apartments where a drowning has occurred involving a juvenile. Responders performed CPR on the juvenile until EMS arrived and transported them to the hospital.

A juvenile was arrested for domestic assault in the 8700 block of Apison Pike.
A driver in the 8600 block of Apison Pike was misdemeanor cited for driving without a license, underage consumption of alcohol and violation of the open container law.

A driver in the 5300 block of Little Debbie Parkway was misdemeanor cited for reckless driving after being stopped for speeding 73 mph in a 40.

đšYâall better sit down so you donât fall over⊠we have some exciting news!đš Some of you may have noticed that Clifford the Big Red Crane has shown up to the bridge project.
We have been informed that they are mobilizing equipment and supplies over the next few weeks and are getting ready to set beams on the bridge over the railroad. We have been told that most spans will be done by Thanksgiving.
We will update you with any new information that is provided to the city!
Please help us get the word out to everyone that City Hall will be closed on Monday for Labor Day. This means that the Commission Meeting will be on Tuesday instead of Monday.
