Fundamentally, good things happening, but some issues….
This is going to be a wonky post, with a lot of background, so if details don’t thrill you, stop now.
Yesterday 10/22/24, The City of Chicago held a press conference announcing the merger of the two separate shelter systems; the migrant system created in the last two years to serve the surge in new arrivals (mostly Latin American) and eventually reaching 15,000 beds before beginning to shrink and the legacy system, which serves 70% to 85% African American and has been crumbling over the last several years, declining from over 5200 beds in 2015 to about 3000 beds now.

If you want the skinny, here it is: Chicago will merge the systems by January 1st, 2025, have one admissions process, (the 311 system, more on that below), 6800 total beds and no more segregation or preference in placement.
This is very good, both in terms of equity and eventual bed numbers! Well done!!
There are, as happens with change, some questions that will hopefully be addressed promptly.
We might want to address some of them to City officials or to your Alders. BTW – if you feel you’re being ignored, note that the eventual bed numbers they settled on exactly reflects what we’ve been arguing for the last couple months….so maybe not. Or they are looking at the same numbers and, based on PIT (Point In Time (https://www.chicago.gov/.../provdrs/emerg/svcs/PITcount.html)) counts and vacancies, came to the same conclusions….
Some questions on details:
1. The decline of migrants in the system/access to new beds.
While the migrant bed numbers have dropped from 15,000 to about 5,000, the decline has taken time, as people have assimilated into our neighborhoods or moved on. The current average daily rate of migrants leaving the system (per the public dashboard site: https://www.chicago.gov/.../texas.../home/presentations.html) has been 7/day. At this rate, it would take 5 months, or until next spring, for the migrant population to drop sufficiently to allow one more Chicagoan to get a single shelter bed. Further, to achieve the current stated timing and bed goals, at this rate, on January 1, 2025, you would have to expel 600 migrants from shelter.
Obviously, although not stated in released documents or at the press event, this must be a staged closing of beds? Will that staged process also open up beds for Chicagoans for this winter?
2 Emergency Extreme Weather Spaces:
In light of the fact that this process will take time, have you reconsidered opening up more flex space to accommodate both Chicagoans and migrants when it’s just too cold to be outside?
3 Problems accessing the current beds:
The current emergency access to the shelter system through 311 is challenged. Depending on which report one reads, either 70% or 90% of Chicagoans that call for emergency help and a bed don’t get one. Those who do often face waits of over 12 hours before getting picked up. You are adding an eventual additional burden of 3800 beds and a short term burden of at least 4400 additional placements. What immediate changes are proposed to make that system work better?
