DETROIT (WXYZ) — The City of Detroit announced that income-qualifying tenants who have been financially impacted by COVID-19 can apply to receive up to 12 months of rental assistance.

The city said the assistance is made possible from a $50 million COVID-19 Emergency Rental Assistance program fund that was approved for Detroit last week. The goal is to help keep Detroit residents in their homes and offer them legal assistance if they are currently facing eviction.

“With the federal moratorium on evictions lifting at the end of this month, we need to keep every Detroiter in their home, and now, more help is available,” said Mayor Mike Duggan in a press release. “I would like to thank the governor and our nonprofit partners for stepping up to help protect Detroiters from being evicted and helping to ensure that they emerge from this pandemic with the security of knowing they are not at risk of being pushed out of their homes.”
Who is eligible?

Households may be eligible for the CERA program if they meet the following:
1. Household income is below 80% area median income (AMI)

For Example: Detroit household of 1 person earning under $44,000 or household of 4 persons earning under $62,800 would qualify

2. Have experienced an eligible COVID19 hardship since March 13, 2020

Member of household qualified for unemployment

Member of household has had at least a 10% reduction in income

Member of household has incurred significant costs (over $500)

3. Household can demonstrate risk of experiencing homelessness or housing instability evidenced by a past due utility or rent notice
Who can apply?

1. Renters with a court order summons, complaint, or judgment
2. Renters who are behind on rent and/or utilities and have a past due notice
3. Landlords can apply directly (both the landlord/ owner and renter will need to complete the application)
Documents needed for assistance

Please ensure all documentation is submitted to avoid delays in assistance.

Completed CERA Tenant application

Copy of past-due rent notice, a notice to quit or a court ordered summons, complaint or judgement

Copy of state ID or passport for the tenant applicant (with proof of residency if address does not match the unit)

Most current copy of lease agreement in tenant's name (if a written lease was completed)

Provide all proof of earned and unearned income for household members that live at the property and that are over the age of 18

Household income/benefits (unemployment, SSI, etc.) for one month, OR

Copy of submitted 2020 IRS form 1040 (first two pages) OR

Food Assistance Program Notice of Case Action form (only applicable for households with 3 or less people)

Copy of ALL utility statements the tenant is responsible for, if applicable

Copy of Internet bill/statement, if applicable

Before it can be signed by Biden, the legislation will have to be passed again by the House because the Senate made changes to its version, which Democrats approved along party lines last Saturday.

Eligible Americans would receive a $1,400 stimulus payment — plus $1,400 for any dependent. The plan also would improve the Child Tax Credit (CTC), making it refundable and worth up to $3,000 per child — or $3,600 for a child under 6 — for 2021.

The provision also allows American families to receive periodic payments for the credit for one year beginning in July. The eligibility requirements for the Earned Income Tax Credit (EITC) would also be expanded under the proposal.

The plan would also put in place a federal moratorium on evictions and foreclosures until the end of September and would allocate billions of dollars toward food insecurity.
