The Small Business Administration (SBA) and the Department of Defense will be partnering with the Del Mar College APEX Accelerator to present the All Small Mentor Protege Program (ASMPP). This program was established in 2016 to extend U.S. Small Business Administration-approved mentor-protégé relationships to every small business.

This program seeks to develop strong protégé enterprises through mentor-provided business development assistance and to help them successfully compete for government contracts. Rather than creating separate programs for each constituency (Service Disabled Veteran Owned Businesses, Women-Owned Small Businesses, Historically Underutilized Business Zones), the SBA created one all-inclusive program. This program was modeled after the successful SBA 8(a) Mentor-Protégé Program. The Department of Defense has its own Mentor - Protégé Program, so compare and contrast the two programs to determine which is best suited for your business.

Many companies in the United States industrial base rely on foreign investment for financial health and expansion. This is called Foreign Ownership, Control, or Interest (FOCI). This is of little concern in the general commercial world, but when that company is a government contractor it may suddenly become more complicated. Generally, the federal government is happy to allow such relationships, but only when the interests align. Learn about DPA Title III from Ian Patterson, an experienced federal contract attorney for Schoonover & Moriarty LLC on Tuesday, September 3, 2024 at 10 a.m. MDT.
Ian will cover the provisions of Title I (Priorities and Allocations), Title III (Expansion of Productive Capacity and Supply), and Title VII (General Provisions).
Did you know that Title III of the Defense Production Act (DPA) provides various financial measures, such as loans, loan guarantees, purchases, and purchase commitments, to improve, expand, and maintain domestic production capabilities needed to support national defense and homeland security procurement requirements. Title III also authorizes Federal Government procurement and installation of equipment in plants, factories, and other industrial facilities owned by the Government or private persons. A typical Title III project is focused on increasing production capacity and reducing production costs for new, state-of-the-art technologies needed for military and homeland security purposes.

It is true that the Department of Defense (DoD) is the only federal agency with an active Title III Program, but Executive Order 13603 delegates the authority to other departments and agencies to partner with the DOD in sponsoring individual Title III projects for the national defense.
