UPDATE: The city council will not be moving forward with the purchase of the former Elks building. We will continue to look for sites that may work as either a campground or shelter. It’s something I believe we must do to regain control of our parks and public spaces.

After hearing community comments over the last few days, I’d like to clear up a few misconceptions.

First, a low-barrier shelter does not mean “anything goes.” There WILL be rules. While details aren’t yet established (this needs to be done in partnership with the facility operator and may depend somewhat on the characteristics of a particular site), it is absolutely the city’s intent to be a good neighbor with this project.

Regarding funding — the city has received state funds specifically for this type of purchase. Yes, I know that’s still taxpayer money. The point is that we received these funds aspecifically to address homelessness and housing insecurity. We may be eligible to receive more, but it’s helpful to have a specific project/need when requesting state/federal funds.

Regarding location — GP is a relatively small city without a large industrial zone, and without a lot of available properties. It’s unlikely we will find a “perfect spot” but we will continue to look for a location that works for the community and meets the needs of the unhoused population. Please send any ideas you have! We’d love to hear your suggestions for solutions.

I can’t speak for the full council, but I know that I was not aware of the dance studio that is going in next door to the former Elks building. I understand the concerns of parents and neighbors and I appreciate those of you who took the time to provide thoughtful feedback. The council did listen and hear your concerns.

From a few people, I heard a big “NO” — they don’t want a shelter in our community, period. To me, this attitude is not acceptable. We have a serious problem in our parks and on our streets that demands action. We have members of our community who deserve our help. I believe people CAN turn their lives around and we can make a difference by helping them get back on their feet. I’m committed to working on that.

Over the past two years, the Grants Pass City Council has met many times to discuss establishing a low-barrier shelter and navigation center that will help the city regain control of our parks and help local unhoused citizens transition to stable housing.

Following a special council meeting last Wednesday, the City made a preliminary offer to purchase the former Elks Lodge Building at 207 SW K Street. The offer is contingent on council approval at a business meeting, tentatively scheduled for Nov. 16. The City is waiting to hear whether the offer has been accepted.

This is a huge step forward. I believe this building is a great opportunity for the City. The central location is quite accessible as a navigation center and the building has plenty of space to house offices for social service providers in addition to a shelter. We've been talking for some time about an urban campground, but this is going to be an even better solution for our community.

If the City's offer is accepted, the next step will be to hold a community forum about the project before it goes to a business meeting for public comment and council approval. The City will also begin working with service partners to develop a plan for how to fund and manage center operations.
