I think this discussion is a good thing. As property values go up and first time home buyers try to afford a house it would be a shame to ban them from renting part of their house so they can better afford it.
The home owner can monitor their property on cameras and use noise level devices to make sure the neighbors aren't bothered. And the number of cars can be restricted.
