CASE(S): Community Notification

The Washington County Sheriff’s Office is releasing the following information pursuant to WI Statute 301.46(2m) which authorizes law enforcement agencies to inform the public of a s*x offender’s release when, in the discretion of the agency, the release of information will enhance public safety, awareness and protection. The individual who appears on this notification has been convicted of a s*x offense.

Timothy Cynor will be released from prison on Nov. 19, 2024. After his release he will reside at 1725 Cth NN in the Township of Jackson. In 2012 Timothy Cynor was convicted of 1st Degree S*xual Assault of a Child. Timothy Cynor will be on probation until 6-18-31 and will be monitored closely by WI-DOC Division of Community. Timothy Cynor will have numerous rules and restrictions.

This s*x offender has served the prison sentence imposed on him by the courts. He is NOT wanted by law enforcement at this time. This notification is not intended to increase fear, but rather it is our belief that an informed public is a safer public.

S*x offenders have always lived in our communities; but it was not until the S*x Offender Registration and Community Notification Law was enacted that law enforcement was able to share this information with the community. More information can be located at https://appsdoc.wi.gov/public/faq

We talk a lot about S*xtortion scams directed at preteens and teens, but it’s important to know that there are so many financial scams directed at adults as well.
Thank you Jackson Police Department for sharing this information…check it out👇, and don’t keep it to yourself, share it within your circle!

It is and we have a new scam making it's way around Washington County and likely other areas as well.

are using publicly available information to contact people to tell them that they missed some kind of court ordered activity and told they are going to be arrested for the oversight. This is not a new ploy, but the scammers are upping their game and spoofing the Caller-ID to make it look like the scam call was coming from a legitimate law enforcement agency.

For example: the person will receive a call that looks like it is coming from a local law enforcement agency. The scammers will call people who have either been arrested recently, are currently out on bond, or is on the s*x offender registry and tell them they should have received a certified letter that provided information about an appointment the person was required to appear at. The incidents we are aware of the person was told they missed an appointment to submit a secondary DNA sample. Of course there was no such letter ever sent or any kind of required appointment, but the made the scheme more believable by spoofing the Caller-ID to show a legitimate phone number from a local law enforcement agency.

We would not be surprised if this scam becomes more prevalent as are ever evolving and there is more publicly available information regarding people who get arrested and/or released to community supervision.

When in doubt:

✅ Run yourself on CCAP. If there is a criminal warrant for your arrest thru Wisconsin, it will show on this site: https://wcca.wicourts.gov/
⚠️ CCAP DOES NOT show warrants issued for unpaid traffic or municipal tickets issued by local police departments. It only shows warrants for traffic tickets issued by sheriff deputies or state troopers.
✅ If a municipal court issues a warrant for an unpaid traffic ticket, they also suspend that person's driving privileges. You can check your driving status online with the Wisconsin DOT here: https://wisconsindot.gov/Pages/online-srvcs/other-servs/status-check.aspx
🛑 Payment by Bitcoin or any kind of gift card is NOT accepted by ANY court. 🛑
🛑 Police will NEVER offer to come or have someone else come to your house to pick up the bail money either.

If you still are not sure, tell the scammer that you will wait on the front porch for the officers to come and arrest you, then hang up the phone.

You can also go to your local police department. Worse case scenario, you legitimately have a warrant and get arrested. On the bright side, you will get the matter cleared up!

ICAC MAKES CHILD P**N ARREST: Suspect Alread Facing Charges for S*xual Assault of a Child

Earlier this year, the National Center for Missing and Exploited Children developed two cyber-tips for the possession of Child S*xual Abuse Material (“CSAM”), often referred to as child po*******hy, in the City of Racine. The tips were referred to the Sheriff’s Internet Crimes Against Children (ICAC) unit, and the investigators were able to develop a suspect, Athon Lucifer Reeves, a 27-year-old male from the City of Racine.

During their investigation into Reeves, the investigators were able to determine he had a pending case in Racine County Circuit Court for Battery to a Law Enforcement Officer, Resisting/Obstructing, and Disorderly Conduct (See 24CF434).

On August 25, 2024, ICAC investigators (including a Sheriff’s computer analyst and an electronic storage detection K9, Stella), Sheriff’s Criminal Investigations Bureau investigators, and a Department of Justice – Division of Criminal Investigations (DCI) computer analyst served a search warrant on Reeve’s residence in the 1400 block of N. Wisconsin Ave., City of Racine. During the search, investigators located several electronic devices that were turned over to DCI for an in-depth forensic examination. Investigators also obtained information that Reeves was a suspect in a 1st Degree S*xual Assault of a Child, with person under the age of 13-years-old in the City of Racine.

The investigators shared their information with the City of Racine Police Department (RAPD) which was already investigating Reeves for the 1st Degree S*xual Assault of a Child. While DCI was conducting their forensic analysis, RAPD officers arrested Reeves, and he was charged by the Racine County District Attorney’s Office with 1st Degree S*xual Assault of a Child, with a person under the age of 13-years-old, and Bail Jumping – Felony (See 24CF1047). A $50,000 cash bond was set in that case, and Reeves is being held in the Racine County Jail.

While Reeves was in jail, the ICAC unit received the results of the DCI forensic analysis, and ICAC investigators determined Reeves was in possession of a multitude of CSAM. The ICAC investigators interviewed Reeves in jail, and Reeves made numerous incriminating statements related to the Possession of Child Po*******hy and the S*xual Assault of a Child. On September 23, 2024, ICAC investigators submitted the following offenses:

• Possession of Child Po*******hy (15 counts)
• Bail Jumping – Felony (3 counts)

The ICAC investigators forwarded charging recommendations to the Racine County District Attorney’s Office, and the DA’s Office filed fourteen counts of Possession of Child Po*******hy against Reeves, and an adjourned Initial Appearance is currently pending in Racine County Case File 24CF1154.

Sheriff Schmaling stated, “Not only is this menace revictimizing children while viewing child po*******hy – child victims who have already experienced extraordinary trauma – he has allegedly turned his perversions on a child in our community who was less than 13-years-old. I encourage the court to grant him the lengthy sentence he richly deserves, and the Sheriff’s Office will continue in our mission to serve and protect the community.”
