Arrest Made in Case of Owens Cross Roads Child Killed by Dog

Huntsville, AL (June 20, 2024): On March 1, 2024, Madison County Sheriff’s deputies, along with the New Hope Police Department and Owens Cross Roads Police Department, responded to the 200 block of T. R. Christian Road for a report of a two-year-old child who was attacked by dogs. Upon arrival, law enforcement officers began administering life-saving measures to the child, who was later pronounced dead at the scene. The Sheriff’s Crime Scene Investigation (CSI) team and Major Crime detectives arrived to start a thorough investigation into the dog attack. During the investigation, two dogs were found at a neighbor's residence and were seized due to their potential involvement in the attack. Detectives also discovered that a third dog, located down the road, might have been involved in the attack. The owner of the third dog surrendered their pet to law enforcement while the investigation continued. All three dogs suspected of being in the attack were surrendered by the owners and picked up by Madison County Animal Control.

During the investigation, it was discovered that one of the three dogs had recently been involved in another dog attack in the area. The New Hope Police Department reported that incident in January of this year. With the help of a forensic odontologist, they were able to collect bite impressions and rule out the involvement of two of the initial dogs in the child's death. The dogs involved in this incident have all been euthanized.

Last week, a death investigation was brought before a Madison County Grand Jury, resulting in the indictment of 55-year-old Melissa Phillips for a violation of “Emily’s Law” Dangerous Dog AL3-6a-5(b). Today, Melissa Phillips voluntarily surrendered to Sheriff’s detectives and was subsequently taken to the Madison County Jail Facility. Her bond was set at $15,000. The investigation is ongoing and could result in additional charges.

Sheriff Kevin Turner said, “Nothing can make up for the loss of a child, but we hope this arrest helps bring the family one step closer to some form of closure. I want to thank all the law enforcement officers who took part in this investigation, as well as Madison County Animal Control”.

We would like to remind you to follow these steps when you see a stopped emergency vehicle or service vehicle on the road:

✅ Always remain alert. Avoid distractions and focus on the task of driving.

✅ Watch for situations where emergency vehicles, tow trucks, utility service vehicles or disabled vehicles are stopped on the side of the road.

✅ When approaching an emergency vehicle with lights flashing on the side of a two-lane roadway, drivers should slow down to a speed that is safe and approach with caution unless otherwise directed by an emergency worker on the scene. Some states recommend slowing to a speed that is 10-20 mph less than the posted speed limit.

✅ On multi-lane roadways, slow down when you see the flashing lights of an emergency vehicle at the roadside and, if possible, move over into an adjacent lane. If you are unable to switch lanes, slow to a speed that is safe and reasonable.

By following these steps, you can help ensure the safety of the emergency or service personnel and contribute to overall road safety.

The Madison County Sheriff's Office (MCSO) issued a public appeal last week to assist in identifying two individuals who were observed using a stolen credit card at the Walmart store in Hazel Green. Following an investigation, detectives positively identified Jarvis Stubbs, a resident of Thomasville, Alabama, as one of the two individuals featured in the surveillance footage.

In a turn of events, Mr. Stubbs recognized himself in the surveillance images posted on the MCSO's page and subsequently turned himself into Sheriff’s detectives today. He was arrested and charged with one count of Fraudulent Use of Credit/Debit with a $1000 bond.

GRASS CLIPPINGS: Did you know grass clippings should not be left in the roadway?

Here are a few reasons why we're bringing this up:

▪️Grass clippings are a danger to motorcyclists whose tires can lose grip on the road and slide. Needless to say, any time a motorcycle goes down, it has potential for causing catastrophic injury.

▪️Grass clogs up our storm drains and can build up in the gutter which can cause public safety issues with water drainage backing up (flooded roadway, property damage, mosquito breeding ground, etc.)

▪️The water from the streets drains into the storm water drainage system, which then flows into our streams. Decomposing grass in streams can stifle the necessary oxygen in the water and that’s not good for anything living in the water!

Bottom line: We are asking for homeowners, maintenance personnel, and landscape professionals to do the right thing and keep the clippings off of the roadway. We want healthy waterways, clean and clear roadways, and for our bikers to be kept safe.
Thanks for your help on this!
