The Kaufman Central Appraisal District is currently seeking candidates for the position of office clerk. These employees respond in a courteous and professional manner to inquiries by phone, in person and in written form from property owners, tax representatives, and the general public. They also provide information and assistance regarding protests, exemptions, and renditions.

Qualifications:
Ability to communicate effectively with co-workers, supervisors and the general public. Ability to work without constant supervision, and maintain expected production levels. Be able to operate office equipment; have excellent communication skills; possess good math, reading and computer skills; be able to remain professional at all times. This position requires working under close and crowded working conditions and the ability to focus under sometimes stressful and high-volume conditions at a level of efficiency and extreme accuracy.

Required Education and Experience:
Minimum requirement: High School graduate or GED
Preferred: Prior office experience

Physical and Mental Abilities:
Must be able to sit or stand for extended periods of time with ability to reach, bend and move up/down on steps. Must be able to lift up to 30 pounds. This position requires considerable concentration, creativity and ability to manage time effectively. It is subject to stress caused by a changing public environment, mandatory deadlines and heavy workload. Requires the ability to ask questions that will bring forth the information needed to make sound decisions.

Ag / Land Supervisor:

This is an exempt position that efficiently and effectively manages resources and employees of the Land/Ag/Wildlife Department to provide the appraisal of assigned properties using fieldwork and office analysis to arrive at fair and equitable market values as well as productivity values as prescribed by the Texas Property Tax Code. This position reports to the Deputy Chief Appraiser.
Duties include but are not limited to:
Builder’s Inventory, Ag and wildlife values and application eligibility, ag rollbacks, Value and eligibility qualification defense before the ARB, Rural land schedule development, Residential and Commercial lot pricing, Field inspections, and Coordinating Ag Advisory Board meetings.
Requirements:
Qualified candidates will possess their RPA through TDLR or equivalent as well as a minimum of 3+ years of supervisory experience.

Land / Ag Appraiser
The Kaufman Central Appraisal District is currently seeking qualified candidates for the position of appraiser. The desired candidate will be responsible for all aspects of the appraisal process. The appraiser will perform a combination of field appraisals on assigned properties during certain months of the year using one’s own vehicle and work in an office environment conducting informal meetings and property protest hearings in the remaining months. The appraiser will explain assessed values and defend property values with property owners of Kaufman County.

Qualifications
Complete training to understand computer assisted appraisal system. Ability to communicate effectively with co-workers, supervisors and the general public. Must be able to successfully complete Texas Department of Licensing and Regulation registration requirements and advancements. Must be able to use personal vehicle on the job daily. A valid Texas Driver’s license and proof of liability insurance coverage is required upon hiring.

Required Education and Experience
Minimum requirement: High School graduate or GED
Preferred: Prior appraisal experience

Must have sufficient mobility to visit property sites that may feature rough terrain and to work outdoors in unfavorable weather conditions. KCAD has not and has no plans to make all residents reapply for their homestead exemption.

During the 88th regular session, the Texas legislature passed Senate Bill (SB) 1801, effective September 1, 2023, which requires the Kaufman Central Appraisal District develop a program for periodic review of each residence homestead granted under Texas Property Tax Code Section 11.13. Since 2020 KCAD has been conducting an audit of Homestead exemptions and requesting new applications on some level. The recent mailing of Reapplication letters was to those properties that had no application on file with KCAD. To continue to grant an exemption there must be an application on file from a qualifying owner. Only those residents that received the letter need to take action. Below is the Texas Property Tax Code Section that created this program.

Texas Property Tax Code Section 11.43-H-1 The chief appraiser of an appraisal district shall develop a program for the periodic review of each residence homestead exemption granted by the district under Section 11.13 to confirm that the recipient of the exemption still qualifies for the exemption. The program must require the chief appraiser to review each residence homestead exemption at least once every five tax years. The program may provide for the review to take place in phases, with a portion of the exemptions reviewed in each tax year.

2022 Proposed Property Tax Bill Postcards have been mailed.

Property owners can visit the website provide, review tax rates being proposed by each of their taxing entities and see how that will impact their tax bill. Each taxing entity will also be posting the time and date of any required public hearings for the proposed rate should citizens wish to attend and discuss the proposed tax rate. The website also allows for property owners to submit direct feedback to each taxing entity regarding their proposed 2022 tax rate if they are unable to attend the scheduled meetings in person.

As you may have noticed the 2022 Notice of Appraised Values do not contain a tax estimate. This is a result of changes made by the Texas Legislature. Property owners will receive notification in August of where they can find proposed tax rate information for each of their taxing entities as well as the impact that change would have on their tax bill. They will also find the time and place of all required tax rate hearings held by each taxing entity. In the event they are unable to attend the meeting in public the website will also give them the ability to provide feedback directly to each of their taxing entities.
